S ustainability is a concept deeply ingrained in Emirati culture and the UAE has invested heavily both on a national and regional level to improve economic, environmental and social sustainability.

With its focus firmly fixed on the long-term, Abu Dhabi has attracted global admiration for its 2030 Economic Vision. In just under two decades, the emirate intends to build a sustainable, highly diversified, value-added economy that provides opportunities for all its citizens and residents.

Although rich in hydrocarbons, Abu Dhabi is shifting its focus from these finite natural resources towards a sustainable economy that encompasses construction, manufacturing, finance, retail, wholesale trade and tourism.

The establishment of specialised economic zones, business-friendly institutions, the $7.2 billion Khalifa Port and Khalifa Industrial Zone Abu Dhabi, the new airport terminal, and numerous other developments are attracting foreign direct investment (FDI) to Abu Dhabi. FDI, along with a skilled workforce and the rise of small and medium enterprises, is key to building a sustainable economy.

However, both economic and social development are subject to environmental sustainability, which is why Abu Dhabi is taking factors such as its carbon footprint, energy usage and water resources seriously. In a 2013 report the World Energy Council praised Abu Dhabi for Estidama, the first mandatory building sustainability regulations in the Middle East; the establishment of renewable energy targets; carbon reduction projects and extensive overseas clean energy investments.

Masdar, an arm of Abu Dhabi’s Mubadala Development Company, accounts for 68 per cent of the GCC’s renewable energy capacity. In 2008, the clean-energy company broke ground on Masdar City, which is a pioneer in renewable energy research and dramatically reducing energy, water and waste.

Abu Dhabi has limited water resources, with most potable water being produced through desalination. As a result, attempts are already underway to find more environmentally-friendly ways to desalinate water, including integrating renewable energy in the process. Furthermore, by 2018, Abu Dhabi aims to reuse 100 per cent of its recycled water.

The Environment Agency – Abu Dhabi (EAD) is also key in promoting a balance between the economic, social and environmental aspects of sustainable development. EAD is developing a legal and technical framework that will regulate economic growth while conserving Abu Dhabi’s rich natural heritage.

Together, these initiatives are helping Abu Dhabi realise its ambitious long-term targets. ◆

support to a broad spectrum of non-oil industries, including construction,

manufacturing, finance, retail, wholesale trade and tourism.

Creating a sustainable future

I n its Economic Vision 2030 the government of Abu Dhabi clearly outlines its intent to “build a sustainable

and diversified, high value-added economy that is well integrated into the global economy and that provides more accessible and higher-value opportunities for all its citizens and residents.”

The above statement encompasses economics and social development – two of the three organising principles of sustainable development. The 2005 World Summit on Social Development identified sustainable development goals – such as economic development, social development and environmental protection – as the three main pillars of sustainability that are not mutually exclusive and can be mutually reinforcing.

These sustainable development goals are central to Abu Dhabi’s holistic approach towards economic growth. Tourism, one of the main pillars of Abu Dhabi’s drive towards economic diversification, falls under the remit of the Tourism

& Culture Authority – Abu Dhabi (TCA). The TCA’s stated aim is to move Abu Dhabi towards an economically sustainable tourism destination, towards a socially responsible tourism destination, and towards an environmentally friendly tourism destination.

Similarly, the Environment Agency – Abu Dhabi (EAD) is tasked with ensuring that economic growth and environmental protection advance together. This is achieved by focusing efforts on four main cornerstones: regulation, conservation, education and awareness. In its corporate brochure, EAD states: “We work constantly to ensure that the economic vision for Abu Dhabi is achieved in a way that ensures a sustainable future for our emirate, the wellbeing of its residents and a good quality of life for all, now and in the future.”

the 6th Annual Awards of the Zayed Future Energy Prize. This $4 million annual award, across five categories, was established by the UAE leadership to recognise and award excellence in renewable energy and sustainability across the globe. It is held in honour of the Late Founding Father of the UAE, Sheikh Zayed bin Sultan Al Nahyan, who championed sustainability and environmental stewardship.

Mohamed O. Balfageeh, an undersecretary at the Abu Dhabi Department of Economic Development, recently wrote an article entitled ‘Why Sustainability is More than Just a Fad’ for the World Economic Forum’s website. In it he said: “Sustainability must be driven in the way we build and expand our infrastructure, by considering renewables to be an integral part of a country’s capital infrastructure, making buildings and appliances smarter and more efficient via adherence to standards, and providing public transportation alternatives.”

From the above it is clear that the Abu Dhabi government takes sustainability seriously.◆

Masdar’s domestic portfolio now accounts for about 68 per cent of the GCC’s renewable energy capacity, with its projects including Shams 1, a 100MW concentrated solar power initiative in the Western Region of Abu Dhabi and numerous other projects in the pipeline both in the UAE and abroad.

The Abu Dhabi Urban Planning Council (UPC) is also taking sustainability seriously through its Estidama initiative (‘Estidama’ is the Arabic word for sustainability). Estidama began two years ago and is the first programme of its kind that is tailored to the Middle East region. In the immediate term, Estidama is focused on the rapidly changing built environment. It is in this area that the UPC is making significant strides to influence projects under design, development or construction within the emirate of Abu Dhabi.

There are three rating systems under Estidama: the Pearl Community Rating System, the Pearl Building Rating System and the Pearl Villa Rating System. Together, these rating systems encourage water, energy and waste minimisation, local material use, and aim to improve supply chains for sustainable and recycled materials and products.

Abu Dhabi is also playing a central role on the international sustainability stage. In 2014, the first edition of Abu Dhabi Sustainability Week (ADSW) welcomed over 30,000 participants from 150 countries to discuss pressing global issues such as renewable energy, water challenges in arid regions, food security and climate change.

In 2015, from January 19 to 22, ADSW will feature the World Future Energy Summit (hosted by Masdar), the International Water Summit (IWS) and the EcoWASTE Exhibition. One of the event’s highlights will be

Abu Dhabi’s tourism industry is being carefully managed to achieve a balance between economic growth, environment and social needs, reports Aarti Nagraj.

Striking a balance

T ourism is an important element of Abu Dhabi’s plans for economic diversification and

sustainable development. The word ‘sustainable’ is of critical importance here as tourism development may result in negative impacts on natural resources and local cultures owing to overuse and mismanagement. However, tourism can also play positive roles in natural resource and cultural conservation, in some cases creating synergetic relationships among tourism, biodiversity and local people.

The Abu Dhabi Tourism & Culture Authority (TCA) is well aware of the need to maintain a balance. As a result it has three clearly defined aims with regards to moving the emirate’s tourism industry forward.n Towards an Economically

Ensure the tourism industry is economically rewarding while developing in a manner that delivers sustained, long-term growth to become a major economic contributor, delivering fiscal benefits to a wide stakeholder base.

n Towards a Socially Responsible

Tourism Destination

The sector will contribute to the local community while promoting, protecting and respecting Abu Dhabi’s culture and heritage. This includes the development of industry employees; increasing the number of Emiratis involved in the sector; engagement with the local community in its future development; and ensuring the industry is both inclusive and accessible to all through regulation. n Towards an Environmentally

The Authority works with the sector to showcase Abu Dhabi’s natural beauty and pioneering leadership in environmental sustainability, while also working to protect the emirate’s natural environment.

of carbon financing mechanisms and other ecosystem service. In order to protect this important natural resource the Abu Dhabi Urban Planning Council (UPC) implements strict land use zones set out in its Coastal Development Guidelines.

The TCA also markets Abu Dhabi as a tourist destination through major international sporting events, such as the Volvo Ocean Race that recently docked in the capital. At first glance, the hosting of events such the F1 Etihad Airways Abu Dhabi Grand Prix, the Abu Dhabi HSBC Golf Championship and the Mubadala Tennis Championship is to market Abu Dhabi on the world stage and attracts more tourists. However, the rationale for hosting major sporting events runs much deeper.

“We like to judge whether the event can deliver a sense of community and gives us the opportunity to demonstrate local abilities and capabilities,” explained Sultan Al Dhaheri, Acting Executive Director Tourism, TCA Abu Dhabi. “In the case of the Volvo Ocean Race it allows us to do this and to leverage our rich maritime heritage.”

In other words, Abu Dhabi’s sustainable development of the tourism industry is filtered through environmental, social and economic criteria.◆

These three core business areas are woven together in a complex tapestry where one development often balances out the other. For example Al Ain – the ‘Oasis City’ in the emirate’s eastern region – is an authentic heritage and culture destination listed as a UNESCO World Heritage Site. It is counterbalanced by the Saadiyat Cultural District, which will provide an intriguing cultural mix that will include the Zayed National Museum (focus on regional heritage), Louvre Abu Dhabi (fine arts), Guggenheim Abu Dhabi (contemporary collections and exhibitions), The Performing Arts Centre (all forms of artistic performance), and the Maritime Museum (UAE’s proud seafaring history).

Sir Bani Yas Island, World Travel Award Winner 2014 as the World’s Leading Sustainable Tourism Destination, is an intriguing mix of tourism and environmental protection. Visitors can stay at three acclaimed hotels in this nature-based destination and see the island’s successful breeding programmes up close. The flagship species is the Arabian Oryx, which has rebounded from being on the edge of extinction. Other successful breeding programmes include subspecies of the striped hyena, which is found in the UAE, Somali subspecies of the cheetah, and the scimitar-horned Oryx to name just a few.

Another major natural asset of Abu Dhabi is the 77 square kilometres of mangroves that cover 547 kilometres of the emirate’s coastline. According to the Abu Dhabi Global Environmental Data Initiative (AGEDI), if the environment and its resources were a quantifiable commodity, the “Lungs of Abu Dhabi” – its marine life including mangroves – could help contribute as much as $2.63 billion to the emirate’s economy as a result

The UAE is third in the world in terms of total concentrated solar power capacity, and thanks to companies like Masdar the country is set to become an even bigger leader in green technology, reports Iain Akerman.

Moving towards greener energy

I n January 2015, Bertrand Piccard and André Borschberg will arrive in Abu Dhabi for two months

of intense training. For eight weeks, the pilots will test and prepare for what will be the first solar-powered flight around the world, with the UAE’s capital chosen as both the starting point and the finishing line for the duo’s round-the-world tour.

Expected to take 25 flying days over the course of four or five months, Solar Impulse 2 will depart from the emirate in March and is expected to make stopovers in Asia and the US, as well as Southern Europe or North Africa, before returning to Abu Dhabi in July. Some flights over the Pacific and the Atlantic will last an estimated five or six days, with such long flights made

possible only by Solar Impulse 2’s ability to fly without fuel.

It is this ability to fly without fuel that made Abu Dhabi the ideal choice to host both the beginning and the end of this historic flight, with renewable energy company Masdar acting as Solar Impulse’s host partner. Not only does the hosting reinforce the emirate’s status as a pioneer in solar energy innovation and as a global leader in the drive to develop and deploy effective clean energy solutions, but it also highlights the UAE’s position as the world’s third most advanced country in terms of total concentrated solar power (CSP) capacity. The UAE now ranks behind Spain and the US in total CSP generation, with India and China rounding off the world’s top five.

to sourcing more sources of secure and safe energy,” said Yousif Al Ali, general manager of Shams 1 Power Company. “And the numbers bear fruit: since its launch, Shams 1 has been generating enough power to electrify 20,000 homes in the UAE and displaces 175,000 tons of carbon annually.”

In addition, Masdar is undertaking a number of projects abroad, and in October signed a joint development agreement with the Rural Areas Electricity Company to build the first large-scale wind farm in the GCC. The $125 million, 50-megawatt wind farm in the Sultanate of Oman will be constructed in the country’s Dhofar Governorate, with the project estimated to generate enough clean electricity to power 16,000 homes and mitigate 110,000 tonnes of CO2 per year.

But why the investment in renewable energy, particularly in a country rich in hydrocarbons? The UAE has the world’s seventh-largest proven oil reserves, but the government is looking at a future beyond hydrocarbons and has placed energy at the heart of its sustainable development agenda. Since 2006, Masdar alone has launched large-scale renewable energy projects with a total asset value of $7 billion, as well as the creation of two clean-tech investment funds with a total value of $540 million. It is a commitment that has

garnered it global recognition.In Dubai too, First Solar was

selected by the Dubai Electricity and Water Authority (DEWA) to provide engineering, procurement and construction services, as well as its advanced thin-film modules, for the first phase of the landmark Mohammed bin Rashid Al Maktoum Solar Park. First Solar delivered the project, which required more than 1.4 million man-hours to complete, in October 2013. A tender for the 100 MW-Phase II was released in August last year, with the solar park supporting the Dubai Integrated Energy Strategy 2030. The strategy aims to reduce the energy consumption of the UAE by 30 per cent by 2030, with gas to be used for 71 per cent of the emirates’ total power output, 12 per cent coming from nuclear energy and clean coal, and five per cent of total power generation coming from solar energy.

“Renewable energy provides alternate sources of energy, allowing the UAE to rely increasingly on sources other than hydrocarbons,” says Ahmed Nada, vice president for the Middle East at First Solar. “The region’s high levels of solar irradiance make sunlight its most abundant energy resource. Therefore, in order to meet the region’s increasing energy demands,

especially for domestic consumption, the UAE and regional governments are increasingly looking to the sun for solutions and investing significantly in utility scale solar projects. As a result of solar photovoltaic (PV) solutions’ ability to be quickly deployed, it is the ideal solar technology to support the region’s immediate energy needs.”

Should it be doing more to embrace renewable sources of energy?

“The UAE has been leading the region’s charge towards adopting clean, renewable energy,” replies Nada. “For those not familiar with the region, the question is always about why countries with large hydrocarbon reserves need to adopt solar. To answer that, let’s take a step back to a few years ago. The region received as much sunshine back then as it does now, but solar technology was, in many cases, still too expensive to compete with traditional generation technologies. Combine this with subsidies on traditional fuels and concerns about reliability and you have an environment in which solar energy could not effectively compete.

