    VACANCIES ANNOUNCEMENT

    Public Service Recruitment Secretariat (PSRS) On behalf of the Capital Development

    Authority (CDA) and Tanzania Airports Authority (TAA) invites qualified

    Tanzanians to fill 2 vacant posts in the above public institutions.

    NB:GENERAL CONDITIONS

    i. All applicants must be Citizens of Tanzania.

    ii. Applicants must attach an up-to-date current Curriculum Vitae (CV) having

    reliable contacts postal address, e-mail address and telephone numbers.

    iii. Applicants should apply on the strength of the information given in this

    advertisement.

    iv. The title of the position and institution applied for should be written in the

    subject of the application letter and marked on the envelope; short of which willmake the application invalid.

    1.0 CAPITAL DEVELOPMENT AUTHORITY (CDA)

    The Capital Development Authority was established by the CDA Establishment Order,1973 through Government Notice No. 230 of 12th October, 1973 and as amended byCapital Development Amended order 2001.

    1.1 DIRECTOR GENERAL RE-ADVERTISED.1.1.1 REPORTING:The Director General reports to Board of Directors

    1.1.2 NATURE AND SCOPE OF THE POSITION.The Director General shall be the head of the Authority and will oversee the day to dayoperations Of CDA. He/She shall be responsible forthe proper management of CDAS

    funds, property, Personnel and activities.

    1.1.3 DUTIES AND RESPONSIBILITIES

    To formulate and recommend to the Board Service Policies, ManagementSystems, Plans and Plans of operation,

    Responsible for the interpretation and implementation of Service Policies,Management Systems, plans and Plans of operation;

    Responsible for the overall financial management and capital developmentprojects of CDA,

    To prepare and submit CDA financial reports to the Board for deliberations andapproval

    Serve as liaison between the Board of Directors and the directorates of the

    Authority Coordinate the execution of programs, policies and decisions approved by theBoard

    Manage the overall operations and resources of the Authority.

    Interpret the Boards instructions to the directorates

    Report to the Board on the overall efficiency, effectiveness and economy of CDAoperations

    Review and approve major CDA management methods, major organizationchanges within Directorates and recommend to the Board major staff appointment, andbasic changes in the Authority Organization.

    1.1.4 QUALIFICATION AND EXPERIENCE Master Degree either in Engineering/Economics/ Land Management/Business

    Administration/Investment management or law from a reputable learning institution:

    Work experience of not less than ten years (10) in relevant field in which five (5)should be in Senior Management position in a reputable organization;

    Proven leadership and managerial skills with ability to handle multi functionalteams and projects with highest integrity to enhance performance and manage change;

    An ability to illustrate and encourage creativity and innovative ideas, effectiveproblem solving, excellent communication and timely decision making skills;

    Computer literacy is essential.

    1.1.5 KEY RESULTS AREA1.5.1 Strategic Performance

    Existence of effective strategic plan and implementation plan of CapitalDevelopment Authority;

    Evidence on proper and effective use of corporate resources in accordance tolaws, rules and regulations governing the Authority;

    Evidence on good governance and accountability systems, transparency andgender balance in corporate operations;

    Periodical reports (Annual reports Proceedings, Auditor Reports) are prepared andeffectively communicated to Board of Deliberations and other stakeholders;

    Evidence on effective and proper land management system which fall undermodern technology and best practices (use of ICT in land management);

    Existence of effective reform programmes/engagements and amended acts thatattract investors (Foreign and Domestic), and rehabilitate maintain and existence ofnew development programme and projects. Infrastructures and houses enabling thegovernment transfer of the Capital City of Dodoma;

    Existence of new development programme and projects;

    Assist Executive committee in making and implementing decisions, coordinatingworks of Authority committees, development TOR of various committees and evaluatetowards the established goals;

    Existence of effective Monitoring and Evaluation system of CDA activities.

    1.5.2 Operational Performance Maintain effective working linkages with relevant Municipal Councils, Agencies anddevelopment partners to ensure success in achieving Authority objectives;

    1.1.6 REMUNARATION:The successful candidate will be offered remunerations commensurate with Capital

    Development Authority (CDA) remuneration schemes.

    2.0 TANZANIA AIRPORTS AUTHORITY (TAA)Tanzania Airports Authority is an Executive Agency of the Government established

    under the Executive Agencies Act, No 30 of 1997. It was officially launched on 3rd

    December 1999, taking over the functions of the former Directorate of Aerodromes

    under the then Ministry of Communications and Transport.

    In accordance with section 3(2) of the Executive Agencies Act, No. 30 of 1997;

    transformation of the Directorate of Aerodrome into Tanzania Airports Authority as an

    Executive Agency of the Government aimed to achieve the following objectives:

    To improve the delivery of public service, to create an environment conducive toefficient and effective management, to improve the quality of the services hithertoprovided by department concerned, and to promote the potential for the continuousimprovement of the services.

    2.1 DIRECTOR GENERALThe Director General is the Chief Executive Officer of Tanzania Airports Authority and

    reports to the Permanent Secretary of the Ministry of Transport, and is appointed by

    the Minister responsible for civil aviation matters and for the time being, is the Minister

    for Transport.

    2.1.1 LOCATION: DAR ES SALAAM2.1.2 DUTIES AND RESPONSIBILITIES

    To be the Accounting Officer with financial responsibilities provided for in

    Tanzania Airports Authority frame work document.

    To perform his/her duties in accordance with an Annual Performance Agreement

    concluded between him/her and the Permanent Secretary to the Ministry of Transport.

    2.1.3 QUALIFICATIONS AND EXPERIENCE:

    Masters degree or post graduate diploma either in business administration or

    transport management,

    Bachelor's degree in engineering, aeronautics, business administration or

    economics from an accredited college or university,

    Possess at least ten (10) years experience in one or more field of engineering,

    aeronautics, airport management, civil aviation, business administration or economics

    including five (5) years in the senior management or administrative position,

    Has knowledge and experience of air transport sector,

    Computer literacy will be an added advantage.

    2.1.4 REMUNARATION:The successful candidate will be offered remunerations commensurate with Tanzania

    Airports Authoritys remuneration schemes.
