En présence du Secrétaire général de l'Organisation des Nations Unies, Afin de maintenir, préserver et défendre la souveraineté, l'indépendance, l'intégrité et l'inviolabilité territoriales, la neutralité et l'unité nationale du Cambodge, Désireux de rétablir et de maintenir la paix au Cambodge, afin de promouvoir la réconciliation nationale et d'assurer l'exercice du droit à l'autodétermination du peuple cambodgien à travers des élections libres et équitables, Convaincu que seul un règlement politique global du conflit cambodgien sera juste et durable et contribuera à la paix régionale et internationale et la sécurité, Se félicitant du document‐cadre du 28 août 1990, qui a été accepté par les parties cambodgiennes dans son intégralité en tant que base pour le règlement du conflit du Cambodge, et qui a ensuite été approuvé à l'unanimité par la résolution 668 (1990) du 20 Septembre 1990 et la résolution de l'Assemblée 45 / 3 du 15 Octobre 1990, Notant la formation, à Jakarta le 10 Septembre 1990 du Conseil national suprême du Cambodge comme l'organe légitime unique et source de l'autorité au Cambodge où, pendant la période transitoire, la souveraineté nationale et l'unité sont consacrés, et qui représente le Cambodge à l'extérieur, Se félicitant de l'élection à l'unanimité, à Beijing, le 17 Juillet 1991, de SAR le Prince Norodom Sihanouk en tant que président du Conseil national suprême, Reconnaissant qu'un renforcement du rôle des Nations Unies exige l'établissement d'une Autorité transitoire des Nations Unies au Cambodge (APRONUC) avec les composantes civiles et militaires, qui agira dans le plein respect de la souveraineté nationale du Cambodge, Notant les déclarations faites à l'issue des réunions tenues à Jakarta le 9‐10 Septembre 1990, à Paris les 21‐23 Décembre 1990, à Pattaya les 24‐26 Juin 1991, à Pékin les 16‐17 Juillet 1991, à Pattaya 26‐29 août 1991, ainsi que les réunions tenues à Jakarta le 4‐6 Juin 1991 et à New York le 19 Septembre 1991, Se félicitant de sécurité des Nations unies de la résolution 717 (1991) du 16 Octobre 1991 sur le Cambodge, Reconnaissant que l'histoire tragique récente du Cambodge exigent des mesures spéciales pour assurer la protection des droits de l'homme, et le non‐retour aux politiques et aux pratiques du passé, ………………………………………………… …………..…………..………………………. Ont convenu ce qui suit :
Article l 1. Le Cambodge s'engage solennellement, par le présent Accord, à maintenir, préserver et défendre sa souveraineté, son indépendance, son intégrité et son inviolabilité territoriales, sa neutralité et son unité nationale; la neutralité perpétuelle du Cambodge sera proclamée et consacrée par la constitution cambodgienne qui sera adoptée après la tenue d'élections libres et équitables.
2. A cette fin, le Cambodge s'engage à :
d) Mettre fin aux traités et accords qui sont incompatibles avec sa souveraineté, son indépendance, son intégrité et son inviolabilité territoriales, sa neutralité et son unité nationale;
Article 2
1. Les autres Parties au présent Accord s'engagent solennellement par cet Accord à reconnaître et à respecter à tous égards la souveraineté, l'indépendance, l'intégrité et l'inviolabilité territoriales, la neutralité et l'unité nationale du Cambodge.
2. A cette fin, elles s'engagent à :
e) S'abstenir d'utiliser leur territoire ou le territoire d'autres Etats pour porter atteinte à la souveraineté, l'indépendance, l'intégrité et l'inviolabilité territoriales, la neutralité et l'unité nationale du Cambodge;
Article 3
1-Toutes les personnes se trouvant au Cambodge jouiront des droits et libertés formulés par la Déclaration universelle des droits de l'homme et d'autres instruments internationaux pertinents relatifs aux droits de l'homme.
