A group studying improve-ments to U.S. Highway 40 in west Steamboat Springs is hon-ing in on a proposal that would widen the road to four lanes from downtown to Steamboat II.

Consultants also are review-ing 10-foot separated sidewalks along U.S. 40, double left-hand turn lanes at the intersection of Elk River Road and U.S. 40, and a pedestrian over-pass or underpass at the same intersection. Other potential improvements include double left turn lanes for traffic turning

We booked bargain airfare to Oregon this month hoping

to spot whales beyond the breakers, feast on Yaquina

Bay oys-ters, comb South Beach for small agates, feast on Dungeness crab, hike through old-growth forests on Cape

Perpetua, and feast on razor clams.

We did all of it.However, one of the lasting

memories I’ll take from this spring’s visit to the traditional fishing town of Newport, Ore., is that of standing in a steady rain on the Coast Highway watching the annual Loyalty Day parade.

If you took Steamboat Springs’ Fourth of July parade, subtracted most of the horses and the homemade floats and added extra local princesses and a significant Armed Forces presence, you would be able to grasp the essence of Lincoln County, Oregon’s Loyalty Day cel-ebration. It had all of the homegrown funkiness of Steamboat’s flagship Fourth of July and Winter Carnival pageants.

In between the Coast Guard vessel, the Army National Guard earth-moving equipment and the U.S. Navy scale-model aircraft carrier,

there were clowns on bicycles, a giant crab puppet, Shriners weaving cloverleaves in minia-ture cars and an Oregon State University extension agent pushing a wheelbarrow. I even got a kick out of Ronald McDonald riding through the historic Art Deco downtown in a giant chauffeured boot.

But then, I’m a sucker for that kind of kitschy stuff.

It may be that an unnatural attraction to fairs and parades is an occupational hazard for community journalists. While other members of my family set out to look for sea stars and anemones in tidal pools, I was drawn to stand on the curb and take scores of photo-graphs of dressed-up strangers parading resolutely in a cold rain. I could not have been

happier. What a vacation!Later, while reflecting on

the deeper, symbolic mean-ings of small-town parades, I recalled a chance encoun-ter I had in February with a television news anchor from Florida. I met Anne Dwyer and her husband, Nick, at the Winter Carnival night show in Steamboat. She is the co-anchor of Fox 13’s Good Day Tampa Bay, and they own a vacation home here.

Dwyer was very curious about the tradition of winter Carnival, and after filling her in, I urged her to attend the Winter Carnival Parade the following morning.

After returning to Florida, she wrote to tell me that she was so taken with Steamboat’s

As the city approaches a deci-sion about whether to annex Steamboat 700, its review of the project is moving from the con-ceptual to the detailed.

“With the City Council right now, there’s multiple com-ponents going on at the same time,” Steamboat Springs City Manager Jon Roberts said Monday. “Right now, the one that’s getting the most focus is the fiscal impact model.”

The city and Steamboat 700 are modeling the financial implications of the development in terms of operating expenses and capital projects. Roberts said Steamboat 700 is close to revenue neutrality on the oper-ating side. The city has had less time to review Steamboat 700’s capital plan, Roberts said.

Steamboat 700 got a boost on the operating front last week when Steamboat Springs City Council decided to support the developers’ position on how the costs of a new west-side fire sta-tion should be allocated. Rather than chalking up 100 percent of the station’s costs to develop-ment in Steamboat 700, council members agreed to calculate the need for the station generated by Steamboat 700 on a pro rata basis.

“Based upon that, there’s some modeling and analysis being done on what is their pro rata share,” Roberts said.

The fiscal impact model shows Steamboat 700 becom-ing revenue-positive at different stages depending on its absorp-tion rate. City Council President Loui Antonucci said last week that the council is concerned about Steamboat 700’s first few

years, when the development probably will be a drain on city finances.

He said he doesn’t think the city has enough spare cash to bridge the gap.

“The focal point is going to be the first three to four years,” Antonucci said.

Nine years ago today, racecar driver Adam Petty died in a crash at New Hampshire Motor Speedway.

This morning, Adam’s father and NASCAR driver Kyle Petty — joined by about 200 other motorcycle riders — will roar out of Steamboat Springs and continue a cross-country trek benefiting a charity founded in his son’s honor.

It was fitting then, that par-ticipants say the Chick-fil-A Kyle Petty Charity Ride Across America has evolved into a fam-ily affair.

“I heard about how everyone, they’re like family,” Heisman Trophy winner and former NFL

Pro Bowl running back Herschel Walker said about the ride.

Walker participates in the ride with his brother-in-law.

“I got on the ride, and I real-ized it’s true. When you leave the ride, you miss the people from the ride. You think about it all year.”

