He then left the body of the elderly wom- an, believed to have been asphyxiated late on Thursday night or early Friday morn- ing, with her hands tied behind her back with a jersey. When police discovered her in her bed- room, she was lying in a pool of blood which had seeped from the right side of her head. The murder came to light when Kraai- fontein police alerted their Bellville coun- terparts on Friday regarding a white Hyundai with a Bellville registration number that was found abandoned in Bloekombos. Nimb said their members followed up the registration number and address of the car’s owner, who was Higgins, around 16:40 that afternoon. “When our members got there, they were given a key to Higgins’s home by one of her neighbours,” Nimb said. That was when they found her body. Nimb said it was discovered that the tel- evision set, computer and some other val- uables were missing. Neighbours were interviewed and the police reviewed video footage provided by two of the neighbours who had outside CCTV cameras facing in the direction of Higgins’s home. When TygerBurger visited Heemstede onMonday evening, shortly before the news ofthe arrest was announced, an eerie silencesurrounded the area. Darkness due to loadshedding added an eery chill to the silence.

Higgins’s home was still wrapped in theembrace of yellow police tape.

A neighbour who wanted to remain anon-ymous told TygerBurger that the atmos-phere had been “morbid” the entire week-end after Higgins’s murder, with good rea-son, it seems,

“Everyone is on high alert. There are a lotof elderly people living in our area and weneed to be their eyes and ears,” he said.

“Each one knows the other around here.The older ladies kept in regular contact witheach other all the time. Mrs Higgins was al-ways busy in her garden. She was a quietperson who kept to herself,” he added.

Vera de Kock agreed. She was the neigh-bour who opened the door to Higgins’s homefor police with the spare key Higgins hadgiven her.

“Nobody heard anything,” she toldTyger-Burger. “I got such a fright when police werestanding in front of me. They wanted toknow what car my neighbour drove. I saida small white one, and they told me they hadfound it in Bloekombos in Kraaifontein.”

De Kock said Higgins had two daughters,one of whom lived in Durbanville, the otherin America.

“She was like a mother to me. WheneverI had a problem, I would ask her what shethought I should do,” De Kock said.

Neighbour Ina Bosman also assisted po-lice during their intensive investigationover the weekend.

She said she knew Higgins as a “properEnglish lady – the epitome of grace andfriendliness”.

“I drove past her house at roughly about

14:30 the Friday, just before the policecame,” Bosman said. “Nothing seemedamiss.”

High alertBosman said police on the scene had been

speculating about the contractor. Sheshowed TygerBurger where the murdererhad come through a side rafter on Higgins’sroof.

“We were first told she was found withboth her hands and feet tied behind herback, sitting in a chair. Then we heard shewas lying face down on her bed,” she said.

Ina said they simply wanted to know whathad happened in that home.

She added their local neighbourhoodwatch was also on high alert after the inci-dent.

“They keep popping in, calling out to usif they see a gate or door open. They havebeen brilliant.”

Chairperson of the watch, AndriesAtwell, told TygerBurger their sympathies

lay with the victim’s family.“Our heartfelt sympathy goes to the fami-

ly of the deceased. We intend to do all in ourpower to ensure the safety of our area andits residents,” said Atwell.

Higgins’s daughter from Durbanville, Eil-een Higgins, shared her thoughts with Tyg-erBurger.

“They’ve apprehended the guy. Heworked on replacement sheets on my moth-er’s roof. Obviously my mom knew him, sohe murdered her,” Eileen said.

“He didn’t take much. Her death was sopointless. It’s so sad. He didn’t get anythingof value and my mom’s dead. He didn’t rapeher or anything, she was still fully clothed,but he came through her roof. That justshows how vulnerable we are.”

Her sister Jeanette Higgins Smith was fly-ing in from America on Thursday with herown family, Eileen said.

Higgins’s funeral will be held at 11:30 onSaturday at the Church of Christ in Evers-dal, Eileen said.

In a devious new trend, some owners of heavyduty trucks are duplicating licence discs andnumber plates.

City mayco member for safety and security,JP Smith, said this was worrying.

“It has become quite a trend to have dupli-cated licence discs and relevant documenta-tion for these kinds of trucks,” Smith said.

“That which was previously associatedwith criminals – the kind of fraudulent activi-ty only done by ‘bad people’ – is now common-place,” said Smith.