2‐ À cette fin, le Cambodge s'engage à: Assurer le respect des droits de l'homme et des libertés fondamentales au Cambodge ;
Soutenir le droit de tous les citoyens cambodgiens d'entreprendre des activités visant à promouvoir et protéger les droits de l'homme et des libertés fondamentales; Prendre des mesures efficaces pour garantir que les politiques et les pratiques du passé ne doivent jamais être autorisé à revenir; Adhérer aux instruments internationaux pertinents relatifs aux droits de l'homme; Les autres signataires du présent accord s'engagent à promouvoir et à encourager le respect et le respect des droits de l'homme et des libertés fondamentales au Cambodge en tant que consacrés dans les instruments internationaux pertinents et les résolutions pertinentes de l'Assemblée générale des Nations Unies, afin, notamment, à empêcher la récurrence des violations des droits de l'homme.
Article 4
Les Parties au présent Accord demandent à tous les autres Etats de reconnaître et de respecter à tous égards la souveraineté, l'indépendance, l'intégrité et l'inviolabilité territoriales, la neutralité et l'unité nationale du Cambodge et de s'abstenir de toute action incompatible avec ces principes ou avec d'autres dispositions du présent Accord.
Article 5
1. En cas de violation ou de menace de violation de la souveraineté, de l'indépendance, de l'intégrité et de l'inviolabilité territoriales, de la neutralité ou de l'unité nationale du Cambodge ou de l'un quelconque des engagements pris en vertu du présent Accord, les Parties à cet Accord s'engagent à procéder immédiatement à des consultations en vue de prendre toutes les dispositions appropriées pour assurer le respect desdits engagements et régler ces cas de violation par des moyens pacifiques.
2. Ces dispositions peuvent comporter, entre autres, la saisine du Conseil de sécurité des Nations Unies ou le recours aux moyens de règlement pacifique des différends mentionnés à l'Article 33 de la Charte des Nations Unies.
3. Les Parties au présent Accord peuvent également demander l'assistance des Coprésidents de la Conférence de Paris sur le Cambodge.
4. En cas de graves violations des droits de l'homme au Cambodge, elles demanderont aux organes compétents de l'Organisation des Nations Unies de prendre toute autre mesure appropriée en vue d'empêcher et de mettre fin à ces violations conformément aux instruments internationaux pertinents.
Article 6 Le présent Accord entrera en vigueur à la date de sa signature.
Article 7 Le présent Accord restera ouvert à l'adhésion de tous les Etats. Les instruments d'adhésion seront déposés auprès des Gouvernements de la République française et de la République d'Indonésie. Pour chaque Etat adhérant à l'Accord, celui-ci entrera en vigueur à la date du dépôt de son instrument d'adhésion.
Article 8 L'original du présent Accord, dont les textes en langues anglaise, chinoise, française, khmère et russe font également foi, sera déposé auprès des Gouvernements de la République française et de la République d'Indonésie, qui en transmettront des copies certifiées conformes aux gouvernements des autres Etats participants à la Conférence de Paris sur le Cambodge ainsi qu'au Secrétaire général de l'Organisation des Nations Unies.
EN FOI DE QUOI, les Plénipotentiaires soussignés, dûment autorisés, ont signé le présent Accord.
FAIT à Paris, le 23 octobre mil neuf cent quatre-vingt onze
Résumé : Article 1‐ le Cambodge doit annuler les traités pour défendre sa souveraineté. 2. Les autres signataires dont le Vietnam ou la Thaïlande doivent respecter cette souveraineté. 3. Le Cambodge doit respecter les droits de l’homme 4. Les signataires ne doivent pas laisser un pays violer le Cambodge. 5. En cas de violation territoriale et des droits de l’homme, les signataires et les 2 co‐présidents prennent des dispositions pour régler pacifiquement et/ou saisir l’ONU et le Conseil de Sécurité des Nations Unis.
‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐ Chers Compatriotes, 21 ans après, le peuple khmer n’a pas vu venir cette annulation des traités
bilatéraux 1979, 1982,1983, 1985. En revanche, il est très déçu de l’adoption, sous la menace du PPC‐ Hun Sen, du traité bilatéral additif 2005, pour prolonger les précédents traités inégaux et injustes et consolider la colonisation et l’annexion territoriale du Cambodge par le Vietnam. En vertu de tous ces traités et, grâce aux lois, décrets, mesures administratives bilatérales… qui en ont découlé, le Vietnam a piétiné la
Souveraineté, l’Indépendance et l’Intégrité territoriale du Cambodge, comme si l’ Accord de Paris n’existait pas, et que le Cambodge demeure toujours sous sa domination depuis l’invasion de ses troupes, le 7 Janvier 1979. Les dirigeants des deux pays méprisent le peuple cambodgien, en manipulant l’opinion publique nationale et internationale, en violant l’Accord de Paris du 23 Octobre 1991 dont le Cambodge et le Vietnam sont les signataires. En clair, 34 ans après son invasion et 21 ans après l’Accord de Paris, le Cambodge est d’ores et déjà le territoire vietnamien dans tous les sens du terme. Le peuple khmer considère ouvertement le Premier Ministre Hun Sen comme dictateur et traître à la Patrie, et le Vietnam communiste comme état impérialiste et colonisateur du Cambodge. Enfin, le peuple considère, de fait, la 2ème monarchie khmère et tout l’appareil de l’état royalo ‐ communiste PPC, comme traîtres à leur Nation. Au début du 21ème siècle, Le peuple cambodgien veut absolument vivre libre, indépendant et non colonisé par le Vietnam , exactement, comme le voulait le peuple vietnamien au 20ème siècle, en combattant contre les Français et les Américains.
L’annulation de ces traités auraient dû être finalisée en 1993, après que le Cambodge avait eu son roi, son Gouvernement et autres Institutions telles l’Assemblée Nationale, le Sénat… conformément à sa Constitution. Comme les dirigeants de cette 2ème monarchie sont des traîtres (rois, ministres, députés, sénateurs…), c’est pourquoi la nation n’avait pas vu venir cette annulation et cette indépendance du Cambodge. Ces traîtres y ont instauré en force la 2ème monarchie où sévissent actuellement et impunément la trahison, la dictature, l’injustice et la corruption, pour mieux servir le Vietnam !
Pour recouvrer l’Indépendance et défendre l’intégrité territoriale, le peuple khmer n’a pas d’autres choix que de livrer une guerre de libération par la Révolution du Lotus! Pour ce faire, il devra chasser, par soi‐même, tous les traîtres du pouvoir, et ce, par tous les moyens, conformément à l’Accord de Paris, à la Charte de la Déclaration Universelle des Droits de l’Homme. Il ne doit pas accepter ce fait accompli et ne doit plus compter sur ses dirigeants royalo ‐communistes. La Révolution du Lotus apparaît donc comme la nécessité absolue pour libérer le Cambodge du Vietnam et libérer le peuple khmer du dictateur Hun Sen.
Cet outil international très précieux (ou l’Accord de Paris) aura été inutile si sa 21ème Commémoration n’inspirera pas les Khmers à l’utiliser comme outil de libération de leur Patrie. En vertu de la Déclaration Universelle des Droits de l’Homme, des Droits des Peuples, les Révolutionnaires du Lotus ont deux ennemis : des dirigeants khmers traîtres et des dirigeants vietnamiens colonialistes. Nous avons le droit de les contraindre à respecter l’Accord de Paix de Paris du 23 Octobre 1991. L’échec de La Révolution du Lotus leur est interdit : car, c’est tout simplement l’échec du Cambodge et du peuple khmer contre le Vietnam et la dictature royalo‐communiste du PPC‐Hun Sen. Tous les espoirs du peuple reposent principalement sur la conscience des jeunes, des enseignants, des ouvriers, des agriculteurs et paysans, de l’intelligentsia, des forces armées dont les militaires, la police, la gendarmerie, des bonzes, des fidèles, des fonctionnaires, des commerçants... La Révolution du Lotus ne sera pas achevée sans la réalisation de ses trois objectifs, à savoir le départ des Vietnamiens du Cambodge, la chute de Hun Sen à la fin de cette année 2012 et l’installation d’un régime libre. Nous appelons le peuple de La Révolution du Lotus, à appliquer immédiatement et à grande échelle, le Tsunami populaire, avec intelligence, en l’adaptant aux situations sur le terrain.
