Safety on these two roads has been a con- cern following a number of incidents includ- ing of stone throwing and hijacking. The South African National Roads Agency Limited (Sanral) and the Western Cape Gov- ernment are responsible for these roads and the police are the lead agency on crime pre- vention, but the City’s enforcement agencies have been acting in a supporting role where resources have allowed. Between 26 November and 29 December last year, the City’s metro police responded to 134 incidents where motorists were stranded on these two roads. These included 55 with mechanical prob- lems, 127 motorists stuck without fuel, 33 faults with tyres, and six accidents. The City’s mayco member for safety and security, JP Smith, has emphasised the im- portance of motorists checking that their ve- hicles are in good condition before embark- ing on their journeys. “Things can and will go wrong with our vehicles and sometimes those incidents are beyond our control.” he says. Shared responsibility “However, our many years of traffic en- forcement has also taught us that vehicle maintenance is not a priority for many peo- ple. “The number of incidents the metro police have responded to over a relatively short pe- riod of time is astounding; more so the num- ber of incidents where mechanical problems or a lack of fuel were the reason. “I want to urge motorists to safeguard their well-being and that of their passengers by ensuring they have enough petrol before they set off – and not just on the highways, because opportunistic criminals can strike anywhere and at any time. “Enforcement is important, but safety is a shared responsibility and we need motor- ists to do their bit.” Motorists are encouraged to check their vehicles on a regular basis and adhere to their maintenance schedules to minimise the risk of mechanical failure and inadvert- ently making themselves vulnerable to at- tack. “From our side, we will continue to work with the lead crime prevention agencies to assist motorists in distress,” he continued. Preventative measures “We have requested that the Freeway Management System CCTV camera opera- tors, under Transport for Cape Town, alert our operational staff about any suspicious activity so that they may investigate. “I have also requested that Cape Town traffic services step up enforcement of pe- destrians using the freeways illegally, in or- der to lower the risk of potential attacks by criminals posing as pedestrians. The next South African chess grandmastercould come from the northern suburbs.

To be more accurate, he, or she, could becontemplating their moves in the ranks ofthe players at Webner Primary School in Ra-vensmead.

While the world’s newest grandmaster,Kenny Solomon, was making his moves inNamibia to win the Africa Open Chess title,three learners from Webner Primary werepart of the WP under-9 team taking part inthe SA Junior Championship in Kimberley.

Jordan Jacobs, Tyrique Dirks, and CarnicStuurman are the youngsters who are ma-king their mark on the game.

This is a remarkable achievement sincethe school only became a focus school forchess last year.

While WP may have come second in thetournament, coach Grant Adams is veryproud of their achievement.

“Jordan was one of the top players win-ning all of his seven games,” he said.

“Carnic won six of his games and Tyrique

also did well winning four of his gamesagainst opposition that have been playingfor much longer.

“This is only the start for them and theirattitude tells me that they have the talentand concentration to go further.”

Since the programme started at the schoolthe number of players has increased to over100 and more are joining as news of their suc-cess spreads.

Latest news is that the school is establis-hing a club in the area that will include allwho are interested from other schools, bothprimary and high, as well as members of thepublic.

“Once we’ve established the club we wantto start regular tournaments in the area andpartake in various leagues in the Cape,” saidAdams.

“The game has made a big difference byhelping children with their concentration,but we need partners from the communityand business to join us.

Vanaf 1 Februarie gaan die Stad Kaapstad’n nuwe beurtkragskedule instel.

Die huidige skedule wat op die dae vandie week gegrond is, is in 2008 ingestel engereeld opdateer. Dit was spesifiek ontwerpvir toevallige beurtkrag gedurende aan-vraagtye na hoë krag, wat sedert 2008 dienorm was.

Sedert die einde van verlede jaar het Es-kom se nasionale beheersentrum egterbeurtkrag op ’n gereelde basis en oor nawe-ke toegepas wat ’n situasie geskep het waarinwoners op die onmoontlikste tye en daevan die week beurtkrag ervaar het.

Om dit aan te spreek het die Stad ’n nuwebeurtkragskedule opgestel wat groter rota-sie toelaat volgens die dae van die week.

“Met die nuwe skedule wil die Stad verse-ker dat inwoners geskeduleerde beurtkragop verskillende tye en dae ervaar en so-doende kan die ongerief van beurtkrag ooralle gebiede roteer word,” sê Ernest Son-nenberg, lid van die stad se burgemeesters-komitee vir nutsdienste.

