Plans, designs, constructs, operates and maintains facilities and systems for the efficient, equitable, safe, and environmentally sustainable movement of people and freight. Systems are multimodal—highway, railroad, transit, maritime, pipeline, air, and more. Motorized and non-motorized (bicycle and pedestrian). Modes must work together.