Chers Compatriotes, Pour marquer le 21ème anniversaire de l’Accord de Paris, le 23 Octobre 2011, nous
devons nous manifester par tous les moyens, bruyamment et massivement, partout dans le
pays pour réussir La Libération du Cambodge et de son peuple. Nous souhaitons bon vent à La Manifestation du peuple khmer, le 23 octobre 2012, fleurs du lotus et baguettes d’encens à la main, pour forcer le départ des colonisateurs vietnamiens et mettre fin à la dictature du royalo‐communisme PPC‐Hun Sen. Pour défendre l‘intégrité territoriale du Cambodge, le peuple khmer ne doit plus rien attendre de ses dirigeants, ni croire à leurs promesses aux prochaines élections législatives. D’ailleurs, le système actuel des partis politiques au Cambodge ne sert que les intérêts des chefs des partis et non ceux des électeurs ou du peuple ! Ce sera encore du temps perdu ! Il doit contraindre, par tous les moyens, le Cambodge (article 1) et le Vietnam (article 2) à annuler immédiatement les traités de 1979‐1982‐1983‐1985 et le traité additif de 2005. Il en a le droit en vertu de cet Accord. Les 17 autres signataires n’ont pas le droit de lui en empêcher : ils auront le devoir de l’aider (l’article 4 )
Voici quelques actions : Brûler pacifiquement, symboliquement, mais avec détermination, le drapeau
vietnamien et des traités 1979‐82‐83‐85 et le traité additif 2005, en signe d’annulation immédiate de ces traités injustes (non respect de l’article 1).En effet, tous les dirigeants khmers sans exception dont Sam Rainsy et Kem Sokha n’ont jamais osé demander expressément l’annulation de ces traités. (Ils soutiennent Sihanouk qui voulait à tout prix le retour de sa 2ème monarchie. Et Sihanouk soutient Hun Sen et le PPC. Comme Hun Sen et le PPC , en tant que fantoches du Vietnam , contrôlent tous les pouvoirs , tous les dirigeants khmers y compris le roi sont obligés de soutenir la politique annexionniste du Vietnam. C’est ainsi que le Cambodge continue de perdre sa souveraineté et son indépendance). (contraire à l’article 1).
Signifier aux immigrants vietnamiens (civils et militaires) installés au Cambodge, qu’ils sont en danger grave et qu’ils sont des illégaux vis‐à‐vis des lois cambodgiennes sur l’immigration votées par l’Assemblée Nationale.
Contraindre le Vietnam, impérialiste pourtant signataire de l’Accord de Paris, à annuler immédiatement ces traités, et retirer ses 100 000 troupes déguisées en agents civils infiltrés et cachés au Cambodge. (article 2)
Informer l’ONU, l’initiatrice de la Conférence de Paris du 23 octobre 1991, et le Conseil de Sécurité sur le non‐respect de l’Accord de Paris par le Cambodge et le Vietnam, et leur prévenir de la dérive éventuelle de la colère des Cambodgiens excédés par la poursuite d’annexion territoriale et la présence massive des Vietnamiens, civils et militaires ( 5 à 7 millions ?) au Cambodge. Informer la communauté internationale et les Etats membres de l’ONU, des conséquences très graves sur les risques d’instabilité et d’insécurité dans la région, dus à la violation et au non respect de cet Accord par le Cambodge et le Vietnam (l’article 5 ).
