THE MAIN TASKS OF THE EMERGENCY RESPONSE PLAN AT NATIONAL LEVEL
1. Organization and realization of the jointly approved complex of organizational and practical activities related to liquidation of the technogenical and natural emergency’s consequences at national level by the Technogenical-Ecological Security and Emergency Situations Commission, central authorities, enterprises, institutions and organizations;
2. Provision of the operative response of the authorities, forces and means of population and territory civil protection functional and territorial subsystems, prevention of population death, mitigation of material losses and organization of first-priority life support of the affected population;
3. Systematized and timely assistance of the affected population.

The plan establishes the organizational and practical measures, as well as their procedure, terms, procedures of authorities, forces and means of the System, the necessary financial, material and other resources, including the responsible entities for emergency response at national level, as well as the main activities for liquidation of the consequences.
The ground for putting into operation the plan
is the threat or occurrence of emergency situations, that refer to national level.

THE MAIN OBJECTIVES
OF THE EMERGENCY RESPONSE PLAN AT NATIONAL LEVEL
1. To determine the deployment procedure of the
authorities, forces and means of the System, that are involved in the emergency response, in case of threat or occurrence of an emergency.
2. To provide the timely and equitable assistance to
the affected population and local authorities.

EMERGENCY RESPONSE PLANNING
AT NATIONAL LEVEL
The planning is realized by developing separate
emergency response plans, taking into consideration the territorial particularities, the object’s sector of activity, on the basis of forecasts and experts assessments.
The separate emergency response plans should be
jointly coordinated and approved by the relevant authorities of the system.

There were underflooded: 1 тыс. 14 localities,
45 thousand 351 houses, 59 thousand 539 farmlands, 61 thousand 772 ha of households, 31 thousand 216 wells, power supply broken in 393 localities, water supply broken in 48 localities, gas supply in 189 localities

Liquidation of the flood consequences in the Western regions of Ukraine in July 2008
There was damaged: 22 thousands 810 houses, 316 schools, 122 kinder gardens, 222 community and consumer facilities, 416 housing and communal servicing objects, 23 buildings of agricultural enterprises, 19 buildings of industrial plants, нуждались в 11 thousands 266 houses need to be repaired.
There was broken: 1 thousand 296 houses, 10 community and consumer facilities, 27 housing and communal servicing objects, 5 buildings of industrial plants, 711 road bridges and 559 pedestrian bridge, 852,17 km of roads and 159,385 km of waterside dams

Liquidation of the flood consequences in the Western regions of Ukraine in July 2008
The Ministry of Emergency Situations forces rescued 3 thousand 498 people and evacuated more than 29 thousand people.
There was carried out dewatering of 23 thousand 369 flooded houses basements, provided more than 400 tones of food products, 3 thousand 428 tones of water, 1,64 tones of medicines.

Liquidation of disaster consequences in Cernauti region in June 2010
As a result of heavy rains during 22 – 29 June in 10 districts of the Cernauti there were flooded 110 localities, includng Cernauti city, there were destroyed 108 houses, 733 houses were significantly damaged, 3 road bridges were destroyed and 41 road bridges, 2 railroad bridges, more than 15 km of roads and cca 2 km of protection dams were damaged.