Vanaf 1 Februarie gaan die Stad beurt-krag volgens die nuwe skedule implemen-teer wanneer Eskom hulle opdrag gee omdit te doen.

’n Pamflet met die nuwe skedule en dieverskeie kragvoorsieninsgebiede oor diestad heen, verskyn in hierdie week se uitga-we van TygerBurger. Inwoners word aan-geraai om hierdie pamflette te hou sodathulle voorsorg vir beurtkrag kan tref wan-neer Eskom dit vereis.

Die skedule sal ook vanaf 1 Februarie opdie Stad se webtuiste verskyn sodat inwo-ners onmiddelike toegang tot die jongste in-ligting kan hê. It took 31 fire-fighters almost four hours toextinguish the blazing fire at the South Afri-can Breweries (SAB) depot in Stikland, Bell-ville on Sunday afternoon.The sky was blackened with billowing

clouds of thick smoke for hours as fire servi-ces fought to contain the fire.Spokesperson for City fire services spoke-

sperson Theo Layne said the fire broke outat about 16:20 in the afternoon and was re-ported shortly after.“Although the buildings at the depot were

occupied by staff at the time, the cause of the

fire is still undetermined,” he says.Staff were evacuated from the building.One truck, eight trailers, wooden pillars

and an unknown number of plastic contai-ners were destroyed in the fire, says Layne.“Four fire engines and three water tan-

kers were on site and the fire was containedwithout difficulty and completely extingui-sed by 20:00 in the evening,” says Layne.Police cluster spokesperson Lt Thembi

Gwe says no arson is suspected and a policecase has thus not been opened.No injuries were reported. SAB spoke-

sperson Azure Janneker says a full investi-gation is underway to determine the causeof the fire.

by die polisie aanhangig gemaak dat sy ont-voer en verkrag is, het lt. Marchell Rhode,woordvoerder van die Durbanville-polisie,gesê.Volgens die vrou was sy by ’n vriend se

huis in Derick Cloete-straat in Fisante-kraal.Sy beweer daar was glo ’n klop aan die

deur en toe haar vriend die deur oopmaak,het twee onbekende mans ’n mes op haargerig en haar ontvoer en verkrag.Nadat sy deur die polisie ondervra is, is

A public private partnership betweenthe Western Cape Education Depart-ment (WCED) and Shoprite/Checkers

has resulted in the opening of a fully equip-ped simulated retail store on the NorthlinkParow campus in Connaught Road thisweek.This collaboration forms part of the go-

vernment’s mandate for the Technical andVocational Education and Training (TVET)sector to increase the number of students byfour million by 2030.The simulation store is a mini-Shoprite

supermarket with service departments andstocked with merchandise, in a learning-friendly environment.It will provide learnerswith the necessary

exposure and practical experience in retailoperations to complete their vocational re-tail training.

Practical skillsThe shop, complete with tills, scanners

and computers, was ceremoniously openedby Niel Schreuder, marketing director ofShoprite Checkers, Debbie Schäfer, Wes-tern Cape minister of education, NorthlinkCEO Leon Beech and Joel Dikgole, CEO ofwholesale and retail Sector Education andTraining Authority for the 240 level one and33 level two retail students.“Our primary interest is the development

of our youth, especially those who find it dif-ficult to flourish in the school system and tofind them a better environment where theycan reflect on their competencies, skills andinterests, saidBeech, about this opportunityfor students to do practical training on cam-pus.“Now the students not only have text

books and Google, but they will also experi-ence the industry,” he said.Addressing a group of guests and students

at the opening, Schäfer said collaborations

like these help to address the high drop-outrate of many learners who would have hadno qualification, especially the many whodrop out in Grade 9.“Skills development is a top priority for

the department. It is vital to educate the yo-uth for positions that exist in the industry,”she added.Students who did the theoretical course in

2014 will now be able to do practical trainingin this simulated enterprise, the first SimShop for the Northlink Colleges.