Le peuple khmer devra agir fort, sans relâche, par tous les moyens et partout, à l’ONU, devant des Ambassades Khmère et vietnamienne, au Cambodge ou à l’étranger. Ces manifestations pacifiques mais très déterminées, conformément à l’esprit de la Conférence de Paris du 23 Octobre 1991 s’arrêteront quand le Cambodge et le Vietnam auront annulé tous ces traités, et que le Cambodge aura respecté l’article 3 du traité sur les Droits de l’homme. Un gouvernement provisoire assurera la mise en place des institutions représentatives pour offrir l’opportunité au peuple khmer le choix démocratique d’un régime libre et le droit d’élire ses nouveaux dirigeants. Avant cette victoire collective, nationale et populaire, toutes les élections ne seront que mascarades, oppressions et trahison!
Chers Compatriotes,
Rappelons que, le Vietnam, toujours insolent, osant poursuivre aujourd’hui son annexion et son impérialisme aux dépens du Cambodge, c’est parce que, après la cession de la Cochinchine, le 4 Juin 1949, par la France au Vietnam, la 1ère Monarchie de Sihanouk n’osa pas réagir, par peur de perdre son trône offert par la France. Actuellement , des Khmers du Kampuchéa Krom (la Cochinchine) victimes, assurent seuls leurs luttes et revendications d’Indépendance à l’égard du Vietnam, sans l’aide du Cambodge (sa mère patrie) , et sans l’aide de Sihanouk, le responsable de l’abandon honteux ! C’est exactement ce qui se passe aujourd’hui: Sihanouk et sa famille demandèrent au roi Sihamoni de signer le traité additif de 2005, sous la menace de Hun Sen, fantoche du Vietnam, par peur de perdre cette monarchie qui a reçu de l’Etat fantoche PPC, environ 15 millions US$ par an , pour survivre ! La victoire de La Révolution du Lotus sera pour le Cambodge et son peuple et non pour une personne ou un parti! Ainsi, avec l’aide du PPC fantoche, Hanoi continue de défier avec insolence, la communauté internationale en prolongeant , comme si de rien était, des traités injustes 1979, 1982, 1983, 1985 et en imposant le traité additif 2005, pour avaler insidieusement le Cambodge. D’où, la suppression de la journée nationale du 23 octobre commémorant l’Accord de Paix de Paris de 1991, et la célébration, par diversion, de la journée du 7 janvier pour glorifier l’action du Vietnam au lieu de la condamner comme l’invasion pure et simple du Cambodge.

The States participating in the Paris Conference on Cambodia, namely the Australia, Brunei Darussalam, Cambodia, Canada, People's Republic of China, the French Republic, the Republic of India, Republic of Indonesia, the Japan, the Republic lao ,Malaysia, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand, the Union ofSoviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, the United States, the Socialist Republic of Viet Nam and the Socialist Federal Republic of Yugoslavia,
In the presence of the Secretary‐General of the Organization of the United Nations, To maintain, preserve and defend the sovereignty, independence, integrity and territorial inviolability, neutrality and national unity of Cambodia, Eager to restore and maintain peace in Cambodia, to promote national reconciliation
and ensuring the exercise of the right to self‐determination of the people of Cambodia through free and fair elections, Convinced that only a comprehensive political settlement of the Cambodian conflict will be fair and sustainable and will contribute to regional and international peace and security, Welcoming the framework document of 28 August 1990, which was accepted by the Cambodian parties in its entirety as a basis for the settlement of the Cambodia conflict, and which was then approved unanimously by resolution 668 (1990) of 20 September 1990 and the resolution of the Assembly 45 / 3 on October 15, 1990, Noting the formation, in Jakarta on 10 September 1990 of the Supreme national Council of Cambodia as the legitimate single source of authority in Cambodia where, during the transitional period, national sovereignty and unity are sacred, and represents Cambodia to the outside, Welcoming the election unanimously, in Beijing, on July 17, 1991, of HRH Prince Norodom Sihanouk as president of the supreme national Council, Recognizing that strengthening the role of the United Nations requires the establishment of a transitional authority of the United Nations in Cambodia (UNTAC) with the civilian and military components, which will act in full respect for the national sovereignty of Cambodia, Noting the statements made at the end of the meetings held in Jakarta on 9‐10 September 1990, in Paris on the 21‐23 December 1990 in Pattaya the 24‐26 June 1991 in Beijing the 16‐17 July 1991 in Pattaya 26‐29 August 1991, as well as the meetings held in Jakarta on 4‐6 June 1991 and New York on September 19, 1991. Welcoming the UN Security Council resolution 717 (1991) of 16 October 1991 on Cambodia, Recognizing that the tragic recent history of Cambodia requires special measures to ensure the protection of human rights, and the non‐return to the policies and practices of the past, ………………………………………………… …………..…………..………………………. Have agreed the following:
