過去一年是香港理工大學重要的轉捩點，潘宗光教授於二零零

八年十二月三十一日榮休，唐偉章教授於二零零九年一月一日

就任理大校長。我謹代表大學仝人，衷心感謝潘教授過去十八

年的努力耕耘，並且成功帶領理大成為區內具有領導地位的學

府。為了表彰他的傑出成就和對理大的卓越貢獻，校董會一致

通過授予潘教授「榮休校長」的名銜。

在香港土生土長的唐教授是一位具有多方面才華且擅長創新教

學與研究的學者。執掌理大前，唐教授擔任美國喬治華盛頓大

學工程及應用科學院院長。他出色的領導與行政管理才能為學

院、教職員及學生帶來多項重要的發展。我深信以唐教授對教

育的熱忱與卓識，將可帶領理大攀上新的高峰。

Chairman’s Foreword 主席序言

The year under review was a watershed for PolyU as it saw the retirement of

President Prof. Poon Chung-kwong on 31 December 2008 and the arrival of

our new President Prof. Timothy W. Tong on 1 January 2009. On behalf of the

University community, I would like to thank Prof. Poon for his untiring efforts

over the past 18 years, which have successfully turned PolyU into a leading

institution in the region. In recognition of his distinguished accomplishments

and contributions, the University Council unanimously agreed to confer

upon him the title of President Emeritus.

Prof. Tong, a native son of Hong Kong, is a multi-dimensional academic who

excels in innovative teaching and research. Prior to joining PolyU, Prof. Tong

was Dean of the School of Engineering and Applied Science at The George

Washington University. In this post, his leadership and administrative

capabilities led to many impressive developments for the school, its staff and

students. Given his commitment and vision, I am confident that Prof. Tong

will take PolyU to its next level of excellence.

On a personal note, my six years as Chairman of the University Council will

end on 31 December 2009. During this time, I have witnessed the commitment

of Council members and the dedicated efforts made by our staff and students

as well as the great support of alumni and parents. These endeavours, together

with the support of the Government and the many good friends of PolyU, have

enabled the development of the University to go from strength to greater strength.

Looking back, much has been accomplished during this period. Since 2003, the

number of PolyU graduates has grown from 220,000 to 280,000, our development on

the Chinese mainland has both broadened and deepened while academic partnerships

with overseas institutions have increased significantly. We have also continued to

pursue our mission of “achieving excellence in a professional context”, with PolyU

graduates remaining those most preferred by employers.

Challenges certainly lie ahead given the changing landscape in the higher

education sector locally and globally, Hong Kong’s new undergraduate degree

structure, and rising community expectations. With education services named

one of Hong Kong’s six priority industries and the Government’s vision to develop

Hong Kong into an education hub, there will also be ample opportunities for

PolyU to make an even greater contribution to the economy and the community

of the region. I am fully confident that under the able leadership of the incoming

Council Chairman, the University will scale new heights.

As the outgoing Chairman, I would like to pay special tribute to my predecessors–

Former Council Chairmen Dr Sir S. Y. Chung, Dr Allen Lee, the late Hon. Stephen

Cheong, Dr Peter Woo and Dr Sir Gordon Wu; and to all the former and serving

Members of the Council. Their efforts and vision have been most instrumental

in setting the University on its way and in bringing the success it enjoys today.

It is my honour to have been the Council Chairman of this great university. The

past six years have been truly rewarding and I am proud of PolyU’s achievements

in nurturing future leaders for the community. I strongly believe PolyU will have

an even larger role to play throughout the region in the years ahead.

我擔任理大校董會主席任期將於二零零九年十二月三十一日屆

滿，六年來，我目睹各位校董的積極投入、教職員和學生的努

力、校友、家長以及政府和社會各界的鼎力支持，使理大不斷

發展，屢創佳績。

回顧過去，我們在這段日子，取得輝煌的成就。自二零零三年

至今，理大的畢業生由二十二萬增加至二十八萬，我們在中國

內地的發展既擴大了規模，且日趨深化，與海外院校建立的學

術合作協議亦不斷增加。同時，我們繼續履行理大的使命，發

展「以專業為基礎的卓越學術水平」，培育深受僱主歡迎的理

大畢業生。

面對本地及全球高等教育界的轉變、香港新的大學學制，以

及社會日益殷切的期望，未來的日子充滿挑戰。隨著特區政

府將教育服務列為六大優勢產業，並致力將香港發展成為區

域教育樞紐，理大將有更多機會為區內的經濟及社區作出更

大的貢獻。我深信在新任主席的英明領導下，理大的發展將

可更上層樓。

作為即將卸任的校董會主席，我謹向各位前任校董會主席，包

括鍾士元爵士、李鵬飛博士、已故張鑑泉議員、吳光正博士及

胡應湘爵士，以及歷任和現任校董致意，他們的努力和遠見，

為理大奠定發展方向，創造了今天的成就。

這是我擔任香港理工大學校長的第一份報告，我要先向校董會

成員表達由衷的謝意，感激他們給予寶貴的機會，讓我在香港

高等教育史上一個重要的時刻帶領理大。我非常清楚，大學校

長不僅是一個職銜，更是一項榮譽，也是一個讓我為出生地方

作出貢獻的機會。我深信理大在促進香港繁榮和推動祖國發展

中擔當著重要的角色，能夠獲授此項任命，我感到非常榮幸。

我在履行校長職責時，是建基於前校長潘宗光教授所打造的基

礎上；潘教授執掌理大十八年，把理大發展成一所目標遠大的

高等學府，無論在本港、中國內地以至世界各地都可以見到理

大的成就。我定必竭盡所能，帶領理大再創高峰。

In my first report as President, I would like to say how much I appreciate

the opportunity given to me by the University Council to lead PolyU at such

an exciting time in the history of higher education in Hong Kong. I am fully

aware that the presidency is not just a title, but a privilege and an opportunity

to give something back to the city of my birth. I believe that PolyU has a

significant role to play in the continued prosperity of Hong Kong and the

development of the Chinese mainland, and I am deeply honoured to have

been entrusted with this mission.

In taking up such a responsibility, I am building on the legacy of my

predecessor Prof. Poon Chung-kwong. In his 18 years at the helm, Prof. Poon

has shaped PolyU into a high-achieving institution that has made its presence

felt locally, nationally, and internationally. I will do my utmost to extend his

accomplishments.

04 President’s Overview

A good start for me, a fruitful year for PolyUIn the year under review, thanks to the efforts of Prof. Poon, our faculty

members and administration team, we have made substantial progress

on various fronts. In teaching and learning, quality remained the focus.

We have a well-established and forward-looking quality assurance

mechanism to ensure the quality of our teaching programmes. Workshops

and conferences were organized for colleagues to share experiences and

best practices. For students, vigorous efforts have been made to prepare

them to become preferred graduates in the job market, people with all-

round competencies, and responsible citizens. They have lived up to our

expectations, as seen from the findings of the 2008 Graduate Employment

Survey released in March this year; their many outstanding achievements

in local and overseas competitions; and the dedicated service they have

provided to underprivileged groups.

PolyU has a unique mission. We strive to expand the frontiers of knowledge,

yet always with the goal of serving the community and the country. Our

research in chirotechnology and Chinese medicine, performance-based

health monitoring of large civil engineering structures, and the clinical and

rehabilitation research programme for Chinese astronauts are just some

examples of the important application-oriented research we undertook

in 2008/09. Our other advances in health sciences, engineering, and

applied science and textiles are also driving change, as described in the

research and development section of this report.

In addition, we are recognized for our dedicated work as a partner to

other institutions in the education, business and industry sectors all over

the world. In the year under review, we continued to build valuable links

in Hong Kong, on the Chinese mainland and overseas, to further our goals

in teaching and learning, research, and knowledge transfer.

We have many success stories in this regard. Here, I will highlight just

one. Working together with Hong Kong-based EuAuto Technology Ltd,

PolyU technologies have contributed to the development of “mycar”, a

fully electrically driven vehicle being produced in Dongguan. The car

went on sale in the UK and France in early 2009, and will be formally

launched in the local market in October 2009. It is the first Hong Kong-

developed electric vehicle to obtain the EU Homologation and the first

home-grown vehicle to reach the international market.

In April 2009, a week-long series of programmes, including an exhibition

on PolyU’s achievements, lectures and seminars, was held to tie in with

my inauguration. While I was thrilled to see over 1,000 local and overseas

guests, including Nobel Laureates, outstanding alumni, community

leaders, PolyU students and staff, at the inauguration ceremony itself, I

knew this owed much to the long-standing support generated by PolyU.

I also realized that those in attendance had many expectations of PolyU

under its new President.

根基穩固碩果豐盈

過去一年，理大各方面都取得重大的進展，我衷心感謝潘教授

和全體教職員的努力。在教與學方面，質素是最重要的一環。

我們建立了一套既完善又具前瞻性的質素保證機制，以確保課

程的質素。我們舉辦工作坊和會議，讓同事互相交流經驗和分

享最佳模式。我們致力促進學生的全人發展，培養他們的社會

責任感，使他們成為僱主樂於聘用的人才。今年三月公布的二

零零八年畢業生就業調查結果、理大學生在本地及海外比賽所

取得的驕人成績，以及他們向弱勢社群提供的服務，均足以證

明他們沒有辜負我們的期望。

理大肩負的使命是獨特的。我們一方面開拓知識的新領域，但

同時不忘以服務社會和國家為依歸。我們在二零零八至二零

零九年度開展了多項重要的應用科研工作，包括手性科技、

中藥、大型土木結構健康監測，以及中國太空人醫學康復研究

等。此外，本年報「研究與發展」一章亦介紹了我們在健康科

學、工程學、應用科學與紡織學方面的研究，這些項目大大推

動了相關領域的發展。

理大一直被世界各地的教育機構及工商界別視為緊密的合作夥

伴，過去一年，我們繼續在香港、中國內地和海外建立有效的

聯繫，藉此促進我們在教學、科研及知識轉移的發展。

這方面的成功例子不勝枚舉，其中一項就是理大與本港企業

EuAuto Technology Limited 合作，利用我們技術促成環保電

動車 mycar的誕生。mycar在東莞生產，於二零零九年初在英

國和法國開售，並將於同年十月正式推出本地市場。它是第一

輛由香港主力研發並取得歐洲認證的環保車，亦是第一輛推出

國際市場的港產電動車。

二零零九年四月，大學為配合我的就職典禮，特別舉行了為期

一周的慶祝活動，包括理大成就展覽、演講分享會及講座等。

我很高興有逾千位海內外嘉賓，包括諾貝爾得獎者、傑出校

友、社會賢達、理大師生親臨參與，見證這重要時刻。我明白

他們的出席主要源於大家對理大的長期支持，同時也對理大新

校長寄予厚望。

Charting the way forwardI shall strive to meet those expectations. Since taking office on 1 January

2009, I have been engaging in many formal and informal meetings and

gatherings with different internal and external stakeholders. They include

academic and administrative staff, Staff Association representatives,

students and alumni, government officials and influential community

figures. Through listening to them, I learn about their hopes and concerns,

which are useful for planning the way forward.

Innovation, technology, as well as cross-border and transnational

operations are key drivers of a knowledge-based economy. Leaders of our

country have recognized this and are fostering an innovative culture and

advancing technology in various fields. In Hong Kong, the government

is also moving in this direction with the intention of developing the city

into a technology hub for the Asia-Pacific region.

Yet economic growth in a knowledge society cannot be spurred by

government and industry alone. Higher education has an essential role

in: nurturing all-round talents that are creative and technology literate;

conducting research of high practical value; and the promotion of

partnerships and knowledge transfer. This is particularly relevant for

PolyU with its motto “To learn and to apply, for the benefit of mankind”.

However, we must also set goals with a broader vision. As I see it, we

have four priorities to guide us in the years ahead:

• Sustainable urban development for the well-being of the community, with such concerns reflected in our teaching programmes and research activities;

• A focus on innovation and entrepreneurship against a background of global competition;

• Advanced executive education to enhance the skills of working professionals and nurture more visionary leaders for our knowledge-based society; and

• Support for development in the Pearl River Delta Region. It must, however, be noted that while we may emphasize our relationship with the region close to Hong Kong, our efforts to expand our partnerships with other Chinese mainland universities and government agencies

will also continue.

The road in front of us is certainly a challenging one. Among the major

events in the near future is Hong Kong’s move to a four-year undergraduate

degree structure in 2012. The immense change this will bring to the

curriculum and campus life will certainly require concerted effort on

the part of all members of the University community to ensure a smooth

transition. However, the significant opportunities the new education

system offers for students to broaden their university experience through

greater focus on interdisciplinary studies and all-round development

augur well for PolyU’s future graduates.

