This publication represents a mapping study of Serbian NGOs in Kosovo working in the field of youth, following the requirements of Forum Syd Kosovo. The assessment is part of a larger Forum Syd peace‐building project which aims to provide opportunities for youth in Kosovo through strengthening: (1) youth organisations and networks, (2) community youth work practice and (3) community youth work education. The study identified 22 civil society organisations active in Serbian communities of allregions in Kosovo. The identified organisations are not primarily youth organisations, yet in their work they are very much focused on young groups of all ages. The Study has been written by Dragisa Mijacic from Institute for Territorial Economic Development and funded by Forum Syd office in Kosovo.

ForumSydKosovo

Forum Syd gathers two hundred Swedish organisations working with internationaldevelopmentcooperationandadvocacyonglobalissues.MemberorganisationsconsistofmajorpopularmovementssuchasSavetheChildrenSwedenandtheSwedishSocietyforNatureConservation, aswell as small societies run entirely on a voluntary basis. ForumSyd also works with a large number of organisations and networks worldwide. Ourcommonaimisglobaljustice.Forum Syd was formed in 1995 and is politically and religiously independent. Ouroperations are largely financed by the Swedish International Development CooperationAgency(Sida).TheaimofForumSyd’sprogrammeinKosovoistosupportpeace‐buildingandtoprovideopportunitiestoallyoungpeoplethroughathreefoldapproachbystrengthening:(1)youthorganisationsandnetworks,(2)communityyouthworkpracticeand(3)communityyouthworkeducation.

InstituteforTerritorialEconomicDevelopment(InTER)isindependent,apoliticalandnon‐for‐profit oriented association of scholars and professionals, working in the field ofterritorial development, from economic development through public administrationreformtocommunityandgrass‐rootsenhancement.InTERwasformedin2007,registeredunderno.5111399‐3,withthemissiontopromoteand enhance territorial economic development. InTER has offices in Zubin Potok andBelgrade and it is active in Kosovo, Serbia and Montenegro. In their work, InTERcooperateswithnumerous international organisations aswell aswith local andnationalgovernments.AmongInTER’sclientsareOSCE,SNV,GTZ,JICA,EURECNA,MunicipalityofBar,UNDP,AntejaECGSloveniaandmanyothers.

INTRODUCTION This publication represents amapping study of SerbianNGOs in Kosovoworking in thefieldofyouth,followingtherequirementsofForumSydKosovo.TheassessmentispartofalargerForumSydpeace‐buildingprojectwhichaimstoprovideopportunitiesforyouthinKosovo through strengthening: (1) youth organisations and networks, (2) communityyouthworkpracticeand(3)communityyouthworkeducation.The study identified 22 civil society organisations active in Serbian communities of allregionsinKosovo.Theidentifiedorganisationsarenotprimarilyyouthorganisations,yetintheirworktheyareverymuchfocusedonyounggroupsofallages.Mostoftheidentifiedorganisations are from Prishtinë/Priština Region, followed by Mitrovicë/KosovskaMitrovicaandPrizrenRegion.TheStudyhasidentifiedonlyafewNGOsfromPejë/PećandGjilan/GnjilaneRegions.The Studywas done in three stages: (1) identification of NGOs, (2) personal interviewswithNGOrepresentativesand(3)analysisandwritingtheReport.Theherewith‐presentedpublicationisaproductofthefindingsofthatanalysis.In the firstpart, theStudyprovides informationon theassessmentof thecapacityof theidentifiedNGOsoverseveralcategoriessuchasyearofregistration,geographicalcoverage,financial‐,operational‐,andnetworkingcapacity.Ingeneral, theanalysishasshownaweakcapacityamong the identifiedNGOs.Financialcapacity ofmost organisations is insufficient and low. For instance, in 2009, half of theorganisationshad a budget of less than5,000€.A similar case exists for the operationalcapacitywherea significantnumberoforganisations (45%)stated theydonothaveanystafforemployees.Networking capacity of the assessed organisations is rather limited, yet themajority ofthemhaveclaimedcooperationwithotherorganisations,includingonesfromotherethnicgroupssuchasAlbanians,RAE,GoraniandBosniaks.However, the Study identified six organisations with a solid financial and operationalcapacity, which might be used as a good starting point for future work with Serbiancommunities inKosovo.Threeof the identifiedorganisationsare fromPrishtinë/PrištinaRegion,twofromMitrovicë/KosovskaMitrovicaandonefromPrizrenRegion.Inthesecondpart,theStudyprovidesaregistryoftheNGOs,givingimportantinformationonthecapacityofeachidentifiedNGO.IntheAnnexasummaryofthecontactdetailsofalltheorganisationsthatparticipatedinthisresearchisprovided.

