•Site Exploitation (SE) is the systematic search of an area to exploit personnel,

structures, vehicles, documents, electronic media, and weapons. These activities

fulfill information requirements and enable targeting.

The purpose of SSE is to collect priority information and enable targeting. วตถประสงคหลกของ SSE คอ การรวบรวมขอมลขาวสารตามล าดบความส าคญและขยายผลหาเปาหมายตอไป

Searchers (2-man teams) - Works as a 2-man team - Assist ATL with SE kit inventory - Collects biometrics and forensics - Responsible for the labeling and packaging of collected materials - Identifies and marks hazards - Communicate all findings to the TL and TQ

Perform two searches, “Dirty” and “Clean” - Dirty – Quick pat down for weapons or explosives performed immediately. - Clean – Thorough search of detainee focusing on pockets, seams of clothing, and other common hiding places. Use wand if available. - During both searches, search area around detainees looking for items they may have dropped or tossed.

ใชการคนสองขนตอน หยาบ/ละเอยด คนหยาบ ตบเบา ๆ ไลตามล าตวเพอตรวจหาอาวธหรอวตถระเบด กระท าทนท คนละเอยด ตรวจสอบรางกายและเสอผาโดยละเอยด โดยเฉพาะในกระเปา ตะเขบและจดทมกเปนทซกซอนสงของ ใชเครองตรวจโลหะพกพา ถาม ในขณะคนรางกาย ตรวจสอบบรเวณรอบ ๆ ทท าการคนดวย ผ ตองสงสยอาจโยนของกลางออกจากตวได


Establish two holding areas, “Dirty” and “Clean”

After Dirty search is performed flex cuffs, evidence bag, eyes, and ears are placed on detainee and they are placed in Dirty holding area with enough distance between individuals to prevent communication. Detainees are taken from Dirty holding area, Clean searched, and then placed in Clean holding area.

Personal information is collected during Clean search and Detainee Evidence bag is filled out before being placed in Clean holding area.

Detainee Biometric Collection: Fingerprinting Hands should be flex cuffed together in front of detainee Fingerprints are taken using black ink pad and fingerprint card Fill out all available information on fingerprint card Ensure correct finger is printed in corresponding box Roll print by placing left side of finger pad level on card and rolling the pad of the finger once to the right side.

Do not reapply if print is light Prevent finger from sliding while rolling, which causes smudging.

DNA Collection Use cotton swab to collect DNA sample from inside of detainee’s mouth

Rub swab forcefully against inside of cheek to ensure skin cells are collected on swab. Saliva does not provide complete DNA.

Place swab in collection envelope and fill in all available information.

Detainee Questioning: - Questions should focus on immediate threats to searchers and potential follow-on targets. - Point of questioning is to obtain useful information, not to prove guilt. Do not waste time with lines of questioning working towards an admission of guilt. -Avoid yes/no and leading questions that waste time. Stick to -who, what, where, why, when, and how. -Immediately communicate all pertinent information obtained to -person in charge and searchers.

Evidence Packaging and Photographs All items found on or in immediate vicinity of detainee is placed in detainee evidence bag hung around their neck. Cell phones and other electronics are left on and placed in faraday bags or five layers of tin foil.

Turning off devices can enable security functions. Try to prevent device’s battery from dying by plugging it in if necessary.

Faraday bags prevent transmitting and potential tracking of device. Photographs are taken in “5+1” set, including five close-up pictures of the detainee’s face from the left, 45 degree left, center, 45 degree right, and right, and one distant picture of the detainee’s front ensuring to capture from feet to the top of the head.

Ensure pictures are taken level with detainee’s face to avoid distortion. Do not use flash on camera unless necessary to obtain a clear picture Note: *ALWAYS WEAR GLOVES TO AVOID CONTAMINATION

การเกบบรรจและถายภาพหลกฐาน วตถหรอของกลางทกชนทพบบนตวหรอบรเวณรอบ ๆ ผ ตองสงสยใหบรรจในถงเกบหลกฐานและหอยไวกบคอของผ ตองสงสย โทรศพทมอถอและอปกรณอเลกทรอนกสอน ๆ ใหเปดทงไวแลวบรรจเกบไวในถงกนคลนแมเหลกไฟฟา (ถงฟาราเดย) หรอหอดวยฟอยลหาชน

การปดเครองอาจท าใหระบบรกษาความปลอดภยท างาน หากจ าเปน ใหชารจแบตเตอรของอปกรณไวเพอปองกนเครองดบ ถงฟาราเดยชวยปองกนการสงถายขอมลและการตดตามตวเครอง

Site (Building/Vehicle) Exploitation Building walk-through/Marking •PIC walks through building systematically, marking each room with tape on the

doorframe in accordance with SOP. Three digit marking system works well: First number – Floor, Second number –