When he first participated in the ride four years ago, Walker said he took some ribbing because all 16 of his motor-cycles had a combined mile-age of about only 500 miles. This year’s nine-day trip is 3,500 miles from Stevenson, Wash., to Greensboro, N.C.

Walker and many other ride participants were kicking back at the Chaps bar in the Steamboat Grand Resort Hotel after Monday’s 300-mile leg of the journey from Park City, Utah.

“Pretty much everybody here is an interesting story,” said Eddie Gossagh, president of the Texas Motor Speedway. “Kyle and I have been buddies for a long time. We’ve been rid-ing motorcycles together for 20 years. When this started 15 years ago, it was a natural fit.”

Fortress Investment Group reported a net loss of $287 mil-lion in the first quarter of 2009, compared to a net loss of $277 million in first quarter 2008.

The private-equi-ty and hedge fund manager is the par-ent company of Intra-west, which is the parent company of Steamboat Ski and Resort Corp. Some Fortress funds are invested in develop-ment at the base area of Mount Werner in Steamboat Springs.

Fortress’ net quar-terly loss was $52 million when princi-pals’ compensation was removed. The company reported $26.5 billion in assets under management for the quarter ended March 31, down from $34 billion for first quarter 2008.

In a conference call about the results Wednesday, CEO Wesley Edens said that markets appeared to be stabilizing and that asset liquidation would pro-vide opportunities for Fortress. The federal government’s actions regarding banks also could ben-efit the company, he said.

“What we expect to follow over the net couple years is the great liquidation, and given our distressed investment expertise, we believe that we’re very, very well positioned,” Edens told investors and analysts.

Fortress ran into issues in December, finding itself in a position where it had to hold back redemptions from some

of its funds. Investors requested $3.5 billion of their money in November and December. The amount would have wiped out the funds, so Fortress suspended redemptions.

The company is on solid ground now, President Michael

Novogratz, who is responsible for Fortress’ liquid hedge funds, said in the conference call.

“The pace of redemptions has slowed dramati-cally, and … most of the people that wanted their money or need-ed their money out took it out,” Novogratz said. “Listen, the great thing about the hedge fund busi-ness is if you per-form well, people

want to put money in your fund. And so I think if we continue to put runs on the board, we’re going to see big inflows … by the third quarter.”

Fortress also announced its executives’ compensation this month in a filing with the U.S. Securities and Exchange Com-mission. Edens’ total compen-sation increased $7,990 from 2007 to 2008, from $219,400 to $227,390. The additional money represents slight increases in 401(k) matching contributions and insurance premiums. The largest chunk, $6,250, comes in additional medical services.

Fortress’ Executive Compen-sation Committee entered into a five-year agreement with its principal executives in January 2007. The deal stipulates that principals will receive an annual salary of $200,000.

LIFT-UP of Routt County got an extra boost from a local hotel Monday. Fifty-two rooms worth of furnishings were spread across the thrift store’s parking lot as a steady stream of shoppers picked through $10 chairs, $20 dress-ers and other furnishings from Comfort Inn.

The dressers and end tables were offered during a daylong sale in what LIFT-UP Executive Director David Freseman called a “grand experiment” for the non-profit organization.

Two semitrailers full of furnish-ings arrived at the center at 8:30 a.m., and volunteers and LIFT-UP workers spent the next three hours and 15 minutes unload-ing the goods, including mirrors, paintings and lamps.

The round tables and night-stands were selling early in the day, said Lina Grant, sales asso-ciate with LIFT-UP. Working since before 8 a.m., Grant said the nice weather encouraged shoppers like Lisa Kamieniecki, who was picking out a picture and frame.

“I create a piece of artwork every year for Bust of Steamboat, and it’s nice to have it in a frame,” she said. “I’m going to stock up on them.”

Comfort Inn Director of Sales Michael Watt said he decided to

donate the furnishings, instead of selling them through a liquidator, as a way to help local organiza-tions.

“We wanted to find a way to give back to the community that has treated our hotel and work-ers so well, and we thought this would be a good chance to give back,” he said.

The hotel is in the process of a $200,000 remodel of all 52 rooms. Each will get new wallpaper, fur-niture and televisions, and Watt

said the work should be done in mid-June.

“This is something I got together with the owners and said, ‘How can we best help the community right now?’ and the last thing people want to do when (their) family is expanding is to go out and pay for new fur-niture,” Watt said.

By the end of the day, the sale had generated about $1,000. That money will join the regular rev-enue from the thrift store to sup-

port the LIFT-UP Food Bank. About $80,000 a year is generated from the thrift store to buy food and supplies, Freseman said.

The furniture that remained unsold — about half of it — was donated to New Horizons Ministries thrift store in Cañon City, a group that cares for the children of incarcerated women.