Article l 1. Cambodia solemnly undertakes by this agreement, to maintain, preserve and defend its sovereignty, its independence, its integrity and territorial inviolability, neutrality and national unity; the perpetual Cambodia's neutrality will be proclaimed and enshrined in the Cambodian constitution to be adopted after the holding of free and fair elections. 2. To this end, Cambodia is committed to: (d) put an end to the treaties and agreements that are incompatible with its sovereignty, its independence, its integrity and territorial inviolability, its neutrality and national unity;
Article 2 1. The other Parties to this agreement solemnly undertake by this agreement to recognize and respect in all respects the sovereignty, independence, integrity and territorial inviolability, neutrality and national unity of Cambodia. 2. At this end, they undertake to: (e) to refrain from using their territory or the territory of other States to infringe the sovereignty, independence, integrity and territorial inviolability, neutrality and national unity of Cambodia;
Article 3
1.All persons in Cambodia shall enjoy the rights and freedoms provided by the Universal Declaration of human rights and other relevant international instruments relating to human rights. 2. To this end, Cambodia undertakes to: Ensure the observance of the rights of man and fundamental freedoms in Cambodia; Support the right of all Cambodian citizens to undertake activities to promote and protect the Human rights and fundamental freedoms; Make effective measures to ensure that the policies and practices of the past shall never be allowed to return; Adhere to the relevant international instruments relating to human rights; The other signatories to this agreement undertake to promote and encourage respect and the respect of the rights of man and fundamental freedoms in Cambodia as enshrined in the relevant international instruments and relevant resolutions of the General Assembly of the United Nations to, inter alia, to prevent the recurrence of human rights violations.
Article 4 The Parties to this agreement ask all other States to recognize and respect in all respects the sovereignty, independence, integrity and territorial inviolability, neutrality and national unity of Cambodia and to refrain from any action incompatible with these principles or with other provisions of this agreement.
Article 5 1. In the case of violation or threat of violation of sovereignty, independence, integrity and territorial inviolability, neutrality and unity of Cambodia or one any commitments made under this agreement, the Parties to this agreement undertake to immediately conduct consultations to take all appropriate steps to ensure compliance with such commitments and address these cases of violation by peaceful means. 2. These provisions may include, among other things, the referral to the UN Security Council or the use of the means of peaceful settlement of disputes referred to in Article 33 of the Charter of the United Nations . 3. Parties to this agreement may also request the assistance of the co-Chairmen of the Paris Conference on Cambodia. 4. In the event of serious violations of the Human rights in Cambodia, they will ask the competent organs of the Organization of the United Nations to take any other appropriate measures to prevent and put an end to these violations in accordance with the relevant international instruments.
Article 6 This agreement shall enter into force on the date of its signature.
Article 7 This agreement shall remain open for accession by all States. The instruments of accession shall be deposited with the Governments of the French Republic and the Republic of Indonesia. For each State acceding to the agreement, shall enter into force on the date of the deposit of its instrument of accession.
Article 8 The original of this agreement, of which the texts in English, Chinese, French, Khmer, Russian languages are equally authentic, shall be deposited with the Governments of the French Republic and the Republic of Indonesia, which in will transmit certified copies to the Governments of the other States participating in the Paris Conference on Cambodia as well as to the Secretary-General of the United Nations. IN witness whereof, the Plenipotentiaries undersigned, being duly authorized, have signed this agreement.