“Where owners of public transport and bus-es might have taken chances (with this kindof fraud) previously, we are now seeing moreof the less reputable transport companies be-having fraudulently.”

Smith said traffic officers were on highalert after an operation in Sacks Circle inBellville two weeks ago.

The Kraaifontein owner of two Tata tippertrucks and the truck drivers were arrestedduring a routine road block there on Thurs-day 7 May. A vigilant officer found falsifiedlicence plates and a colour copied licence discon the first truck.

After the Bellville police’s vehicle unit wasapproached for assistance, it turned out thetruck details were actually those of anothertruck owned by the same Kraaifontein man.

It was also found the registration numberon the colour-copied disc did not correspondwith the number plates displayed on thetruck.

A second truck was stopped shortly there-after and found to also be toting falsified discsand plates.

The second truck also turned out to belongto the same Kraaifontein man.

“This was clearly not a good day for thesefraudsters, but sadly this case is not unique,”Smith said.

Tipper trucks are prime suspects in theCity’s overall littering and dumping cam-paign, he added.

“On the one hand, we are enforcing the by-laws pertaining to illegal dumping, but on theother we are also focusing on the heavy vehi-cles used because very often there is sometype of fraud involved as we witnessed duringthe recent operation.”

A resounding “no” boomed up fromchambers as a room full of feisty ob-jectors made their voices heard at a

subcouncil meeting on Monday.Objectors were responding to local com-

pany MD Civils applying to operate theirbusiness from a premises in Joosten-bergvlakte.The company, with their core business

being the management of sub-contractors,has violated land use restrictions in operat-ing from premises in Canary Street since2007.

Country lifestyleAfter the City gave them the boot last

year, the company in May last year appliedfor a temporary land use departure to oper-

ate their offices and a storage facility on theproperty, which is zoned for agriculturaluse only.Thirty five official objections were made

by Joostenbergvlakte residents.Objectors held the view that any form of

industry will spoil the rural country lifes-tyle the area has become known for.In a report tabled at the meeting, they

stated that council had made it clear thatit does not support the “piecemeal rezoningof Joostenbergvlakte” and while the Citymight have expressed their intention tochange to mixed use in the area in future,this is contrary to thewishes of themajorityof the ratepayers.They argued that the traffic generated by

the company has an adverse affect on thearea and the road networkwas not designedfor such heavy traffic.According to residents, the influx of vehi-

cles and machinery was also for the dustpollution in the area.They also stated that residents’ long-term

investments and property values will benegatively affected by rezoning and tempo-rary land use departures.

Elated“On the fact before us we declined the ap-

plication, leaving the applicant with the op-tion to appeal the subcouncil’s decisionwith the City’s appeals board,” said sub-council chairperson Gerhard Fourie.Dave Gale and other residents from the

Joostenbergvlakte Residents’ Forum wereelated by the decision.“It’s one skirmish won, but we still have

a long battle on our hands as the companywill probably appeal the decision. We willcontinue to push the issue in everyway thatwe can,” he said.

crowd cleared the area on the corner ofBotfontein Road, the body of a man wasfound laying on the ground.“He had fatal stab wounds that we sus-

maak, Western Cape regional manager ofCHOC Childhood Cancer Foundation SA.CHOC is one of the three beneficiaries of

this year’s Want ons Kan!/’Cause we Can!charity concert, takingplace at the endof Ju-ly. TygerBurger is the event media sponsor.CHOC was established in 1979 when a

group of parents with children sufferingfromcancer and other life-threatening blooddisorders decided to start a support group.In the 36 years since, CHOC has grown in-

to a country-wide charity that looks after theemotional andpractical needs of entire fami-lies where children are diagnosed with can-cer, without any government support.CHOC is involved with the whole family

from the diagnosis of cancer until the out-come, which, if detected early, is completelycured in 85% of cases.“We take as much stress off the family as

possible,” says Vermaak.“Treatment is a very long process and in

the majority of the families one of the par-ents will lose their job in order to be withthe sick child,” she says.“In Cape Town we work mostly with the

academically linked hospitals: Tygerberg,Red Cross and Groote Schuur, because theyhave paediatric oncology units, so we do notneed funding for medication. But often afamily will be sent here from as far as theEastern Cape for tests and the doctor will di-agnose the child and say: ‘you have cancerand you have to start treatment today’. Thatfamily is completely unprepared. They comeherewith nothing and then they have to stayfor at least three to six months.”CHOC owns ten houses and three lodges