制定方向目標遠大　

我要致力滿足各界對理大的期望。自二零零九年一月一日就任

以來，我與校內、校外不同的持份者進行了多次正式與非正式

會面和討論，當中包括教學和行政人員、教職員協會代表、學

生和校友、政府官員，以及社會領袖。我用心聆聽，明白大家

的期望和所關注的問題，這些都有助我制訂未來的發展路向。

創新、科技、跨境跨國運作是促進知識型經濟發展的動力。國

家領導人深明此理，並積極在不同領域培養創新文化，推動科

技發展。香港特區政府也是朝著這個方向前進，致力打造香港

成為亞太區的科技樞紐。

然而，要促進知識型社會經濟的增長不能單靠政府和業界的推

動，高等教育在這方面也扮演重要的角色：培養具創意和懂科

技的全面人才；進行有高實用價值的科研；推動夥伴合作和知

識轉移。以「開物成務，勵學利民」為校訓的理大，正好擔當

這個角色。

不過，我們仍然需要訂定更高的目標，並且要有更廣闊的視

野。以我所見，我們有以下四個方向：

• 提高生活質素的可持續社區發展，並將此充份反映在我們的

課程和研究項目上；

• 培養創新和企業家精神，以面對全球化競爭；

• 為高級行政人員辦培訓課程，提升他們的能力，為這個以知

識為本的社會，培育更多有遠見的領袖人才；

• 促進珠三角地區的發展。必須強調的是，我們雖然重視與鄰

近地區的合作關係，但仍同時致力擴展與其他中國內地大學

和政府機構的合作。

我們前面的路充滿挑戰。近期的大事當然是二零一二年實施的

大學四年制，這將會為課程和校園生活帶來巨大變化。為確保

順利過渡，我們必須得到大學全體人員的通力合作。不過，新

學制亦是良好的機遇，讓學生可以透過跨學科學習及更完善的

全人發展，提升大學生活的體驗，為未來投身社會作好準備。

06 President’s Overview

The over-arching goal of PolyU remains the preparation of students to

meet the needs of our region as it evolves economically and socially.

Communication in such a world is imperative and we must strive to ensure

that our students can be effective conveyors of ideals as well as courses

of action. They need to be guided to act ethically, have the foresight

to forestall problems, and develop the sensitivity to handle the needs

of different stakeholders. Our graduates should aspire to be “practical

dreamers”, capable of solving problems through innovative solutions.

Into the future togetherI announced in May 2009 that a reorganization of the senior management

structure will be introduced to cater more effectively for the development

needs of the University. My plan is to have the new structure fully in

place by the third quarter of 2010.

I have confidence that colleagues can work closely together towards

fostering holistic education so that our students can make the most of

their university education. I am also certain that, given our talented

faculty members, PolyU will continue to make significant breakthroughs

in research and positive contributions to enhancing the quality of life for

people in Hong Kong and elsewhere. For my part, I will strive to make

PolyU a place where all staff members can seek to realize their potential

through their work at the University and the opportunities provided

beyond its boundaries.

As this report shows, the PolyU brand has been firmly established and

it is primed for the future. The task ahead is to work together to ensure

we reach new heights of achievement for the University community and

wider society. I look forward to making this journey together with all who

share the same concern for excellence in higher education.

至於理大最重要的目標依然是要裝備同學，使他們可以適應地

區經濟與社會發展的需要。在這個世代，良好的溝通能力是不

可或缺的。因此，我們要確保理大學生善於表達和溝通，且處

事恰當。我們必須引領學生，提升他們的道德觀念、洞悉問題

的智慧，以及心思靈巧，以應付不同持份者的需要。我期望理

大畢業生能夠成為「講求實效的夢想家」，有能力為問題構想

衷誠合作創建未來

為了更切合大學的發展需要，我在二零零九年五月公布了一個

新的管理層架構。根據我的計劃，新架構將於二零一零年第三

季全部落實。

我相信同事之間可以衷誠合作，朝著全人教育的目標進發，讓

理大學生得享最完善的大學教育。我亦確信憑藉各學系成員的

智慧與才華，理大會繼續在科研項目上取得突破，造福香港

以至其他地區的人。個人方面，我會致力在理大營造有利的環

境，讓同事不論是在大學工作，還是在校園以外的地方，都能

夠把握機會，充份發揮潛能。

正如年報所載，理大已成功建立自己的品牌，且為未來的發展

準備就緒。我們需要的是同心協力，一起努力令理大再攀高

PolyU rehabilitation and health sciences experts and

volunteers gave a spectacular demonstration of their

professional skills at the Beijing Olympics, providing sports

treatment to national and international athletes competing

in the Games.

In recognition of PolyU’s contribution to the Games, in

which China topped the gold medal table, the General

Administration of Sport of China (GASC) and the Chinese

Olympic Committee presented special awards to the

University at a ceremony held at the Great Hall of the People

in Beijing on 6 October 2008.

Later in the year, a 24-strong delegation comprising gold-

medal national gymnasts and world-class athletes made a

historic visit to PolyU. The delegation led by Mr Lu Shanzhen,

PolyU honoured for contributions to Beijing Olympics 貢獻北京奧運理大備受表揚

08 Highlights of the Year

Deputy Director of GASC’s Gymnastics Administrative

Centre, was warmly welcomed by staff and students. On

19 November, an open forum between the national gymnasts

and PolyU community was held on campus, followed by

a friendship performance for around 500 university and

secondary students at Kowloon Park Indoor Sports Centre.

The delegation also attended a Gala Dinner with more than

400 guests and friends of PolyU. HKSAR Chief Secretary for

Administration Dr the Hon. Henry Tang was the guest of honour.

PolyU was a designated collaborative partner of the

Chinese Olympic Committee for the Beijing Olympics

and has worked closely with national sports authorities.

The Hong Kong Jockey Club Charities Trust has provided

funding to PolyU and the Chinese University of Hong

Kong to establish a sports medicine and health sciences

centre which supports our services to athletes.

理大康復治療及健康科學專家和義工在北京奧運盡展他們的專

業才能，為參與各項賽事的國家隊運動員及世界各地的選手提

供專業服務。

中國在京奧名列金牌榜榜首後，中國國家體育總局及中國奧委

會於二零零八年十月六日假北京人民大會堂舉行表彰大會，會

上並頒發特別貢獻獎予理大，以表彰理大的貢獻。

之後，中國體操運動管理中心副主任陸善真先生更率領代表團到

訪理大，該代表團一行二十四人，成員包括國家體操隊金牌健兒

及世界級運動員，受到師生熱烈歡迎。十一月十九日，他們出席

在校園舉行的「國家體操群英會理大師生」交流活動後，再到九

龍公園室內體育館，為約五百名大學生與中學生進行友誼匯演。

代表團亦出席晚宴，與理大四百位嘉賓及友好會面，晚宴由香

港特別行政區政務司司長唐英年博士擔任主禮嘉賓。

理大獲中國奧委會指定為備戰二零零八年奧運會科技合作夥

伴，與國家體育單位緊密合作。香港賽馬會慈善信託基金撥款

資助理大及香港中文大學成立運動醫學及健康科學中心，以支

援我們為運動員提供服務。

The University conferred awards on over 9,600

graduates at the 14th Congregation, including 99

Doctor of Philosophy degrees, 44 discipline-based

doctoral degrees, 3,383 Master’s degrees, 4,483

Bachelor’s degrees, 135 postgraduate diplomas and

certificates, and 1,491 sub-degrees.

本校舉行第十四屆畢業禮，頒授學術榮銜予逾九千六百名

畢業生，包括九十九位哲學博士、四十四位專業範疇的修

An inauguration ceremony was held for the second executive

committee of the CEO Club, under PolyU’s Institute for Enterprise.

The Club provides a collaborative platform for business leaders

and entrepreneurs to expand business networks and enhance

collaboration with PolyU.

PolyU won six awards—two gold, two silver, one bronze, and a special prize—

at the 6th International Exhibition of Inventions in Suzhou. Showing the wide-

ranging nature of PolyU’s expertise, winning innovations covered the areas of

waste recycling, fabric analysis, tourism demand forecasting, cancer treatment

research and scenario planning for large-scale construction projects.

理大在蘇州舉行的第六屆中國國際發明展覽會中奪得六個獎項—兩項金獎、兩項

PolyU is working closely with the Russian Space Agency

in designing a space tool, known as the “Soil Preparation

System”. It will be carried onboard a Russian spacecraft

headed for the Red Planet in the Sino-Russian Space

Mission—the first strategic interplanetary collaboration

between China and Russia.

Dr Alexander V Zakharov, Chief Scientist of the Space

Research Institute of the Russian Academy of Science

and Project Scientist of the Phobos-Soil project, made

a special trip to Hong Kong to discuss the work with

PolyU engineering scientists.

理大與俄羅斯太空總署緊密合作，研發太空儀器「行星表土

準備系統」。該太空儀器將安放於俄羅斯太空船上，進行中

俄聯合的探索火星任務。這是中俄兩國首次合作的策略性太

空合作計劃。

俄國科學太空研究所首席科學家、負責今次火星衛星土壤

A memorable Farewell Dinner was held in honour of President

Prof. Poon Chung-kwong, who retired at the end of 2008 after 18

years of distinguished service. Chief Executive of the HKSAR and

University Chancellor Dr the Hon. Donald Tsang and his wife were

the guests of honour.

Dr Tsang commended Prof. Poon for leading PolyU to full

university status in 1994 and for his tremendous contribution to the

advancement of higher education in Hong Kong.

In his farewell address, Prof. Poon said he was grateful for the

support of staff, students and alumni throughout his tenure. He

also noted that PolyU had steadfastly advanced, receiving strong

support from the government, public and private sectors, and the

community at large.

After retiring, Prof. Poon will devote more time to voluntary work

through the Virya Foundation, which he founded together with his

wife and close friends in 2005. The foundation seeks to help mainland

students with financial difficulties to complete their university education

and to assist in their personal growth, hoping that they will contribute to

the development of the country in the future.

PolyU also dedicated a tree on campus to Prof. Poon on his last day

of service on 31 December 2008.

潘宗光教授於二零零八年底退休，為十八年的理大校長生涯劃

上句號，理大為此特別舉行告別晚宴，並邀得香港特別行政區

行政長官、理大校監曾蔭權博士與夫人擔任主禮嘉賓。

曾博士讚揚潘教授領導理大於一九九四年正名為大學，並對推

動本港高等教育的發展作出了重要貢獻。

潘教授在晚宴上致辭，感謝理大師生及校友在任內對他的支

持。他亦喜見理大獲政府與社會各界的支持，並在多方面都有

長足的發展。

退休後，潘教授將投放更多時間在「精進基金—內地大學生助

學計劃」的義務工作。該基金由潘教授伉儷與朋友於二零零五

年成立，旨在幫助經濟有困難的中國內地學生完成大學教育，

並在他們的成長路上提供協助，期望他們將來為國家的發展作

出貢獻。

理大亦於二零零八年十二月三十一日，即潘教授任內最後一

天，把校園內一棵樹命名為「潘宗光樹」，以作紀念。

Some 700 PolyU staff, students and alumni each put their best foot

forward in the Community Chest’s fund-raising Walk for Millions.

Since the University’s debut in the event in 1993, over 11,000

members of the PolyU community have taken part, raising more than

$3.2 million.

約七百名理大教職員、學生及校友參加公益金百萬行。理大自一九九三年開

始參加該活動，以人次統計，曾參與的理大成員至今已超過一萬一千名，籌

The University’s Culture Promotion Committee staged

its fourth Arts Festival, with programmes running from

February to April under the theme of “Visual Arts”. The

festival sought to broaden students’ artistic and cultural

vision and contribute to their all-round development.

A ceremony was held at the Jockey Club Auditorium on campus to celebrate the

official installation of Prof. Timothy W. Tong as PolyU’s new President. About

1,000 guests from Hong Kong, the Chinese mainland and overseas, community

leaders, PolyU staff, students and alumni attended the event. Some 50 senior

representatives of 18 Chinese mainland and Macau universities and government

bodies made a special trip to Hong Kong to join the inauguration celebration.

Nobel Laureates, outstanding alumni, and business leaders also marked the

occasion by joining students and staff in a series of events from 6 to 9 April.

Prof. Robert Mundell and Prof. John Nash, Jr, two Nobel Laureates in Economics,

shared their views on the global economic crisis on 7 April, and were among the

guests at the inauguration.