1983, 19885 bilateral treaties. On the other hand, they are very disappointed with the adoption, under the threat of the CPP ‐ Hun Sen, of the additive bilateral Treaty 2005, to extend the former treaties unequal and unjust and consolidate the colonization and the territorial annexation of Cambodia by the Viet Nam. Under all these treaties and, thanks to bilateral derived laws, decrees, administrative measures ... , the Viet Nam has trampled the sovereignty, independence and territorial integrity of Cambodia, as if the Paris agreement did not exist, and that Cambodia still remains under its domination since the invasion of its troops on 7 January 1979. The leaders of the two countries despise the Cambodian people, by manipulating the national and international public opinion, in violation of the October 23, 1991 Paris agreement of wich Cambodia and the Viet Nam are signatories. In clear, 34 years after its invasion and 21 years after the Paris agreement, Cambodia is already the Vietnamese territory in every sense of the word. The khmer people openly consider the Prime Minister Hun Sen as a dictator and traitor to the fatherland, and the Viet Nam Communist as imperialist colonizing Cambodia . Finally, the people consider, in fact, the 2nd Khmer monarchy and all the State apparatus royalo ‐ Communist CPP as traitors to their Nation. At the beginning of the 21st century, the Cambodian people want absolutely live free, independent and non‐colonized by the Viet Nam, exactly, as was the Vietnamese people in the 20th century, in fighting against the French and Americans.
The cancellation of these treaties should be finalized in 1993, after Cambodia had had its King, its Government and other Institutions such as the National Assembly, the Senate ... in accordance with its Constitution. As the leaders of this 2nd monarchy are traitors (Kings, Ministers, deputies, senators,...), this is why the nation had not seen coming the annulment and this independence of Cambodia. These traitors are introduced in force the 2nd monarchy in which has currently waged with impunity the betrayal, dictatorship, injustice, and corruption, to better serve the Viet Nam!
To regain independence and defend territorial integrity, khmer people have no other choice than to deliver a war of liberation by The Lotus Revolution! To do this, they must chase, by themselves, all the traitors from the power, and then everything, in accordance with the Paris Agreement, the Charter of the Universal Declaration of Human rights. They must not accept this fait accompli and should no longer rely on their royalo – Communist leaders. The Revolution of Lotus appears as the absolute necessity to liberate Cambodia from the Viet Nam and release khmer people from the dictator Hun Sen.
This very valuable international tool (or the Paris Agreement) will have been useless if its 21st Commemoration will inspire the Khmer not to use it as a tool for the liberation of their homeland. Under the Universal Declaration of the human rights, and the rights of
peoples, The Lotus Revolutionaries have two enemies: the Khmer leaders traitors and colonial Vietnamese leaders. We have the right to force them to respect the Paris Peace Agreement of 23 October 1991. The failure of The Lotus Revolution is forbidden for us: because it's simply the failure of Cambodia and the khmer people against the Viet Nam and the royalo‐Communist dictatorship of the CPP ‐ Hun Sen. All the hopes of people rely mainly on the consciousness of young people, teachers, workers, farmers and peasants, intelligentsia, including the military, the police, the gendarmerie, military monks, the faithful, civil servants, shopkeepers .... The Lotus Revolution will not be completed without the achievement of its three objectives, namely the departure of the Vietnamese in Cambodia, the fall of Hun Sen at the end of this year 2012 and the installation of a free regime. We call the people of The Lotus Revolution, to apply immediately and on a large scale, the popular Tsunami with intelligence, by adapting it to situations on the ground.
Dear compatriots, To mark the 21st anniversary of the Paris agreement, we have to manifest by all
means, noisily and massively, on October 23, 2012, all over the country , to achieve the Liberation of Cambodia and its people. We wish good luck to The Demonstration of the khmer people on October 23, 2012, with lotus flowers and sticks of encense in hand, to force the departure of Vietnamese colonists and put an end to the dictatorship of royalo CPP‐Hun Sen communism at the end of this year 2012. To defend the territorial integrity of Cambodia, the Khmer people should nothing more expected from their leaders, nor believe in their promises to the forthcoming parliamentary elections. Indeed, the current system of political parties in Cambodia serves only the interests of the party leaders and not those of voters or the people! This will be lost‐time! It must compel, by all means, Cambodia (article 1) and the Viet Nam (article 2) to cancel immediately the 1979‐1982‐1983‐1985 treaties and additive treaty 2005. They have the right under this agreement. 17 Other signatories do not have the right to prevent them: they will have the duty to help them (section 4).
