THE FACTS ABOUT THE DISASTER

• In case of a disaster, Public Safety Actors (Professionals, Agencies, Volunteers, etc) require a non-commercial, wide area, Radio Communication System for – in-house communication– inter-agency communication

• In case of a disaster, coordination and cooperation of the public safety actors require a common Radio Communication Network

DISASTER DRIVEN REQUIREMENTS of Radio Communication Systems

1. There should be at least one “b” plan for each critical system component’s (*) service interruption

2. Power input of the critical system components should be backed up

3. The system should respond to the higher demand of radio communication requests

4. Connections to the outside networks/systems should be backed up

5. The Radio Communication System should serve every emergency and diseaster related organization

DISASTER BASED FEATURES

REQ.1: There should be at least one “b” plan for each critical system component’s (*) service interruption

• Radio Communication Switching Equipments:– 1st Solution: Switches are managing the Base Station Transievers. In

addition, all of the switching equipments are communicating with the nearest neighbour switch (paired structure). If one of the switch stops to work, nearest switch take over the operation and start to manage the BSTs

– 2nd solution: Replica (hot back-up) of the switching equipment could be installed to another geographical location

• Radio Link Connections/Equipments:– Multiple transmission routes shuld be provided for critical or all of the

nodes– In case of a loss of link, each individual cell is able to manage the

traffic on its own, which is called fallback mode.– In case of a broad demage at the cell (base station) site, mobile base

station site could be deployed. Mobile base stations are able to interconnect to the system via satellites.

REQ.2: Power input of the critical system components should be backed up

• Radio Communication Switching Equipments:– Fully redundant UPSs and Generators could be established (but not

enough for long term power cuts)

• Radio Link Connections/Equipments:– Fully redundant UPSs and Generators could be established– Capacity of the batteries and generator tanks should be examined

according to the• Risk factor of the territory• Distance to the main roads• Radio communication load

!!! But, UPSs and Generators are not enough for long term power cuts:– Mobile fuel tanks should be planned– System manager of the radio communication system should monitor

the active capacity of the batteries (System Diagnostics&Monitor SW)

REQ.3: The system should respond to the higher demand of radio communication requests, in case of diseaster

• Push-to-talk (PTT) time-out parameter could be reduced/adjusted, for each radio or system wide, in case of a disaster (shorter talk periods; higher number of PTT)

• Erlang calculations could be done according to the disaster cases

REQ.4: Connections to the outside networks/systems should be backed up

• All of the Radio Communication Systems of Aselsan supports:– FXO/FXS– ISDN-PRI, SS7– IP Trunk

REQ.5: The Radio Communication System should serve every Public Safety Actors

• Aselsan’s Wide Area Coverage, Digital, Public Safety Communication Systems are able to manage high capacity of network traffic– Practical limitations, per switching equipment,

are: • 50 Base Station Sites• 32 Transiever Channels per Base Station Site

CURRENT SITUATION IN TURKEY

• The competent authorities of the state have not made a decision on the common digital public safety radio communication system yet (P25?, Tetra?, DMR?)

• Most of the emergency and public safety associations are still using the old fashioned analog direct mode radios

• Gendarme (suburban police) and Coast Guard were decided to use Apco25 at 2003 (Aselsan is the technology provider)– More than 400 Base Station Sites were constructed– More than 40% of the geography of Turkey was covered

• The Ministry of Health is planning an integration to the P25 system of Gendarme, in 2013

• Police Force has decided to use DMR Conventional System for specific cities (Aselsan is the technology provider)
