What is Sustainable Development?
Brundtland Report 布伦特兰报告书
Gro Harlem Brundtland, the former Prime
Minister of Norway, and an advocate of nature's
conservation was appointed by the UN in 1983
to head the Brundtland Commission to look into
"deterioration of human environment and natural
resources".
Brundtland Report, published in 1987,
defined Sustainable Development as
“Development that meets the need of the
present without compromising the ability of
the future generations to meet their own
needs.”
什么是持续发展 ?
布伦特兰是挪威前总理和自然保护主张者。1983年她被联合国委任为“人类环境和自然资源”委员会会长。
布伦特兰报告,出版于1987,将“可持续发展”定义为“既满足当代人的发展需要又不损害后代人满足其自身需求的能力”
How do you measure Sustainability?
• In 1992, IUCN (International Union for the Conservation of
Nature) hosted series of workshops to develop an
approach for the Assessment of Sustainability
• 1992年,国际自然保护联盟主办了一系列研讨会,探讨建立一个可持续发展的评估方法
• Robert Prescott-Allen, a Canadian researcher, participated
in the workshops and along with some others, published a
methodological assessment method which is now known
as the Barometer of Sustainability or the Prescott-Allen
Model of Sustainability.
• 一位加拿大研究人员,普雷斯科特-艾伦,发表了一个评估可持续发展的测量表,现在被公称为可持续发展的测量标准
• Allen’s Model measures Sustainability using a Balanced
Society Equilibrium Pentagon.
• 艾伦的测量表是基于一个社会五大因素的平衡,来评估发展的可持续性

What is a Balanced Society?
• A Balanced Society is defined as one where the 5
Determinants : Wellbeing, Ecosystem, Natural
Resources, Governance and Cost are intricately bound
in a pentagon equilibrium,all playing equal important
parts
• 一个平衡社会有五个因素:健康/福利,生态,自然资源,规则和成本。这5个因素是紧密处在一个五角平衡,全部
都扮演着重要的角色• Should one determinant dominates the others, the
Society is thrown into an unbalanced state
• 如果一个决定因素支配其他,整个社会发展就陷入一种不平衡的状态
• Thus if we placed more importance on cost of
development, other determinants will have to suffer.
• 如果我们更重视开发成本,其他因素将会恶化…

• Current world average usage is 1.5 earth resources
• 目前地球用量 = 1.5倍地球资源再生• If continue at the present trend, the humanity‘s footprint will grow to
more than twice the Earth’s capacity by 2050
• 以当前的趋势,到了2050年,人类地球用量将达2倍• Therefore, we must adopt Sustainable Development to achieve rate of
“Usage = Replenishment”
• 因此,我们必须采取可持续性的发展,以实现“应用=再生”的平衡

equivalent of RM0.12 of fuel, doing

increasing at an alarming rate of
5% per annum

• Suruhanjaya Tenaga estimates the
demand for Electricity will reach
125,000 GWh in 2020

Waste Disposal
• Kuala Lumpur produced 3.6
million tonnes of solid waste
in 2007
• 吉隆坡2007年的废物产量达3百60万吨
• The amount is increasing
every year and will top 6.2
million tonnes in 2020
• 估计2020年将会增加到6百20万吨

Water Supply
• Puas and Syabas supplied a total of 6
trillion litre of treated water to domestic
and commercial users in FT Wilayah,
Putrajaya and Selangor per day in 2014
• 2014年,水务局供应了每天大约6兆升的自来水给是雪隆一带
• Of these about 37 % or 2 trillion of water
were lost due to leaking pipes and
pilferages (Non Revenue Water)
• 其中37%因为总总的原因而报废