In addition, four distinguished PolyU alumni took part in an “Hours of Power”

sharing seminar. The speakers were Mr Freeman Lau, Partner of Kan & Lau Design

Consultants, Mrs Yvonne Law Shing Mo-han, National Chief Knowledge Officer and

Partner of Deloitte Touche Tohmatsu, Prof. Ng Sai-ho, Consultant, DLS Management

Ltd., and Ir Otto Poon Lok-to, Founder and Managing Director of Analogue Group

of Companies.

The “PolyU Achievements Exhibition”, another event highlight, showcased the

University’s outstanding research over the past few years. Thousands of people

attended the exhibition.

A special prize presentation ceremony took place

on campus in recognition of PolyU’s success at

the 37th International Exhibition of Inventions,

New Techniques and Products in Geneva. PolyU

was awarded a record number of top prizes at the

exhibition, winning the Prize of the State of Geneva

(one of the top five honours), two Grand Awards, six

gold medals and a silver medal. Consul General of

Switzerland in Hong Kong Mr Hans J. Roth presented

the awards to the researchers at the ceremony.

理大在校內舉行特別頒獎儀式，慶祝該校在瑞士日內瓦舉行

的第三十七屆國際發明及創新技術與產品展覽中取得優異成

績。理大在該展覽中創下歷年獲獎最高紀錄，勇奪日內瓦州

Shortly after the disastrous Sichuan earthquake struck in

2008, PolyU and Sichuan University jointly established

the Sichuan Post-Disaster Reconstruction Support and

Research Centre, with a further community support centre

established in Mianzhu during the year under review.

PolyU actively promotes post-quake work, including

the establishment of a post-quake reconstruction and

management institute.

二零零八年四川地震後不久，理大與四川大學聯合成立了四

川地震災後重建支援及研究中心，年內進一步合作成立綿竹

社區支援中心。理大積極推動災後重建工作，包括籌組成立

災後重建及管理學院。

The School of Design launched its Annual

Show at the InnoCentre, displaying final-year

projects from graduating Bachelor and Higher

Diploma students. The Hon. John Tsang Chun-

wah, Financial Secretary of the HKSAR, and

Prof. Lorraine Justice, Director of the School,

were among those officiating at the opening

ceremony.

The Institute of Textiles and Clothing staged a graduation fashion

show at Hotel InterContinental Hong Kong, showcasing the design

works and talents of 24 graduates. Eighteen innovative works by

outstanding students also went on display throughout July at Lane

Crawford in ifc mall, Central, in an exhibition called Future Fashion.

紡織及製衣學系於香港洲際酒店舉行畢業生時裝作品展，展示二十四

位畢業同學的設計品味及才華。其中十八套別具創意的優秀作品，於

七月份在連卡佛位於中環國際金融中心旗艦店舉行的「明日時裝」展

Nearly 400 alumni and guests joined the

PolyU Alumni Reunion Dinner to celebrate

10th, 15th, 20th and 25th anniversaries since

graduation. During the year, several alumni

reunion gatherings were also held on the

Chinese mainland and in Australia, Canada

and the US.

A teaching block on campus was named

after Mr Ng Wing-hong, one of the

first graduates of PolyU’s forerunner,

the Government Trade School. Mr Ng

graduated in 1939 and has been giving

unwavering support to his alma mater over

the past 70 years.

伍永康校友於一九三九年畢業，是理大前身香

港官立高級工業學院首屆畢業生，過去七十年

The Tin Ka Ping Education Fund was

inaugurated by philanthropist Dr Tin Ka-ping,

who donated $3 million to PolyU through

the foundation under his name. The Fund

seeks to provide opportunities for more

academic collaboration in nursing education

and research between the Chinese mainland

and Hong Kong.

A special reception was held to honour 700

benefactors who had together donated more

than $9.7 million through the Walk of Friends

Sponsorship Programme. Walk of Friends donors

include alumni from different generations, staff,

students, and friends and collaborators from

the industrial and commercial sectors. Their

generosity is recognized through having their

names engraved on trees, seats and bricks, or

leaving their palm imprints on campus.

More than 30 teams swung into action

at the PolyU Invitation Golf Tournament

2008 at Mission Hills Golf Club in

Shenzhen, raising about $900,000 for

the University.

The Leo Ku Eye Fever PolyU Charity Concert

captivated an audience of over 8,000 at

the Hong Kong Coliseum. Those attending

included guests, staff, students, alumni and

friends of PolyU, and members of more than

10 social service organizations. To show the

University’s appreciation of sponsors and

participants, Prof. Timothy W. Tong, PolyU

President, staged a band performance with

four students for the first time at the Coliseum.

The Maritime Library and Research & Development Centre was

named after Dr Frank Tsao Wen-king, Founder and Senior Chairman

of IMC Group, in appreciation of a $10 million donation from

IMC Hong Kong International Shipping and Transport Logistics

Foundation Limited. The donation will support the Centre’s further

advancement in education, training and research.

The International Centre for Maritime Studies

in the Department of Logistics and Maritime

Studies was named after the late shipping

magnate Mr C.Y. Tung to acknowledge his

contribution to maritime education and to

honour a donation of $10 million from The

Tung Foundation to the University. PolyU

is currently the only university providing

maritime education in Hong Kong.

物流及航運學系的國際海事研究中心正式命名為

「董浩雲國際海事研究中心」，以表彰已故船王

董浩雲先生對航運教育的貢獻，及答謝董氏慈善

基金捐資一千萬元支持理大的發展。理大是香港

Moving towards the new academic structurePlanning for the four-year undergraduate degree programme

was well underway in the year under review, with various

committees working to address different issues, all with

a clear timeframe and specific target deliverables. The

admission mechanism, the entry requirements for individual

Faculties and Schools, as well as the curriculum for different

disciplines were thoroughly discussed, with involvement from

all academic departments.

The University sees the four-year curriculum as a good

opportunity to enhance the all-round development of students.

With the additional year, the programme can be fine-tuned

to take care of the need for a solid professional foundation,

as well as core competence, in order to rise to the challenges

of today’s globalized world. A more flexible, broad-discipline

based admission system was agreed on, with a view to

providing students with wider choices of programme and

more time to study various related subjects before making a

decision on their major.

Guidelines for general admission requirements, covering the

number and nature of subjects, the minimum grades needed

for these subjects, and the language competencies, were

developed. In addition, individual departments started to

work on their discipline-specific entry requirements.

邁向全新學制

年內，理大籌劃四年制本科課程的工作

順利進行，多個委員會就不同範疇展開

工作，他們均有清晰的時間表及指定的目

標。所有學系均積極參與，並已就大學的

收生機制、個別學院的入學要求，以及不

同學科的課程作出詳細的討論。

理大認為四年制課程可以更有助促進學生

的全面發展。由於有多一年的時間，可以

透過改善課程，既讓學生有穩固的專業

基礎，亦兼具核心競爭能力，使他們能夠

應付全球化所帶來的挑戰。理大將會採用

一個較靈活、以廣泛學科為基礎的收生制

度，讓學生可以有更多課程選擇，並有更

多時間修讀不同課程後才決定主修學科。

理大亦制定了一般入學要求的指引，涵蓋

學科數目及性質、科目的最低成績級別，

以及學生的語文能力。此外，個別學系亦

Under the new system, the General University Requirements

for a student consist of Broad Discipline Requirements,

Cluster Area Requirements (CAR), Language and

Communications Requirements, as well as

Healthy Lifestyle Requirements. Building

on the General University Requirements, all

academic departments engaged in developing

their discipline-specific requirements in the year

under review. About 160 subject proposals for

CAR electives were received, with a shortlist

due to be finalized by the end of 2009 or early

2010. Meanwhile, supporting departments worked

on plans to provide more exchange and internship

opportunities under the four-year degree system.

Enhancing teaching performance Quality assurance is always an important agenda

in teaching and learning. A Departmental

Review with the objectives to benchmark

departmental performance in an international

context, enhance quality, and set future direction

was introduced in 2008/09. External academic

advisors for the review were appointed by individual

Faculties and Departments during the year, with

these appointments monitored by the University’s

Quality Assurance Committee (Academic

Department) to ensure effectiveness. The first round

of the review will take place in 2009/10.

An audit by the University Grants Committee

(UGC) Quality Assurance Council has been

scheduled for October 2010. To prepare for this

audit, a Steering Group under the chairmanship

of the Vice President (Academic Development)

was formed in January 2009. In addition to

conducting an extensive review of various

quality assurance processes, it also drew up an

action plan to address possible enhancements in

different focus areas identified by UGC. All such

work will facilitate the University’s preparations

for the Quality Audit.

Innovating for a better teaching and learning experiencePolyU continued to promote the integration of technology

and classroom teaching for a better learning experience and

results. In addition to blended learning projects at the faculty

and departmental level, an institutional “3C” (Collaborate,

Community and Context) project was launched to further

e-learning at PolyU.

Over 130 staff development workshops/seminars on a

wide variety of topics were offered by the Educational

Development Centre throughout the year to promote the

University’s strategic educational initiatives and to provide

a platform for academic staff to exchange views and share

experiences. These efforts have contributed to furthering the

quality of teaching and learning.

Strengthening postgraduate programmesTo support Hong Kong’s development into a knowledge

driven and technology-intensive economy, PolyU continued

to develop and promote postgraduate education and

enhance standards of postgraduate programmes in the year

under review.

Our postgraduate programmes are known for their application

value. Students are provided with opportunities to acquire

in-depth knowledge and advanced skills in a particular

discipline so that they can become experts in specific fields.

During the year, it was decided that the following specialized

disciplines be introduced in 2009/10 or 2010/11:

• MSc in Integrated Engineering (within the Pg Scheme in Engineering)

• MSc in Sustainable Urban Development (within the Pg Scheme in Construction and Land Use)

• MA in English Language Arts (within the MA Scheme in Language Studies for the Professions)

• MA in Competition Law and Economics

• MA in Social Policy and Social Development

PolyU ran many academic programmes in 2008/09 in

different regions of the Chinese mainland with a view to

executives for our mother country, in particular the Pearl River

Delta Region. Efforts have been made to ensure the standard

and quality are equally high, irrespective of the location

where programmes are conducted. For example, the

curriculum structure of the MBA programmes offered in

Hong Kong and different regions across the border is

the same.

鼓勵創意教學

理大繼續推廣把科技融入課堂的教學方

的項目，進一步推動電子學習。

本年度，教學發展中心舉辦了超過一百三

十個不同主題的工作坊及研討會，推動理

大各項策略性教育創見，並為教員提供一

個交流意見及經驗的平台。這些努力均有

助進一步提升教學質素。

拓展深造課程

為支持香港發展成知識型及技術密集型經

濟體系，理大在本年度繼續開辦及推廣深

造課程，並致力提升課程水平。

理大的深造課程以應用價值見稱。學生可

以透過課程對專門學科有更深入的認識，

並掌握到前沿技術，成為個別專門範疇的

專家。年內，理大決定於二零零九至二零

一零或二零一零至二零一一年度開辦下列

理大本科課程兩大重要元素。這些學習模

為配合四年制本科課程的推行及以成果為

本模式進行教學工作，理大要求學系制定

學習成果評核計劃及闡明對畢業生應有特

質的期望。為了在教職員間建立適當的文

化，以支持推行成果為本的學習模式，理

大就教育策略及學術政策進行檢討，並就

檢討結果制定了一份教學意見書。

校企協作教育

理大自二零零五年起要求所有本科生必

須完成校企協作教育。自此，校方致力

提供支援該計劃的配套措施，包括設立

校企協作教育中央記錄系統、職位發布

系統、中央僱主資料庫及安排職前培訓

課程。理大亦積極建立及拓展與本地和

海外機構，以及專業協會的夥伴關係，

加強與僱主的聯繫。

理大致力為學生提供多種機會，幫助他們

在求學期間，在學術發展及個人成長方面

均有所得著，並在完成學業時，協助他們

尋找工作及發展事業。

聯課活動

學生事務處為學生舉辦多項不同類型的

活動，藉此培育他們的創意思維、團隊

精神、溝通技巧、領導才能、逆境智商

練、輔學課程、創業體驗計劃、朋輩計

劃及身心健康啟導大使訓導計劃等。這

Nurturing all-round capabilitiesOutcome-based learning and work-integrated education

remained two key components of our undergraduate

degree programmes in the year under review. They have

helped strengthen the competitive edge and enhance the

employability of graduates.

Outcome-based Education (OBE)In line with the move to the four-year undergraduate

degree structure and an outcome-based approach to

teaching and learning, departments were requested

to draw up learning outcome assessment plans and to

articulate attributes expected of our graduates. With a

view to establishing a supportive staff culture towards

outcome-based learning, educational strategies and

academic policies were reviewed, culminating in a

position paper on teaching and learning.