“Fast forward to today and we see that, from a First Solar perspective, PV is not only cost competitive, it is reliable and delivers accrued environmental

benefits. As a result, governments, including the UAE’s, today are acting on PV’s attractiveness as an important component of their generation portfolios and if the data is anything to go by, they appear to be on the right track.”

In 2008, Masdar went so far as to break ground for Masdar City – what it describes as a “daring journey to develop the world’s most sustainable eco-city”. Through smart investments, Masdar City is pioneering a ‘greenprint’ for how cities can accommodate rapid urbanisation and dramatically reduce energy, water and waste. It is doing this by combining ancient Arabic architectural techniques with modern technology and relying on solar energy and other renewable energy sources. With a few thousand people living and working at Masdar City, when complete, 40,000 people will live there, with an additional 50,000 commuting every day to work and study.

But is enough being achieved in the UAE as a whole, and what else can be done to move away from an economy reliant on hydrocarbons?

“The Middle East shows considerable potential for solar energy generation and utilisation, yet the solar industry has grown

at a slower-than-expected rate,” admits Nada. “Various reasons can be attributed for this, including a historical reliance on oil and gas and an evolving regulatory framework. However, having been on the ground for the last few years engaging with both the private and public sector, we do see positive signs on things moving forward and we are hopeful that we’ll see a viable solar programme for the region over the course of the next few years.

“In addition to this, the industry can find it challenging to obtain local financing for solar projects due to a perceived risk in solar investments, although we have seen a definite shift on this front over the past 12 months. From a First Solar point of view, now more than ever we see a wealth of opportunity and tremendous potential for solar to become a key component in the region’s energy generation portfolio.”◆

Demand for clean water is on the rise in Abu Dhabi as the emirate searches for new ways to find, make and reuse the precious liquid, reports Orlando Crowcroft.

Precious resource

T here is an ongoing water crisis in the Middle East. From Iraq to Yemen, Morocco to the UAE,

a lack of water and water resources is, conflict aside, perhaps one of the biggest existential threats to the region.

This is also true in Abu Dhabi, which shares with its GCC neighbours some of the highest per capita levels of water consumption per person. It also has limited access to natural water resources and most potable water is produced through resource-heavy desalination.

The United Nations Water Programme claims that water scarcity affects 40 per cent of the people worldwide and that by 2025, 1.8 billion people will be living in countries or regions with absolute water scarcity. Of the 22 nations that make up the Arab League, eight have the lowest water availability per capita in the world.

The Federal Water and Electricity Authority (FEWA) said in 2014 that residents of the UAE use some 550 litres of water a day, double the international average, and at a fraction of the price. From January 1 2015, prices of water in the UAE will double for expatriate households and companies.

But while consumers can be incentivised to cut down on water usage, even with normal growth and an increase in sustainable initiatives for water re-use, Abu Dhabi will always need to desalinate water. The UAE’s ground water reserves are under severe stress, and water re-use can only go so far. The Abu Dhabi Vision 2030 plan estimates that the demand for desalination in the emirate will double in the next 15 years.

As a result, experts have begun to look at ways of making desalination less energy intensive. Khaled Awad, founder of Dubai-based consultancy

thermally improved envelope design. As a result, the building has become the first hotel to achieve an Estidama two pearl ranking.

“The design has also achieved over 25 per cent water savings through the installation of efficient interior and exterior fixtures and irrigation systems. A highlight of this is the incorporation of the first grey water-recycling network in Abu Dhabi. The system is capable of offsetting 100 per cent of the building’s water demand,” said Jaber.

Jaber believes that recent initiatives from the governments of both Abu Dhabi and Dubai, such as the UPC Plan 2030, Estidama and DEWA workshops to promote water conservation have helped raise awareness of water management issues in the UAE.

Grenea, points out that desalination is the origin of more than 15 per cent of the CO2 emissions in Abu Dhabi.

There are attempts already underway to find more environmentally friendly ways to desalinate water, including integrating renewable energy in the process, with a pilot project already underway between Abu Dhabi Water and Electricity Authority (ADWEA), the Environmental Agency – Abu Dhabi (EAD) and Masdar. Local firm Metito also recently launched a sustainable district-cooling project in Downtown Dubai.

In the shorter term, says Awad, the government is looking at the possibility of setting up water terminals and shipping in water from Turkey and Ukraine, while in the longer term, a feasibility study is underway to evaluate the use of a nuclear reactor for desalination and the EAD has committed to water re-use in all of its farms and parks by the end of 2018.

“Still, given that desalination demand is growing at eight per cent yearly in Abu Dhabi, the emirate would need to find additional radical water management solutions, including the introduction of water efficiency incentives, if it wants to curb demand growth and reduce the environmental footprint associated with desalination,” Awad said.

The private sector is also active in the water arena, with both LEED and Estidama giving much weight to water re-use and other sustainable water management practices in new projects. One recent development was the Premier Inn hotel at Abu Dhabi International Airport, designed by UAE-based architectural firm Dewan.

Engi Jaber, sustainability manager at Dewan in Dubai, explained that over 30 per cent energy savings was achieved through the use of renewable energy, efficient HVAC equipment, efficient lighting and

management, over the past two years. Dubai headquartered-firm Metito in November received a $30 million loan from the Bank of China to expand in the Middle East, with a senior official at the bank’s Dubai branch pointing to the fundamental challenge poised by water scarcity to the UAE and wider Middle East.

Metito already boasts a number of UAE projects, including much of the sewerage works at Yas Island and, at the end of 2014, a partnership with Emaar to recycle 20,000 cubic metres of water per day for district cooling at Downtown Dubai. Speaking when the $10 million project was announced, Metito’s business development director Bassem Halabi said: “Water recycling and reclamation are key solutions to address the water scarcity issue in this region.”

effluent treated by reverse osmosis (RO) technology, before being recycled and used in the district cooling systems. Metito estimates that the scheme reduces the buildings’ carbon footprint by more than 36.85 tons of CO2 per day, compared to using desalinated seawater.

An increase in water rates in the UAE is a sticky subject, and before the decision by the government to up rates in 2015, there had been little movement on tackling subsidies, which the International Monetary Fund estimates costs the UAE some 20 per cent of its annual budget every year. There have been indications that new legislation would go further, after comments by the UAE Minister of Energy, Suhail Al Mazrouei, in November.

“In view of the rising prices of fuel, especially current and future gas imports, the water and electricity generating sector would have to deal with a significant challenge in terms of costs, especially considering the current wastage levels, which could lead to a review of energy fees and subsidies,” he said.

But the subsidies notwithstanding, the most recent statistics published by Abu Dhabi’s government show that consumer use of water – while extremely high by international standards – is nowhere near comparable to the amount of water used for irrigation of the emirate’s parks and agriculture.

Indeed, the amount of water desalinated for the latter was 2.5 million cubic milimetres, compared to just 500mm3 consumption by consumers. No subsidy is likely to affect that balance, and as alluded to by both Jaber and Awad, Abu Dhabi’s holistic analysis of water management will need to address this.

situated, but that initiative remains at an early stage.

Of equal importance is the use of waste water in the UAE. While the government recently announced that it wished to see 100 per cent of waste water reused in the country by the end of 2018, a report claimed in November that as much as 60 per cent of it was still being pumped into the sea.

Titia De Mes, water for industry leader at ARCADIS, which published the 2014 Middle East Aquifer Recharge report in early November, said: “The region should use treated sewage effluent (TSE) as the precious resource it is and stop thinking of it as waste or a useless by-product.

“TSE can and should be recycled, but this requires a change in thinking from being a choice and a

cost, to a necessity and investment – the optimal choice for the Middle East is aquifer recharge and recovery.”

The issue facing Abu Dhabi at the end of 2014, experts feel, is that there are many moving parts to its water management policy, spread as it is across multiple departments and many different areas. Despite the progress made over the past five years, it is this lack of joined up thinking which could pose the biggest challenge in the future.

“Water recycling networks within buildings, master plans and on a city-level are on the rise, but implementation may still prove difficult, due to the cost and time factors to establish such networks, especially when talking about an entire county’s infrastructure,” said Dewan’s Jaber. ◆

The Environment Agency – Abu Dhabi is a prime example of the emirate’s dedication to a cleaner, brighter and ecologically sustainable future, reports Vishwas Kulkarni.

A sustainable effort

E stablished in 1996 to promote a balance between the economic, social and environmental

aspects of sustainable development, the Environment Agency – Abu Dhabi (EAD) has since become an award-winning institution that is at the cutting-edge of global green initiatives, as envisioned by its pioneers, the late His Highness Sheikh Zayed bin Sultan Al Nayhan

and His Highness Sheikh Khalifa bin Zayed Al Nahyan. With the support and guidance of His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Honorary Chairman of the Environment Agency, EAD is developing a framework that will provide the emirate, its institutions and its citizens with the legal and technical instruments to protect, develop and conserve its natural heritage.

A comprehensive groundwater and marine water quality monitoring programme was implemented in 2013. Four-hundred-and-forty groundwater wells were added to EAD’s monitoring network resulting in a comprehensive, transnational system. In addition, the Marine Water Quality Index and Water

fingerlings and reintroduce them in lagoons and marine conservations.” In three year’s time the centre will produce an estimated 10 million high-quality EU-standard fingerlings of economically valuable fish.

In 2014, the EAD drafted a strategic plan on air quality and noise, which was submitted to the Executive Council. The agency also started the second phase of its waste strategy, focusing on nuclear waste and that from the oil and gas sector.

To improve standards in the industrial sector, EAD successfully implemented the Eltezam campaign in the Ready-Mix sector to raise awareness of the importance of limiting the amount of Particulate Matter (PM) emitted into the atmosphere. Particulate Matter is a damaging pollutant and the campaign provided the industry with practical guidance on best practice and compliance. As a result, the sector recorded a 46% improvement in compliance thanks to the campaign. “As the Emirate of Abu Dhabi continues to develop, it becomes even more critical that EAD strengthen its regulatory

EAD’s pioneering ‘Blue Carbon’ project has also provided environmentalists and regulators with an unprecedented understanding of how Abu Dhabi’s coastal and marine ecosystems play a critical role in fighting climate change. In the same year, the EAD-managed Al Wathba Wetland Reserve was officially declared a Ramsar site by the Convention of Wetlands of International Importance. Currently, 13.5 per cent of Abu Dhabi Emirate’s total land area is a marine-protected zone, while 14.6 per cent comprises terrestrial-protected areas.

The Ministry of Environment and Water is working closely with EAD to protect marine life and ensure a sustainable fishing industry. This is of critical importance. According to Dr Rashid Ahmad Bin Fahd, Minister of Environment and Water, “Gulf fish stocks are facing a decline due to human pressures. Hamour and cobia are some of the local fish that are most exploited in the region. In fact, the Environment Agency – Abu Dhabi estimates that the rate at which hamour are caught is six to seven times in excess of sustainable levels. We are working on amending existing laws related to the exploitation of fish that we plan on raising to the National Council. We are also working on the Shaikh Khalifa Marine Research hatcheries in Umm Al Quwain that will produce valuable local fish

and enforcement framework and continue to consolidate knowledge and data for more informed decisions,” said Mohammed Ahmed Al Bowardi, Managing Director of EAD.

In 2013, EAD issued a total of 3,992 permits relating to the environment, groundwater wells and chemical trading stores. The organisation conducted 637 inspections of facilities and inspected all groundwater wells to ensure compliance. In the same year, thanks to its strict standards, the organisation recorded a significant drop in the number of violations issued in the third quarter of the year. This compared favourably with the first quarter of the same year, when EAD issued over 1,000 violations.

Water scarcity is also an issue that tops the EAD’s agenda. In the UAE, already 30 per cent of the water supply comes from desalination, a number that is set to rise due to economic and population growth. Abu Dhabi’s total consumption of water resources reached up to 3.3 billion cubic metres in 2011 and it is expected that the demand for water

will increase up to about five billion cubic metres by 2030.

“The demand for water is so high and the recharge rate so low that we know our use of groundwater is unsustainable. The issue of water scarcity and water security is only getting more urgent. Today we have less water in our aquifers than we did last year and we are therefore one year closer to running out,” said Razan Khalifa Al Mubarak, Secretary General of EAD.

“Fortunately, in the UAE, we have the financial resources to desalinate water for drinking and sanitation, but our groundwater resources are critical for our agriculture as well as to support our natural ecosystem, on which new economic sectors such as tourism rely on,” Al Mubarak said.

Desalination is energy intensive, which comes at a cost to the environment. In 2014 Masdar, EAD and the Abu Dhabi Water and Electricity Company announced that four international renewable energy companies have been awarded contracts for a pilot project to check the feasibility of using renewable energy in the desalination process.

“Abu Dhabi has the world’s second highest carbon dioxide emissions per capita per day, and 52 per cent of the world’s desalinated water is produced in the Gulf countries,” said Mohammed El Ramahi, associate director at Masdar. “Our aim is to improve energy efficiency for desalination plants and have all of them 100 per cent powered by renewable energy in the long run.”

The EAD is also working on the education front to make Abu Dhabi more ecologically sustainable.

AED’s award-winning Sustainable Schools Initiative (SSI), in collaboration with the Abu Dhabi Education Council, aims to empower government and private schools to assess environmental impacts, educate students and expose students to experiential

learning via educational field trips. By the end of 2013, 115 schools were registered in the programme and it was awarded the Green Middle East Award in the Environment Awareness and Education category.

This education drive is providing positive results. The 2013 annual EAD survey found that 68 per cent of respondents took steps to save energy or that were good for the natural environment – a 13 per cent rise from the year before.