Any furnishings unable to fit in New Horizons’ trailer will be available at the LIFT-UP thrift store today, Freseman said.

Is this the end for Harry and Louise?Harry and Louise were the fictional

couple who appeared in advertisements run by the insurance industry in 1993, fretting about what would happen if

“government bureaucrats” started making health care decisions. The ads helped kill the Clinton health care plan, and have stood, ever since, as a symbol of the ability of powerful special interests to block health care reform.

But on Saturday, excited administration officials called me to say that this time the medical-industrial com-plex (their term, not mine) is offering to be helpful.

Six major industry players — includ-ing America’s Health Insurance Plans (AHIP), a descendant of the lobbying

group that spawned Harry and Louise — have sent a letter to President Barack Obama sketching out a plan to control health care costs. What’s more, the letter implicitly endorses much of what admin-istration officials have been saying about health economics.

Are there reasons to be suspicious about this gift? You bet — and I’ll get to that in a bit. But first things first: On the face of it, this is tremendously good news.

The signatories of the letter say that they’re developing proposals to help the administration achieve its goal of shaving 1.5 percentage points off the growth rate of health care spending. That may not sound like much, but it’s actually huge: Achieving that goal would save $2 trillion during the next decade.

How are costs to be contained? There are few details, but the industry has clearly been reading Peter Orszag, the budget director.

In his previous job, as the director of

the Congressional Budget Office, Orszag argued that America spends far too much on some types of health care with little or no medical benefit, even as it spends too little on other types of care, like preven-tion and treatment of chronic conditions. Putting these together, he concluded that “substantial opportunities exist to reduce costs without harming health overall.”

Sure enough, the health industry let-ter talks about “reducing over-use and under-use of health care by aligning quality and efficiency incentives.” It also picks up a related favorite Orszag theme, calling for “adherence to evidence-based best practices and therapies.” All in all, it’s just what the doctor, er, budget direc-tor ordered.

Before we start celebrating, however, we have to ask the obvious question. Is this gift a Trojan horse? After all, several of the organizations that sent that letter have in the past been major villains when

There are titled people in Britain and then there are people who consider them-selves entitled. The current scandal here is that the entitled are not the growing num-ber receiving benefits from government,

but the many members of Parliament whose highly questionable expenses are jaw dropping, even to the most cynical observer.

In a series of front-page stories last week in The Daily Telegraph, members of the majority Labour Party — including Prime

Minister Gordon Brown and several cabinet ministers — had their expense vouchers published. The newspaper paid an unidentified source for the informa-tion, which was due to be released for

free this summer.Ordinarily, one might expect those who

have been identified as milking the tax-payers for dubious personal expenses to express shame, or at least embarrassment, but instead the members are unrepentant and fighting back. Given the nature of the expensed items, it is doubtful they will persuade the British public, which contin-ues to struggle financially.

Barbara Follett, the minister of culture, creative industries and tourism, claimed 25,000 pounds in expenses for security because she doesn’t feel safe living in the Soho district. Follett’s husband is the best-selling novelist and multimillionaire Ken Follett. It apparently didn’t occur to her to ask him to pay for her security detail, or move from a neighborhood she regards as unsafe to one in which she feels more secure.

Immigration Minister Phil Woolas expensed women’s clothing and toilet-ries, including tampons and diapers.

Parliamentary rules allow expenses only for items that are “exclusively” for the MP’s use. Unless the married Woolas is holding something back, it will be difficult for him to explain how tampons are for his personal use.

Members are allowed expenses for sec-ond homes. Chancellor of the Exchequer Alistair Darling, however, switched his second home designation four times in four years, claiming the second home ben-efit each time. Darling recently proposed to increase the income tax to 50 percent. Perhaps he needs the money to help underwrite his expenses.

Margaret Moran, a parliamentar-ian from Luton South, expensed 22,500 pounds of taxpayer money, just days after she switched her second home des-ignation, to repair dry rot at her and her husband’s seaside home, a home located 200 miles from her constituency. Dry rot

it comes to health care policy.I’ve already mentioned AHIP.

There’s also the Pharmaceutical Research and Manufacturers of America (PhRMA), the lobbying group that helped push through the Medicare Modernization Act of 2003 — a bill that prevented Medicare from bargaining over drug prices and locked in huge overpayments to private insurers. Indeed, one of the new letter’s signatories is former U.S. Rep. Billy Tauzin, who shepherded that bill through Congress then immediately left public office to become PhRMA’s lavishly paid president.

The point is that there’s every reason to be cynical about these players’ motives. Remember that what the rest of us call health care costs, they call income.