Work-integrated Education (WIE)PolyU’s compulsory WIE requirement for undergraduate

degree students was introduced in 2005. Since then, the

supporting infrastructure for WIE has been considerably

enhanced, including the setting up of the WIE centralized

record system, job posting system, centralized employer

database and pre-placement training. Partnerships with

local and overseas companies, as well as professional

associations have been established and expanded to

facilitate networking with potential employers.

PolyU seeks to provide students with a variety of

opportunities to grow academically as well as personally

during their time at the University, and at the end of

their studies, to assist them in their job search and

career development.

Co-curricular activities The Student Affairs Office organizes a wide range of

co-curricular programmes to develop creative thinking,

teamwork, communication skills, leadership, adversity


quotient (AQ) and emotional quotient (EQ). Major programmes

include leadership training, complementary studies,

entrepreneurship development, peer mentoring and a

mental healthcare project. Such programmes have been

well received by students.

At the start of 2008/09, a series of First-Year Experience

programmes was initiated to help freshmen to succeed

in the three “As” – active engagement in university life,

achieving academic excellence and actualizing all-

round development.

In addition, the PolyU Postgraduate Association and

Students’ Union organized a number of activities for their

respective members during the year to build ties and promote

mutual support.

Community Service Learning ProgrammePolyU students are encouraged to use their knowledge to

serve the community. In 2008/09, the Community Service

Learning Programme, first launched in 2004, saw about 800

students and staff from more than 20 academic departments

offering their skills to help over 150,000 people in need

from Hong Kong, the Chinese mainland and overseas. An

award presentation ceremony and showcase took place at

the university campus on 14 and 15 November in honour of

these community service projects.

“Preferred Graduate” Development Programme This programme enables students to have a better knowledge

of the workplace, a broader outlook and become more

independent through joining summer internships on the

Chinese mainland and overseas. Since its inception in 1997,

about 1,000 students benefit from the offshore placement

experience in over 30 countries and 100 cities every year. In

the year under review, a new element was introduced through

a two-way internship exchange with Moscow International

Higher Business School (MIRBIS). Students from both PolyU

and MIRBIS worked together on a theme project in Qingdao,

through which they tried out their innovative ideas and gained

a much better understanding of different cultures.

二零零四年開始推行社區服務實踐計

劃。二零零八至二零零九年度，學生事

務處與二十多個學系約八百名師生攜手

合作，以知識及技能為香港、內地及海

外超過十五萬名有需要人士提供服務。

為表揚傑出的社區服務計劃，理大於十

一月十四及十五日舉行頒獎典禮，並展

出各項計劃。

「首選畢業生」培育計劃

此計劃讓學生透過在暑假期間到中

國內地及海外機構實習，汲取工作經

驗、開拓國際視野及訓練獨立能力。

計劃自一九九七年推行以來，每年參

與境外實習的學生約一千名，實

習地點亦遍及三十多個國家及百

多個城市。本年度，理大更首度

與莫斯科高等商學院合作，舉辦

雙向實習計劃。理大及俄羅斯的

學生獲安排到青島同一所機構參

與同一個項目。他們除了可以嘗

試各項創新意念外，也加深對不

同文化的了解。

“Together We Can” Job Fair PolyU organized a month-long career event entitled

“Together We Can” from 23 February to 20 March to

further prepare students for the job market. The highlight of

the event was a Job Fair in which nearly 70 organizations

from both the public and private sectors participated.

Internships and graduate employment opportunities were

offered at the Fair. A series of recruitment talks, CEO talks,

career training workshops and experience-sharing sessions

was also organized to help students transit smoothly from

campus life to the world of work.

Encouraging lifelong education PolyU is a leading education provider to the wider

community, offering integrated yet flexible learning

paths and various modes of study to suit different needs.

College of Professional and Continuing Education The University delivers self-financed programmes of

different levels through the College of Professional and

Continuing Education. The College comprises three units:

Hong Kong Community College, Hong Kong CyberU

and the School of Professional Education and Executive

Development.

Hong Kong Community College (HKCC) Set up in 2001, HKCC offers associate degree and higher

diploma programmes in arts, science, social sciences,

business, and some specialized areas.

Following the opening of the College’s Hung Hom

Bay Campus in 2007/08, a second campus in West

Kowloon came into operation at the start of 2008/09.

Each campus has its own programme focus with West

Kowloon dedicated to business programmes and Hung

Hom Bay other types of programmes. In 2008/09, the

College’s student population reached over 5,000,

理大於二月二十三日至三月二十日期

間舉行了一個以「Together We Can!

前路攜手創」為題的大型職前預備活

動，協助學生為投身工作做好準備。活動

重點是大型職業博覽，約七十間公營及私

專業及持續教育學院

理大透過專業及持續教育學院提供不同

程度的自負盈虧課程，該學院轄下有三

個單位：香港專上學院、香港網上學府

及專業進修學院。

香港專上學院

香港專上學院於二零零一年成立，提供副

學士及高級文憑課程，範疇涵蓋文科、理

科、社會科學、商科及其他專門學科。

隨著學院位於紅磡灣的校園在二零零七

至二零零八年度啟用後，位於西九龍的

第二個校園亦在二零零八至二零零九年

度初啟用。西九龍校園專責提供工商業

課程，而紅磡灣校園則提供其他類型的

課程。本年度，學院的學生人數突破五

千，較前一學年上升百分之二十。學院

二零零八年畢業生的升學率高達百分之

七十八點二，表現持續理想。

a growth of 20 per cent over the previous year. The

articulation rate of the College’s graduates in 2008

remained healthily high at 78.2 per cent.

Hong Kong CyberU (HKCyberU) With a mission to provide high-quality postgraduate

programmes for professionals, HKCyberU offered a

diversified portfolio of 32 online programmes and

courses in 2008/09, including programmes leading to

PolyU awards and overseas university awards, as well as

short courses for self-development.

School of Professional Education and Executive Development (SPEED)SPEED continues to differentiate itself as the preferred

provider of quality top-up degree programmes. In September

2008, over 700 students were admitted to the seven

PolyU SPEED top-up bachelor’s degree programmes. To

provide more articulation options, SPEED also offers four

franchised top-up degree programmes in collaboration

with overseas universities.

Mature learners can benefit from studying at SPEED

through the flexible-learning Credit Accumulation

Mechanism (CAM). More than 8,000 enrolments in CAM

and non-CAM short courses in finance, environment/

occupational safety and health, China business,

management studies, marketing and design were

recorded in 2008/09. Under CAM, mature learners can

map out their own study plans based on their abilities,

interests and aspirations, and accumulate credits for

academic awards at their own pace.

In 2009, SPEED also marked its 10th anniversary, celebrating

a decade of providing quality programmes and lifelong

learning opportunities to the Hong Kong community.

香港網上學府致力為專業人員提供高質素

的深造課程。二零零八至二零零九年度，

學府提供的網上課程共三十二項，包括頒

授理大學位或海外大學學位的課程，以及

有助提升個人發展的短期課程。

專業進修學院

專業進修學院致力建立其作為學士學位

銜接課程主要承辦學院的獨特角色，二

零零八年九月，學院取錄了七百多名學

生，修讀其開辦的七個學士學位銜接課

程。此外，學院亦與海外大學合辦四個

學士學位銜接課程，為副學位畢業生提

供更多升學選擇。

學院推行學分累積制，協助有志進修人

士以靈活的學習模式持續進修。二零零

八至二零零九年度，超過八千人次修讀

學院的學分累積制或非學分累積制短期

課程。課程涵蓋範圍廣泛，包括金融、

環境/職業安全及健康、中國商貿、管

理學、市場營銷及設計。透過學分累積

制，學員可根據自己的能力、興趣和志

向，訂定個人進修計劃，並按自己的進

A total of 47 in-house training programmes were conducted by the

Human Resources Office for about 1,000 staff members during

the year. The University also subsidizes staff members to take

short courses, programmes leading to higher degrees, and to

attend conferences.

The new staff appraisal system for full-time staff other than

Heads of Department or above levels, implemented in October

2007, has been in operation smoothly. The 360-degree review

system for Heads of Department and above has been brought

in and is scheduled to complete a review cycle this year.

年內，人力資源處舉辦了四十七項校內培訓課程，約一千名員工參

與。本校亦會資助教職員參加短期課程、深造課程及學術會議。

理大於二零零七年十月實施、適用於所有全職員工(除部門主管

Long Service Awards長期服務獎

At its annual Long Service Award Presentation Ceremony, held on campus on 16 January 2009, the University paid tribute to a total of

235 staff members in appreciation of their loyal service. Among them, 108 had served the University for 15 years, 77 for 20 years, 19 for

25 years and 31 for an amazing 30 years. The Long Service Award scheme, established in 1990, honours loyalty and helps strengthen the

sense of community at PolyU.

Two-way communication 雙向溝通

The University Management highly values its communication with staff and

students. Management actively seeks university members’ opinions through

different channels. Staff members are also keen to step up communication with

Management. The Polytechnic University Staff Association (PUSA), representing

the interests of staff, often initiates discussion with the Management. Meetings

between Management and representatives of PUSA, the Postgraduate Association

and Students’ Union are also held to enable sharing of thoughts.

Internal Audit 內部稽核

The Internal Audit Unit, an independent appraisal function, plays a key role in ensuring and improving the quality of the University’s

operations. It is responsible for conducting regular audits to assess the adequacy of control systems set up by the Management to

safeguard the University’s assets, to check the accuracy and reliability of its records, as well as to enhance the efficiency of its operations.

To maintain its independence, the Unit reports operationally to the Audit Committee of the University Council.

objective of grooming all-round leaders for society.

On 24 February 2009, PolyU presented Outstanding Student

Awards to its top students. Mr Liu Man-kit, a final-year student

from the Department of Civil and Structural Engineering was

a double winner, selected as the Outstanding Student of the

Faculty of Construction and Land Use and also named the Most

Outstanding PolyU Student of the Year. Despite many personal

challenges, Mr Liu succeeded in both his studies and as an active

participant in co-curricular activities, becoming an inspiring

model for other students. He took a lively interest in cultural

exchange activities with the Chinese mainland, sports, and local

and overseas youth development programmes, and received

a number of scholarships, including an HKSAR Government

Scholarship, AIA Foundation Scholarship and Arup Scholarship.

In the sports arenaSport offers the double benefit of keeping students both healthy and competitive. The opportunity to take part in a range of different

PolyU sports teams captured 25 awards (eight gold, five silver, seven bronze and five iron) from

the 29 events in the inter-university sports competitions 2008/09, organized by the University

Sports Federation of Hong Kong. PolyU was the Overall First Runner-up in both the men’s and

women’s categories.

Squash team member Miss Annie Au Wing-chi, from the Department of Management and

During the year, PolyU students actively participated in a wide range of local and international competitions, both to showcase their

talents and creative ideas, and to build up their skills and confidence.

Mechanical engineering students Mr Lin Wing-kit, Miss

Kwok Ka-yan and Miss Lam So-wah won the First Runner-

up prize in the American Society of Mechanical Engineers

International’s Student Contest Final. Led by academic

advisor Ir Lo Kok-keung, the team designed and built a

robot capable of washing a window pane autonomously.

The PolyU students beat teams from around Asia-Pacific to

advance to the final in Boston, where they competed against

12 teams from the US and Canada. It was the first time that

an institution from Hong Kong received a major award in

this international competition.

Undaunted by the continuing deterioration in his physical condition due to

Duchenne Muscular Dystrophy, Mr Lau Hiu-fung, a student from the Department

of Computing, won a Gold Award at the 2009 Amway Pan-Pearl River Delta Region

Universities IT Project Competition, and another gold award in the U-21 category

of the Hong Kong RFID Awards 2009. He received the awards for his final year

project “RFID/SMS-based Flight Information and Advertisement System”.

Solid funding support The contribution of PolyU’s research work was well

recognized in the year under review with a total of $143.7

million allocated to the research budget managed by the

University’s Research Committee. The bulk was funded

by the University Grants Committee (UGC), with a direct

allocation of $11.05 million from the Research Grants

Council (RGC) and another $35 million from the University

earmarked for Niche Areas Development.

The University also received external funds worth $125

million for project-based research. This included an

impressive $68 million from the RGC’s General Research

Fund, formerly known as Competitive Earmarked Research

Grant, in support of our 147 projects. PolyU ranked first

among local universities in funding for civil engineering,

surveying, building and construction for the eighth

consecutive year with General Research Fund grants totalling

$15.3 million in 2008/09.

The funding commitment for ongoing research projects,

from both external and internal sources, came to a total of

$1,002.4 million. Of the 2,330 ongoing projects, 669 were

initiated during the year by 950 academic staff and about 1,080

researchers, including research assistants and research fellows.