Master classesDikgole called this “superb learning cen-

tre in the heart of Parow”, where studentswill receive master classes from the biggestnames in the industry, a recipe for success.“We hope that all TVET colleges will have

these centres, to enhance skills develop-ment,” he said.Talking to the guests, lecturers and stu-

dents, Johan Krotz, a level two youth focusproject student said: “After spending two ye-ars in Grade 9, I enrolled at Northlink andI passed with flying colours. Here I realisedthis is what I want to do. And I thank youfrom the bottom of my heart. I have learnt

how to interact well, communicate betterand I brushed up on my presentation skills.Without education you cannot go further inlife.Guys, pleaseman, I askyounicely, learnhard and listen to your lecturers.”Before he cut the ribbon to officially open

the store, Schröder told the students: “Thisis for you to become the retailers of tomor-row, of our country.”Extolling the need for practical learning,

he said the action happens on the shop floor.“That is where you need interpersonal

skills and be able to deal with difficult custo-mers, do financial planning and calculati-ons.”Students cheered when he made the an-

nouncement that Shoprite is committed toemploy the 33 level 2 retail students whenthey completed their studies.Initially the Shoprite Group will focus on

the establishment of simulation stores atWestern Cape TVET institutions, with thelong term vision to roll it out nationally.According to Statistics SouthAfrica latest

labour force data the unemployment rate inthe 15 to 24 years age group is 65,4%. Thisis considerably higher than the generalunemployment rate of 25,4%.

Almost 4 000 traffic violation tickets wereissued at the intersection of Old Paarl Roadand Harrod Drive in Bellville in Decemberalone. This follows the installation of newspeedand traffic light cameras at this inter-section in November last year.According to Brenden van der Merwe,

councillor for ward 3, this section of roadexperiences high traffic volumes andmoto-rists regularly exceed the speed limit, po-sing a threat to other road users.“Initial statistics reported during the

first month of operation a very high inci-dence of speeding and traffic light violati-ons. In December alone, 2 492 fines were is-sued to motorists driving in an easterly di-rection above the 60km/h speed limit, or forignoring the traffic signals . In the westerlydirection, a further 1 321 fines were issued

during December,” Van der Merwe saysThe offences dropped sharply in January

when word spread about the cameras, to astill very high 963 fines issued to date,which highlights the extent of the problemand proved the cost of installing the camerasystem was warranted.Drivers have been urged to slow down

and obey the road rules.“Speeding is amajor cause of fatalities on

our roads and the camera systemwill serveto deter reckless driving behaviour. Thisintervention will hopefully contribute to asafer environment for all residents. I appealto motorists to respect the rules of the roadand their fellow road users and to realisethat speed in fact does kill. The school holiday was a season of sharingfor an organisation that started in Bonte-heuwel and has since spread to Delft.The chairperson of subcouncil 5, Rose

Rau, explained the seasonof sharing startedwhen she approached Ian Iverson, a coun-cillor in theClaremont area, to assist a sum-mer school project at Protea Primary inBonteheuwel.“The response that we got from him was

incredible, we received six car loads of sta-tionery, gamesand sports equipment for theproject, as well as some foodstuff,” she said.“This project was started by two ward

committee members, Faghmeda Kahn andHelen Mandean, who then included the Ab-original People’s Congress and further vol-unteers from the area.“Activities, which included cleaning and

painting two classrooms at the school aswell as providing a programme of sport andrecreational activities for the children,started on 17 December.“The generous donations also enabled

them tohost aChristmasparty on 24Decem-

ber and there are now plans to use theseclassrooms as an aftercare centre for therest of the year.”Rau was especially excited that the dona-

The positive power of partnerships betweenbusinesses and schools is set down in a pub-lication that highlights how radical changecan come about in education.Partners for Possibility is an organisation

that begun in 2010 as aproject of theSympho-nia organisation that has brokered ground-breaking partnerships between businessleaders and schools, and is still reaping as-tonishing results.Last week the organisation hosted the

Western Cape launch of the book Partnersfor Possibility written by Mandy Collins. Itchronicles the story of a community build-ing process and leadership project that hasthe potential to change and empower educa-tion in South Africa.The book details its beginnings at Kanne-

meyer Primary School in Grassy Parkwhenone of the founders of the organisation, Lou-ise van Rhyn, approached principal RidwanSamodien with the idea of partnering to im-prove conditions for learners.Fast forward to 2015 and that partnership

is flourishing and the model has spread to200 schools across the country.It has been an exciting time and some of

those foundingmemberswerepart of apanelwho discussed their experiences at thelaunch. Among those attendingwere TrevorManuel and Professor Brian O’Connell.The book details ten partnerships that

have made a major difference to schools.At The Valley Primary in Durbanville,

principal Priscilla August partnered withAnsonette van der Merwe of Capespan, afruit export company. The school faces prob-lems that included poor parent and commu-nity involvement, poor pupil discipline andunmotivated staff.In the first year they started to put their

plans in place.