Here are some actions : ‐Burn peacefully, symbolically, but with determination , the Vietnamese flag and the
1979‐1982‐1983‐1985 treaties and the additive Treaty 2005, as a sign of immediate cancellation of these unfair treaties (non‐compliance with article 1). Indeed, all Khmer leaders without exception including Sam Rainsy and Kem Sokha have never dared to explicitly request cancellation of these treaties. (They support Sihanouk who wanted at all costs to the return of his 2nd monarchy). And Sihanouk supports Hun Sen and the CPP. As Hun Sen and the CPP are puppets of the Viet Nam control all powers, all Khmer leaders including the King are obliged to support the annexationist policy of the Viet Nam. This is as well as Cambodia continues to lose its sovereignty and independence. (article 1).
‐Notify Vietnamese immigrants (civil and military) installed in Cambodia they are in serious danger and that they are illegal to Cambodian laws on immigration passed by the National Assembly.
‐Compel the Viet Nam , imperialist, but signatory to the Paris agreement to immediately terminate these treaties, , and withdraw its 100,000 troops disguised as civilian agents infiltrated and hidden in Cambodia.(article 2)
‐Inform the United Nations, the initiator of the Conference of Paris on 23 October 1991, and the Security Council on the breach of the Paris agreement by Cambodia and the Viet Nam and prevent them of possible drift of the wrath of the Cambodians exasperated by the pursuit of territorial annexation and the massive presence of the Vietnamese people, civilians and military personnel in Cambodia (5 to 7 million?) . Inform the international community and the States members of the United Nations, consequences very serious on
the risks of instability and insecurity in the region, due to infringement and non‐compliance with this agreement by Cambodia and the Viet Nam (article 5).
The Khmer people will have to act strongly, relentlessly, by all means and everywhere, to the United Nations, to the Khmer and Vietnamese embassies in Cambodia or abroad. These peaceful protests ut very determined, in accordance with the spirit of the October 23, 1991 Paris Conference will end when Cambodia and the Viet Nam will have cancelled all these treaties, and that Cambodia will have met article 3 of the Agreement on the human rights. A temporary Government will ensure the establishment of national representative institutions offerig to the khmer people the opportunity of a free and democratic choice and the right to freely elect their new leadership. Before this collective, national and popular victory, all elections are as masquerades, oppression and treason!
Dear compatriots, It should be noted that, the Viet Nam always insolent, daring today continue its
annexation and its imperialism at the expense of Cambodia, because after the cession of Cochinchina, on June 4, 1949, by the France to the Viet Nam, the 1st monarchy of Sihanouk dared not react by fear of losing his throne offered by the France. Currently, the Khmers of Kampuchea Krom (Cochinchina) victims, assume alone their struggles and claims of independence from the Viet Nam, without the aid of Cambodia (their homeland), and without the help of Sihanouk, the responsible of the shameful abandonment! This is exactly what is happening today: Sihanouk and his family asked King Sihamoni to sign the additive 2005 Treaty, threatened by Hun Sen, puppet of the Viet Nam, by fear of losing this monarchy which has received from State CPP puppet , approximately 15 million US$ per year to survive! The victory of The Lotus Révolution will be for Cambodia and its people, not for a person or a party! With the assistance of CPP puppet, Hanoi continues to defy, with insolence, the international community by extending, as if nothing was, 1979, 1982,1983, 1985 unfair treaties by imposing the additive Treaty 2005, and insidiously swallowing Cambodia. Hence, the suppression of the October 23 to commemorate The 1991 Paris Peace Agreement, and the celebration, by diversion, of the January 7 to glorify the action of the Viet Nam rather than condemn it as plain and simple invasion of Cambodia .