These research efforts culminated in 1,919 refereed journal

papers, 1,591 conference papers and 1,198 other publications.

The number of refereed journal papers published has registered

an average increase of 0.99 per cent over the last five years.

穩建財政資助

年內，理大的研究工作備受肯定，獲校內

研究委員會撥出一億四千三百七十萬元作

為研究經費。這筆經費大部分由大學教育

資助委員會（教資會）資助，其中一千一

百零五萬元為研究資助局（研資局）的直

接撥款。此外，大學撥出三千五百萬元用

於發展專長領域研究。

理大從校外取得的科研項目資助達一億二

千五百萬元，其中六千八百萬元為研資局

的「優配研究金」（前稱角逐研究用途補

助金）撥款，用以資助一百四十七項研究

項目。二零零八至二零零九年度，理大在

土木工程、測量及建造工程領域，獲得優

配研究金一千五百三十萬元撥款，連續八

年成為眾院校之冠。

理大正在進行的二千三百三十項研究項

目，一共獲校內校外資助的經費總額達十

億零二百四十萬元，其中六百六十九項屬

本年度新開展的項目，參與研究工作的教

員人數共九百五十名，而其他研究人員，

包括研究助理、研究員等，合共約一千零

八十名。

此外，理大研究人員於本年度共發表一千

九百一十九篇學術期刊論文、一千五百九

十一篇會議論文，並出版一千一百九十八

份其他學術刊物。過去五年，理大發表期

科研成就

本校除了銳意發展由教資會資助的「卓越

學科領域」外，亦大力支持校內的「策略

卓越學科領域分子科技研究

理大的手性科技研究進一步取得突破。除

了發展高效創新的手性科技外，也成功研

發了新穎手性化合物。這些化合物在動物

體外或體內的實驗中，均顯示出比現有的

癌症治療藥物更佳的抗癌效果及更低的副

作用。這些化合物初步顯示的抗癌效果引

起藥業界專家的關注，有關方面亦正與業

此外，理大的手性科技開放實驗室亦取

Research Strongholds Along with the designated Areas of Excellence funded

by UGC, PolyU has provided strong support for its own

Areas of Strategic Development. The latter have now

completed their missions and 12 Areas of Strength have

been identified for continued development.

Areas of Excellence Molecular Technology for Drug Discovery and SynthesisOur research in chirotechnology produced further

pioneering results. In addition to developing highly

effective new chiral catalysts, the University successfully

developed novel drug leads. These showed promising

in vitro and in vivo anti-cancer activities against human

carcinomas, and better efficacy and safety indexes

compared to some clinically used anti-cancer drugs.

The preliminary results of the anti-cancer actions of the

chiral compounds have attracted interest from experts

in the pharmaceutical industry and collaborations with

industrial companies are being pursued.

In another exciting advance, our Open Laboratory of

Chirotechnology has gained important recognition from

the Ministry of Science and Technology, which has given

preliminary approval for PolyU to establish a State Key

Laboratory for Chiro-sciences.

中醫中藥研究與發展

此研究項目於二零零一年獲教資會資助。

自此，理大與香港中文大學、香港科技大

學及香港城市大學的學者緊密合作，目標

是為六類西藥療效未盡完善的疾病開發有

效的中藥方劑。

在該項目中，理大的任務是開發指紋圖譜

分析技術，使中藥產品的品質控制達到更

高層次。科研人員利用先進的聯用分離儀

器為所選出的中藥取得指紋圖譜。有關工

作以傳統標記方法進行。此外，理大科研

人員發展及應用新的化學計量學方法，進

一步從數據中提取寶貴的資料。

自二零零一年起，理大科研人員與中國內

地夥伴緊密合作，協助四十多家中藥生產

廠家為其中藥注射液產品建立和提交指紋

圖譜，以符合國家食品藥品監督管理局的

規定。

最近，理大科研團隊取得另一突破，發明

了定量模式與活性關係（QPAR）技術，用

以探求中藥內化學物質與其藥理活性之間

的定量關係。這技術能提升中藥鑒定的水

Chinese medicine research and further development The project was allocated UGC funding in 2001. Since

then, scientists from PolyU have been working closely

with scholars from the Chinese University of Hong

Kong, Hong Kong University of Science and Technology

and City University of Hong Kong to develop effective

Chinese medicine formulations for healing six kinds of

disease where western medicines do not work well.

PolyU’s role in the project

is to develop fingerprint analysis

techniques for high-level quality control of Chinese

medicine products. Advanced multi-channel separation

instruments have been used to obtain chromatographic

fingerprints for selected Chinese medicines, and the

conventional marker approach adopted to do the job. In

addition, PolyU researchers have developed and applied

new chemometric data processing methods to discover

further valuable chemical information.

Since 2001, the PolyU team has been working closely

with partners on the Chinese mainland to assist over

40 companies in setting up and submitting fingerprints

of their Chinese medicine-based injections to meet the

Recently, the PolyU group achieved

another breakthrough with the invention

of the Quantitative Pattern-Activity

Relationship (QPAR) technique that links

together the chemical and bioactivity

properties of complicated systems such

as Chinese medicine in a quantitative

manner. This facilitates Chinese medicine

authentication as both pharmacological

activity and chemical composition can

be considered at the same time. A series

of related projects is underway to refine

QPAR methods and provide a higher-

quality technology platform for quality

control of Chinese medicine products

and discovery of drug leads.

Niche Areas DevelopmentThe University has allocated $265 million

to further its research efforts in identified

niche areas, in line with the role and

mission defined by UGC and with a view to taking the

lead in these research areas regionally and internationally.

The following four research projects illustrate the work

supported by this funding:

Sensing, control and combined drug-release electro-acupuncture device over skin The project seeks to develop a platform that can sense

pain in joints, and automatically initiate warmth and

trans-epidermal-nervous stimulation (TENS) treatment

at acupoints for therapeutic purposes. A prototype won

a bronze medal award at the International Trade Fair

“Ideas-Inventions-New Products” in Nuremberg, Germany

in November 2008. Fabrication of a second-generation

device is currently in progress, with clinical trials to follow.

High-performance structuresThe objective is to develop new tools for seismic

performance assessment and enhancement of tall concrete

buildings, high-performance bridge systems incorporating

fibre-reinforced polymer ( F R P ) composites and smart

sensors, and to develop a theoretical basis for intelligent

high-performance structures, integrating high-performance

materials, performance simulation, and intelligent sensing.

Highlights of research achievements include:

• The establishment of a simulation platform for the seismic performance of concrete frame structures with columns retrofitted using FRP jackets, based on the widely used open-source seismic performance simulation programme OpenSees.

• The development of smart FRP bars with embedded optical fibre sensors to achieve intelligent sensing in high-performance structures.

• Significant progress in the development of:

- Hong Kong design guidelines and the associated software package for strengthening concrete structures using FRP composites.

- A new type of composite material suitable for bridge applications based on a thermoplastic resin.

- Design theory for high-performance hybrid FRP- concrete columns for bridge piers, towers and piles.

The research programme has attracted external funding totalling

over $5 million from the RGC, Innovation and Technology

Fund, and the construction industry.

Health monitoring of large civil engineering structuresThe project has made progress in the following areas:

• Special sensing technology for structural healthmonitoring: multifunctional fibre optic sensors designed, with their long-term reliability studied experimentally; an algorithm created to improve the accuracy of GPS measurements by eliminating the delay effect in super tall buildings.

• Real-time structural damage detection method andstructural rating system: several novel algorithms and techniques explored; structural health monitoring-based bridge rating methodology successfully applied to Tsing Ma Bridge.

•Real-timeloadingsimulationandstructuralperformanceassessment: performance of Tsing Ma Bridge under multiple loading conditions extensively studied.

Given the very promising outcomes, the research group

has received external funding of $2.72 million from

the Highways Department of the HKSAR Government

to assess the performance of Stonecutters Bridge, the

second longest cable bridge in the world.

Collaborative clinical and rehabilitation research programme for Chinese astronautsThe research involves the participation of the Department of

Rehabilitation Sciences and experts at the Chinese Astronauts

Training and Research Centre in Beijing. It investigates the

mechanisms underlying the impact of micro-gravity on the

health of astronauts and seeks to design effective interventions

for augmenting body functions. The interventions include

physical capacity exercise programmes, electrical stimulations

on muscles, loaded walking training, Chinese medicine and

acupuncture. The study covers cardiovascular, musculoskeletal,

sensori-motor, and cognitive functions essential for the high-

level performance demanded by space flight.

Since its inception in September 2006, the five research

teams have conducted more than 10 experiments resulting

in nine abstracts, one full paper published and three papers

submitted for publication. They have secured support from

the Innovation and Technology Fund for development of

an electronic stimulation system for muscles. Researchers

have also invented two measurement systems, one for

cognitive functions and the other for blood circulation,

which are useful for astronaut selection, training and

performance monitoring.

中國宇航員醫學康復研究

此項目由理大康復治療科學系與北京中

國太空人科研訓練中心的專家共同進

行，旨在調查微重力環境對宇航員健康

影響的機制，以及設計提高宇航員身體

機能的有效干預方法。干預方法包括體

質訓練、肌肉的電刺激、負載步行訓

練、中藥及針灸療法。研究領域涉及心

血管系統、肌肉骨骼系統、感覺運動系

統和認知功能等，對這些領域的研究是

保證宇航員在太空飛行中維持高水準表

現所必須的。

研究自二零零六年九月起開始進行，五

個課題研究小組進行了十多項實驗，發

自二零零一至二零零二年度起，理大積

極支持跨學科的協作研究項目。下列為

智慧型多功能紡織與服裝科技

此項目旨在創造新一代紡織與服裝產品，

可以透過手動或程式操控的方式對外界環

境或刺激進行傳感、反應或自行適應。研

究包括設計和合成新型、具有單項或多項

功能的智慧材料或複合材料；利用紡織為

本的電子/光子器件和系統，探索新的機

高強度、高韌性結構材料的設計與研製

此項目旨在融合表面納米化專利技術和

共軋技術，研製出高強度、高韌性的新

納米材料。

研究由理大領導，團隊成員包括來自理

大、香港大學、香港中文大學、香港科

技大學的專家，並與美國柏克萊加州大

學、賓夕法尼亞州立大學，以及重點研

究電子計算科學及控制理論的法國國

Other selected projects Since 2001/02, PolyU has been supporting research

collaboration across disciplines. The following are just

some examples.

Intelligent multifunctional textiles and apparelThe project aims to create new generations of textiles and

apparel that can sense, react with and adapt to external

conditions or stimuli in a manual or programmed manner.

It explores new materials or composites for imparting

single or multi-functional intelligence to textiles and

apparel; novel mechanisms and technologies using

textile-based electronic/photonic devices and systems;

multi-scaled computational techniques for designing

and engineering intelligent textiles and apparel from

molecular, nano- to micro- then macro-scale structures

to achieve specific or multiple functions; and the study

of natural organisms for inspiration and the development

of evaluation tools for intelligent multi-functional textiles

and apparel. It involves collaboration with key research

centres and companies worldwide.

Design and realization of structural materials with high strength and high ductilityThis research seeks to produce nanostructured materials

with high s t rength and high ducti l i ty through a

combination of surface mechanical attrition treatment

and the co-rolling technique.

Led by PolyU, the project involves a team of experts from

PolyU, the University of Hong Kong, Chinese University

of Hong Kong, Hong Kong University of Science and

Technology, and collaborations with the University of

California at Berkeley, Pennsylvania State University

in the US and INRIA, the French national institute for

research in computer science and control. Awarded

$4.1 million by the RGC Collaborative Research Fund

in 2008/09, the project is expected to benefit numerous

sectors, including the automobile, aerospace, civil

structures, machinery, and biomedical industries.

Novelty detection by thalamic reticular neuronsA neuroscience research study jointly conducted by

PolyU’s Applied Neuroscience Laboratory and the

Chinese Academy of Sciences has led to the discovery

of a previously unknown feature of the human brain

–the novelty detection mechanism in the gateway to

the cerebral cortex. The study found that the thalamic

reticular neurons residing in the position of guardians of

the gateway to the cerebral cortex, responded to novel

stimulus much better than to repeated stimulus. The

findings may facilitate understanding of conditions such

as attention deficit disorders and tinnitus.

is the Institute for Enterprise (IfE), which enhances

Hong Kong’s higher value-added development and

competitiveness by forging partnerships between

academics and businesses. Services are self-financed

million, with more than 700 consultancy projects serving

over 400 clients. Projects spanned the private sector, NGOs

and government departments, locally and internationally.