Dr Mohamed Yousef Al Madfaei, executive director of integrated environment policy and planning at EAD, said while the survey showed the message was getting through, more work is needed.

“The last survey showed improved awareness from 2012 and it is crucial for us to continue having awareness campaigns,” he said. ◆

Abu Dhabi is building a sustainable economy through national education and high-value, diversified sectors, reports Alicia Buller.

The long game

A mid the glamour of its beach resorts and the bright lights of its successful Formula

One Grand Prix race, Abu Dhabi is mindful of sowing deeper economic seeds for its young generations to come.

With its focus firmly fixed on the long-term game, Abu Dhabi has attracted global admiration for its ambitious and detailed 2030 Economic Vision. In just under two decades, the emirate intends to build a sustainable, highly diversified, value-added economy that provides opportunities for all its citizens and residents.

Naturally rich in oil and gas, Abu Dhabi aims to shift the source of its prosperity away from finite natural resources towards a sustainable economy. To this end, the emirate is providing incubative support to a broad spectrum of non-oil industries, including construction, manufacturing, finance, retail, wholesale trade and tourism.

Wes Schwalje, COO of government strategy firm Tahseen Consulting, comments: “Abu Dhabi’s focus on horizontal and

vertical diversification into capital-intensive, export-oriented sectors sufficiently balances risk with the uncertainty created by globalisation of knowledge industries.

“Recent declines in global commodity prices further support this relatively cautious approach to diversification and industrial development.”

Through a cumulative set of initiatives, Abu Dubai’s 2030 strategy aims to increase the non-oil share of its economy to at least 60 per cent by 2030.

“This is a huge task and will require heavy investment incentives to fast-track the process, especially for industrial zones,” warns Arno Maierbrugger, editor-in-chief at global research firm Inside Investor.

He adds that the current slump in oil prices has made it clear to “many Middle Eastern oil-producing countries” that economic diversification is “not just a vision but a necessity”.

He adds: “I feel that Abu Dhabi is just at the beginning but the targets set are impressive and pioneering.”

ForEiGn dirEct invEstmEnt

The ability to attract foreign direct investment (FDI) is key to building a sustainable economy; by luring international companies to set up base in the capital and contribute to its non-oil sectors, Abu Dhabi is also able to benefit from the associated imported talent, skills and techniques which can be absorbed into the national ecosystem and contribute to the local knowledge base.

In an effort to appeal to foreign investors, Abu Dhabi has established a number of special economic zones (SEZs) with additional incentives, as well as upgraded its business-friendly institutions.

Abu Dhabi’s real non-oil GDP grew by 7.4 per cent to Dhs343.7 billion in 2013, up from 5.9 per cent growth the previous year, according to data from Statistics Centre Abu Dhabi (SCAD). In real GDP terms, the data showed the contribution of the non-oil sector to the economy rose to 48.6 per cent last year, up from 47.6 per cent the year before.

Abu Dhabi has taken massive steps to grow its non-oil infrastructure in the last few years, expanding its ports, railways and international airport.

Visitors to the emirate are expected to grow by around 15 per cent during 2014 to attract an average of 3.2 million tourists, according to TRI Hospitality Consulting.

Maierbrugger says: “It’s all about a balance of growth factors and, as far as future generations are concerned, good management of resources, the

industries, including logistics (Abu Dhabi Airport), manufacturing (KIZAD), media (twofour54), green technology (Masdar) and financial services (ADGM).

The emirate’s central global positioning and wealth of natural resources, along with its giant new $7.2 billion Khalifa Port, are key factors that will lend strong support to Abu Dhabi’s non-oil ambitions.

Khalifa Industrial Zone Abu Dhabi (KIZAD), the port’s accompanying 418-square-kilometre industrial zone, has done a roaring trade since its launch in 2010. Proving to be a key pillar in the emirate’s sustainable economy drive, KIZAD is now home to two anchor firms, Brasil Foods (South America’s largest food processing company) and Emirates Aluminum (Emal), as well as over 50 investors with various plants under construction.

According to ‘The Report: Abu Dhabi 2013’ from research firm Oxford Business Group (OBG), large-scale anchor industries, such as the Emal smelter, the Emirates Steel plants and the Bourouge facilities, should help to facilitate the development of “downstream” segments.

Abu Dhabi Global Market (ADGM), the emirate’s upcoming financial zone, set to open in 2015, will also be an important addition to the emirate’s economic landscape.

Maierbrugger says: ”The financial

services industry in Abu Dhabi certainly offers potential, but it needs to position itself against Dubai. The means to accelerate this sector lie in the adoption of Islamic finance and asset management, as well as offshore wealth management services on the scale of, say, Singapore.”

GrEAt minds

Another facet of creating a sustainable economy is the cultivation of a flexible and highly skilled workforce. For the last few years, Abu Dhabi has been busy signing up some of the world’s leading education institutions, such as INSEAD, New York University and Paris-Sorbonne University, as well as boosting the standard of its own educational establishments and introducing vocational college-to-job schemes for Emiratis.

Abdullah Saad Al Khanbashi, former chancellor of the UAE University, told OBG, “This entire country is moving at a fast pace economically. As a result, it is imperative to produce graduates that meet the needs of the present and future job market.”

Tahseen Consulting’s Schwalje does note however that some caution must be applied to depending entirely on the formation of a “knowledge economy” – it’s not a cure – particularly when many countries around the world

have been pursuing similar strategies for decades.

“A key question is whether Arab economic development strategies based on the transition to knowledge economies have sufficiently taken into account the changing economic environment where knowledge is becoming cheaper and commoditised by emerging economies,” he says.

Schwalje explains that, “In many of the countries which the Abu Dhabi Economic Vision 2030 benchmarked, more education, more innovation, and policy and institutional reform have not necessarily led to higher levels of national well-being. For example, economic policy in Ireland has not ultimately produced high skills, high wage jobs for youth or adequately addressed socioeconomic development challenges.

“In fact, Ireland’s economic policies have led to record high youth unemployment and numerous social challenges for the country’s youth. Cases like Ireland suggest that a regional discussion on whether the economic prescription of the transition to knowledge-based economies remains the right course.”

Schwalje ultimately suggests that Abu Dhabi would be wise to broaden its current benchmarking strategy to define its economic

sustainability programme to include two types of countries: countries which generate a significant portion of their GDP from oil exports and countries which have economies that are reliant upon workforces imported from abroad.

He says: “Normative economic policy should not just be drawn from rich, developed countries which have purportedly transitioned to knowledge-based economies but also incorporate developing country peer benchmarks in South America, Asia, and Africa.”

EntrEPrEnEurshiP

Another crucial pillar of a sustainable economic policy is the creation of small and medium enterprises (SMEs). The Abu Dhabi government is actively encouraging students to start their own SMEs through a range of programmes, including Akourn and Flat6Labs Abu Dhabi. On a wider level, the emirate is promoting SME development through its million-dollar Khalifa Fund for Enterprise Development and a raft of grassroots initiatives.

However, Schwalje warns that caution must be exercised when designing entrepreneurial support initiatives.

as the Global Entrepreneurship Monitor, Ease of Doing Business Index, and Global Entrepreneurship and Development Index. While these frameworks are useful, they may not adequately capture the difficulties faced in the UAE.

“Much more qualitative research of existing entrepreneurs is required to advance this dialogue further. This dialogue must not be confined to emirate-level challenges but be broadened to involve country-level policy interventions. The focus must be on UAE-wide policy interventions that are consistent across all emirates rather than emirate-level interventions that create a different playing field across the country.”

At the launch of the Abu Dhabi Centre for Economic Growth in March this year, Sultan bin Saeed Al Mansouri, UAE Minister of Economy, underlined the importance of SMEs.

He said: “Taking the UAE as an example, small and medium-sized businesses represent 92 per cent of the trade sector and contribute 60

per cent to our country’s GDP. SMEs are also responsible for 86 per cent of private sector employment”.

Al Mansouri added: “The UAE leadership historically views human development as key. It is a crucial precursor to economic growth and development.”

But how can Abu Dhabi truly measure whether its sustainable economy policies are working? Schwalje is doubtful as to whether a disparate range of objective measures can really provide a coherent overall picture of national wellbeing and progress.

He explains: “It will be essential for the UAE to complement outcome-based objective indicators of national progress with subjective wellbeing data that measure wellbeing across a variety of other dimensions such as education, health, income and wealth, and the environment.

“This will require the regular collection of nationwide data from large and representative samples to provide a coherent overall picture of wellbeing,” he adds. ◆

االإمارات العربية املتحدة«.

وي�سيف: »يحتاج االأمر اإىل اإجراء

املزيد من الدرا�سات النوعية حول حاالت

اأ�سحاب امل�ساريع احلاليني لدفع هذا احلوار

اإىل االأمام. اإذ اإنه يجب عدم ح�سر هذا

احلوار يف اإطار التحديات القائمة على

م�ستوى كل اإمارة على حدة، ويجب تو�سعة

نطاقه لي�سمل �سياغة �سيا�سات على م�ستوى

الدولة باأكملها. ويجب الرتكيز على �سياغة

�سيا�سات على م�ستوى دولة االإمارات العربية

املتحدة يتماثل تطبيقها يف جميع اإمارات

الدولة بدال من ال�سيا�سات التي تتناول كل

اإمارة على حدة والتي تف�سي اإىل ظهور

م�ستويات منو اقت�سادي متباينة على م�ستوى

الدولة«.

و�سدد وزير االقت�ساد معايل �سلطان بن

�سعيد املن�سوري يف الكلمة التي األقاها يف

حفل تد�سني مركز اأبوظبي للنمو االقت�سادي

يف مار�س 2014، على اأهمية امل�ساريع

ال�سغرية واملتو�سطة.

وقال: »اإذا اتخذنا دولة االإمارات

العربية املتحدة منوذجا ومثاال، لوجدنا اأن

امل�ساريع ال�سغرية واملتو�سطة ت�سكل 92 يف

املائة من القطاع التجاري وت�سهم بن�سبة

60 يف املائة يف اإجمايل الناجت املحلي، وتوفر 86 يف املائة من فر�س العمل يف

القطاع اخلا�س«.

واأ�ساف: »لطاملا اعتربت قيادة الدولة

الر�سيدة تنمية االإن�سان مفتاح التنمية

االقت�سادية احلقيقية، كما اعتربتها

خطوة متهيدية حا�سمة لنمو االقت�ساد

الوطني«.

ويقول �سواجله: »يتعني على الدولة اأن

ت�ستكمل املوؤ�سرات املو�سوعية ملدى التقدم

الذي حتقق على ال�سعيد الوطني ببيانات

رفاهية قطاعية تقي�س م�ستوى الرفاهية

الذي حتقق يف العديد من املجاالت

االأخرى اأمثال التعليم والرعاية ال�سحية

والدخل والرثوة والبيئة«.

واأ�ساف: »�سوف يحتاج ذلك اإىل

اإطالق حملة وطنية جتمع البيانات ب�سكل

ذاته، خا�سة اأن العديد من الدول االأخرى

حول العامل اعتمدت ا�سرتاتيجيات مماثلة

منذ عقود عدة ومل حتقق نتائج مهمة.

وقال: »ال�سوؤال الرئي�س الذي يطرح نف�سه

يف هذا ال�سياق يتمثل يف معرفة ما اإذا كانت

ا�سرتاتيجيات التنمية االقت�سادية العربية

امل�ستندة اإىل التحول اإىل االقت�ساد املعريف،

اأخذت يف اعتبارها مبا فيه الكفاية البيئة

االقت�سادية املتغرية، التي باتت املعرفة فيها

اأرخ�س ثمنا بعد اأن حولتها االقت�سادات

ال�ساعدة اإىل جمرد �سلعة«.

واأ�ساف �سواجله: »مل ت�سفر جهود تعزيز

التعليم واالبتكار واإ�سالحات ال�سيا�سات

واملوؤ�س�سات يف الدول التي اتخذتها روؤية

اأبوظبي االقت�سادية 2030 منوذجا،

بال�سرورة عن م�ستويات اأعلى من الرفاهية

الوطنية. اإذ اإن ال�سيا�سات االقت�سادية

التي تبنتها اإيرلندا على �سبيل املثال، مل

تنتج مهارات اأعلى ووظائف ذات اأجور

اأعلى لل�سباب يف حم�سلة االأمر، ومل تعالج

حتديات النمو االجتماعي واالقت�سادي

بال�سكل املنا�سب«.

وا�ستطرد قائال: »اأدت �سيا�سات اإيرلندا

االقت�سادية يف الواقع اإىل حدوث معدالت

بطالة قيا�سية يف �سفوف ال�سباب ومعاناتهم

العديد من التحديات االجتماعية. وتدعو

حاالت اأمثال اإيرلندا اإىل اإقامة حوار اإقليمي

حول ما اإذا كانت الو�سفة االقت�سادية التي

تطالب بالتحول اإىل اقت�سادات معرفية متثل

اخليار االأمثل«.

ويرى �سواجله اأن اأبوظبي �سوف تكون

حكيمة اإذا ما قامت بتو�سعة نطاق النماذج

التي ت�ستند اإليها ا�سرتاتيجيتها الراهنة

لكي تتمكن من �سياغة برنامج ا�ستدامة

اقت�سادية، يت�سمن نوعني من الدول وهي:

الدول التي ياأتي جانب كبري من اإجمايل

ناجتها املحلي من ت�سدير النفط، والدول

التي تعتمد اقت�ساداتها على قوى عاملة

م�ستوردة من اخلارج.