throughout South Africa where children

and a parent can stay forthe duration of treatment.Everything that comeswith the lodging is free,from food and toiletries tohospital transport andprogrammes with thechildren and parents.CHOC in Cape Town

alone has a R3.8 millionannual budget, but likeany charity they still haveto go out and raise money,Vanessa says.“We get funding from

ordinary people, localbusinesses and schoolsthat support us and thishas been going on for 36years, this is what kept usgoing, but we constantlyhave to cut back on pro-jects to make ends meet.”CHOC gets some Lotto

funding to cover salaries, rent and petrol.“So every cent the public gives us goes di-

rectly to the families and the treatment cen-tres and educational and awareness pro-grammes,” Vanessa says.She says many projects had to be cut back

seriously in the new financial year due tobudget constraints.Early detection is essential, which is why

CHOC emphasises awareness programmes.“In the last two weeks we lost five chil-

dren. This weekwe had to send a child homebecause it was too late to do anything.“The majority of deaths are unnecessary.

If it was caught early enough it could havebeen cured and that is what frustrates us.”In SouthAfrica one in 600 children is diag-

nosed before the age of 16, but according toVanessa, that is only half the children thatshould be diagnosed.Because the symptoms are so similar to

other diseases it is often missed. For manyyears, the basic symptoms of childhood can-cer were not included in the nursing diplo-ma or basic medical degree.“So we have thousands of doctors in this

country that do not know what to look for.”In the last three years CHOC has trained

11 000 medical professionals and 3 000 tradi-tional healers on basic warning signs andwhat to dowhenyou spot them.Themessageto parents is to trust your intuition when achild is not well.She says the image of a little white child

with no hair and a bandana is just not thereality of childhood cancer. Instead, the ill-ness is completely representative of theSouth African population.This disease levels you. You are the same

While residents are still gasping atthe more than double inflation-rateproperty rates increase expected in

July, the City is adamant these increasesare justified.

According to Cape Town’s deputy mayorand mayco member for finance, Ian Neil-son, the City’s property rates income is cur-rently projected to grow at a lower rate thanthe items which are to be funded from it.

“Certain expenditure items, which arecritical to the City’s standards of service de-livery, such as fuel costs, overtime for safe-ty and security staff, and security costs atCity facilities, necessitated a reassessmentand required additional budgetary allocati-ons,” he says.

This is apart from the recurrent opera-ting costs and finance cost to repay capitalinvestment for the investments in new in-frastructure for rates-funded services, headded.

Double digit increasesIn July property rates will increase with

10.83%, almost five percentage points morethan the previous year’s 6% and well abovethe current 4% inflation rate.

Electricity tariffs will increase with10.82%, as opposed to last year’s 7.63%.

“This is attributed to the Nersa-approvedEskom increase on bulk purchases to muni-cipalities,” Neilson explains.

This increase comes to 14.24% for thenext year.

“Furthermore, electricity sales are redu-cing due to energy saving plans and highertariffs is forecasted to shrink consumptionby 1% annually,” he says.

Water and sanitation tariffs is set to raisewith 11%, three percent more than last ye-ar’s 8%.

This increase follows the increasedgrowth in the number of users receivingfree and subsidised services despite the de-clining water sales.

“Again finance cost to repay capital in-vestment in new infrastructure comes intoplay here. As does the expansion and reha-bilitation of the current water infrastructu-re to address capacity constraints and to en-sure system efficiency,” he explains.

The reduction in revenue due to lowerusage patterns flowing from economic con-ditions and water savings initiatives, alsoplayed a decisive role.

Keeping standardsRefuse disposal tarrifs will have the smal-

lest increase with 9.31%, less than a percentmore than last year’s 8.56%.

“With this increase the City will main-tain and aim to improve the current stan-dard of refuse removal service and to pro-mote waste minimisation,” Neilson said.

Chairman of the AHI Oostenberg Cham-ber of Commerce, George Ferreira is veryconcerened about these increases.

“It is just not realistic. There is no waywe as entrepreneurs can recover thesecosts from our clients, meaning that wewill have to absorb it,” he says.

This, Ferreira says, hampers growth andresults in less job creation.