At the end of 2008, PTeC established PolyU Technology

consultancy subsidiary on the Chinese mainland, to

projects valued at around $60 million were awarded to

PolyU-related projects by the Innovation and Technology

Guangdong-Hong Kong Technology Cooperation Funding

Scheme), Design Smart Initiative, Professional Services

Development Assistance Scheme, Shenzhen-Hong Kong

To encourage innovation and the protection of intellectual

property rights among staff and students, PolyU

has established a patent management system for

standardizing applications and approval procedures. In

2008/09, the Partnership Development Office under IfE

filed 119 patent applications for the University. A total of

50 patents were granted during the year.

Limited (PearL) was established to manage and facilitate

• BioEm Innovation Technology Ltd was set up with BioEm Innovation Holdings Limited, which focuses on natural and environmentally friendly air sanitizing. A flagship product is the Central Air Immunization System, developed by the Department of Building Services Engineering.

• A joint venture was established in October 2008 with listed L.K. Technology Holdings Limited, a die-casting machines industry leader, to launch the world’s first bottom-up high precision plastic micro-injection moulding machine for producing micro parts.

Other joint-venture partners have also made good

progress in 2008/09.

• The PolyU-affiliated Sun Wah—PearL Linux and Digital Forensics Limited, an authorized distributor of world-class computer forensic products and training organization, has developed new hardware for computer data forensics. The joint venture also collaborated with the University of Glamorgan, UK,

to provide the first Master of Science in Computer Forensics and the first Master of Science in Forensics Audit and Accounting in Hong Kong. The company is the accredited training centre for Sun Microsystems, Edexcel (specializing in Graphic Design),

NCC (specializing in Business IT), the Project Management

Institute (PMI) and the International ICT Council.


• 理大及本港企業 EuAuto Technology L im i t ed 攜手研發的環保電動車

mycar，二零零八年於英國 Green F l e e t Awa r d s 環保大獎中獲得

「年度電動車大獎」。它亦是首部

在香港研發並取得歐洲認證的車

輛。mycar 於二零零九年初已在英國

及法國的市場發售，並將於二零零九

年十月推出香港市場。

• PolyU and Hong Kong enterprise EuAuto Technology Limited jointly developed an environmentally-friendly electric vehicle, mycar. The car was named “Electric Vehicle of The Year” at the 2008 Green Fleet Awards in the UK. It also became the first Hong Kong-developed vehicle to obtain the EU Homologation. mycar has been on sale in the UK and France since early 2009 and will hit the Hong Kong market in October 2009.


Nurturing management expertise through executive education PolyU transfers knowledge to individuals and industry through

training and development programmes for professionals and

executives and tailor-made courses for industry associations

and enterprises.

IfE’s Management and Executive Development Centre (MEDC),

including the Centre for Professional and Business English,

provides three major services: sector-focused executive

education; management consulting services and customized

training; and business networking and special projects. In

2008/09, MEDC successfully organized 375 courses and

served more than 70 corporate clients. More than 10,000

executives benefited from executive training courses.

In addition, IfE worked with 50 associations to support

the sustainable development of the industry and business

communities and organized over 30 networking programmes

for these associations in which over 3,000 business leaders and

executives participated.

Reaching for the Stars: Knowledge Transfer at PolyU, a book published by the University, highlights 60 examples of applied research and innovations that have been successfully commercialized or put to good use.理大出版了一本名為《Reaching for the Stars: Knowledge

Transfer at PolyU》的專書，重點介紹六十項成功商品化或被

善用的科研成果與創新發明。


Student exchanges expand perspectives Students going on overseas exchange programmes

benefit from having more exposure to different cultures

and languages, thus widening their horizons. They also

learn to be more independent and gain maturity. All these

elements contribute to personal growth and enhance

their employability in today’s competitive job market.

Getting together with inbound exchange students brings

similar benefits.

In the year under review, PolyU’s bilateral student exchange

agreements extended to over 220 institutions in 25 countries

in Asia, Europe, North America, South America and

Oceania. Around 550 students took advantage of exchange

opportunities while the University received a similar

number of inbound exchange students in return.

海外交流增加識見

透過到海外交流，學生可以接觸其他國家

的文化及語言，從而拓闊眼界，他們亦會

變得更獨立及更成熟，這些不但有助學生

的個人成長，亦可加強他們的就業能力，

應付職場的激烈競爭。學生與到理大作交

年內，與理大有互相交換學生協議的院

Joint endeavours reach across the worldLinks at the institutional level allow useful collaborations

to develop. In addition to student and faculty exchanges,

joint conferences are organized, research projects undertaken

together, and new programmes created. In 2008/09, PolyU

delegations visited a number of institutions in several

countries, including Seoul National University, Korea

Advanced Institute of Science and Technology and Yonsei

University in South Korea, Carnegie Mellon University,

Georgia Institute of Technology, Massachusetts Institute

of Technology, University of Washington in St. Louis,

and University of Waterloo in the US and Canada, and

established relationships with government authorities

and educational organizations.

Several Memoranda of Understanding (MoU) were also

signed to promote academic collaboration, with agreements

made between PolyU and Delft

University of Technology in

the Netherlands, PolyU and

the Yayasan Pendidikan Bistari

In February 2009, Prof. Timothy W. Tong led a high-level

delegation to Beijing to meet educational partners and

government officials and share his vision as the new head

of PolyU. During the trip, delegation members visited

Tsinghua, Peking, Renmin and Beijing Normal universities,

Beijing Institute of Technology, the Ministry of Education, the

Ministry of Science and Technology, and the Hong Kong and

Macao Affairs Office of the State Council. Current and future

agreements on academic collaboration were discussed.

A total of 131 delegations from the Chinese mainland

visited PolyU during 2008/09.

PolyU has been actively exploring further collaboration

opportunities with the Pearl River Delta region. During

the year under review, agreements were reached with Sun

Yat-sen University in Guangzhou for joint programmes at

undergraduate and postgraduate levels. Discussions with

industrialists, government officials and local institutions

in Dongguan, Foshan, Zhongshan and Shenzhen also took

place with a view to working out the best way for the

University to contribute to the region’s future.

Intellectual superstars provide enlightening encountersSeveral thought-provoking events with Nobel Laureates

took place in 2008/09. On 10 December 2008, Prof.

Douglass North, winner of the Nobel Prize in Economics,

shared his views on China’s development in a lecture

on “Economic Development in a New Framework: A

Perspective for China”. The talk was hosted by PolyU’s

Faculty of Construction and Land Use.

Two other Nobel Laureates in Economics were invited to

discuss the latest global economic downturn at a forum on

智者雲集啟迪真知

二零零八至二零零九年度，多位諾貝爾

得獎者蒞臨理大發表演講。二零零八

年十二月十日，諾貝爾經濟學獎得主

道格拉斯‧諾斯教授以「經濟發展新框

架—中國視角」為題，分享他對中國經

濟發展的看法。該講座由理大建設及地

政學院主辦。

另外兩位諾貝爾經濟學獎得主亦應邀出席

理大於二零零九年四月七日舉行的論壇，

分享他們對環球金融危機的見解。羅伯

特•蒙代爾教授講述金融危機及國際貨幣

改革，而約翰•納殊教授則發表他對虛擬

貨幣及漸近貨幣的見解。論壇吸引了九

百多名分別來自學術界、各個專業及商

界的人士參加。

7 April 2009. Prof. Robert Mundell spoke on the financial

crisis and international monetary reform while Prof.

John Nash, Jr tackled ideal money and asymptotically

ideal money. The event drew 900 participants, including

academics and members of the professional and business

sectors.

Prof. Nash also held an Open Dialogue with over 1,000

students from 51 local and international schools on 9 April

2009. The session, jointly organized by PolyU and The Hong

Kong Federation of Youth Groups, enabled students to learn

from Prof. Nash’s legendary life as well as his research.

The Faculty of Health and Social Sciences arranged a

lecture on 30 May 2009 by Prof. Torsten Wiesel, winner

of the Nobel Prize in Physiology or Medicine. The talk,

“Development of the Visual System: Nature vs Nurture”,

attracted around 700 university and secondary school

teachers and students.

In addition, Prof. Alison Richard, Vice-Chancellor of the

University of Cambridge, attended a technical seminar

on The Intelligent Airport, a research project between

the University of Cambridge and PolyU’s Department of

Computing, on 24 March 2009. She shared her views on

innovation, commercialization of technology and venture

investment opportunities in Cambridge.

The University also honoured five internationally

acclaimed academics through the Distinguished Chinese

Visiting Scholars Scheme, which promotes academic

exchange between Hong Kong and the Chinese mainland,

in November 2008.

The scholars were Prof. Wang Enge, Member of the Chinese

Academy of Sciences (CAS) and Founding Co-director of

the Beijing National Laboratory for Condensed Matter

Physics; Prof. Wang Shouyang, Vice President of the

Academy of Mathematics and Systems Science, CAS, and

Founding Director of the Center for Forecasting Science,

CAS; Prof. Xie Heping, Member of the Chinese Academy

of Engineering (CAE) and President of Sichuan University;

Prof. Han Yingduo, Member of the CAE and Chairman of the

Power Electronic Engineering Research Centre at Tsinghua

University; and Prof. Yan Jia’an, Member of the CAS and

President of IMS-China.

二零零九年五月三十日，理大醫療及社會

科學院邀請諾貝爾生理/醫學獎得主韋素教

授以「先天與後天：視覺系統的發展」為

題發表演講，吸引了約七百名大學及中學

師生參加。

此外，劍橋大學校長愛麗森•理查教授於二

零零九年三月二十四日出席一個關於智能機

and advise departments on a range of topics as well as

receive their awards.

場的技術研討會，智能機場是理大電子計

算學系與劍橋大學共同進行的一個研究項

目。她在會中分享了對劍橋大學在創新、

科技商品化及風險投資機會方面的看法。

理大又於二零零八年十一月舉辦了第五屆

傑出中國訪問學人計劃，表揚五位內地著

名學者。該計劃旨在促進香港與中國內地

之間的學術交流。

五位獲表揚的學者包括中國科學院院士兼

北京凝聚態物理國家實驗室主任王恩哥院

士、中國科學院數學與系統科學研究院副

院長兼中國科學院預測科學研究中心主任

汪壽陽教授、中國工程院院士兼四川大學

校長謝和平院士、中國工程院院士兼清華

大學電力電子工程研究中心主任韓英鐸院

士、中國科學院院士兼國際數理統計學會

中國分部主席嚴加安院士。他們親臨理大

發表演說、為有關學系就不同議題提供顧

問意見，並接受獎項。

全球競賽激發創意

為讓世界各地的學生一較高下及促進校園

國際化，本校於二零零八年九月首次舉辦

「理大國際學生創新挑戰賽」。比賽要求

學生為一項產品或服務撰寫商業計劃書，

並向企業家及風險資本家作出介紹，從而

考驗學生的創意才華及營商天份。

首次比賽一共吸引了全球二十一個國家

一百八十多支隊伍參加，分別角逐中學

組及大學組的獎項。評審團已選出兩個

組別共六十支隊伍，於二零一零年六月

親臨理大參加決賽。決賽原定於二零零

九年六月舉行，但因新甲型流感爆發而

延期至明年中。

Global student challenge nurtures creativityTo test students from different parts of the world against their

peers and to boost PolyU’s internationalization, the PolyU

Innovation and Entrepreneurship Global Student Challenge

(GSC) was established in September 2008. Students were

invited to try out their creativity and entrepreneurial talents

by presenting a business plan for the launch of products or

services to entrepreneurs and venture capitalists.

The inaugural contest, divided into secondary and

university categories, attracted over 180 teams from 21

countries worldwide. A total of 60 short-listed teams from

the two divisions were selected to fly to PolyU for the finals,

originally scheduled for June 2009 but postponed to June

2010 due to concerns about the H1N1 flu outbreak.


Collaborations strengthen ties with the motherland PolyU further enhanced its national ties in 2008/09

through collaborations with higher education institutions

on the Chinese mainland and recruitment of students from

various provinces.

Over 3,000 students, mostly working professionals and

business executives, have graduated from PolyU’s academic

award programmes offered together with elite mainland

universities since 2000. In the 2008/09 academic year,

more than 1,300 students enrolled for these programmes.

The University’s Chinese mainland presence also includes

its outpost teaching centres in Hangzhou, Shenzhen,

Xi’an and Wuhan established in conjunction with partner

institutions and organizations.

Zhejiang University-The Hong Kong Polytechnic University

International Executive Development Centre made

substantial progress in the year under review. Tailor-made

executive training programmes were conducted not only

for municipal governments in Chinese mainland cities, but

also several companies listed among the top 500 global

enterprises, thereby extending the collaborative venture

into the international arena.