What’s presumably going on

here is that key interest groups have realized health care reform is going to happen no matter what they do and that align-ing themselves with the Party of No will just deny them a seat at the table. (Republicans, after all, still denounce research into which medical procedures are effective and which are not as a dastardly plot to deprive Americans of their freedom to choose.)

I would strongly urge the Obama administration to hang tough in the bargaining ahead. In particular, AHIP will surely try to use the good will created by its stance on cost control to kill an important part of health reform: Giving Americans the choice of buying into a public insurance plan as an alternative to private insurers. The adminis-tration should not give in on this point.

But let me not be too nega-tive. That the medical-industrial complex is trying to shape heath care reform rather than block it is a tremendously good omen. It looks as if America may finally get what every other advanced country already has: a system that guarantees essential health care to all its citizens.

And serious cost control would change everything, not just for health care, but for America’s fiscal future. As Orszag has emphasized, increasing health care costs are the main reason long-run bud-get projections look so grim. Slow the rate at which those costs rise, and the future will look far brighter.

I still won’t count my health care chickens until they’re hatched. But this is some of the best policy news I’ve heard in a long time.

As if the outrageous expense claims were not enough, what the Telegraph calls “begging letters” from parliamentarians whose expenses were rejected expose the grip the entitlement mentality has on many politi-cians.

One Labour MP appealed a ruling against him this way: “From a natural justice perspec-tive I feel a justifiable exception would be the fairest manner to deal with the current situation.” He wanted a 3,100-pound reim-bursement for a 40-inch Sony TV.

Here’s another: “I object to your decision not to reimburse me for the costs of purchasing a baby’s cot for use in my London home. ... Perhaps you might

write to me explaining where my son should sleep next time he vis-its me in London?” And another: “I would be very grateful if (the expenses) could be paid in the last round of the year on Friday. Otherwise, I might be in line for a divorce!”

Like relatives who overstay their welcome at holiday time, consuming food and drink and soiling your home, politicians in Britain and America come to believe they are entitled to other people’s money simply because they win an election. When the relatives leave, the owners usually give the place a good cleaning. That’s what Parliament (and Congress) need to do.

The Labour Party might have handed the Conservatives a powerful issue if the conserva-tives had not also been feed-ing at the public trough. The Telegraph is following up its

stories on Labor with similar reports on the Conservatives. In addition to the second home reimbursements, one Conservative, Cheryl Gillan, the shadow Welsh secretary, claimed an expense for dog food. (She at least promised to reimburse the government). David Cameron, the Conservative Party leader and potential prime minister, (he leads in the polls) appar-ently escaped embarrassment as his claims have been called “relatively straightforward” by the Telegraph. This might allow him to take on the role of reformer in the coming election campaign.

Conservatives should bring real change to a system that allowed one Labour member to expense the cleaning of his swimming pool. That might be defensible if the member could walk on water.

Craig man in serious condition after crash

A 37-year-old Craig man who was thrown from his motorcycle in a crash on U.S. Highway 40 west of Hayden on Monday night was listed in serious condi-tion. He was scheduled to be flown to Denver Health, authori-ties said.

Ricky Bustad’s condition was upgraded from critical to serious by 10:30 p.m. Monday.

The crash occurred at about 7 p.m. as Bustad was driving west on U.S. 40 near Yampa River State Park, said Capt. Dan Parrott, of West Routt Fire and Ambulance. Bustad is thought to have lost control of his Harley-Davidson motorcycle and gone off the road near mile marker 103.

Colorado State Patrol Sgt. Scott Elliott said Bustad went off the right side of the road near a curve.

“The road curved to the left and he went straight,” Elliott said.

Bustad’s motorcycle struck a sign, then a delineator post. Elliott said Bustad was thrown from the motorcycle and into a patch of bushes on the side of the road.

Elliott said there was no obvious cause of the crash, and Bustad was alone on the motor-cycle.

Traffic on U.S. 40 temporar-ily was blocked, but the highway was reopened a short time later.

Red flag warning issued for Northwest Colorado

High winds, low humidity and an abundance of dry fuels are combining to make for particu-larly dangerous wildfire condi-tions today.

The National Weather Service has issued a red flag warning for

the Northwest Colorado fore-cast area, including Moffat and Routt counties, from 10 a.m. to 9 p.m. today. A red flag warning means “critical fire weather con-ditions are either occurring now ... or will shortly. A combination of strong winds ... low relative humidity ... and warm tem-peratures will create explosive fire growth potential,” according to the National Weather Service.

Today’s forecast for Steamboat Springs includes a high tem-perature of 73 degrees with east winds 10 to 15 mph increasing to 25 to 30 mph. Gusts could be as high as 40 mph.