وي�سيف قائال: »يجب اأال تعتمد

ال�سيا�سات االقت�سادية النموذجية على اأمثلة

م�ستقاة من جتارب الدول الغنية املتقدمة

التي تزعم اإنها حتولت اإىل اقت�سادات

معرفية فح�سب، لكن تلك ال�سيا�سات يجب

اأن تت�سمن اأمثلة م�ستقاة من جتارب دول

�ساعدة يف اأمريكا اجلنوبية واآ�سيا واأفريقيا

اأي�سا«.

المبادرات االستثماريةيتمثل اأحد االأعمدة الرئي�سة االأخرى الالزمة

لبناء اقت�سادات م�ستدامة يف اإن�ساء م�ساريع

�سغرية ومتو�سطة. ويف هذا ال�سياق، ت�سجع

حكومة اأبوظبي الطالب ال�سباب على اإقامة

م�ساريع �سغرية ومتو�سطة خا�سة بهم عرب

جمموعة من برامج احت�سان ودعم االأعمال

اأمثال »اأكورن« و»فالت 6 الب�س اأبوظبي«.

وعلى نطاق اأو�سع، ت�سجع االإمارةعلى

تاأ�سي�س م�ساريع �سغرية ومتو�سطة عرب

�سندوق خليفة لتنمية امل�ساريع وغريه

من املبادرات املهمة.

اإال اأن �سواجله يدعو اإىل توخي احلذر يف

ت�سميم مبادرات دعم مثل تلك امل�ساريع.

ويقول: »ا�ستندت �سيا�سات دعم امل�ساريع

ال�سغرية واملتو�سطة التي اعتمدتها الكثري

من الدول اإىل درا�سات دولية اأمثال »جلوبال

انرتوبرونور�سب مونيتور« و»اإيز اأوف دووجن

من القطاعات مبا فيها القطاع اللوج�ستي

)مطار اأبوظبي( والت�سنيع )كيزاد(

واالإعالم )TwoFour54( والتكنولوجيا

اخل�سراء )م�سدر( واخلدمات املالية

)مركز اأبوظبي املايل العاملي(.

ويعترب املوقع اال�سرتاتيجي املركزي

لالإمارة ووفرة ثرواتها الطبيعية وميناء

خليفة العمالق اجلديد الذي تكلف 7,2 مليار

دوالر اأمريكي، من العنا�سر الرئي�سة التي

�سوف تدعم النمو القوي للقطاعات غري

النفطية يف اأبوظبي.

فقد حققت منطقة خليفة ال�سناعية

»كيزاد« التي تعترب املنطقة ال�سناعية

املرافقة مليناء خليفة العمالق والبالغة

م�ساحتها 418 كيلومرتا مربعا، نتائج متميزة

منذ ت�سغيلها عام 2010. وت�ست�سيف »كيزاد«

التي اأثبتت اأنها ت�سكل اأحد االأعمدة الرئي�سة

لتحرك اأبوظبي نحو اإقامة اقت�ساد م�ستدام،

االآن �سركتني رئي�ستني هما �سركة »برازيل

فودز« )كربى �سركات ت�سنيع املواد الغذائية

يف اأمريكا اجلنوبية( و�سركة االإمارات

لالأملنيوم )اإميال(، اإ�سافة اإىل اأكرث من 50

م�سروعا ا�ستثماريا قيد االإن�ساء حاليا.

وذكرت ن�سرة »التقرير: اأبوظبي 2013«

ال�سادرة عن موؤ�س�سة »اأوك�سفورد بيزن�س

جروب«، اأن ال�سركات ال�سناعية الكربى

الرئي�سة اأمثال م�سهر �سركة اإميال لالأملنيوم

وم�سانع �سركة حديد االإمارات و�سركة

بروج، �سوف ت�سهم يف تنمية ال�سناعات

الثانوية الرديفة.

ويعترب �سوق اأبوظبي العاملي )مركز

اأبوظبي املايل العاملي( وهو �سوق مايل من

املقرر افتتاحه عام 2015، اإ�سافة مهمة

اأخرى اإىل اقت�ساد االإمارة.

ويقول مايربروجر: »يوفر قطاع اخلدمات

املالية يف اأبوظبي فر�سا كبرية بالتاأكيد.

وتكمن �سبل ت�سريع منو هذا القطاع يف تبني

خدمات التمويل واإدارة االأ�سول االإ�سالمية،

اإ�سافة اإىل توفري خدمات اإدارة الرثوات يف

املناطق احلرة على نطاق وا�سع على غرار

�سنغافورة على �سبيل املثال«.

عقول مبدعةيعد بناء عمالة مرنة وعالية املهارة من

العنا�سر االأخرى ال�سرورية لبناء اقت�ساد

م�ستدام. ويف هذا ال�سياق، تعاقدت اأبوظبي

خالل ال�سنوات القليلة املا�سية مع عدد

من كربى موؤ�س�سات التعليم العايل يف

العامل اأمثال املعهد االأوروبي الإدارة

االأعمال »اإن�سياد« وجامعة نيويورك

وجامعة ال�سوربون يف باري�س، ورفعت

معايري عمل موؤ�س�ستها الوطنية للتعليم

العايل وطرحت برامج للتدريب املهني

املف�سي اإىل توظيف املواطنني.

ونقلت ن�سرة »اأوك�سفورد بيزن�س جروب«

عن عبد اهلل �سعد اخلانبا�سي، الرئي�س

ال�سابق جلامعة االإمارات قوله: »تتحرك

هذه الدولة باأكملها ب�سرعة كبرية يف املجال

االقت�سادي. ونتيجة لذلك، من املهم اأن

تقوم موؤ�س�سات التعليم العايل بتخريج

مواطنني يلبون احتياجات اأ�سواق العمل االآن

ويف امل�ستقبل«.

على التنويع االأفقي والعمودي لقطاعاتها

االقت�سادية كثيفة االعتماد على روؤو�س

االأموال والت�سدير، ومن �ساأن هذا الرتكيز

اأن يوفر توازنا كافيا بني املخاطر والغمو�س

الذي خلفته عوملة قطاع املعرفة«.

واأو�سح بقوله: »يدعم االنخفا�س العاملي

االأخري يف اأ�سعار ال�سلع االأ�سا�سية �سحة هذه

املقاربة احلذرة ن�سبيا للتنويع االقت�سادي

والتنمية ال�سناعية«.

وت�ستهدف روؤية اأبوظبي 2030 زيادة

ن�سبة م�ساهمة القطاعات غري النفطية يف

اقت�سادها اإىل ما ال يقل عن 60 يف املائة

بحلول عام 2030، عرب جمموعة تراكمية

من املبادرات.

من ناحيته، يقول اأرنوه مايربروجر،

رئي�س التحرير يف موؤ�س�سة »اإن�سايد

اإنفي�ستور« العاملية لالأبحاث: »ال �سك يف اأن

هذه مهمة كبرية للغاية حتتاج اإىل حوافز

قوية لال�ستثمار لت�سريع تنفيذها خا�سة يف

املناطق ال�سناعية احلرة«.

واأ�ساف: »�ساهم التدهور الراهن

الأ�سعار النفط يف دفع الكثري من الدول

املنتجة للنفط يف ال�سرق االأو�سط الإدراك

اأن التنويع االقت�سادي مل يعد جمرد روؤية

ولكنه اأ�سبح �سرورة، وهو نهج اعتمدته

اأبوظبي يف وقت مبكر«.

وتوؤكد جميع املوؤ�سرات اأن �سيا�سات

اأبوظبي يف هذا املجال حتقق تقدما ملحوظا.

اإذ ت�سري اأرقام مركز االإح�ساء - اأبوظبي

اإىل اأن اإجمايل الناجت املحلي غري النفطي

احلقيقي لالإمارة ارتفع بن�سبة 7,4 يف املائة

لتبلغ قيمته 343,7 مليار درهم عام 2013

بزيادة 5,9 يف املائة عن العام ال�سابق. كما

ارتفعت م�ساهمة القطاعات غري النفطية يف

اإجمايل الناجت املحلي احلقيقي لالإمارة اإىل

48,6 يف املائة عام 2013 باملقارنة مع 47,6 يف املائة يف العام الذي �سبقه.

كما خطت اأبوظبي خطوات كربى لتنمية

بناها التحتية غري النفطية خالل ال�سنوات

القليلة املا�سية، وقامت بتو�سعة موانئها

و�سككها احلديدية ومطارها الدويل.

وقد ارتفع عدد ال�سياح الذين ا�ستقطبتهم

االإمارة بن�سبة 15 يف املائة يف عام 2014

ليبلغ 3,2 مليون �سائح، وفقا لبيانات موؤ�س�سة

»تي اآر اآي هو�سبياليتي كون�سلتنج«.

ويقول مايربروجر: »يتعلق االأمر باأكمله

باإقامة توازن بني عنا�سر النمو، وبالن�سبة

لالأجيال القادمة بح�سن اإدارة املوارد

ودرا�سة تاأثري النمو على البيئة واملجتمع على

حد �سواء«.

وي�سيف: »اأ�سعر باأن التحول يف اأبوظبي

ال يزال يف بداياته لكن اأهدافه �سخمة

ورائدة من نوعها«.

االستثمارات األجنبية المباشرةتعترب القدرة على ا�ستقطاب اال�ستثمارات

االأجنبية املبا�سرة عن�سرا رئي�سا من

عنا�سر بناء اقت�ساد م�ستدام، وذلك من

خالل اجتذاب ال�سركات الدولية الإقامة

قواعد عمل لها يف اأبوظبي واالإ�سهام يف

تنمية قطاعاتها االقت�سادية غري النفطية،

ما �سوف يتيح لالإمارة فر�سة اال�ستفادة

من الكفاءات الب�سرية واملهارات والتقنيات

رفيعة امل�ستوى التي �سوف جتلبها تلك

ال�سركات معها، لت�سهم يف اإثراء قاعدة

املعرفة املحلية.

ويف اإطار �سعيها ال�ستقطاب امل�ستثمرين

االأجانب، اأن�ساأت اأبوظبي عددا من املناطق

احلرة التي منحتها العديد من احلوافز

التجزئة واجلملة وال�سياحة.

ويف �سياق تعليقه على هذه التوجهات،

ن�شبة انبعاث لغاز ثاين اأك�شيد الكربون

للفرد الواحد يوميا على م�شتوى العامل،

كما اأن دول اخلليج ت�شتاأثر بنحو 52% من

اإجمايل اإنتاج العامل من مياه البحر املحالة.

وهدفنا هو حت�شني كفاءة ا�شتهالك الطاقة

يف حمطات التحلية، واأن يتم ت�شغيلها على

املدى الطويل بن�شبة 100 يف املائة با�شتخدام

الطاقات املتجددة«.

كما تعمل هيئة البيئة - اأبوظبي على

تنفيذ حمالت توعية مكثفة ت�شتهدف جعل

اأبوظبي اأكرث ا�شتدامة على ال�شعيد البيئي.

فقد اأطلقت هيئة البيئة - اأبوظبي

بامل�شاركة مع جمل�س اأبوظبي للتعليم،

مبادرة املدار�س امل�شتدامة، التي تهدف اإىل

متكني طالب املدار�س احلكومية واخلا�شة

من تقييم االآثار البيئية، واعتماد النهج

التجريبي يف تعليم التالميذ وذلك من خالل

الرحالت امليدانية. وبنهاية عام 2013،

بلغ عدد املدار�س امل�شجلة يف برنامج هذه

املبادرة 115 مدر�شة، فيما حازت املبادرة

جائزة ال�شرق االأو�شط االأخ�شر يف فئة

الوعي والتعليم البيئي.

وقد حقق هذا التوجه التوعوي نتائج

اإيجابية. فقد تبني من واقع ا�شتطالع

االآراء ال�شنوي الذي اأجرته هيئة البيئة -

اأبوظبي يف عام 2013، اأن 68 يف املائة

من امل�شاركني يف اال�شتطالع اتخذوا

خطوات تهدف لتوفري الطاقة واأخذوا

يتبعون ممار�شات �شديقة للبيئة، كما

ارتفعت ن�شبة الوعي بالق�شايا البيئية

ب�شكل ملحوظ.

ويقول د. حممد املدفعي، املدير

التنفيذي لقطاع التخطيط وال�شيا�شات

البيئية يف هيئة البيئة - اأبوظبي: »بينما

اأظهر اال�شتطالع اأن الر�شالة ت�شل جيدا

اإىل اجلماهري، اإال اأنه هناك ثمة حاجة اإىل

املزيد من العمل«. واأو�شح بقوله: »اأظهر

اال�شتطالع االأخري حت�شنا يف م�شتوى الوعي

باملقارنة مع عام 2012، ومن احليوي اأن

نوا�شل حمالت التوعية«. ◆

ويف العام نف�شه، وبف�شل املعايري ال�شارمة،

ر�شدت الهيئة انخفا�شا كبريا يف عدد

املخالفات ال�شادرة خالل الربع الثالث من

العام. ويعد هذا نتيجة رائعة باملقارنة مع

الربع االأول من العام نف�شه، الذي اأ�شدرت

خالله الهيئة اأكرث من 1000 خمالفة.

وتعد ندرة املياه اأي�شا، من الق�شايا التي

تت�شدر جدول اأعمال هيئة البيئة - اأبوظبي،

خا�شة اأن 30% من اإمدادات املياه يف دولة

االإمارات العربية املتحدة ياأتي بالفعل من

حتلية مياه البحر، وهو رقم يتوقع له اأن

يرتفع نظرا للنمو االقت�شادي وال�شكاين.

وقد بلغ ا�شتهالك اأبوظبي االإجمايل من

املوارد املائية 3,3 مليار مرت مكعب يف عام

2011، ومن املتوقع اأن يزيد الطلب على املاء يف االإمارة ليتجاوز خم�شة مليارات مرت

مكعب بحلول عام 2030.