The study was conducted in December 2009 with the financial support of Forum SydKosovo.

METHODOLOGY TheResearchfocusisdefinedbytheTermsofReferencebetweenForumSydKosovoandInTERandisframedwiththefollowingrequirements:1. IdentifySerbianyouthNGOsalloverKosovo;2. Mapouttheareas,workingmethods,andgeneralfeaturesoftheyouthNGOs;3. DefinetheyouthworkerconceptamongtheidentifiedSerbianYouthNGOs;4. Produce a summary report with findings from the assessments and mapping andpresentthattoForumSyd.

Followingthoserequirementsontheseinputs,theResearchwasdoneinthreestages:1. IdentificationofSerbianNGOsinKosovothatworkwithyouths;2. Developing a questionnaire and conducting semi‐structured direct interviews withprofessionalsfromtheidentifiedNGOs;

3. AssessmentofcollectedinformationandwritingtheStudy.During the first stage, we succeeded in obtaining a database of all registered NGOs inKosovo and among them selected those ones that work with youths. In addition, usingalternativesources,wecheckedwhetherthoseidentifiedNGOswereactiveorpassive.Wealsocontactedanumberof internationalorganisationsthatwork inthe fieldofyouth, tosend us a list of NGOs from Serbian communitieswithwhom they cooperate. Based ontheseactivitiesweidentified22relevantSerbianNGOsacrossKosovo.Intandemwiththefirststage,wedevelopedasemi‐structuredsetofquestionsthatwouldbeusedduringthedirectinterviewswithNGOrepresentatives.ThequestionnairewassenttoForumSydforcommentsandapproval.Following identification of the NGOs, each of them was contacted and interviews werescheduled. All the NGOs were physically visited in their premises where the interviewswere held. In parallel, we collected data about selected organisations from secondarysources,mostlyusingthewebsitesofdonoragenciesandothersimilarsources.After collecting all the data, a capacity assessment was carried out for each identifiedorganisationandtheresultsarepresentedinthisStudy.The Study used internationally recognised standards for using double names of places,citingfirst that inthe languageof the localmajorityandtheninthe languageof the localminority(e.g.Mitrovicë/KosovskaMitrovicaandŠtrpce/Shtërpcë).ThestudywasconductedinDecember2009.

REVIEW OF CAPACITY ASSESSMENT TheNGOMappingStudycoversthewholeterritoryofKosovo,assessingthecapacityof22identified civil society organisations in Serbian communities. The Study covers oneorganisationfromGjilan/GnjilaneRegion,6organisations from Mitrovicë/KosovskaMitrovicaRegion, 2 fromPejë/Peć, 8 fromPrishtinë/Priština and 5 from PrizrenRegion.It is important to note that none of theidentifiedorganisationsisonlyorprimarilyayouth‐basedorganisation,althoughthreeamong them are titled as youthorganisations.Thereasonbehindthisisthepermanent lack of available funds to focus only on one area of development so that, inorder to survive, organisations are forced to cover other issues as well. However, allidentified organisationshave objectives and activities focusedon youths of different agegroups.

Among the identified organisations, onlyoneisnotregistered,yetisactiveasapartof the World Bank through Kosovo YouthDevelopment Project. One organisationdoesnotknowwhentheyareregistered.Inaddition, one organisation is registeredundertheLawoftheRepublicofSerbia.Allother 19 organisations are registered inKosovoandtheyprovidedtheirregistrationnumbers.MostoftheNGOswereregistered

in 2002 (6 organisations) and 2001 (4 organisations). In last two years 5 organisationshavebeenestablished,3inPrishtinë/Prištinaregionand2inPrizrenRegion.Mostof theorganisations (eight in total)areactiveat the local,municipalor communitylevel, one among them is active on the cross‐border area of Leposavić/Leposaviq andRaška. They are closely followed byorganisations (seven in total) that areactive on a Kosovo‐wide level. Fourorganisations are active at the regionallevel (i.e. Central Kosovo,Western Kosovoor Northern Kosovo). Three organisationsclaim they are active beyond Kosovo’sborders; two of these are active in SerbiaandoneinSouth‐EasternEurope.