There are no wildfires burn-ing in Northwest Colorado, but officials have warned that dry conditions and pine beetle-killed forests are creating dangerous fire conditions for the region. Last week, Gov. Bill Ritter said Northwest Colorado faces a higher risk of wildfire this year because of the volume of beetle-killed trees.

In addition to the red flag warning, the National Weather Service has issued a flood advi-sory for the Elk River near Milner. At 11:15 a.m. Monday the river stage was 5.3 feet. Flood stage is at 7 feet. The Weather Service forecasts the river to rise to 6.0 feet today and 6.2 feet Wednesday.

Artisans seeking nonprofit group for Soup Bowl funds

Steamboat Clay Artisans is seeking a nonprofit organization to be the beneficiary of its 2009 Soup Bowl Supper fundraiser. For the past nine years, members of the Steamboat Clay Artisans have created handmade ceramic bowls that are given away to ticket holders at the event, who fill the bowl with soups, breads and desserts donated by local restaurants and bakeries. Other locally made ceramic items are auctioned during the fundraiser, which is expected to net at least $5,000 for the beneficiary.

But local bankers and law enforcement officers are warn-ing that these schemes are noth-ing more than attempts to bilk residents out of their hard-earned money.

“All banks are seeing fraud at unprecedented levels,” said Greg Dixson, regional president of First National Bank of the Rockies. “There’s so much going on; it’s amazing.”

Dixson said he gets updates about new frauds a couple of times a week. With one recent attempt, local residents received checks saying they won a lottery or drawing for $3,500. The letter included a check, but stated that in order to release the money the recipient first needed to pay taxes or a collection fee on the prize. If residents were to cash the check, they would discover it is invalid — and they are out the “taxes” they paid to the sender, Dixson said.

Routt County Sheriff’s Office investigator Ken Klinger said people should be aware of any-thing promising quick riches.

“It’s typically that you’ve won a lottery or some happy horse-crap thing like that, and it’s always a scam,” he said. “You get an e-mail saying, ‘Lucky recipient, I’ve been trying to contact you and finally decided to e-mail you. … Please contact us so we can make arrange-ments to get the money to you.’ Of course, they want you to pay the taxes.”

Another scam Dixson said has increased in recent weeks advertises for a “mystery shop-per” job that pays residents for visiting local retailers. A per-

son is given a fake check and asked to go into a store to “test” their money-order service. The shopper sends his or her own money to the scammers, but the payment check to cover the cost of the “test” is denied.

Banks are warn-ing customers, espe-cially those vulner-able to the scams, to take extra pre-cautions, Dixson said.

“It’s typically naïve people, senior citizens, people who are des-perate for cash and have an absolute need,” he said. “Senior citizens, they live on a fixed income, they have (individual retirement accounts), they have Social Security, they are perhaps not sophisticated investors, and they’re very trusting.”

Klinger said one elder-ly couple in Oak Creek was scammed out of $4,000 when they thought their grandson was injured and needed assistance. After they sent the money to someone pretending to be with their grandson, they found out it was a scam.

Deputies investigating the transaction found that an order sent to Calgary was picked up in a Montreal office within 15 minutes. Klinger said deputies attempted to get the money back to the Oak Creek couple, but once the money crosses the bor-der, U.S. law enforcement is often unable to recover the cash.

“We’ve tried to involve the FBI a number of times, but they run into the same thing,” he said.

Dixson said banks help pro-tect customers by using soft-ware that detects abnormalities

in check sequencing or other variables.

“We can only (inform) the people who bank with us,” he said.

Many of the recent scams seen in Routt County originate in Canada or Nigeria.

“Just about anywhere,” Dix-son said. “You really can’t pin-point one location. It’s pretty creative.”

Some suspected scams come from more local sources.

Two Steamboat Springs residents were arrested May 7 on suspicion of racketeering and extortion. Troy Cox, 23, and Car-tina Graham, 32, were arrested as part of an ongoing inves-

tigation into fraud, Steamboat Springs Police Department De -tective Dave Kleiber said. Both suspects are scheduled to appear in court for a status hearing at 1 p.m. May 19.

The best way for residents to avoid scams is to be skepti-cal and keep a close account of finances, Dixson said.

“No. 1, don’t ever give any private information out over the phone or fill out a form unless (you’ve) initiated a transaction,” he said. “Nobody’s going to call and say ‘Hey, we’re so-and-so, can you verify your Social Security number for us?’”

Dixson also recommended checking each bank statement as soon as it comes in the mail and to check all credit card state-ments as soon as they arrive. Residents should also ignore any suspicious e-mail using poor grammar, capitalization or spelling, Klinger said.

“Regardless of who they bank with, they can always go and talk to their banker if they lack information, have any ques-tions or are suspicious,” Dixson said. “That’s a resource where they can start.”

just kind of evolved,” Kyle Petty said. “It’s funny how it evolves into a family deal.”