To encourage prospective Chinese mainland undergraduates

and taught postgraduates to study at PolyU, the University

actively engaged in education fairs, school talks, information

seminars and other promotional activities on the Chinese

mainland. In 2008/09, the recruitment team visited

secondary schools and universities in 13 cities comprising

Beijing, Shanghai, Guangzhou, Shenzhen, Tianjin, Changsha,

Xi’an, Wuhan, Hangzhou, Harbin, Changchun, Shenyang

and Chengdu to promote PolyU programmes.

More than 3,600 applications for admission were received

in 2009 for our undergraduate programmes. Of the 247

students admitted, over 80 were offered scholarships.

There were 3,100 applications for taught postgraduate

programmes, with 590 students admitted.

加強協作聯繫祖國

二零零八至二零零九年度，理大透過在中

國內地開展多項合作項目及從各省市招收

學生，進一步強化與祖國的聯繫。

自二零零零年起，理大與內地多所知名高

校合辦頒授理大學銜的課程，至今累計畢

業生人數已逾三千名，當中大部分為專業

人士及工商界行政人員。二零零八至二零

零九年度，報讀理大內地課程的學生人數

多達一千三百多名。理大亦與夥伴院校及

機構在杭州、深圳、西安及武漢設立境外

培訓中心，加強在中國內地的網絡。

本年度，浙江大學－香港理工大學國際

企業培訓中心取得重要進展，除了為內地

多個市政府舉辦管理人員培訓班外，亦為

多家位列世界五百強的企業舉辦同樣課

程，將兩校的合作推展到國際層次。

為鼓勵更多內地生到理大升讀本科及碩士

課程，理大積極參加在內地舉辦的教育展

覽、學校及公開講座，並進行各項推廣活

動。二零零八至二零零九年度，理大招生

隊伍到內地十三個省市的中學及大學介紹

理大的課程。走訪省市包括北京、上海、

廣州、深圳、天津、長沙、西安、武漢、

杭州、哈爾濱、長春、瀋陽和成都。

二零零九年，理大收到超過三千六百份

本科課程的入學申請，獲取錄的學生二百

四十七名，其中八十多名獲得獎學金。此

外，理大收到三千一百份碩士課程的入學

申請，並錄取了五百九十名學生。

Facilities take shape for 2012 Work for Phase 8 of our campus development commenced

after funding approval was received from the government

in April 2009. The project will provide approximately

26,000 square metres net floor area for general teaching

and research facilities, staff offices, conference facilities,

cafeteria and communal space. Phase 8 is scheduled for

completion in mid-2012.

Plans for the construction of Innovation Tower, a new

development on the north-eastern side of the campus

were finalized, with work commencing in August 2009.

On completion, also in mid-2012, the tower will create

approximately 15,000 square metres of net floor area, of

which 3,000 square metres is self-financed. The School

of Design will be the major user while facilities and

space for other departments and the PolyU community

will also be provided.

The government confirmed funding support as well as a

land grant for the Student Hostel Phase 3 Development

at the junction of Chatham Road North and Fat Kwong

Street. Foundation work is due to start in November

2009 and the building is expected to be ready in the

second quarter of 2012. The hostel will provide 1,650

places to cope with the increased number of exchange

students and accommodation needs created by the

new academic structure.

Another project in progress is the redevelopment of the

Pak Sui Yuen Staff Quarters in Tsim Sha Tsui East into the

The premises will contain around 270 guest rooms. There

will also be conference, teaching and research facilities,

offices and staff quarters. The project is scheduled for

completion in 2010.

Outside Hong Kong, construction of the PolyU Campus

at Shenzhen Virtual University is in full swing. The

building is due to be finished by the end of 2009. It will

provide around 8,200 square metres of usable floor area

for research, offices, teaching and collaboration with

business and industry.

咀東的百粹苑教職員宿舍重建成酒店及旅

遊業管理學院的教學酒店大樓。大樓將有

約二百七十間客房、會議、教學及研究設

Effective monitoring ensures health and safety PolyU places strong emphasis on appropriate health, safety

and environmental measures for the university community. In

this regard, internal consultants were engaged to monitor air

emissions from the laboratory cluster in Lee Shau Kee Building

during the year. The results confirmed that the emissions do

not affect nearby buildings.

IT upgrades enhance servicesTo provide sufficient bandwidth to support the University’s

business operations, now heavily network-based, the campus

network was upgraded to Gigabit Ethernet for enhanced

performance and capacity.

The year saw implementation and extensive enhancement of

e-services to support the University’s administrative activities.

Student-related e-services have been a special focus given the

changes ahead with the four-year degree programme.

Library accelerates into digital era With more than 2.58 million people traffic and 1.1 million

circulation transactions in 2008/09, PolyU Pao Yue-Kong

Library is by far the busiest academic library in Hong Kong.

In the year under review, the Library implemented a number

of new initiatives in collection development, digitalization of

resources and technology virtualization.

A new three-tiered Collection Development Model was

introduced to assist development and maintenance of Library

collections. The system seeks to effectively sieve out or retain

items to optimize the budget while balancing academic needs

and usage.

Library Week 2009 kicked off virtualization initiatives. 二零零九年圖書館週啟動虛擬發展項目。

排放質素，結果證明有關的空氣質素不

會影響周圍的建築物。

資訊科技提升服務水平

為提供足夠頻寬以支援大學現時越趨網絡

為本的業務運作，理大的校園網絡已提升

至十億位元乙太網，以增強其性能及容量。

年內，理大大力推行電子服務，並提升

相關效能，以支援大學的行政工作。為

配合四年制課程的轉變，推行與學生有

關的電子服務，亦是理大的重點項目。

圖書館進入數碼年代

二零零八至二零零九年度，理大包玉剛圖書

館有超過二百五十八萬人次到訪，借閱總量

多達一百一十萬次，是香港最繁忙的學術圖

書館。年內，圖書館在館藏發展、資源數碼

化及技術虛擬化方面，推出多項新猷。

圖書館採用了三層組織架構的館藏發展

新模式，以優化館藏。該模式旨在有效

地剔除或保留館藏，在配合財政預算之

餘，也平衡教學需要。

為方便讀者享用圖書館的網上資源及進

一步利用虛擬技術，理大於二零零九年

四月舉行圖書館週期間，推出多項工具

及服務，如資料搜尋工具 SuperCat 及

Research Pro，並且在 Second Life (意即

「第二生命」)建立虛擬圖書館。


To facilitate online access to library resources and to further

the use of virtual technology, the Library launched a number

of products and services during Library Week in April 2009,

including search tools “SuperCat” and “Research Pro” and the

Pao Yue-kong Library in Second Life.

Green initiatives boost environmental awareness PolyU continued to work hard throughout 2008/09 to further

sustainable development and to create greater awareness on

campus of environmentally friendly practices.

Reducing energy consumption The Hung Hom Bay campus of the Hong Kong Community

College (an affiliate of PolyU) won a Merit Award in the

2008 Green Building Awards (New Construction Category),

organized by the Professional Green Building Council.

In University buildings, some air-cooled chillers reaching

the end of their lifespan have been replaced with more

energy-efficient water-cooled chillers, while those not

due for replacement have been retrofitted with water-

mist saver installations to raise their energy efficiency. T8

fluorescent lamps have been replaced with more energy-

efficient T5 fluorescent lamps, and fluorescent lamps

used to illuminate exit signs have been changed to light-

emitting diode (LED) lamps, which have a longer life span

and lower power consumption.

Further measures include regular cleaning of cooling coils and

fins of air-handling units to maintain their operating efficiency;

announcements to students and staff promoting awareness of

energy saving; and participation in energy-saving campaigns

organized by the government and other organizations, such as

Earth Hour by WWF.

Signing up to carbon reduction charter In July 2008, the University signed the “Carbon Reduction

Charter” launched by the Environmental Protection Department

and became a “Carbon Audit–Green Partner”. Together with

other local organizations, PolyU has undertaken to conduct

carbon audits on campus buildings and to initiate carbon

reduction programmes in accordance with the charter.

To reduce PolyU’s carbon footprint, the University has set

up an Energy Management Sub-committee. An internal

Environmental Management Working Group has also been

formed by the Facilities Management Office to look for ways

to contribute more to carbon reduction.

綠色活動提升環保意識

二零零八至二零零九年度，理大繼續致

力於校園的可持續發展，並推行環保措

施，提升環保意識。

推動節能措施

香港專上學院（理大附屬機構）位於紅

磡灣的校園，榮獲環保建築專業議會頒

發二零零八年環保建築大獎（全新建築

類別）優異獎。

校內建築物方面，理大以更節省能源的冷

凝機組替代一些到期的冷凝機組；而未到

期的冷凝機組則加裝水霧裝置以提高能源

效益。理大以更節能的T5螢光燈取代T8

螢光燈，而採用熒光燈照明的出口標誌已

改為採用較耐用及低耗能的LED燈。

其他措施包括定期清洗空氣處理機組的冷

卻設備，以提升其營運效率；向師生作出

呼籲提高他們的節能意識；以及參與政府

和其他組織舉辦的節約能源活動，如世界

自然基金會舉辦的地球一小時活動。

簽署「減碳約章」

二零零八年七月，理大簽署「減碳約

章」，成為由環境保護署推行的「碳審

計—綠色機構」。理大將與其他本地機

構一起根據約章對校園的建築物進行碳

排放審計，以及開展相關的減碳活動。

為減少大學的碳足印，理大已成立能源

管理小組委員會。此外，物業管理處亦

Helping low-income groups through recycling PolyU Staff Association and non-profit-making body Industrial

Relations Institute (IRI) jointly organized two used-item

collections on campus in November 2008 and January

2009. Staff members donated items ranging from electrical

appliances to clothing and bags for re-sale by IRI to low-

income groups.

Digging in for a greener Hong KongMore than 1,000 PolyU alumni, friends and family

members were mobilized to take part in a tree-planting

event, jointly organized by PolyU, the Federation of

PolyU Alumni Associations and the Leisure and Cultural

Services Department, on 30 November 2008. They planted

more than 5,000 shrubs and saplings at Shing Mun Valley

Park. The Hon. Edward Yau Tang-wah, Secretary for the

Environment of the HKSAR Government, and PolyU alumnus

and artiste Miss Gigi Leung were among those who attended.

Students gear up for eco-innovationPolyU students have also made contributions towards

environmental protection, showcasing their innovative

capability and concern for the environment at several

different events during the year.

Students from the Department of Mechanical Engineering

developed a number of bio home products which went

on display at the Hong Kong Houseware Fair at the Hong

Kong Convention and Exhibition Centre in April 2009.

The products included energy-saving lights, a solar plant

feeder, a vegetable washer and an ionic dust cleaner. The

series of eco-friendly household products were created

as part of the Bio Home project, the first industry-

university collaborative project initiated by PolyU and

Bunhoi Group.

署於二零零八年十一月三十日合辦植樹活

動，吸引超過一千名理大校友、其友好和

植了五千多棵花苗。出席活動嘉賓包括香

港特別行政區政府環境局局長邱騰華先生

及理大校友兼藝人梁詠琪小姐。

理大學生發揮環保創意

理大學生在保護環境方面亦有所貢獻。

他們在年內參與多項活動，充分展現他

們的創意才華和環保意識。

機械工程學系學生發明多項環保家居產

品，並於二零零九年四月在香港會議展

覽中心舉行的香港家庭用品展中展出。

栽、蔬菜洗淨機及靜電吸塵筆等。理大

與濱海集團首次合辦業界與大學的協作

In addition, a team of PolyU students defeated 428 other

teams to take the Best Recycling Material Award at the

Hong Kong Technology and Renewable Energy Events

2008 for their solar car. The contest was organized by

Hong Kong Science and Technology Parks Corporation,

and China Light & Power, and the solar car designed by

Mr Har Wai, Mr Wong Yui-man and Mr Leung Pak-ho.

Three students also won the Most Outstanding Award at

the 2008 Samsung Joint Universities Creative Technology

Talents Awards for their design “Cheerio”, a hand

rehabilitation exercise device. The contest required

students to use outdated or worn-out items to design a

completely different product with new functions. Miss

Ma Wing-yan, Miss Lau Shuk-man and Mr Lam Yiu-hang

created their gadget from discarded bamboo steamers, an

old mahjong table and Christmas lights to help patients

with hand injuries. It also included modern touches such

as LED and radio frequency identification.

