Scope of Application

1. Confirmed format is still valid. No need to re-confirm.

2. Not applicable: food with existing specific certificate requirements

Food of animal origin: meat, aquatic products, honey, etc.

Food of plant origin: fruits, vegetables, cereals, coffee, etc.

3. Applicable: food without existing specific certificate requirements

Health food and special diet food, cakes and biscuits, candies, sauces, beverages, preserved

fruits, canned fruits, etc.

4. Exemption: non-commercial purposes goods, small-scale border trade

food, food for use in embassies and consulates

Samples, gifts, goods for display, etc.

Certificate Requirements

• Certificate formats must be confirmed with AQSIQ via official

channels

• Certificate must be issued by competent government authorities

or authorized/designated institutions

• If a certificate is issued through authorized/designated institutions,

government authorities must register the institution info in AQSIQ

• Certificate language must be at least in English or Chinese, the

best is a both English-Chinese version

• Certificate in paper or electronic version both acceptable

Certificate Contents

• Manufacturing enterprise info: name, address, record No.

/registration No. (if applicable)；

• Product info: name, brand, specification, packaging, quantity,

category, produce/packaging date, place of origin;

• Trade info: name, address, record No. of importer & exporter, the

point of departure, the point of destination, means of transport, the

container number and the seal number;

• Certificates must affirm that food is “produced, processed, stored,

transported, and exported under the effective supervision of the

competent authorities of the export country (region), safe for

human consumption”

• Certificates must comply with Food Safety laws and regulations of

P. R. C.

Date of Entry into Force

• Proposed date of entry into force: 1 October 2017

• Exporting countries can apply for extension with AQSIQ

Scope of allowed beef importation

1. Deboned beef and beef with bones under the age of 30 months,

including heart, kidney, liver, omasum, cowhells, not including tonsil,

terminal ileum, ground meat and mechanically separated meat.

2. Frozen and chilled beef both allowed. The center temperature of

frozen beef must be no higher than -15℃, chilled beef within 0℃-4℃.

3. Beef destined for China must be sourced from cattle that were born,

raised and slaughtered in the United States, or that were imported from

Canada and Mexico before being slaughtered domestically in the U. S.

4. Non-natural veterinary drugs, growth promoting agents, feed additives,

and other chemicals including ractopamine should not be detected.

5. Beef must come from enterprises registered in CNCA.

6. Up to July 21st, 2017, 18 U. S. slaughtering and processing

manufacturing enterprises have successfully registered in CNCA.

适用范围

1.已确认版本的，仍然有效，无需再确认；

2.不适用已有法规对证书格式明确要求产品

肉类、水产品、肠衣、蜂蜜等动物源性食品

水果、蔬菜、粮食、咖啡等植物源性食品

3.适用：保健食品和特殊膳食食品、糕点饼干、糖果、调味品、饮料、酒、蜜饯、水果罐头等无明确证书要求产品

4.豁免：样品、礼品、赠品、展示品等非贸易性食品、边境小额贸易食品、使领馆自用食品等

证书要求

• 证书格式和中国质检总局对等的官方途径确认

• 主管部门或其授权/指定机构出具

• 授权/指定机构出具的，主管部门应向质检总局备案相关机构信息

• 至少包含英文或中文，鼓励中外文对照

• 纸质或电子出证

证书内容

• 生产加工企业信息，包括生产企业名称、地址、注册/注册登记编号（如适用）、信息记录号；

• 产品信息，包括产品名称、品牌、规格、包装方式、数量、品种、生产/包装日期，原产地；

• 贸易信息，包括进口商名称、地址、备案编号，出口商名称、地址、备案编号，启运地，目的地，输出国，运输工具，集装箱号、铅封号；

• 输华食品在出口国/地区主管部门监管下生产、加工、存储、运输、出口，适合人类食用；

• 符合中华人民共和国相关视频安全法律法规和标准要求。

实施日期

• 2017年10月1日开始实施

• 各出口国家可向质检总局申请延期

第三方检测以及中文标签备案完成之前应暂扣于口岸检验检疫指定仓库；

允许进口的牛肉范围

1、30月龄以下剔骨和带骨牛肉，包括：心、肾、肝、瓣胃、牛筋；不包括：扁桃体、回肠未端、碎肉及机械分离肉。

2、包含冷冻与冰鲜牛肉，其中冷冻牛肉的中心温度不应高于-15℃，冰鲜牛肉的中心温度应在0℃-4℃。

3、出生、饲养并屠宰于美国，或出生于墨西哥或加拿大，屠宰于美国。

4、不得检出中国法律法规禁止的非天然产生的兽药、促生长剂、饲料添加剂和其它化合物，包括莱克多巴胺。

5、输华牛肉应来自获得国家认证认可监督管理委员会（CNCA）注册的肉类企业。截至2017年7月21日，共有18家美国屠宰、分割、加工工厂成功注册。