Petty said the ride, in its 15th year, began with a group of friends who just wanted to be able to say they had ridden a motorcycle across the country. Then it became a charity event benefiting mostly children’s hos-pitals. But for the past five years, its main beneficiary has been Victory Junction — a camp in Randleman, N.C., for children with chronic or life-threatening illnesses — founded by Petty

and his wife, Pattie, in honor of their late son.

Today’s leg of the journey will take the charity ride to its next overnight stop in Hays, Kan. On Wednesday, the group will stop in Kansas City, Kan., to break ground on a second Victory Junction camp.

Since 1995, more than 6,100 riders have logged 7.9 mil-lion miles and donated more than $12 million to children’s charities. This year’s char-ity ride concludes May 17 in Randleman.

tioned out. And that propor-tionate share has not yet been determined.”

Today, the Routt County Board of Commissioners will consider two versions of a letter they plan to send to Steamboat 700 concerning the dedication of county building-use tax col-lections generated within the development to the U.S. 40 improvements. City Council President Loui Antonucci said the city has not yet determined how much the city will con-tribute or where the funds will come from.

“We know we’re going to have to participate,” he said, “but we haven’t committed to anything yet.”

The study is addressing alter-natives to meet transportation needs while also examining the effects of the alternatives on environmental resources. Because U.S. 40 is part of the federal highway system, the study is required under the National Environmental Pro-tection Act. An update on the NEPA study will be presented to the Steamboat Springs City Council today.

“This isn’t the final accep-tance,” Roberts said, “but this is to introduce the items that are being … considered.”

Antonucci said he doesn’t expect council members to give specific direction on what the highway should look like because they are not traffic

experts, but he did say council might take options off the table if it is felt that certain improve-ments don’t match Steamboat’s character.

The study group already has considered and rejected propos-als including expanding U.S. 40 to six lanes, creating revers-ible high-occupancy toll lanes, a roundabout at U.S. 40 and Elk River Road and grade-sepa-rated intersections, also known

receive an update on a water and wastewater rate master plan being conducted by the city. The master plan is expected to propose the creation of a new stormwater utility fund that could be funded by developers and a service charge to all resi-dents. “They say they want to run that thing as an enterprise fund. OK, but who pays into that fund?” he said. “I get a little concerned because … one of our goals is that Steamboat stays affordable for local people to live here. If we have to find more ways to tax people, that kind of goes against the goal.”

■ Council will debate poten-tial changes to its affordable housing ordinance. The changes would allow developers to make a payment to the city in lieu of building actual affordable units. Under the city’s existing inclu-sionary zoning policy, paying a fee in lieu is allowed only at base area projects and for fractional units. Council also will consider allowing developers to propose a voluntary real estate transfer

tax on first and subsequent sales of units.

Antonucci said he supports flexibility and giving developers a variety of options for satisfy-ing affordable housing require-ments.

“I think it has to be a multi-pronged approach for develop-ers,” he said. “I don’t know if you can make an ordinance that withstands the ups and downs in the economy.”

However, a city staff report states that city staff supports changes to inclusionary zoning to confront the current econom-ic situation “with the hope that within a reasonable period of time, circumstances will permit a return to the original intent of the” ordinance.

singular winter parade that when she spied a crew from Fox 31 KDVR in Denver docu-menting the Steamboat Springs High School skiing band, she grabbed the cameraman and convinced him to tape a stand-up of herself speaking extem-poraneously with the parade in the background.

Dwyer’s plan was to con-trast the Winter Carnival parade with a traditional parade held annually in Tampa. She would write her own story for Fox 13 WTVT and use edited Fox 31 footage from Steamboat.

So what is it about journal-ists who can’t resist telling

a story, even when they are on vacation? And what is it about the human psyche that lures some of us to dress up in funny clothes and stand on a flatbed trailer waving while parading down main street? And for others, what is the fascination in standing on the curb and making photographs as the parade passes by?

Psychologists, anthropolo-gists and sociologists might all have a field day with the subject. But I’m none of those. I’m just endlessly fascinated by human nature.

the franchise’s first appearance in the conference finals since 1995. And fittingly, it was the two young stars, Kane and Toews, leading the way before a roaring crowd at the United Center.

When Chicago’s Troy Brou-wer was called for goaltender interference with just less than 8 minutes remaining, Daniel Sedin scored quickly with a shot from the left circle that put the Canucks ahead 5-4.

Kane responded. He got a puck from behind the net and then maneuvered to the side and put a shot under Roberto Luongo to tie the game at 5.

Then, 49 seconds later on a power play, Toews worked around the side and tried to pass across the crease to Patrick Sharp. But the puck deflected in off Vancouver’s Alexander Edler with 6:11 left.