Parents were given incentives to start tak-ing an interest in the school and day tripswere organised for the children to showthem life beyond their farm environment.One of the highlights of this partnership

was creating a school readiness and literacyprogramme. They have organised volun-teers from the community and surroundingareas who give their time to ensure the im-provement of the literacy skills at the school.The success of the partnership between

Perivale Primary in Grassy Park and DirectAxis also came under the spotlight withprincipal Denzil van Graan pointing out thefar-reaching influences of the partnership.The school faced a number of issues relat-

ed to drug and alcohol abuse in the sur-rounding area, poor academic results andunpaid school fees.Maria Hill explains how her approach to

helpingwas three-pronged: listening, givinghope, and steering.One of the aspects highlighted in this case-

study is howdiscipline has changedwith theintroduction of simple incentive measures.Van Graan, who was one of the panellists

at the launch, said the results were nothingless than remarkable.“The school has tuned itself around on so

many fronts,” he said.Attendance has improved dramatically

and our Grade 7’s are being accepted at highperforming schools.“We’ve also introduced more extra-mural

activities and this has empowered ourlearners.”GerardMohamed fromMultisol’s partner-

ship with Holy Trinity in Elsies River exam-ined challenges such as high unemploymentamong parents, leading to a lack of homesupport and insufficient nutrition.This case study then outlines how work-

ing with principal Gary Faulman, work-shops were held to make the staff realisetheir strengths.

A number of projects have been started atthe school to enhance the learner’s educa-tion experience and Faulman feels that sofar this partnership has had a major effect.“The first and foremost is the faces of the

teachers. You can see that there is a bigchange in their morale, they feel more sup-ported and confident about their role nowthat they have identified themost importantissues and are able to look at it in a moreholistic way,” he said.ValdaClarke, fromPrudential Investment

Managers, was inspired to join the pro-gramme after seeing the sad state of her al-ma mater in Retreat. But, with that schoolnot part of the PFP project she chose to part-ner with Heathfield High.Here her partnership with princpal Mark

Engelbrecht has seen a marked improve-ment in learners’ marks, and the school haseven become part of a neighbourhood watch

to reduce crime.Clarke pointed out that this partnership

has given her insight into the unique prob-lems that principals face.“They do not have the resources that busi-

ness has to call on,” she says.“It expected that they run the school like

a business but with limited expertise in IT,HR and finance.There are many more case studies in the

book and at the launch there was a strongsense the partnership movement was grow-ing.Trevor Manuel said the project was an ex-

ample of active citizenry which was at theepicentre of the NDP.“Active citizenship is what is going to

What started out as a funmusical pro-ject has become a fairly successfulendeavour for the members of Nort-

hern Suburbs band Borderline.The band was originally started by guita-

rists Michael Godfrey and Wyatt Peters lastyear.Michael had approached Wyatt to teach

him to play the blues.“And then he got the idea to start a band

and just play once at Eastwoods, perhaps,”Wyatt explains.As they went on, Wyatt found a bass play-

er, André van derMerwe, and the three star-ted rehearsing their songs. They had to playa showcase for the owner of Eastwoods befo-re they would be allowed to book a gig there.As luck would have it, a cajon player, Len

Miskin, happened to be at Eastwoods thatday. Luckier still, he happened to have hiscajon in the car, so the three invited him tojamwith them. Their first gigwas scheduledfor the very next day and Len became a per-manent member.The first gig became a second and so on

and the rest, as they say, is history.

Eclectic styleEastwoods’ management suggested that a

female vocalist may be more suitable fortheir audiences and so they decided to findone. They started off with another singer,but she wasn’t around long. Eventually therole went to Dominique Peters.At that stage the band were called The

Blues Collectors, a moniker they decided tochange to avoid being pigeon-holed.They were playing around with ideas

when “Borderline” came out, a name farmo-re suited to their eclectic style.“Our eventual aim is to do a whole lot of

original numbers,” explainsLen.While theyare playing some original music now, theirset also contains covers, but as Len points,out, they put their own interpretations onwell known songs.“We’ll sometimes turn a Bob Dylan song

into a reggae song,” Len says.Wyatt, who sang for the successful D7 aca-

pella group before, usually comes up withthe framework of their original songs beforetaking it to the band to work on.“We approach originals by playing to each

other’s strengths,” he says. Ultimately, Wy-att describes Borderline’s music as “looseand colourful”.Thinking back to their first gig, Wyatt

sayshe didn’t expect them tobe together thislong. It was at a show at Plaasteater that so-meone told him their sound was “fresh”which is why he thinks they are doing sowell. “It seems like there’s something newabout it,” he says.