“The business community cannot conti-nue to absorb these costs year on year andalthough we can count ourselves lucky tohave the infrastructure we have in CapeTown, we will have to be more involved inthe local budget discussions in the future,”he says.

I have a serious concern withregards to what is aimed to beachieved with the new roadtraffic draft regulations andquestion whether in fact thesewere based on an objective atall. The facts are that ourroads are becoming increasing-ly dangerous because ofundisciplined drivers. Regula-tions decreasing speed limitswill not change discipline.

I am 66-years-old and remem-ber a time when there was noway that anyone would set footon a freeway. The reason beingthat there was at least a 75%chance that you would be‘caught’ resulting in seriousrepercussions. Livestockwandering on a nationalhighway would be impoundedif not eliminated in the inter-est of not endangering humanlife. I remember delaying a tripplanned on a Saturday to aMonday as I could not get atail light on my car to work. IfI had not done so there wasagain a 75% chance that Iwould have been caught andwould have suffered seriousconsequences.

We are a country with ahigh unemployment rate.Please consider creatingemployment opportunities byputting sufficient numbers of(uncorrupted) law enforcementofficers on the road with theright authority/power to dealwith undisciplined users. Whatis the point of displaying a100km/hr sticker on the backof your overloaded publicvehicle and travelling at140km/hr on a freeway in thefast lane and then suddenlybraking to veer off to the leftto stop and allow passengers todisembark on the same free-way? If the people ‘designing’these draft regulations havenot experienced this or similarissues perhaps they are not theright people in charge of thedepartment.

Waterlesing besorggroot probleme

I would like to thank Council-lor Hansen, ward councillor forScottsville, for her interest andconcern regarding our commu-nity concerns.

During load-shedding onMonday 13 April vandals hadtried to steal the copper wiringfrom a street light in Bezuiden-hout Street, Scottsville Kraai-fontein.

The light is next to thefootbridge across the N1 andpedestrians are often robbed atthis high risk area. The lightwas in working order but thecover removed.

I reported it to the City’selectrical fault centre on 15April and despite numerousemails and calls, a month laternothing had been done.

I highlighted the safety riskthe exposed wires posed tosmall children residing inproperties next to the streetlight but still nothing was done.

An email to CouncillorHansen resulted in an immedia-te response and request tomanagement that the matterurgently be addressed.

Sad that one has to go tosuch measures before receivingany response from civil ser-vants. The cover has currentlynot been replaced.

But at the same time, thankyou to our councillor for beingactive and responding to theconcern of the community ofScottsville.

Nurses of Tygerberg Hospital receiveda refurbished tea room on Internatio-nal Nurses’ Day, 12 May, from Metro-

politan to thank them for their hard work.The roomwas unveiled by theWestern Capeprovincial minister of health, NomafrenchMbombo, who is a qualified nurse and mid-wife herself.“I feel like I amat home,”Mbombo told the

Tygerberg lecture hall full of nurses beforethe unveiling.“This is anoldprofession, it is anhonoura-

ble profession, even if you don’t always feelhonourable yourself,” she said in an inspi-ring off-the-cuff speech.“When nursing was brought here by the

missionaries, the profession had a high sta-tus and people had a high regard for it. Peo-ple still do. If you allow the profession to godown, youwill lose the confidence of the peo-ple,” she said.

Patient experience“People do not care for your knowledge,

but they care about howyoumake them feel.We can change the patient experience.”This year the theme of the day was “Nur-

ses: A force for change – cost effective andcare effective”.The nurses were treated to tea and cake

in their new tea room and a special pamperstation was put up in the lecture hall foyerto treat the hands of the many workers wholookafter thosewhocannot do it themselves.“Health services across the world face a

challenge of nursing shortages, while SouthAfrica with its high training standards pro-duces sought-after nurses. Nurses form thebackbone of our health sector. The WesternCape government has almost 13 000 employ-ed nurses, with close to 2 000 at TygerbergHospital,” said Tendani Mabuda, senior ma-

nager of nursing services at this hospital.“We expect a lot of traffic in the revamped

tea room, judging by our nurses’ faces whenit was revealed!” Mabuda said.“In recognition of the critical role nurses