此外，理大學生憑其設計的太陽能車

輛，擊敗其餘四百二十八支參賽隊伍，

在「二零零八應用可再生能源設計暨競

技大賽」中勇奪「最佳循環材料獎」。

該比賽由香港科技園公司及中華電力有

在二零零八年 Samsung 聯校精英創意

科技設計比賽中勇奪「最傑出大獎」。

比賽要求學生利用過時或已損壞的物

件製作完全不同的儀器，並賦以嶄新功

能。馬泳欣、劉淑敏及林耀鏗利用蒸

籠、舊麻雀檯及聖誕燈飾，配合藍芽及

無線射頻辨識系統，製成專為手部受傷

人士而設的康復運動儀器。

面對自二零零八年第四季開始嚴峻的金融動盪及全球經濟衰

退，二零零八至二零零九財政年度不單是二零零五至二零零八

三年度撥款期之延伸，對大學而言，也是充滿困難的一年。為

了應付全球投資市場因金融海嘯所帶來的財政影響，大學積極

及主動地採取一系列應變措施，包括各項減低成本的政策，及

適當地重新制定投資策略以減低風險。採取上述措施及策略

之首要原則是確保大學的核心工作，即高質素教學及科研的持

續運作，以及在不影響預備新四年制的學術架構、維持一個穩

健的儲備水平、減少對教職員僱用的影響及可有效地運用各種

資源作策略性部署的原則下決定。憑著各部門及教職員群策群

力，在沒有影響教學質素的情況下，大學成功地將本年度之營

運虧損控制於預計的水平內。

營運結果及財務狀況

在二零零九年度，本校與轄下所有附屬公司（統稱「綜合體」）

的總收入為港幣三十五億八千零七十萬元，其中二十一億二千

三百二十萬元為政府撥款，學費及其他收費為十四億八千五百

六十萬元，外界捐助和其他收入分別為一億三千九百萬元及三

億三千七百萬元，與五億四百一十萬元投資淨虧損相抵銷。

本年度綜合體的支出為港幣四十四億八千四百一十萬元，其中

教學及科研開支佔二十七億三千九百三十萬元，校舍及有關開

支佔六億八千二百四十萬元，管理及一般項目佔二億六千四百

八十萬元，其他教學服務佔二億二千四百八十萬元，圖書館、

中央電腦設施、學生及一般教育服務及其他活動共佔五億七千

二百八十萬元。

至於附屬公司方面，在二零零九年度，其總收入及支出分別為

港幣六億一千一百萬元及港幣六億六千七百八十萬元，隨之錄

得五千六百八十萬元虧損。

綜合體在二零零九年度錄得港幣九億四百七十萬元虧損，其中

五億九千七百四十萬元由一般及發展儲備基金調動。一般及發

展儲備基金在轉賬後維持於四億八千五百二十萬元。

基建項目

二零零九年用於基建項目及校舍改善工程之總開支共港幣三億

五千五百七十萬元。其中於本年開支為二億一千六百七十萬元

的「百粹苑」重建項目已按原定計劃進行得如火如荼，而整個

項目亦計劃於二零一零年底分階段落成。

本校投資港幣一億元於深圳虛擬大學科技園興建中的一座擁有一

萬二千五百平方米總面積的大樓可望於二零零九年底全面投入運

作。而由大學自行承擔約三千六百萬元成本而座落於大學本部G

及H部份平台，擁有一千四百平方米總面積的加建樓層，將於二

零零九年第四季可供遷入，以減輕部份辦公室空間短缺。

創新樓、第八期校園發展計劃及第三期學生宿舍發展計劃，已

獲得有關政府機構的批核。此三項項目總成本估計港幣二十八

億七千五百萬元，其中二十四億八千萬元由政府資助，三億九

千五百萬元由大學非教資會經費資助。第八期校園發展計劃及

Against the background of severe financial turmoil in the last quarter of 2008 and

the slowdown of the global economy, the financial year 2008/09, being the roll-

over year of the 2005-08 triennium, was a difficult year for the University. In order

to address the financial impact of the “tsunami” in the global investment market,

the University responded proactively by adopting a series of contingency measures,

including various cost-saving initiatives, and suitably re-aligning its investment

strategy for de-risking purposes. These measures and strategies were determined

with the primary objective of ensuring the continuing operation of the University’s

core business, i.e. quality teaching and research, as well as its other principles of

not affecting the preparation for the new four-year academic structure, maintaining

a healthy reserve level, minimizing any impact on staff employment and availing

resources for strategic deployment. With the collective efforts of the departments

and staff, the University has successfully contained the operating loss for the year at

the planned level without compromising academic quality.

Operating results and financial positionIn 2009, the total income of the University and its subsidiaries (collectively

referred to as the “Consolidated Entity”) was $3,580.7 million, of which $2,123.2

million represented government subventions, $1,485.6 million was from tuition

and other fees, $139 million from donations and benefactions, and $337 million

from other sources, offset by the $504.1 million net investment loss.

The expenditure of the Consolidated Entity was $4,484.1 million, of which

$2,739.3 million was for instruction and research, $682.4 million for premises

and related expenses, $264.8 million for management and general, $224.8 million

for other academic services and the remaining $572.8 million for library, central

computing facilities, student and general educational services, and other activities.

With regard to the University’s subsidiaries, financial results in 2009 showed

total income of $611 million and total expenditure of $667.8 million, resulting

in a deficit of $56.8 million.

The Consolidated Entity had a deficit of $904.7 million for 2009, of which $597.4

million was drawn from the General and Development Reserve Fund (“GDRF”).

The GDRF balance after transfer stood at $485.2 million.

Capital programmesFor the year, a total of $355.7 million was incurred on capital development

programmes and various alterations, additions and improvement projects. The

Redevelopment of Pak Sui Yuen Project, with expenditure of $216.7 million

during the year, is well underway. The entire project is scheduled for completion

in phases by late 2010.

The building in Shenzhen Virtual University Science Park, with total gross floor

area of 12,500m2 and investment of about $100 million, is expected to be fully

operational by the end of 2009. An additional floor funded by the University’s

own resources at a cost of about $36 million with gross floor area of 1,400m2,

built near Core G and H at the main campus, will also be available for occupancy

by the fourth quarter of 2009, alleviating part of the office space shortage.

Innovation Tower, the Phase 8 Development, and the Student Hostel Phase 3

Development have all been approved by the relevant government bodies. The

overall cost for the three projects is estimated at $2,875 million, of which $2,480

million is funded by the government and $395 million is supported by non-

制課程的全面教育，本校各學系正致力於改革課程的預備工

作。本校將會聘請更多學者以配合增加的教學工作及新課程的

需要。此外，上述基建項目部份提及的工程是為了準備預期於

二零一二至二零一三年度新舊制學生同時入學，以及之後所增

加的學生人數，從而應付對設施增加的使用需求。而其他的教

海嘯已大大減少本校於過往累積的儲備，面對將來的發展，大學

University Grants Committee funds. The Phase 8 Development and Innovation

Tower will kick off in the third quarter of 2009 while the foundation work for

the Student Hostel Phase 3 Development will commence in late 2009. All the

projects are expected to be completed by 2012.

Financial outlookDuring the next three years, the University will enter a critical phase in its

preparations for the four-year undergraduate programme which is due to

commence in 2012/13. In order to further enhance holistic education under the

four-year programme, revamping of the curriculum has already begun. This is a

major endeavour undertaken by the academic sector of the University. Additional

academic staff will be hired to cater for the expanded curriculum and new

courses being offered. Furthermore, the aforementioned projects under the Capital

Programmes section are in anticipation of the double cohort of students entering the

University in 2012/13 and thereafter, which will increase demand on the utilization

of available facilities. Other supporting services will also need to be revamped or

upgraded, including the student information system, library and computing facilities

and student support services.

Although the government has allocated some earmarked funds for preparation projects,

University resources will also be required to meet the many financial needs. Since the

financial “tsunami” in 2008/09 has substantially impaired the reserve that the University

has built up in the past, prudent and disciplined financial management must be strictly

adhered to going forward. While the contingency measures taken in late 2008 have

contained the impact of the financial loss, it is critical that the University operates within its

available means by deploying

resources effectively, as it also

continues to look for new

sources of revenue. All capital

and recurrent expenditures

will be closely monitored and

operating budgets adjusted to

cater for any future change in

circumstances. At the same

time, budget for strategic

initiatives has been allowed

to ensure that the University

advances in its prominent

position among the institutions

in the region.

12 months for PolyU, as shown from the

PrinciplesThe Hong Kong Polytechnic University (PolyU) is committed to the principles of good governance so as to ensure that the University is ‘fit for its purpose’ – as an institution of teaching and research, which also provides consultancy and other professional services to the community. These principles emphasize academic freedom and autonomy, performance in terms of added value to student education and academic advancement, public accountability and social responsibility, transparency, ethics and professionalism. These principles are to be upheld through the following provisos:

1. Academic freedom and autonomyPolyU will uphold and defend academic freedom and institutional autonomy so as to ensure that its education and academic pursuits are not subject to undue intervention.

2. Performance, ethics and professionalismThe University will strive for exemplary performance with the highest possible standards of professionalism and ethics and seek to provide high quality services at a reasonable and affordable cost.

3. Transparency and public accountabilityThe Council and the Management of the University will conduct their activities in a transparent manner, subject to legal restrictions and the need to protect the overall interests of the University.

Structures and processesPolyU is committed to the mission of achieving academic excellence in a professional context. The emphasis is to provide holistic education and training so as to equip students with all-round personal development as well as professional knowledge and skills through application-oriented programmes, and to undertake research, emphasizing those of an applied nature which are relevant to industrial, commercial and community needs. Towards this end, the University recognizes the importance of establishing and implementing an effective framework of governance and management in directing and monitoring its operation and financial performance. The University has put in place the following governance structures and processes:

1. CouncilThe Council of PolyU is composed of members appointed in accordance with The Hong Kong Polytechnic University Ordinance. The majority of Council members, including the Council Chairman, are external to the University. As the supreme governing body of the University, Council will do its best to govern the University by ensuring effective management of the University by the University Management team led by its President who is the Chief Executive Officer of the University. All Council members are expected to provide support and advice to the University so as to ensure its well-being and sustainable development. Council members will diligently and faithfully discharge their duties in the best interests of the public, the University’s students, employees and other sectors of the University community.

2. Council committeesThe Council will appoint standing Committees to support the governance of the major activities of the University. These Committees will include, but not be limited to, an Executive Committee, an Estate Committee, a Finance Committee and an Audit Committee. These committees will discharge their responsibilities according to the terms of reference

prescribed by Council. The Council may also appoint ad hoc Committees or equivalent to take on matters of particular importance.

3. SenateThe Council will appoint a Senate, as provided in the University’s Ordinance, to act as the supreme body in the academic governance of the institution. Senate is chaired by the President, with membership drawn from different quarters of the University community.

4. ManagementThe University adopts an executive-led management system in which executives will assume full responsibility and accountability for their respective portfolios and will be given corresponding authority for the purpose of discharging their responsibilities. University executives are expected to exercise their authorities in an equitable, fair and compassionate manner, and to make decisions after adequate consultation in a collegial spirit through various formal and informal processes which cover diverse perspectives to facilitate executives

in reaching balanced and informed decisions.

5. Internal control and external reportingThe University Management will ensure high-level performance and cost-effectiveness in all aspects of the University’s academic and service operations through appropriate delegation of responsibility and authority as well as the deployment of check-and-balance mechanisms. It will also maintain an effective internal control system to appropriately monitor the exercise of executive authorities, safeguard the University’s assets and ensure their appropriate use or disposition, maintain proper accounts and records, and comply with relevant legal and regulatory requirements as well as to ensure appropriate risk management. The University will publish an annual report and audited financial statements after the end of each financial year. To provide an objective and independent review of the financial reporting of the University and to ensure transparency and accountability in the use of financial resources, an external auditor is appointed by the University to conduct an annual audit of its financial statements. The Audit Committee will provide an independent review of the effectiveness of the financial reporting process, internal audit process, internal control system and risk management of the University. The Audit Committee will receive reports from both the internal and external auditors and will ensure their adequate and fair disclosure in the University’s annual accounts, and the appropriate development, maintenance and implementation of control measures to address risks.

6. Human Resources ManagementThe University is a caring employer for all its employees, offering equal opportunity to qualified and suitable persons. It will provide a favourable and facilitating environment and opportunities for employees’ career advancement. The University will endeavour to provide competitive compensation and benefits to its employees so as to attract and retain quality employees to provide high quality education services. The Council will determine the employment policy and terms of employment of the University’s employees while the President, under delegated authority of the Council, will determine the terms of employment of individual employees in accordance with established regulations and procedures. Management will establish and implement an effective system and mechanism to handle staff grievances and appeals in a fair and reasonable manner.

架構及治事程序