Kane capped his hat trick with a hard back-hander past Luongo with 3:43 remaining.

Chicago’s Nikolai Khabibulin made 33 saves and Luongo 23.

Sedin had a pair of goals for Vancouver, which lost the final three games of the series in a disappointing end to what the Canucks hoped would be a run to the Stanley Cup.

Vancouver’s Mats Sundin scored to put the Canucks up 4-3 early in the third period, but Adam Burish countered on a nice centering pass from Patrick Sharp to tie the game.

The Blackhawks took a 3-1 lead in the second period on power-play goals by Kris Versteeg and Toews. The Canucks came charging back to tie on scores from Sedin and Shane O’Brien to momentarily quiet the frenzied crowd.

So much for the idea that the Dallas Mavericks would be devastated by the way Game 3 ended. Dirk Nowitzki wasn’t about to let them get swept.

In the 200-meter freestyle relay, the team placed fourth overall with a time of 1:41.13, which has Patti Worsley feeling confident for next week.

“It was right on their best time,” she said. “They had the same time they did last week in our pool, but now they’ll get time to rest.

Mesa County Valley School District 51 won the meet with a score of 432 points. Durango was second with 346, and Montrose was third with

301 points. Delta, with 116 points, placed just ahead of Moffat County, which had 96. Glenwood Springs rounded out the meet with a score of 27.

Patti Worsley said Moffat County’s score wasn’t because of poor efforts in the pool.

“There was a lot of improve-ment all around — I think all the kids improved in every event,” she said. “We don’t have any divers. Delta was able to get ahead of us because they have divers.”

Cole Worsley won the 50-meter free with a time of 22.16 seconds, but Patti Worsley said the best is yet to come.

“He hasn’t started to taper yet, so I expect him to do even better next week,” she said.

In the 100-meter butterfly, Cole Worsley didn’t just win with a time of 54.46 — he dominated.

“He was more than three sec-onds ahead of the next competi-tor,” Patti Worsley said.

The swimmers will compete in the 800 meter free relay and the 1,600 free relay at the state meet Friday and Saturday in Loveland.

Cole Worsley will compete in the 50-meter freestyle and the 100-meter fly at state. He is ranked in the top two for each event.

then missed another — perhaps intentionally — because Anthony got the rebound but didn’t have a timeout left to call or enough time to get off a 90-foot heave.

The buzzer sounded and confetti fell as the teams left the court, knowing they will meet again Wednesday night in Denver. The scene was a lit-tle calmer than after the end of Game 3, although it may also wind up getting reviewed by the league office because Denver’s Kenyon Martin clearly exchanged words with Dallas owner Mark Cuban.

This game had all the inten-

sity of a Game 7, with seven technical fouls and multiple fla-grants. There were video reviews and concerns for the safety of Anthony’s wife and Martin’s mom, all of it started by the wacky Game 3 finish, then stoked by a silly elbow from Anthony early in the second quarter.

Denver led by 14 and was scoring at will when Anthony tangled arms with Dallas’ Antoine Wright. It was like an alarm clock for the drowsy crowd of 20,523 — and for the Mavericks, who all season have been at their best immediately after hitting rock bottom. It was a quality coach Rick Carlisle expected to see Monday night, even if it showed up more than a quarter late.

After the tussle between Anthony and Wright — the main combatants of the Game 3 finish, which the league admit-ted was botched by officials — Dallas kept getting close, and even tied it three times, but never went in front until Nowitzki’s rainbow over Martin that hit nothing but net.

Martin lost the ball on offense, leading to a pair of free throws by Dallas’ Josh Howard. Anthony countered with two foul shots of

his own with 30 seconds left.The Mavericks went back to

Nowitzki near the top of the key, guarded by Martin. The big German drew a foul and Martin knew it was his sixth; he went straight to the bench and took a seat, watching Nowitzki sink two more free throws with 8.3 seconds remaining.

Then Anthony kept alive hopes of another miracle finish for Denver, somehow escaping the defense enough to make the 3.

But the Nuggets were out of tricks. Unable to steal the ball from Terry, they fouled him instead, but it was too late. Denver wasn’t going to pull off the first four-game sweep in fran-chise history and Dallas avoided getting swept for the first time in a seven-game series.

“We’ve still got our hands full,” Nowitzki said. “We’ll let it all rip again and see what happens.”

Howard had 21 points and 11 rebounds, and Jason Kidd added 13 points, 10 rebounds and six assists. Terry scored 12 points, Brandon Bass had 11, and J.J. Barea scored 10.

Chauncey Billups had 24 points and seven assists, and J.R. Smith had 19 points, includ-ing two terrific baskets with the shot clock about to expire in the fourth quarter. Dahntay Jones scored 10, and Martin had only two points and two rebounds in 33 minutes.

