IBM Global CPO Survey
Procurement has become a key competitive weapon1
Total Cost of Ownership (TCO) Approaches
Fewer & Deeper Supplier Relationships
CPOs are exploring New Frontiers for Value and Savings2

IBM Global CPO Survey 결과
Procurement is evolving. CPOs are Chief "Performance" Officers3
The battle for talent is on4

The myth is that only top suppliers are important ...
Most enterprises mistakenly focus on the top suppliers only.
Major investments are made to streamline and optimize only these relationships.
Extending such deep connections to the entire supply base is not cost effective.

Cost
… the reality is that ALL suppliers are important
The total cost of procurement increases dramatically as you go deeper into the supply base.
Lower compliance increases the risk of supply, quality and reliability, while higher turnover makes supplier selection more difficult.
Managing the extended supply base is key.

Best Practices Of SRM And SDP - IBM Case
Commodity councils first select strategic supplier(s) via a disciplined process then determine if the selected suppliers qualify and are willing to be strategic or core.
Commodity councils also lead their supplier development programs and supplier relationships
Suppliers are encouraged and taught to develop themselves after initial guidance from the commodity council. Spiral development is encouraged with their suppliers.
Target to involve strategic suppliers in new products and process development
Provide training programs, education, and seminars for suppliers
When suppliers cross commodity councils designate a lead commodity council to run SRM for that supplier based on degree of business impact or other key criteria
Provide supplier support and information centers
Loan executives, such as process engineers and quality managers
Set “stretch goals” to encourage radical change as well as continuous improvement
Share the savings from the development improvements
Provide a feedback loop to suppliers to help encourage their development efforts

The skills required are very similar to the skills required for a strategic sales account or national account manager.
They include project leadership, facilitation, coaching, team leadership, process knowledge, product knowledge, principled negotiation and change management.
SRM is NOT about trying to extract the last drop of blood from a supplier.

Suppliers still unassignedSuppliers with whom IBM does not need or currently foresees a long-term relationship with, they are not critical to IBM's business and do not necessarily deliver competitive advantage either through cost, technology, or supply. Again, the goal is to minimize the number of suppliers within this supplier definition.
Suppliers that IBM has either inherited via an acquisition of another company or as a result of a strategic outsourcing win. The goal is to minimize the number of suppliers in this category, either by migrating the service or product delivered by the company to a supplier in Supplier Definition 1, 2, or 3, or by developing the acquired supplier into a Supplier Definition 1, 2, or 3 supplier.
Code: 06 Unassigned Supplier
Code: 05 Non-Strategic Suppliers:
Code: 04 Acquired Suppliers:
Suppliers that may be specific to a region or a unique product or service. These suppliers are typically confined to a single commodity or sub-commodity. Suppliers selected by IBM customers and those critical to IBM solutions are included in this category, unless they are already covered under Supplier Definition 1 or 2.
Offer new or alternative products or services that bring technical, cost, or supply improvement opportunities. These relationships may be new and, therefore, immature; but typically, all emerging suppliers should have the potential to become strategic/core suppliers.
Major suppliers that are world class and typically multi-national. These suppliers either share IBM's objectives to advance our products and services through innovation and leadership, or have marketplace leadership that necessitates a supplier relationship. Those strategic/core suppliers that span more than one commodity may be treated as an enterprise supplier, whereby the entire cross-commodity relationship is reviewed centrally by both IBM and the supplier.

Regional / Niche