وتقول رزان خليفة املبارك، اأمني عام

هيئة البيئة - اأبوظبي: »الطلب على املياه

مرتفع جدا، يف حني اأن عمليات تدعيم

املخزونات اجلوفية متدنية. فا�شتخدامنا

للمياه اجلوفية غري م�شتدام، وق�شية ندرة

واأمن املياه باتت ذات اأهمية حيوية متنامية«.

واأ�شافت: »نحن يف منطقة اخلليج مياهنا

العذبة غري متجددة، وا�شتهالكنا للمياه من

اأعلى الن�شب يف العامل. ولهذا كانت مقولة

الفريق اأول �شمو ال�شيخ حممد بن زايد اآل

نهيان ويل عهد اأبوظبي نائب القائد االأعلى

للقوات امل�شلحة، املياه اأهم من النفط

بالن�شبة لالإمارات، اإ�شارة جريئة ووا�شحة

اإىل اأن االقت�شاد يقوم على النفط وي�شع

املياه على راأ�س اأولوياته، وهذا ما بداأناه يف

اإمارة اأبوظبي منذ �شنوات«.

وا�شتطردت رزان املبارك قائلة: »ب�شبب

بيئتنا القاحلة وما يرتتب على ذلك من

انخفا�س معدل اإعادة تغذية م�شتودعات

املياه اجلوفية ب�شكل كبري ن�شهد االآن

موؤ�شرات خطرة على ن�شوب م�شتودعات

املياه اجلوفية«.

واأو�شحت قائلة: »اإنه حل�شن احلظ لدينا

يف منطقة اخلليج املوارد الالزمة لتحلية

املياه وا�شتخدامها يف ال�شرب واأغرا�س

النظافة العامة، ولكن مواردنا من املياه

اجلوفية �شرورية للزراعة ولدعم نظامنا

البيئي الذي تعتمد عليه قطاعات اقت�شادية

جديدة مثل ال�شياحة«.

وبالنظر اإىل اأن عملية حتلية مياه البحر

حتتاج اإىل طاقة كثيفة، وهو ما ياأتي على

ح�شاب البيئة، يجري بذل املزيد من اجلهد

للحد من تاأثريات عملية التحلية على

البيئة، حيث �شهد عام 2014، اإعالن �شركة

»م�شدر« وهيئة البيئة - اأبوظبي، وهيئة مياه

وكهرباء اأبوظبي عن اإر�شاء عقود على اأربع

�شركات دولية متخ�ش�شة يف جمال الطاقة

املتجددة لتنفيذ م�شروع ي�شتهدف حتديد

مدى جدوى ا�شتخدام الطاقات املتجددة يف

حتلية مياه البحر.

ويقول حممد الرحمي، املدير امل�شاعد يف

ال�شاحلية والبحرية يف اأبوظبي يف مكافحة

التغريات املناخية.

ويف العام نف�شه، اأعلن ر�شميا حممية

بحرية الوثبة التي تقوم هيئة البيئة -

اأبوظبي باإدارتها، موقعا تابعا التفاقية

رام�شار )معاهدة دولية حلماية واحلفاظ

على االأرا�شي الرطبة ذات االأهمية

الدولية(. ويف الوقت احلايل، بات 13,5 يف

املائة من امل�شاحة االإجمالية الإمارة اأبوظبي

منطقة حممية بحرية، فيما ت�شمل املناطق

املحمية الربية 14,6 يف املائة.

وتعمل وزارة البيئة واملياه من خالل

التعاون الوثيق مع هيئة البيئة - اأبوظبي

حلماية احلياة البحرية و�شمان ا�شتدامة

�شناعة االأ�شماك، وهو ما ميثل اأمرا �شديد

االأهمية. ويقول معايل الدكتور را�شد

اأحمد بن فهد، وزير البيئة واملياه: »يواجه

املخزون ال�شمكي يف مياه اخلليج خطر

التناق�س ب�شبب ال�شغوط الب�شرية. فعلى

�شبيل املثال، يعد الهامور وال�شبيطي من

اأكرث االأ�شماك املحلية ا�شتنزافا يف املنطقة.

ويف واقع االأمر، وطبقا لتقديرات هيئة

البيئة - اأبوظبي، يتجاوز معدل �شيد �شمك

الهامور �شتة اإىل �شبعة اأ�شعاف امل�شتويات

امل�شتدامة«. واأ�شاف معاليه: »ونعمل على

تعديل القوانني احلالية املتعلقة با�شتغالل

االأ�شماك، حيث نخطط الإثارة هذا التعديل

يف املجل�س الوطني. كما نعمل اأي�شا، على

املزارع ال�شمكية التابعة ملركز ال�شيخ خليفة

لالأبحاث البحرية يف اأم القيوين، التي

�شتنتج �شغار االأ�شماك املحلية القيمة ثم

�شتعيد و�شعها يف اخلريان واملناطق البحرية

املحمية بالدولة«. و�شيقوم هذا املركز باإنتاج

نحو 10 ماليني من االأ�شماك ذات القيمة

االقت�شادية املحلية.

ويف هذا العام، اأعدت هيئة البيئة -

اأبوظبي خطة ا�شرتاتيجية عن كل من جودة

الهواء وال�شو�شاء، مت تقدميها اإىل املجل�س

التنفيذي. كما بداأت الهيئة اأي�شا، املرحلة

الثانية من ا�شرتاتيجيتها ملعاجلة املخلفات،

التي تركز على املخلفات النووية وتلك

املتولدة عن قطاع النفط والغاز.

وبغر�س تطبيق معايري حم�شنة يف القطاع

ال�شناعي، طبقت هيئة البيئة - اأبوظبي

حملة يف قطاع اخلر�شانة اجلاهزة، لرفع

الوعي باأهمية احلد من كمية اجل�شيمات

املتطايرة يف اجلو التي تعد من امللوثات

ال�شارة بالبيئة. و�شملت احلملة تزويد

قطاع اخلر�شانة اجلاهزة باإر�شادات

عملية ب�شاأن اأف�شل املمار�شات ومعايري

املطابقة. وقد اأثمرت احلملة عن ت�شجيل

القطاع حت�شنا بن�شبة 46 يف املائة يف ما

يتعلق باملطابقة وااللتزام.

ويقول حممد اأحمد البواردي، املدير

التنفيذي لهيئة البيئة - اأبوظبي: »بينما

توا�شل اإمارة اأبوظبي تطورها، بات من

االأهمية مبكان رمبا اأكرث من ذي قبل

اأن تعزز هيئة البيئة - اأبوظبي اإطارها

الت�شريعي واأن توا�شل ن�شر املعلومات

والبيانات وذلك لدعم متخذي القرارات«.

ويف عام 2013، اأ�شدرت هيئة البيئة -

اأبوظبي 3992 ترخي�شا ذات عالقة بالبيئة،

واالآبار االرتوازية ومتاجر املواد واملركبات

الكيميائية. كما اأجرت 637 تفتي�شا على

املن�شاآت، حيث قامت بالتفتي�س على جميع

عام 1996 لت�شجيع التوازن بني اجلوانب

االقت�شادية واالجتماعية والبيئية للتنمية

امل�شتدامة. وقد باتت هيئة البيئة - اأبوظبي

منذ ذلك احلني موؤ�ش�شة رائدة حائزة جوائز

عدة وتتبواأ مكانة ريادية يف جمال املبادرات

اخل�شراء العاملية، وذلك وفقا للنهج الذي

و�شعه املغفور له باإذن اهلل ال�شيخ زايد بن

�شلطان اآل نهيان، و�شاحب ال�شمو ال�شيخ

خليفة بن زايد اآل نهيان، رئي�س الدولة،

حفظه اهلل.

وبدعم وتوجيه من الفريق اأول �شمو تأسست

ال�شيخ حممد بن زايد اآل نهيان ويل عهد

اأبوظبي، نائب القائد االأعلى للقوات امل�شلحة

رئي�س املجل�س التنفيذي الإمارة اأبوظبي،

والرئي�س الفخري لهيئة البيئة - اأبوظبي،

تقوم الهيئة بتطوير اإطار �شيزود اأبوظبي

وموؤ�ش�شاتها ومواطنيها باالأدوات القانونية

والفنية الالزمة حلماية وتطوير واملحافظة

على تراثها الطبيعي.

وقد مت تنفيذ برنامج �شامل للرقابة

على جودة املياه اجلوفية ومياه البحر يف

عام 2013. ومتت اإ�شافة 440 بئرا ارتوازية

اإىل �شبكة الرقابة التابعة لهيئة البيئة–

اأبوظبي، ما متخ�س عنها منظومة متكاملة

يف هذا املجال.

واإ�شافة اإىل ذلك، مت اإن�شاء موؤ�شر جلودة

املياه البحرية وتاأ�شي�س بوابة جلودة املاء

وذلك بهدف خف�س م�شتوى تلوث املاء. كما

يعمل اأي�شا، امل�شروع الرائد التابع لهيئة

البيئة– اأبوظبي الذي يحمل ا�شم »الكربون

االأزرق«، على تزويد املتخ�ش�شني يف جمال

البيئة وجهاتها التنظيمية بفهم غري م�شبوق

عدمية �لفائدة«.

و�أ�سافت: »يتعني معاجلة مياه �ل�سرف

�ل�سحي، وعدم �لنظر �إىل ذلك كخيار

مكلف، و�إمنا كا�ستثمار �سروري، حيث يعد

ذلك خيار� مثاليا لدول �ل�سرق �لأو�سط للحد

من ��ستنز�ف �ملياه �جلوفية و�ل�سماح باإعادة

بناء خمزوناتها«.

ويقول خرب�ء �إن �لتحدي �لذي يو�جه

�أبوظبي يف ما يتعلق ب�سيا�سة �إد�رة �ملياه،

يتمثل يف تعدد �لهيئات و�ملوؤ�س�سات ذ�ت

�لعالقة يف هذ� �ملجال. وعلى �لرغم من

�لتقدم �لذي مت حتقيقه على مدى �ل�سنو�ت

�خلم�س �لأخرية، فاإن غياب نهج موحد يف

هذ� �ملجال ميكن �أن ميثل �لتحدي �لأكرب

يف �مل�ستقبل.

وتقول �إجني جابر: »على �لرغم من �أن

�سبكات �إعادة تدوير �ملياه �سمن �لأبنية

وم�ساريع �لتخطيط �لعمر�ين �لرئي�سة يف

�ملدينة �آخذة بالزيادة، �إل �أن عاملي �لكلفة

و�لوقت �ملطلوبني لتاأ�سي�س مثل هذه �ل�سبكات

ي�سكالن عقبة رئي�سة، ل �سيما عندما

نتحدث عن بنية حتتية لدولة باأكملها«. ◆

يف هذ� �لقطاع على تو�سيع �أن�سطتها

وعملياتها. �إذ ح�سلت �سركة »ماتيتو« �لتي

تتخذ من دبي مقر� رئي�سا لها، على قر�س

بقيمة 30 مليون دولر من م�سرف �سيني يف

�سهر نوفمرب �ملا�سي لتمويل تو�سيع �أن�سطتها

وعملياتها يف دولة �لإمار�ت �لعربية �ملتحدة

ومنطقة �ل�سرق �لأو�سط �لتي تعاين �سحا

متز�يد� من �ملياه.

وتنفذ �سركة »ماتيتو« �لعديد من �مل�ساريع

يف دولة �لإمار�ت �لعربية �ملتحدة، مبا يف

ذلك �أعمال �ل�سرف �ل�سحي يف جزيرة

يا�س. ويف نهاية عام 2014، �أبرمت �تفاقية

�سر�كة مع »�إعمار« لإعادة تدوير 20 �ألف

مرت مكعب من �ملاء يوميا لأغر��س �لتربيد

�ملركزي ملناطق يف »د�ون تاون دبي«.

ويقول با�سم حلبي مدير تطوير �لأعمال

مبجموعة »ماتيتو« لدى �لإعالن عن �مل�سروع

�لبالغة قيمته 10 ماليني دولر �أمريكي: »ت�سكل

عمليات �إعادة معاجلة �ملياه �أحد �حللول

�لرئي�سة ملعاجلة ندرة �ملياه يف �ملنطقة«.

و�سوف يعالج �مل�سروع خملفات �ل�سرف

�ل�سحي عن طريق تكنولوجيا �لتنا�سح

�لعك�سي، وذلك قبل �إعادة تدويرها

و��ستخد�مها يف �أنظمة تربيد �ملناطق. وتقدر

�سركة »ماتيتو« �أن �مل�سروع �سوف ي�سهم يف

تخفي�س �نبعاثات ثاين �أك�سيد �لكربون باأكرث

من 36,85 طن يوميا، وذلك باملقارنة مع

��ستخد�م مياه �لبحر �ملحالة.

وقد �سكلت زيادة �أ�سعار �ملياه يف دولة

�لإمار�ت �لعربية �ملتحدة قر�ر� �سعبا،

خا�سة يف ظل �لدعم �حلكومي �مل�ستمر

للخدمات. �إذ يقدر �سندوق �لنقد �لدويل �أن

خم�س�سات �لدعم �ملختلفة ت�ستاأثر بن�سبة

ت�سل �إىل 20 يف �ملائة من �مليز�نية �ل�سنوية

لدولة �لإمار�ت �لعربية �ملتحدة. وكانت

هنالك موؤ�سر�ت على �أنه �سيتم �مل�سي قدما

يف �لقر�ر �جلديد بعد ت�سريحات وزير

�لطاقة �لإمار�تي �سهيل �ملزروعي يف �سهر

نوفمرب �لتي قال فيها: »نظر� �إىل �رتفاع

�أ�سعار �لوقود، ل �سيما و�رد�ت �لغاز �حلالية

و�مل�ستقبلية، فرمبا ي�سطر قطاع توليد �ملياه

و�لكهرباء �إىل �لتعامل مع حتديات هائلة

مرتبطة بالتكاليف خا�سة يف ظل م�ستويات

�لهدر �حلالية �لتي ميكن �أن توؤدي �إىل �إعادة

�لنظر يف �أ�سعار �لطاقة و�لدعم �ملقدم لها«.

