Japan’s Basic Plan on Ocean Policy (April 2013) The government should aim to elicit the potential of the sea to the maximum extent in order to bring wealth and prosperity to our country. It will contribute greatly in creating wealth for our country, through its future growth, to promote marine resources development, such as fishery resources and marine energy and mineral resources, in the marine zones surrounding our country, and aim for promotion, creation and international expansion of marine industries including fishery industries and resources-related industries related to the above marine resources, while seeking to harmonize the development and use of the oceans with conservation of the marine environment.