Room, Third number – sub room (i.e. closet or spider hole). Mark every doorframe or opening to include hallways

•Pay close attention to doors and rugs for booby traps Can have detainee lead walk-through if deemed appropriate

การเกบหลกฐานจากพนท (อาคาร/ยานพาหนะ) การส ารวจภาพรวม/ท าเครองหมาย ผบญชาการเหตการณเดนส ารวจพนทอาคารทงหมดอยางเปนระบบและตดเทปทประตตามมาตรฐานการปฏบตงาน

ใชหลกเลขสามหลกในการก าหนดหอง: หลกทหนงหมายถงชนของอาคาร หลกทสองหมายถงหอง หลกทสามหมายถงหองเลกทอยภายใน (ต /ชองซอนตว) ก าหนดเลขใหทกหองและทกชองทมในชนนน ๆ

Outer/Inner Searching Outer search of building includes 5’s and 25’s around perimeter of building or site.

Begin search close to building and work out Look for disturbed earth or other evidence of digging/burying Pay close attention to areas around windows for items that could have been thrown from inside

การคนภายนอกและภายใน การคนภายนอกใหคนครอบคลมระยะ 5 ฟตและ 25 ฟตของเขตพนทโดยรอบของอาคาร

Search rooms systematically going clockwise, top to bottom Search highest priority room first Each room should be searched twice Inspect every item carefully for booby traps before touching or moving. Tap on walls and pay attention to dimensions of room and adjacent rooms to identify hidden spaces and spider holes. Pay close attention to rugs as they are commonly used to conceal things underneath or hidden in the rug itself. When a searcher has completed a room a diagonal line is drawn on the room label. The second searcher does the same, making an “X” on the room label, indicating that the room is searched and cleared.

Evidence Packaging, Photographs Evidence Packaging

Outer - When outside, lay marking tape next to found evidence or items of interest in accordance with SOP and photograph from distant, mid-range, and close-up to show location where item was found. -After photographs are taken, evidence is packaged in labeled bags and placed in the designated evidence collection point.

Inner - Package evidence and items of interest separately and by category. (Documents, currency, electronic media, etc.) - Label evidence bags with corresponding room number -Do not turn off electronics such as desktop computers, laptops, or tablets. - -- Disconnect power cable at back of desktop computer and take with you. - Place evidence in center of room while collecting and then move to the designated evidence collection point. -When handling items avoid placing hands where fingerprints or other biometrics could be located (i.e. triggers and grips of weapons, screens or numbers on phones, keys on laptops, etc.)

Photographs - Outer photographs of building/site are taken from eight locations, four sides and four corners, from a distance that allows full coverage of the site. - Inner photographs include four pictures of each room, either from the corners facing in, or center facing out to each corner, depending on what the layout of the room allows. Take picture of room label on doorframe before photographing room to allow easy identification later. - All evidence in room should be photographed in place from distant, mid-range, and close-up before packaging. Always preclude pictures of evidence with a picture of the room label. - Once all evidence in room is packaged it is collected in the middle of the room and photographed before being taken to the evidence collection point. - When all evidence is collected at the evidence collection point, the evidence along with the detainees are pictured in a final “money shot.”

- Eyes and ears are removed briefly from detainees to take picture, then immediately put back on. -Picture should only contain evidence and detainees, no other personnel.

ถอดอปกรณปดหปดตาออกชวคราวกอนถายภาพแลวจงใสกลบทนท ชดภาพทถายควรมเฉพาะภาพของหลกฐานและผ ตองสงสย/ผ ตองหาเทานน ไมควรถายภาพบคคลอน


Vehicle Marking/Searching

•Ensure you obtain both the license plate and VIN number •Photograph entire car, search zones, evidence and reference shots •Search outside to inside, in a clockwise manner and low to high •Look at the general condition of the vehicle •Look for obvious signs of tampering or recent alterations •Check for false flooring and under floor mats. •Check the dashboard for newly added switches, buttons, LED indicators or lamps. •Check door panels for signs of recent removal. Look for extra wires that may act as antennas. •Check the sun visors, glove box and any other storage type compartment.

Biometric Collection Fingerprints

- Use black fingerprint brush to lightly powder areas of likely contact with fingers (i.e. light switches, table or desk tops, steering wheels, dashboard control buttons, etc.) -When a print is found, use plastic tape or lifting pad to carefully lift print, cover, and package in properly labeled container indicating where the print was found.

•DNA

Identify locations of probable DNA presence. Nuclear, or complete DNA comes

from skin cells, blood, and bodily fluids. Mitochondrial, or incomplete DNA comes

from hair, saliva, and excrement.

Use a sterile water tubule to moisten a cotton swab and rub the location of possible

DNA presence. Seal the cotton swab in the included plastic housing and place in

envelope marked with the item and location that was swabbed.