وتو�سح �لإح�ساء�ت �لتي ن�سرتها حكومة

�أبوظبي موؤخر�، �أنه �إىل جانب �ل�ستهالك

�لفردي �ملرتفع للمياه، و�لذي يعد �سمن

�لأعلى يف �لعامل، فاإن عمليات �لري يف

جمايل �لزر�عة و�حلد�ئق يف �لإمارة تتطلب

�إمد�د�ت �سخمة من �ملياه.

�إذ ت�ستاأثر عمليات �لري بنحو 2,5 مليون

ملميرت مكعب من �ملياه �ملحالة، باملقارنة

مع 500 �ألف مليمرت مكعب فقط للم�ستهلكني

)�نظر �لر�سم �لبياين(. ولي�س من �ملرجح

�أن يوؤثر خف�س �لدعم يف هذ� �ل�ستهالك،

�لأمر �لذي يتعني معه معاجلة هذ� �جلانب

يف �إطار �إد�رة �ملياه �ل�ساملة يف �أبوظبي.

وح�سب تقرير هيئة �لبيئة يف �أبوظبي

لعام 2013، يجري �لعمل على حت�سني

عمليات �إعادة ��ستخد�م �ملياه يف �ملنطقة

�لغربية، حيث تقع معظم مز�رع �لنخيل يف

�لبالد، غري �أن هذه �ملبادرة ما ز�لت يف

مر�حلها �ملبكرة.

وحتظى عمليات معاجلة مياه �ل�سرف

�ل�سحي يف دولة �لإمار�ت �لعربية �ملتحدة

بالقدر نف�سه من �لأهمية. ففي حني

�أعلنت �حلكومة موؤخر�، �أنها تتطلع لإعادة

��ستخد�م مياه �ل�سرف �ل�سحي �ملعاجلة

بن�سبة 100% بحلول عام 2018، �أكد تقرير

�سدر يف �سهر نوفمرب �ملا�سي، �أن ما ي�سل

�إىل 60 يف �ملائة من هذه �ملياه ما ز�ل يجري

�سخه يف �لبحر.

وقالت تيتا دي مي�س، �مل�سوؤولة يف �سركة

�أركادي�س �لتي ن�سرت يف نوفمرب 2014 تقرير�

»Middle East Aquifer Recharge« :بعنو�ن

تدوير �ملياه. �إذ تقدر روؤية �أبوظبي 2030

�أن يت�ساعف �لطلب على �ملياه �ملحالة يف

�لإمارة يف �ل�سنو�ت �خلم�س ع�سرة �ملقبلة.

ونتيجة ذلك، فقد بد�أ �خلرب�ء بالبحث

عن طرق جلعل عملية حتلية �ملياه �أقل

�عتماد� على �لطاقة. وي�سري خالد عو�س

موؤ�س�س �سركة »جرينيا« يف دبي، �إىل �أن

حتلية �ملياه م�سوؤولة عن �أكرث من 15 يف

�ملائة من �نبعاثات غاز ثاين �أوك�سيد

�لكربون يف �أبوظبي.

وهنالك حماولت جارية �لآن لإيجاد

طرق جديدة لتحلية �ملياه ذ�ت تاأثري�ت بيئية

�أقل، مبا يف ذلك ��ستخد�م �لطاقة �ملتجددة

يف عمليات �لتحلية. وهناك م�سروع جتريبي

يف هذ� �ملجال ت�سارك فيه هيئة �لكهرباء

و�ملاء وهيئة �لبيئة يف �أبوظبي بالتعاون مع

»م�سدر«. كما �أطلقت �سركة »ماتيتو« موؤخر�

م�سروعا م�ستد�ما لأنظمة تربيد �ملناطق يف

منطقة »د�ون تاون دبي«.

ويقول خالد عو�س: »�إن �حلكومة تدر�س

م�سروع �إن�ساء حمطات مائية و�سحن �ملياه

من دول �أخرى مثل تركيا و�أوكر�نيا على

�ملدى �لق�سري، يف حني جتري در��سة جدوى

لتقييم ��ستخد�م �لطاقة �لنووية لتحلية �ملياه

على �ملدى �لطويل. وقد �لتزمت هيئة �لبيئة

يف �أبوظبي باإعادة معاجلة �ملياه يف جميع

�ملز�رع و�حلد�ئق بحلول عام 2018«.

و�أ�ساف عو�س: »بالنظر �إىل �أن �لطلب

على حتلية �ملياه يتنامى مبعدل 8% �سنويا

يف �أبوظبي، فالبد من �أن جتد �لإمارة

حلول جذرية �إ�سافية لإد�رة مو�رد �ملياه،

و�حلد من منو �لطلب وخف�س �لأثر �لبيئي

�ملرتبط بالتحلية«.

ويلعب �لقطاع �خلا�س �أي�سا، دور� فاعال

يف هذ� �ملجال، حيث يويل برناجما »ليد«

و»��ستد�مة« �ملعنيان بالريادة يف ت�سميمات

�لطاقة و�لبيئة، �هتماما بالغا بعمليات �إعادة

��ستخد�م �ملياه وغريها من ممار�سات �إد�رة

�ملياه �مل�ستد�مة يف �مل�ساريع �جلديدة. ومن

�لأمثلة على ذلك فندق »برميري �إن« يف مطار

�أبوظبي �لدويل �لذي �سممته �سركة »ديو�ن«

لال�ست�سار�ت �ملعمارية و�لهند�سية يف دولة

�لإمار�ت �لعربية �ملتحدة، و�لذي يعتمد

معايري متميزة يف �ل�ستد�مة.

وتقول �إجني جابر مديرة �ل�ستد�مة يف

�سركة »ديو�ن« يف دبي: »�إنه مت حتقيق وفر

يف ��ستهالك �لطاقة بن�سبة تزيد على

30 يف �ملائة وذلك من خالل ��ستخد�م م�سادر �لطاقة �ملتجددة، ومعد�ت تكييف

وتهوية �أكرث فعالية، ونظم �إنارة فعالة، �إىل

جانب حت�سني �لت�سميم �حلر�ري لالأماكن

�ملغلقة. ونتيجة لذلك، �أ�سبح �ملبنى �أول

فندق يح�سل على ت�سنيف »لوؤلوؤتني« يف

نظام تقييم �ملباين يف برنامج ��ستد�مة«.

وت�سيف: »حقق �لت�سميم وفر� يف

��ستهالك �ملياه بن�سبة تزيد على 25 يف �ملائة

من خالل تركيب جتهيز�ت د�خلية وخارجية

و�أنظمة ري فعالة. وقد �سمل ذلك �إن�ساء

�أول �سبكة لإعادة تدوير �ملياه �لرمادية يف

�أبوظبي. فالنظام قادر على تعوي�س 100 يف

�ملائة من طلب �ملباين على �ملياه«.

وتعتقد �إجني �أن �ملبادر�ت �لأخرية

حلكومتي �أبوظبي ودبي، مثل خطة �لتخطيط

�لعمر�ين 2030، و�حلمالت �مل�ستمرة �لتي

تنظمها هيئات مثل »��ستد�مة« وهيئة كهرباء

ومياه دبي للرتويج ملفاهيم تر�سيد ��ستهالك

�ملياه، قد �ساعدت يف رفع �لوعي ب�ساأن

�إد�رة �ملياه ب�سكل م�ستد�م يف دولة �لإمار�ت

�لعربية �ملتحدة.

ومل تقت�سر �لتطور�ت �مل�سجلة يف هذ�

�ملجال على �عتماد ت�ساميم م�ستد�مة

للمباين، فقد �سهد �لعامان �ملا�سيان منو�

ملحوظا يف �لطلب على �لإد�رة �مل�ستد�مة

للمياه. وقد �سجع ذلك �ل�سركات �ملتخ�س�سة

إجمالي إمدادات المياه في أبوظبيحسب المصدر )بالنسبة

المئوية( لعام 2009

يستعرض في هذا التقرير الجهود المبذولة لتحقيق نهج مستدام في هذا المجال.

�أزمة مياه م�ستمرة يف

�ل�سرق �لأو�سط، بدء�

من �ليمن و�ملغرب و�نتهاء بالأردن، لدرجة

�أن �سح �ملياه و�مل�سادر �ملائية بات ميثل �أحد

�أكرب �لتحديات �لتي تو�جه �ملنطقة ككل.

ول يختلف �لأمر كثري� بالن�سبة �إىل

�أبوظبي ودولة �لإمار�ت �لعربية �ملتحدة

ب�سكل عام، �لتي ت�سرتك مع �سقيقاتها يف

دول جمل�س �لتعاون �خلليجي باأعلى معدلت

��ستهالك �ملياه لل�سخ�س �لو�حد. كما �أن

قدرتها على �لو�سول �إىل �مل�سادر �ملائية

�لطبيعية حمدودة، ولهذ� يجري �إنتاج معظم

�ملياه �لقابلة لل�سرب من خالل حتلية مياه

�لبحر �ملاحلة.

ويف �لو�قع فاإن نق�س �ملياه يعد م�سكلة

عاملية، حيث يوؤكد برنامج �ملياه �لتابع لالأمم

�ملتحدة، �أن ندرة �ملياه توؤثر �سلبا يف نحو 40

يف �ملائة من �سكان �لعامل. وي�سري �لربنامج

�إىل �أنه بحلول عام 2025، فاإن 1,8 مليار من

�سكان �لعامل �سيعي�سون يف بلد�ن �أو مناطق

ت�سودها ندرة مطلقة للمياه. �أما يف �لعامل

�لعربي فاإن 8 من �لدول �لـ 22 �لأع�ساء يف هنالك

�جلامعة �لعربية، تعاين �سحا كبري� يف �ملياه.

�إل �أنه وعلى �لرغم من ندرة �ملياه يف

دولة �لإمار�ت و�ملنطقة، فاإنها ت�سجل �أحد

�أعلى معدلت ��ستهالك �ملياه يف �لعامل. �إذ

ت�سري تقدير�ت �لهيئة �لحتادية للكهرباء

و�ملاء �إىل �أن معدل ��ستهالك �ملياه يف دولة

�لإمار�ت �لعربية �ملتحدة يبلغ نحو 550 ليرت�

من �ملاء يوميا، وهو ما يعادل �سعف �ملعدل

�لعاملي. علما باأن �مل�ستهلكني يتحملون جزء�

فقط من �لكلفة �لإجمالية لتحلية �ملياه.

ولهذ� فقد جرى بدء� من 1 يناير 2015،

تطبيق ت�سعرية جديدة ل�ستهالك �ملياه

يف حماولة لتحفيز �مل�ستهلكني على تر�سيد

��ستهالك �ملياه.

لكن �إجر�ء�ت �لرت�سيد لن تكون كافية

وحدها لتلبية �لطلب �ملتنامي على �ملياه،

حيث حتتاج �أبوظبي مثال �إىل �ملزيد

من �إمد�د�ت �ملياه عن طريق عمليات

�لتحلية، حتى �إذ� مت تطبيق بر�مج لت�سجيع

�مل�ستهلكني على �حلد من ��ستخد�مهم

�ملكونات �ملهمة ملحفظة حلولها �خلا�شة

بتوليد �لكهرباء. و�إذ� ��شتخدمنا �لبيانات

�ملتو�فرة عن حم�شلة تبني تلك �لتكنولوجيا

الكت�شفنا �أنه رمبا كانت تلك �حلكومات

على حق«.

ففي عام 2008، د�شنت �شركة م�شدر

م�شروع مدينة م�شدر فيما و�شف باأنه

»رحلة جريئة لبناء �أكرث مدن �لعامل

��شتد�مة بيئيا«. وتتبنى مدينة م�شدر

عرب �ال�شتثمار�ت �لذكية مفهوم »�لب�شمة

�خل�شر�ء« �لر�ئد، �لذي يتيح للمدن مو�كبة

�لنمو �ل�شريع الأعد�د �شكانها، بالتز�من مع

تخفي�س ��شتهالكهم للطاقة و�ملياه و�إنتاجهم

للنفايات ب�شكل كبري.

وحتقق »م�شدر« ذلك عرب �جلمع

بني �لتقنيات �لقدمية للهند�شة �ملعمارية

�لعربية و�لتقنيات �لع�شرية و�عتماد �لطاقة

�ل�شم�شية وغريها من م�شادر �لطاقة

�ملتجددة. وبينما يعي�س ويعمل ب�شعة �آالف

من �ل�شكان يف مدينة م�شدر حاليا، ف�شوف

يرتفع عددهم �إىل 40 �ألف ن�شمة لدى �كتمال

تنفيذ �مل�شروع و�شوف يق�شدها نحو 50 �ألف

�شخ�س يوميا للعمل و�لدر��شة.

لكن هل حققت دولة �الإمار�ت �لعربية

�ملتحدة تقدما كافيا يف جمال �لطاقة

�ملتجددة؟ وما �لذي ت�شتطيع �أن تفعله �أكرث

لالبتعاد ب�شكل �أكرب عن �قت�شاد يعتمد بقوة

على �لهيدروكربونات؟

يقول ند�: »رغم �متالك دول �ل�شرق

�الأو�شط �إمكانات �شخمة لتوليد �لطاقة

�ل�شم�شية و��شتخد�مها، �إال �أن تلك �لطاقة

تنمو مبعدالت �أبطاأ من �ملتوقع. ويعود ذلك

�إىل �أ�شباب عدة، مبا فيها ��شتمر�ر �العتماد

�لتاريخي �لقوي على �لنفط و�لغاز، وبطء

تطوير �إطار �لعمل �لت�شريعي. �إال �أن ح�شورنا

�مليد�ين يف دول �ملنطقة، وتفاعلنا مع

قطاعاتها �لعامة و�خلا�شة خالل �ل�شنو�ت

�لقليلة �ملا�شية، �أتاحا لنا ر�شد ظهور بع�س

�ملوؤ�شر�ت �الإيجابية �لتي جتعلنا ناأمل �أن

تتبنى �ملنطقة برناجما جمديا �قت�شاديا

لتوليد �لطاقة �ل�شم�شية خالل �ل�شنو�ت

�لقليلة �ملقبلة«.