Most of the identifiedorganisations are grass‐roots voluntaryorganisationswith limitedfinancial resources. In 2009, half of theidentified organisations had a budget of lessthan5,000€,and32%amongthem(7ofthem)less than 1,000€. Five organisations had abudgetintherange10,000‐50,000€andthreeorganisations over 50,000€. Organisationsfrom Prishtinë/Priština region have the bestfinancial capacity, while the weakest areamong organisations from Pejë/Peć andGjilan/Gnjilane Region. Organisations fromMitrovicë/Kosovska Mitrovica have a slightlybetterfinancialcapacitythanthosefromPrizrenRegion.Thereasonforsuchdiversity infundraisingcapacitymightbefoundinalackofaccessibilityoffundsatthelocal/regionallevelandconcentrationofinternationalfundsinPrishtinë/Prištinacity.Amonggrant‐givingandsupportingorganisations, themostactivewereKosovoFundfor

anOpenSociety (KFOS),UNDPandUSAID,followedbyOSCE,OlofPalme, ISC, IRCandmany others. Kosovo Ministry forCommunities and Returns and SerbianMinistry for Kosovo and Metohija areamong the governmental institutions thathadsupportedtheidentifiedorganisations.Intermsofoperationalcapacity,mostoftheorganisations claimed they do not haveemployees/staffsincemostoftheirworkis

donethroughmembersandvolunteers.However,eightorganisationsstatedtheyhave5ormore employees engaged in the implementation of their project activities. Mostorganisationshavebetween20‐50membersandvolunteers.Theorganisationswereaskedtoprovidealistoftheirmainprojectsandhalfofthem(11)stated they have worked on 2‐5 projects.However, sevenorganisationshaveworkedon more than five projects. The remainingfour organisations have worked on one ornoprojects.The weak capacity of identified SerbianNGOsinKosovoisdemonstratedbythefactthat only 2 organisations have activeInternetwebpages.Twomoreorganisationshave registereddomainsbut theirwebsitesare under construction. Two organisations are using the websites of their networks orassociates.However,themajorityoforganisations(16ofthem)donothaveanywebsite.

ThenetworkingcapacityofidentifiedNGOsisalsoweak.EightorganisationsaremembersofNGOnetworks,mostlywithinKosovo.MostofthemaremembersofaUSAID‐supported

networkof52SerbianNGOs,calledKPAN–Kosovo Policy Action Network. However,about 60% of NGOs cooperate withorganisations from other ethnic groups,mostlywithAlbanianorganisationsyetalsowith RAE, Bosniak and Gorani ones. Onlyone organisation expressed reservationabout cooperating with organisations fromother communities or participating ineventsorganisedthroughoutKosovo.

Toconclude,thecapacityofSerbianNGOsinKosovoworkinginthefieldofyouthisquiteweak. The organisationsmainly suffer from a lack of accessibility to financial resources.Moreover, although the majority of the identified organisations were registered before2005, most of them have not succeeded in increasing their operational capacity. Mostorganisationsarevoluntary‐basedgrass‐rootscommunityinitiatives,usuallydrivenbyoneperson.Based on the capacity assessment, a few organisationsmight be differentiated from theothers based on their good operational and financial capacity. Centre for Peace andTolerance (Prishtinë/Priština), Communication for Social Development(Gračanica/Graqanica) and Centre for Civil Society Development (Mitrovicë/KosovskaMitrovica)areamongthemostadvancedNGOswithintheSerbianCommunityinKosovo.They are closely followed by Future without Fear from Štrpce/Shtërpcë, Future fromPrishtinë/Priština and Centre for Development of Local Communities fromMitrovicë/Kosovska Mitrovica. Organisation for People with disabilities also has a solidcapacity, yet their work is primarily focused with vulnerable groups of people withdisabilitiesand lesswithothergroupsofyoungpeople.The remainingorganisationsareeitherrecentlyestablishedorhaveaweakcapacity.
