What are Assets?
Definition:-
An asset is the item, thing or entity that has actual value to an organization.
Something that is “worth having” because it is capable of delivering.
Valuable services now and into the future.

What is Asset Management System (AMS)?
Definition:-
Set of interrelated or interacting elements of an organization to direct, coordinate and control asset management activities
(i.e. establish policies and objectives, and processes to achieve those objectives)
Objectives:-
AMS objectives are derived from Business Objectives
To achieve an Asset Capability that assures the outputs are:-
Safe (various acts and legislation) Environmentally friendly (many acts and regulations) Performing (required output at assured levels – ARMS) Cost effective (performance, cost and risk are in balance) Assurance (deliver intent)

Mechanism
The Asset Management is a one-flow process which consists of Input and Output.
Input is described as the AM processrequirement
Output shall be the service outcome of the AM process
This process flow is supported by Enabler and will be governed by an external factor (Control)

Output (Service Outcome)
Definition : Output is the desired service outcome achieved from the AM Process that
fulfils the organisational objectives( Example of Output are Sustainability, asset value, customer satisfaction,
Return of Investment (ROI) etc.)
JKSB Output are:-
• Ensuring long term integrity of JSAHMS and minimising the cost incurred for maintenance through integrated and systemised maintenance practice
• To reduce the financial exposure with regards to bridge maintenance projected cost by up to 20% to optimise the financial position of the company.

Asset Life Cycle Phases
Phase 3 – Operational & Maintenance Function related to the day-to-day running and upkeep of
assets and management activities associated asset cost and risks. organisation has to ensure that it is in full control of the assets,
in respect to reliable knowledge about the assets’ working condition.full records of their proper maintenance and other details.
involve periodic refurbishment or major repair. It may also require asset to be taken out of service for a period of time.
Phase 2 – Acquisition. provision of or improvement to, and asset where expenditure
can be reasonably expected to provide benefits beyond the financial year.
An organization shall proceed to purchased, construct or otherwise create the asset.
a transition plan shall be put in place prior to handing over ofthe asset.
Value Management Plan approach may be adopted to achievethe most economic and creative solution
Phase 1 – Planning. confirming the service that is required from the stakeholders ensuring that the proposed asset is the most effective solution
to meet the stakeholder’s need. it is also called the Asset Planning and Budgeting Phase it is fundamental to the effective management’s business
Phase 4 – Disposal initiated when an asset its no longer required or becomes
uneconomical to maintain or rehabilitate. given an opportunity to review the configurations, type , and location
of assets, and the service delivery processes relevant to the activity or when economical life of the asset has expired, or when the need for the service provided by the asset has disappeared.

Sustainable Development
• JKSB has undertaken the lifecycle management of PB2X wheresustainable develepment and green technology are ke to building thefuture.
• Sustainable development is an enduring balanced approached tosocial progress, economic activities and environmental resposibility.
• The emphesis to the lowest whole life cost is to promote the conceptof design for durability. Durability is influenced by the followingfactors:
Design and detailing Specification of materials used in construction Quality of construction
• In effort to conserve natural resources andprotect the environment, high standards ofenvironment protection were incorporated.
• Marine fauna were closely monitored to avoidchanges to the sensitive marine environment.

• Cathodic protection system and special coating are applied to the tubular steelpiles for protection against corrosion.
• High strength concrete with Ground Granular Blastfurnace Slag (GGBS) andPulverised Fuel Ash (PFA) are used for the pilecap, pier column, crosshead andSBG. This will prevent sulphate and chloride attack that can cause corrosion tothe reinforcement bar.
• Concrete cover was designed to latest Eurocode: pilecap (75 mm), pier column(65mm), crosshead (60 mm) to protect the reinforcement bar against corrosion.
Bridge Durability
The Second Penang Bridge is designed to have an operational lifespan of 120 years. For this project,

Stay Cables
The stay cable will be provided with protection against corrosion by means of 3 barriers:
i) The first barrier is hot dip galvanising that covers the full length of the individualsteel wires.
ii) The second barrier (internal barrier) consists of High Density Polyethylene (HDPE)sheaths around the individual strands and that the intermediate medium wax fillsthe space between the individual sheath and the galvanized strand.
iii) The third barrier (external barrier) is the outer casing which consist of HDPE sheatharound the group of strands.
The stay cables consists of the Parallel Strand System (PSS) made up of parallel individually polyethylene coated seven-wire strands, placed inside an external polyethylene stay pipe.

• Design life of stay cables is 60 years and designed to be replaceable. For non-replacement components (such as cable saddle) the design life is 125 years.
• For the anchorage components which are accessible for maintenance operationin-situ, the corrosion protection system have a design life of 25 years. After thisperiod of 25 years, if necessary, the protection system will be renewed in-situ atregular intervals of 15 years corresponding to the maintenance operations.

Markov Chain Deterioration Model
• Most common stochastic technique used in modeling deterioration of
infrastructure facilities.
• Analyze the probability of deterioration from a better condition level to a
poorer condition level.
o Achieved by establishing Markov Chain probability transition matrix
• Requires adequate consecutive data collection from actual site to construct
an accurate transition matrix (empirical model)
JAMBATAN KEDUA SDN. BHD. (824573-U)
Wholly owned by Minister of Finance, Incorporated
• An assumption in creating the deterioration trend curve graph can be based on NAMS 2009, Building Condition & Performance Assessment Guidelines