وي�شيف: »�إ�شافة �إىل ذلك، قد يو�جه

قطاع �لطاقة �ل�شم�شية �شعوبات يف

�حل�شول على متويل حملي مل�شاريعه ب�شبب

تخوف �ملوؤ�ش�شات �ملالية من �ملخاطر �لتي

تنطوي عليها تلك �لطاقة. �إال �أنه بعد �أن

�شهدنا حتوال حا�شما يف هذ� �ملجال خالل

�ل�شهور �الثني ع�شر �ملا�شية، ميكننا

�أن نتوقع �الآن بروز �لكثري من �لفر�س

و�الإمكانات �لتي �شوف جتعل من �لطاقة

�ل�شم�شية �أحد �ملكونات �لرئي�شة لرتكيبة

م�شادر �لطاقة يف �ملنطقة«. ◆

وقامت �شركة »فري�شت �شوالر« بت�شليم

�مل�شروع �لذي تطلب تنفيذه �أكرث من 1,4

مليون �شاعة عمل - رجل يف �أكتوبر �ملا�شي.

كما مت يف �شهر �أغ�شط�س �ملا�شي طرح

مناق�شة لتنفيذ �ملرحلة �لثانية من �مل�شروع

�لتي تبلغ طاقتها 100 ميجاو�ط، لدعم

��شرت�تيجية دبي �ملتكاملة للطاقة 2030.

وت�شتهدف �ال�شرت�تيجية تخفي�س ��شتهالك

دولة �الإمار�ت �لعربية �ملتحدة للغاز و�لوقود

�الأحفوري يف توليد �لطاقة بن�شبة 30 يف

�ملائة بحلول عام 2030، لت�شل �إىل 71 يف

�ملائة فقط من �إجمايل �إنتاج �لدولة من

�لطاقة، يف حني يتوقع �أن تبلغ ح�شة �لطاقة

�لنووية و�لفحم �لنظيف نحو 12 يف �ملائة،

و�لطاقة �ل�شم�شية خم�شة يف �ملائة.

ويف هذ� �ل�شياق، قال �أحمد ند�، نائب

رئي�س �شركة فري�شت �شوالر ل�شوؤون منطقة

�ل�شرق �الأو�شط: »توفر �لطاقات �ملتجددة

مو�رد غري تقليدية تتيح لدولة �الإمار�ت

�لعربية �ملتحدة �العتماد ب�شورة متز�يدة

على مو�رد طاقة بديلة للهيدروكربونات.

وحيث �إن �ملنطقة تتمتع مبعدالت �شنوية

مرتفعة من �شطوع �ل�شم�س، فاإن �أ�شعة

�ل�شم�س تعد �أكرث م�شادر �لطاقة وفرة فيها.

ولذلك تتطلع دولة �الإمار�ت �لعربية �ملتحدة

و�شائر دول جمل�س �لتعاون �خلليجي ب�شورة

متز�يدة، �إىل ��شتغالل �لطاقة �ل�شم�شية

يف تلبية �حتياجاتها �ملتنامية من

�لطاقة، وخا�شة تلك �لتي تتعلق

باالحتياجات �ملحلية«.

و�أ�شاف: »تعمل دول �ملنطقة على �إيجاد

حلول منا�شبة يف هذ� �ملجال، كما �شرعت يف

��شتثمار مبالغ طائلة يف بناء حمطات طاقة

�شم�شية �شخمة. ونظر� للقدرة على �إن�شاء

�ملحطات �لعاملة باخلاليا �لكهرو�شوئية

ب�شرعة، فاإن تلك �ملحطات باتت تعترب

�لتكنولوجيا �الأمثل لتوليد �لطاقة �ل�شم�شية

�لكفيلة بتلبية �الحتياجات �لفورية للمنطقة«.

لكن هل يتوجب على دول �ملنطقة

بذل �ملزيد من �جلهود لتوفري م�شادر

للطاقة �ملتجددة؟

يرد ند� على هذ� �لت�شاوؤل بقوله: »د�أبت

دولة �الإمار�ت �لعربية �ملتحدة على �حتالل

مركز �لريادة يف حترك �ملنطقة للح�شول

على مو�رد طاقات متجددة. �إال �أن �ل�شوؤ�ل

�لذي ال يدركه غري �ملطلعني على �شوؤون

�ملنطقة يتمثل د�ئما يف معرفة �شبب حاجة

دول متتلك �حتياطيات هيدروكربونية

�شخمة �إىل تبني �لطاقة �ل�شم�شية. ولالإجابة

عن هذ� �ل�شوؤ�ل، دعونا نرجع خطوة �إىل

�لور�ء، �إىل ب�شع �شنو�ت م�شت. فقد كانت

�ملنطقة تتمتع حينئذ مبعدالت �ل�شطوع

�ل�شم�شي نف�شها �لتي تتمتع بها �الآن، لكن

تكنولوجيا �لطاقة �ل�شم�شية كانت باهظة

�لتكاليف، وال ت�شتطيع مناف�شة تكاليف توليد

�لطاقة من �مل�شادر �لتقليدية. فاإذ� �أ�شفنا

�إىل ذلك �لدعم �لذي كانت توفره حكومات

دول �ملنطقة الأ�شعار �لوقود �لتقليدي،

و�ملخاوف �لتي كانت �شائدة حينئذ

حول مدى �إمكانية �العتماد على �لطاقة

�ل�شم�شية، الت�شحت لنا بيئة مل تكن تتيح

للطاقة �ل�شم�شية �لتناف�س فيها ب�شكل فعال«.

وي�شيف: »و�إذ� عدنا ب�شرعة �إىل يومنا

هذ�، لوجدنا �أنه من وجهة نظر فري�شت

�شوالر على �الأقل، فاإن توليد �لكهرباء

بو��شطة �خلاليا �لكهرو�شوئية، ي�شكل

تكنولوجيا موثوقة، ويوفر مكا�شب بيئية

متنامية. ونتيجة لذلك، باتت �حلكومات مبا

فيها حكومة دولة �الإمار�ت �لعربية �ملتحدة،

تتجه ب�شورة متز�يدة لتبني تكنولوجيا

نظر� للقدرة على

ويف هذ� �ل�شدد قال �شعادة يو�شف

�آل علي، مدير عام حمطة �شم�س 1 للطاقة

�ل�شم�شية: »نحن م�شرورون مبدى تقدم

�لدولة عامليا يف توليد �لطاقة �ملتجددة،

بف�شل �لتز�مها بامتالك �ملزيد من مو�رد

�لطاقة �الآمنة. وتوؤكد �الأرقام �شحة هذه

�لتوجهات، حيث �أنتجت حمطة �شم�س 1

منذ بدء ت�شغيلها ما يكفي من �لطاقة

لتزويد 20 �ألف منزل يف �لدولة باحتياجاتها

من �لكهرباء، كما �أنها تقل�س من �نبعاثات

غاز ثاين �أك�شيد �لكربون بو�قع 175 �ألف

طن �شنويا«.

وباالإ�شافة �إىل ذلك، تنفذ »م�شدر«

عدد� من �مل�شاريع يف �خلارج، ووقعت

�تفاقية تطوير م�شرتك مع �شركة كهرباء

�ملناطق �لريفية، لبناء �أوىل �ملحطات

�ل�شخمة لتوليد �لكهرباء من طاقة �لرياح

يف دول جمل�س �لتعاون �خلليجي.

و�شوف يتم بناء �ملحطة �لتي تبلغ تكلفتها

125 مليون درهم وطاقتها 50 ميجاو�ط، يف حمافظة ظفار �لعمانية، ومن �ملتوقع �أن

توفر �حتياجات 16 �ألف منزل من �لكهرباء

وتقل�س �نبعاثات غاز ثاين �أك�شيد �لكربون

بو�قع 110 �آالف طن �شنويا.

لكن ما �شبب �ال�شتثمار يف �لطاقات

�ملتجددة ال�شيما يف دولة غنية

بالهيدروكربونات؟ فعلى �لرغم من �أن دولة

�الإمار�ت �لعربية �ملتحدة متتلك �شابع �أكرب

�حتياطيات موؤكدة من �لنفط يف �لعامل، فاإن

�حلكومة تعمل بد�أب على ��شت�شر�ف �آفاق

مرحلة ما بعد ن�شوب تلك �الحتياطيات

وو�شعت �لطاقة بالتايل يف قلب �أجندتها

للتنمية �مل�شتد�مة.

ويذكر �أن »م�شدر« طرحت عدد� من

�مل�شاريع �لكربى للطاقة �ملتجددة بلغت

�لقيمة �الإجمالية الأ�شولها 7 مليار�ت دوالر

�أمريكي، كما �أ�ش�شت �شندوقني لال�شتثمار يف

م�شاريع �لطاقة �لنظيفة بقيمة �إجمالية بلغت

540 مليون دوالر �أمريكي، يف حترك جريء نال �إ�شاد�ت عاملية.

ويف دبي �أي�شا، تعاقدت هيئة كهرباء

ومياه دبي مع �شركة »فري�شت �شوالر« على

تقدمي خدمات هند�شة وتوريد وبناء وتوريد

وحد�تها �ملتطورة من �ل�شر�ئح �لرقيقة،

لزوم �ملرحلة �الأوىل من م�شروع مزرعة

حممد بن ر��شد �ملتميزة للطاقة �ل�شم�شية.

سمو الشيخ عبداهلل بن زايد آل نهيان، وزير الخارجية وإلى يمينه بيرتراند

بيكارد، وإلى يساره أندريه بورشبيرغ ومعالي الدكتور سلطان أحمد الجابر،

بالطاقة الشمسية تخوض تجربة الطيران حول العالم

2015 �لطيار�ن بريتر�ند بيكارد و�أندريه بور�شبريغ، لق�شاء �شهرين

من �لتدريب �ل�شاق و�الختبار�ت ��شتعد�د�

للقيام باأول رحلة جوية حول �لعامل تبد�أ

وتنتهي يف �أبوظبي، على منت طائرة تعمل

وتقف قدرة هذه �لطائرة �لتي تعترب

�مل�شيفة، على �لطري�ن من دون �لتزود

بالوقود، ور�ء �ختيار �أبوظبي نقطة بد�ية

ونهاية رحلتها �لتاريخية. �إذ ال تقت�شر مز�يا

هذه �ال�شت�شافة على جت�شيد �ملكانة �لريادية

�لتي تتمتع بها �الإمارة يف مبتكر�ت �لطاقة

�ل�شم�شية و�ل�شعي لتطوير ون�شر حلول طاقة

نظيفة فعالة فح�شب، ولكنها متتد لت�شمل

ت�شليط �ل�شوء على ق�شة جناح متميزة،

مكنت دولة �الإمار�ت �لعربية �ملتحدة

من �حتالل �ملركز �لثالث عامليا يف �إنتاج

�لكهرباء من �لطاقة �ل�شم�شية، بعد �إ�شبانيا

و�لواليات �ملتحدة �الأمريكية وتلتها �لهند

و�ل�شني يف �ملرتبتني �لر�بعة و�خلام�شة،

�شمن �أكرب 5 دول منتجة للكهرباء من

�لطاقة �ل�شم�شية يف �لعامل.

ويف �شياق تعليقه على �لرحلة �جلوية

�لر�ئدة، قال �شعادة �شلطان �أحمد �جلابر،

وزير دولة ورئي�س جمل�س �إد�رة م�شدر:

»تت�شاطر �أبوظبي وم�شدر و�شوالر �إمبل�س

روح �لريادة و�لروؤية بعيدة �ملدى و�لرغبة

يف �كت�شاف �آفاق جديدة. كما �إننا نت�شاطر

�اللتز�م برعاية �لتقدم �لتقني يف جمال

تطوير �لطاقات �لبديلة لكي ن�شهم يف بناء

م�شتقبل �أنظف و�أكرث ��شتد�مة«.وصل

ومتثل حمفظة م�شاريع م�شدر �ملحلية

68 يف �ملائة من �إجمايل �إنتاج دول جمل�س �لتعاون �خلليجي من �شتى �أنو�ع �لطاقة

�ملتجددة. ومن �أبرز هذه �مل�شاريع، م�شروع

�شم�س 1 للطاقة �ل�شم�شية �ملركزة �لذي يقع

يف �ملنطقة �لغربية من �إمارة �أبوظبي وتبلغ

طاقته �الإنتاجية 100 ميجاو�ط، ومت تنفيذه

باال�شرت�ك مع �شركتي �أبنجو� �شوالر وتوتال،

�إ�شافة �إىل �ملزرعة �ل�شم�شية ملدينة م�شدر

يف �أبوظبي و�لعاملة باخلاليا �لكهرو�شوئية

بطاقة 10 ميجاو�ط، وتلك �ملثبتة فوق

�أ�شطح من�شاآت ومباين مدينة م�شدر

بطاقة 1 ميجاو�ط.

كما بلغت خطط �شركة م�شدر الإن�شاء

مزرعة �شم�شية بطاقة 100 ميجاو�ط تعمل

باخلاليا �لكهرو�شوئية يف مدينة �لعني

مر�حل متقدمة، على غر�ر مزرعة �لرياح

يف بر جزيرة �شري بني يا�س �لتي �شوف تبلغ

طاقتها 30 ميجاو�ط.