Lance Armstrong moved up to fifth place in the Giro d’Italia. His first real test comes with Tuesday’s uphill finish, and the seven-time Tour de France winner isn’t quite sure what to expect.

Riding the Giro for the first time, Armstrong has never seen the nearly 8.5-mile climb to San Martino di Castrozza, but he asked top favorite Ivan Basso about it.

“(Basso) expects 10 to 20 guys to be together, then the next day is steeper,” Armstrong said. “Tomorrow’s not that steep. If, like Ivan said, there are close to 20

guys, I would think I might be there. Down to five or six guys, I wouldn’t be there right now.”

Armstrong avoided a crash in the final miles of Monday’s third stage that ended with Alessandro

Petacchi of Italy taking the over-all lead from Britain’s Mark Cavendish. Armstrong finished in the main pack in 50th place, advancing from 10th in the over-all standings. The Texan said he studied Google Earth before the stage to check the finish.

“I was trying to figure out that last corner,” he said.

Petacchi beat Tyler Farrar, of the United States, and Francesco Gavazzi, of Italy, in a sprint finish in the 123-mile stage. Cavendish was involved in the crash and crossed 1 minute, 25 seconds after the leaders.

Lance Armstrong’s Astana team must straighten out its financial crisis by May 31 or risk being suspended.

Astana team manager Johan Bruyneel said Monday that the International Cycling Union sent a warning letter to Kazakhstan’s cycling federation.

“That’s the deadline to arrange the whole financial situation. If it’s not taken care of by then, the letter says that the team will be suspended,” Bruyneel said. “At

least we’re going to be able to fin-ish the Giro.”

The Giro d’Italia, which Arm-strong is racing for the first time, ends May 31.

Astana receives most of its financial support from Kazakh state holding company Samruk-Kazyna, but the Central Asian nation’s economy has been badly hit by the ongoing global finan-cial crisis. The team has not paid its employees lately.

UCI president Pat McQuaid was expected to visit Kazakhstan

this week.Armstrong indicated last

week that he was talking to U.S.-based sponsors about tak-ing over the team himself. That might be his only solution if he wants to go for an eighth Tour de France title in July.

“I’ve already said all I know about Kazakhstan, Astana, Borat. I don’t know anything more,” Armstrong said when last asked about the issue. “It’s not my team, it’s not my sponsor. I’ve got noth-ing to say about it. I would love to give you an answer, but I don’t have one. I would be speculating.”

will provide feedback to the developers about components of the annexation proposal including its proposed land-use plan, community housing plan and sustainability plan.

“We are looking for recom-mendations … on any revisions that need to be made … that you feel are necessary for this to be ready for approval,” Planning Services Manager John Eastman said at a Planning Commission work session Monday.

Planning and Community Development Director Tom Leeson said the next time planning commissioners see Steamboat 700, it will be to consider the development’s final plans for annexation.

Also at the meeting, planning commissioners said they hope to see more details. For example, Steamboat 700’s sustainability plan includes proposals for a ride share program, minimized overlot grading, energy efficien-

cy, water conservation, green building practices and more, but it does not provide specifics for how all of the programs will be implemented.

In a letter to the city, Steam-boat 700 consultant Peter Patten wrote that there are too many unresolved factors that will play into whether some of the goals can be achieved and how.

Steamboat 700’s land-use plan has shrunk for the second time and now includes 2,000 homes on 487 acres. It previously was reduced from 700 acres to 508 when the developers failed in a bid to extend the urban growth boundary. Project Manager Danny Mulcahy said the latest reduction in the scope of the proj-ect was made because of infra-structure and skyline concerns.

A decision to annex is tenta-tively scheduled for September, although Mulcahy said he plans to push for a decision this sum-mer, which is when the decision was originally scheduled to be made.

“The principals do not receive any bonus payments directly from us,” the committee states in an SEC filing. “They do, however, receive distributions with respect to their ownership of Fortress Operating Group units.”

That salary could change, the committee noted.

“We believe that the $200,000 annual salary provided to each principal is significantly below market-rate compensation,” according to the filing. “We expect to re-examine the con-cept of below-market-rate com-pensation as we approach the end of the initial five-year term of the principal’s employment

agreements and to then adjust the compensation of each prin-cipal to a market rate.”

The chief financial officer and general counsel receive the same base salary but more additional compensation because of agree-ments designed “to reward sus-tained financial and operational performance … and to motivate these executives to remain with the company for long and pro-ductive careers.”

Fortress’ stock has ranged from 77 cents a share to $15.89 a share during the past year. It closed at $6.39 a share Monday, down 56 cents.