DisciplineThey have built up a reasonable following

of fans who keep coming to shows. “We ma-naged to get people behind us who want tosee us,” Len says.Another contributing factor to the band’s

momentum is their disciplinewhen it comestomaking sure they rehearse andwork toge-ther regularly.“One of themain reasonswhy there is this

sort of magic feel, I think, is because Wyattand I are musically well connected,” Lensays. This leads to interesting improvisati-ons on stage and means that no two perfor-mances sound the same.“Sometimes those things just happen

spontaneously on stage,” Wyatt adds.For now, the band’s main goal is playing

as many shows as possible, not just in clubs,but also at festivals and private events. Theyare also interested in getting sponsors on bo-ard and making merchandise available forpurchase at their shows.Readers will get a chance to see the band

tunities in the Western Cape, said latest fi-gures indicate the events economy genera-ted R1.6 billion in the last financial year, upfrom R1.3 billion in the year before that.Between now and April, the Western Ca-

pe will host a series of events.MinisterWinde said the StellenboschWi-

ne Festival began this weekend with theHarvest Parade.“The festival is ideal entertainment for

the whole family. With sporting events, wi-ne and food pairing and art exhibitions, it’san excellent addition to our events calen-dar,” said Winde.On Saturday the J & BMet takes place at

the Kenilworth Race Course.The Met attracts over 50 000 visitors and

generates over R60 million. “It’s a greatboost for domestic tourism and job creati-on. Our local fashion sector will benefit aswell. It has been estimated that the eventgenerates R14 million in fashion sales alo-ne,” he said.Winde said the province would welcome

thousands of international and local visi-tors over attending government, entertain-ment and sporting events over the next twomonths.“The opening of national parliament in

Delft centre gets help inbattle against HIV/AidsGARY VAN DYK

With HIV/AIDS still a critical con-cern in South Africa, Metropolitanhas partnered with a Delft organi-

sation to help enhance the lives of those af-fected by the disease.

The company recently handed overR50 000 cheque to the Masithembele Com-munity Enrichment Centre and CSI manag-er Elsie Govender explained how they cameabout supporting the organisation.

“Metropolitan hosted an event at Parc DuCap for World Aids Day on 1 December lastyear,” she said.

“On the day, employees were given accessto free HIV and other wellness screenings.We also encouraged staff to donate towardsthe centre in Delft with non-perishable fooditems and they were able to purchase itemsmade by the Masithembele crafters.

“The health promotion and wellness test-ing services were facilitated by DesmondTutu HIV Foundation’s Tutu Tester and theMMI Foundation.”

Another event that helped the centre inDelft was the annual Metropolitan 10kmrace in December.

“Here the Desmond Tutu HIV Founda-tion’s Tutu Tester and MMI Foundationonce again provided health promotion andtesting services during the race,” Govendercontinued.

“Runners also participated in the call fordonations and all food items received, aswell as a donation of R50 000 was presentedto Masithembele at the race award ceremo-ny.

“As a result they were able to distribute

Christmas food parcels to over 100 HIV pa-tients, while the event engaged and testedover 250 people.

“Metropolitan believes that throughgreat partnerships, such as in the case withMasithembele, Desmond Tutu HIV Founda-tion’s Tutu Tester and MMI Foundation, thewar against preventable HIV infections andunnecessary Aids deaths can be won.”

Founder of the centre in Delft, MinaHeynes, was overjoyed at the support re-ceived from Metropolitan.

She said the organisation would be tenyears old this year and been running theirsupport groups for the past eight.

return of Formula 1 to the northern suburbcircuit for the first time since the CapeGrand Prixmany long years ago. These carsare going to include Jody Scheckter’s 007-1Tyrrell/CosworthV8withwhich hewon the1974 British Grand Prix at Brands Hatch, aswell as the SwedishGPatAndersdorp,whileon his way to finishing third in the Formula1 World Championship that year.The balance of the single seater Fransch-

hoek contingent will feature the ex- SamTingle F1 Repco LDS, designed by South Af-

rica’s Doug Serrurier, as well as a Formula2 TeamGunston Chevron B25 and a Ford en-gined Formula Atlantic March 78B.The cars will stage a series of high speed