وتوؤدي هذه االأهداف الثالثة بدورها اإىل

الرتكيز على ثالثة جماالت رئي�صة لالأعمال،

ت�صمل: اإن�صاء بنية حتتية تدعم وتغذي

�صناعة ال�صياحة يف اأبوظبي؛ الرتويج لرتاث

وثقافة البالد واملحافظة عليهما؛ وا�صتقطاب

الزوار وامل�صتثمرين واإثراء حياة املقيمني يف

اأبوظبي من خالل تطوير االإمارة وحتويلها

اإىل وجهة عاملية امل�صتوى.

وتت�صافر جماالت االأعمال الرئي�صة

الثالثة معا ب�صكل وثيق، بحيث بات حتقيق

النمو يف اإحداها يتوازى يف الغالب مع منو

يف املجالني االآخرين. فعلى �صبيل املثال،

تعد العني - »مدينة الواحات« الواقعة يف

املنطقة ال�صرقية من اأبوظبي، وجهة ثقافية

وتراثية اأ�صيلة اأدرجتها منظمة اليون�صكو

�صمن قائمة مواقع الرتاث العاملية اجلديرة

باحلماية. وحتقق العني نوعا من التوازن

مع املنطقة الثقافية يف جزيرة ال�صعديات،

ما يتيح مزيجا ثقافيا فريدا �صي�صمل كال

من متحف زايد الوطني )الذي يركز على

الرتاث املحلي(، ومتحف اللوفر اأبوظبي

)الذي يركز على الفنون اجلميلة(،

ومتحف غوغنهامي اأبوظبي )الذي يركز

على املقتنيات واملعار�ض الفنية املعا�صرة(،

ومركز فنون االأداء )الذي يركز على

جميع اأ�صكال االأداء الفني(، واملتحف

البحري )الذي يعك�ض فخر اأبوظبي

برتاثها البحري(.

كما جت�صد جزيرة �صري بني يا�ض، التي

فازت بجائزة �صمن جوائز ال�صفر العاملية

لعام 2014 كوجهة �صياحية م�صتدامة

رائدة على م�صتوى العامل، مزيجا مذهال

بني ال�صياحة وحماية البيئة. وبو�صع زوار

اجلزيرة االإقامة يف اأحد ثالثة فنادق

معروفة عامليا يف هذه الوجهة الطبيعية

واالطالع عن كثب على برامج اإكثار

احليوانات املهددة باالنقرا�ض التي تطبقها

اجلزيرة بنجاح. ولعل حيوان املها العربي

ميثل اأهم �صالالت احليوانات التي مت

اإكثارها �صمن هذا الربنامج، بعد اأن كان

على و�صك االنقرا�ض. ويت�صمن الربنامج

اأي�صا، �صالالت فرعية متت تربيتها بنجاح

مثل ال�صالالت املتفرعة من ال�صبع

املخطط التي تعي�ض يف دولة االإمارات

العربية املتحدة، واأي�صا �صالالت متفرعة

من الفهد ال�صياد وف�صيلة اأخرى من املها،

وغريها العديد.

ومن االإمكانات الطبيعية املهمة االأخرى

التي متتلكها اأبوظبي اأ�صجار املانغروف

اال�صتوائية التي متتد على �صكل غابة

م�صاحتها 77 كيلومرتا مربعا وتغطي م�صاحة

اإجمالية قدرها 547 كيلومرتا من اخلط

ال�صاحلي الأبوظبي. وطبقا ملبادرة اأبوظبي

العاملية للبيانات البيئية، فاإذا كانت البيئة

ومواردها �صلعة كمية قابلة للقيا�ض، فاإن

»رئتي اأبوظبي« املتمثلتني يف حياتها البحرية

مبا يف ذلك غابات املانغروف، ميكنهما اأن

ت�صهمان يف �صخ 2,63 مليار دوالر اأمريكي يف

اقت�صاد اأبوظبي نتيجة الآليات متويل الكربون

واخلدمات االأخرى املتعلقة بالنظام البيئي.

ولغر�ض حماية هذا املورد الطبيعي املهم،

يطبق جمل�ض اأبوظبي للتخطيط العمراين

قيودا على تطوير تلك املناطق.

كما تقوم هيئة اأبوظبي لل�صياحة والثقافة

اأي�صا، بت�صويق اأبوظبي كوجهة �صياحية من

خالل الفعاليات الريا�صية الدولية الكربى،

مثل �صباق فولفو للمحيطات الذي �صهدته

اأبوظبي موؤخرا. ومن الوهلة االأوىل، فاإن

الهدف من ا�صت�صافة فعاليات بحجم

»�صباق جائزة االحتاد للطريان الكربى

HSBC للفورموال 1«، و»بطولة اأبوظبي

للجولف«، و»بطولة مبادلة للتن�ض« هو ت�صويق

اأبوظبي على ال�صاحة العاملية وا�صتقطاب

املزيد من ال�صياح. اإال اأن االأهداف الفعلية

ال�صت�صافة هذه الفعاليات الريا�صية الكربى

اأكرث عمقا.

يقول �صلطان الظاهري املدير التنفيذي

لقطاع ال�صياحة باالإنابة يف هيئة اأبوظبي

لل�صياحة والثقافة: »ت�صمل العوامل التي

ناأخذها باالعتبار عند اختيار تنظيم

فعالية ما، مدى قدرتها على حتقيق فائدة

للمجتمع ومنحنا الفر�صة الإظهار اإمكاناتنا

وقدراتنا املحلية«.

وي�صيف: »يف �صباق فولفو للمحيطات على

�صبيل املثال، يتيح لنا ال�صباق حتقيق ذلك

والرتويج لرتاثنا البحري الرثي«.

وهذا كله يو�صح اأن �صياغة التنمية

امل�صتدامة ل�صناعة ال�صياحة يف اأبوظبي

تتم ب�صكل ياأخذ باالعتبار املعايري البيئية

لتنويع بنيتها االقت�صادية وحتقيق التنمية

امل�صتدامة. وحتظى كلمة »م�صتدامة« باأهمية

�صديدة يف هذا ال�صياق، ذلك باأن التنمية

ال�صياحية قد تتمخ�ض عن اآثار �صلبية على

املوارد الطبيعية والثقافة املحلية.

اإال اأن ال�صياحة على الرغم من ذلك

ت�صتطيع اأن توؤدي اأدوارا اإيجابية يف

املحافظة على كل من املوارد الطبيعية

والرتاث الثقايف، من خالل خلق عالقات

تعا�صدية بني ال�صياحة والتنوع احليوي

وال�صكان املحليني.

وتدرك هيئة اأبوظبي لل�صياحة والثقافة

جيدا احلاجة اإىل املحافظة على مثل هذا

التوازن. ونتيجة لذلك، ت�صع الهيئة ن�صب

عينيها ثالثة اأهداف حمددة بو�صوح يف ما

يتعلق بدفع �صناعة ال�صياحة يف اأبوظبي قدما.

للتقييم تعتمد درجات �للوؤلوؤ مقيا�ضا

لها �هي: نظام �لتقييم بدرجات �للوؤلوؤ

للمجمعات �لعمر�نية �نظام �لتقييم بدرجات

�للوؤلوؤ للمباين، �نظام �لتقييم بدرجات

�للوؤلوؤ للفلل. �ت�ضجع هذه �الأنظمة جمتمعة

�لنفايات، كما ت�ضجع على ��ضتخد�م �ملو�د

�لبيئة. �حتقق �لهيئة ذلك من خالل �لرتكيز

على �أربعة حما�ر رئي�ضة هي: �الأنظمة

اال�ستدامة مفهوما متاأ�سال ومتعمق اجلذور يف الثقافة االإماراتية، وقد عملت

دولة االإمارات العربية املتحدة ب�سورة مكثفة على امل�ستويني االحتادى واملحلي

لتح�سني اال�ستدامة االقت�سادية، البيئية واالجتماعية.

وقد اعتمدت روؤية اأبوظبي 2030 التي حظيت بتقدير واإعجاب عامليني، نهجا طويل االأجل،

ي�ستهدف بناء اقت�ساد م�ستدام، على درجة عالية من التنوع واحليوية، ويوفر بيئة مثالية

لنمو وازدهار خمتلف االأعمال، كما يوفر فر�سا جلميع مواطني االإمارة واملقيمني فيها.

وعلى الرغم من متتعها باحتياطيات �سخمة من النفط والغاز، اإال اأن اأبوظبي ت�سعى

اإىل تقلي�س اعتمادها على هذه املوارد الطبيعية النا�سبة وبناء اقت�ساد م�ستدام، ت�سكل

فيه قطاعات االإن�ساءات، ال�سناعة، التمويل، جتارة التجزئة واجلملة وال�سياحة املحركات

الرئي�سة للنمو.

وقد �ساهمت املبادرات الرائدة التي اأطلقتها احلكومة يف تعزيز جاذبية اأبوظبي

كوجهة لتدفقات اال�ستثمارات االأجنبية املبا�سرة، ومن االأمثلة على تلك املبادرات املناطق

االقت�سادية املتخ�س�سة التي توفر بيئة مثالية لالأعمال وميناء خليفة ومدينة خليفة

ال�سناعية »كيزاد« يف اأبوظبي بكلفة 7,2 مليار دوالر اأمريكي، ومبنى املطار اجلديد،

وم�سروعات اأخرى عديدة. وتعد هذه اال�ستثمارات ووجود قوى عاملة موؤهلة وبزوغ جنم

امل�سروعات ال�سغرية واملتو�سطة العامل الرئي�س لبناء اقت�ساد م�ستدام.

وعلى الرغم من ذلك، فاإن التنمية االقت�سادية واالجتماعية تظل مرهونة باال�ستدامة

البيئية، ولهذا و�سعت اأبوظبي العوامل املتعلقة باال�ستدامة �سمن �سدارة اأولويات خططها

التنموية، واأطلقت مبادرات وبرامج تغطي خمتلف جوانب اال�ستدامة البيئية بدءا من معدالت

انبعاثات غاز ثاين اأك�سيد الكربون، وانتهاء برت�سيد ا�ستخدام الطاقة واملوارد املائية.

ويف تقريره ال�سادر لعام 2013، اأ�ساد املجل�س العاملي للطاقة باأبوظبي لتبنيها مبادرة

»ا�ستدامة« التي تت�سمن اأول ت�سريع اإلزامي ل�سمان االلتزام مببداأ اال�ستدامة يف البناء يف

منطقة ال�سرق االأو�سط، واأي�سا لقيامها بتحديد اأهداف الطاقة املتجددة، واإن�ساء م�سروعات

خلف�س االنبعاث الكربوين وتخ�سي�س ا�ستثمارات �سخمة لتمويل م�ساريع الطاقة النظيفة

حول العامل.

وقد �سكل اإن�ساء مدينة م�سدر يف عام 2008، خطوة نوعية تتكامل مع خطط حتقيق تنمية

م�ستدامة يف االإمارة، حيث باتت �سركة »م�سدر«، التابعة ل�سركة مبادلة للتنمية باأبوظبي،

حتتل اليوم مكانة ريادية على امل�ستوى العاملي يف اأبحاث الطاقة املتجددة، كما باتت ت�ستاأثر

بن�سبة 68 يف املائة من اإجمايل اإنتاج دول جمل�س التعاون اخلليجي من الطاقات املتجددة.

ويف ظل حمدودية املوارد املائية يف اأبوظبي، واالعتماد يف اإنتاج اأغلبية مياه ال�سرب على

حتلية مياه البحر التي ت�ستهلك الكثري من الطاقة، فاإن االإمارة تبذل جهودا م�ستمرة لتحلية

مياه البحر عرب و�سائل اأكرث حفاظا على البئية، مبا يف ذلك ا�ستخدام طاقات متجددة.

وعالوة على ذلك، و�سعت اأبوظبي اأهدافا طموحة يف املجال البيئي، منها على �سبيل

املثال، اإعادة تدوير مياه ال�سرف بن�سبة 100 يف املائة بحلول عام 2018.

وتعد هيئة الطاقة - اأبوظبي اأي�سا، عامال رئي�سا يف تن�سيط التوازن بني اجلوانب

االقت�سادية، االجتماعية والبيئية �سمن عملية التنمية امل�ستدامة، حيث تقوم الهيئة بتطوير

اإطار عمل قانوين وفني يعزز تنظيم النمو االقت�سادي، بينما ي�سمن يف الوقت نف�سه

املحافظة على بيئة اأبوظبي وتراثها الطبيعي الرثي.

اإن ت�سافر االآثار االإيجابية الناجمة عن كل تلك اجلهود واملبادرات ي�سهم يف متكني

اأبوظبي من حتقيق اأهدافها الطموحة طويلة املدى.

The Economic Dialogue is a quarterly forum that has been initiated by the Abu Dhabi Council for Economic Development (ADCED) with the aim of consolidating partnerships between the public and private sectors in order to create new paths for economic growth. Each forum will have a special focus on different topics in order to

provide an open platform for dialogue and exchange of opinion about various economic issues. It is designed to enable private

sector engagement and to develop discussions.

الحوار االقتصادي مبادرة أطلقت من قبل مجلس أبوظبي للتطوير االقتصادي، وهو منتدى فصلي يهدف إلى تعزيز دور الشراكة ما بين القطاع العام والخاص وذلك لخلق مسارات جديدة للنمو االقتصادي. ومع كل منتدى، سيكون هناك

تركيز خاص على موضوعات مختلفة من أجل توفير منصة مفتوحة للحوار وتبادل اªراء حول مختلف القضايا االقتصادية، وهي مصممة لتمكين مشاركة