play in our national health system and theoften challenging conditions they face, wewanted to acknowledge these individuals bycreating a comfortable space for them,” saysNtombiMponda, brand experiencemanagerforMetropolitan.He adds the refurbishmentis aimed to improve employee efficacy byproviding nurses with a quiet haven inwhich to relax and regroup, and thus assis-ting in boosting staff morale.“We hope these areas evolve into an infor-

mal meeting place where hospital employ-ees can exchange information, generate ide-as and support each other,” he says.The theme of change celebrated on Inter-

national Nurses Day is very significant inSouth Africa as this vocation is facingmanychanges, said Anita van der Merwe, head ofthe nursing division at StellenboschUniver-sity’s Faculty of Medicine and Health Scien-ces.“Nurses fulfil an essential role. They are

the first point of contact, and in many ruralareas they are the only point of contact forpatients,” she said.According to theWorldHealthOrganisati-

to communitieswhere it is neededmost, the-reby helping improve health outcomes andthe overall cost effectiveness of services.An effective and popular measure of cost

saving inhealth care is task shifting, vanderMerwe says. Through this measure, tasksand responsibilities traditionally performedby doctors, such as prescribing medicine,are being shifted to nurses, especially in theprimary care context.

Task shifting“Nurses have been able to prescribe ART

(antiretroviral treatment) for some time andcurrently there are processes underway toextend it to othermedicines in awell-regula-ted fashion,” she says.But she warns that task shifting has to be

carefully planned and managed in order toprevent the overburdening of nurses, parti-cularly in South Africa, which is plagued byhealth care staff shortages.“A shortage of resources, in particular hu-

man resources, means that in addition tothere not being enoughhealth care staff, the-re is also a shortage of administrative staff.Thismeans that tasks such as supply and pa-tient services management are also left tonurses, putting a further burden on nursingstaff, limiting time and lessening energy fornurses to provide quality care.“Burn-out among nurses and midwives is

of great concern,” van der Merwe says. “Ha-ving too much to do causes stress and de-pression. They become despondent and stopcaring about their work and develop an atti-tude of ‘I’ll just do the minimum’, and thisin turn impacts on patient care.”This touches on the secondgoal of theNur-

ses’ Day theme, namely “Being care effecti-ve”, which relates to the extent to whichhealth problems are solved. The basis for ef-fectivenursing is the competence andeduca-tion of nurses, an area undergoing transfor-mation.

al development and early child-hooddevelopmentdirectorate isfinalising the preparations forits annual winter street peopleprogramme.The programme allows non-

governmental organisations(NGOs) to apply for aid so thatthey can increase their capacityto deal with the influx of streetpeople seeking shelter and as-sistance during the wintermonths.The City has more than dou-

bled its available budget for theprogramme this year, increa-sing the allotted funds fromR280 000 in 2014 to just over R600000 this year. The aid, in theform of food, blankets, mattres-ses and toiletries, is distributedin partnership with the disasterrisk management centre andthe Western Cape government’sdepartment of social develop-ment.Bed space at shelters is fun-

ded via the Western Cape go-vernment and the City liaiseswith them regarding the additi-onal demand on bed space du-ring this period. In 2014, a totalof 16 organisations qualified foraid.“We have already started pro-

curing the goods andwearenowfinalising the application pro-cess for NGOs and other civicorganisations whowould like toapply for aid. There is an appli-

cation form that stipulates thecriteria the organisationswould need to meet as well asthe supporting documentationthey need to provide. as non-governmental or non-profit organisations, have facili-ties where people can overnightand comply with all health andsafety regulations.Little said the City will conti-

nue its day to day interventionsaimed at reintegrating street pe-ople and preventing more peo-ple from migrating to thestreets. This includes outreachprogrammes by field workersemployed by the social develop-ment department to provide as-sistance to those who requireemergency accommodation, so-cial work services and rehabili-tation services by directingthem to one of the assessmentcentres across the city.In December, the City laun-

A Belhar musician’s beat is spreadingbeyond the Cape following the releaseof his debut CD.

Royston Skippers is nostranger to the local musicscene. He started by get-ting into the gospel scenein 1976 before the jazzierside of music grabbed hisinterest.

With the release of hisfirst CD, Made Up MyMind, these wide-ranginginfluences come to the foreas he combines his song-writing skills with guitar-ist Allou April for an al-bum that highlights his vo-cal and guitar skills.

Music has always beencentral in his life as hegrew up with a father whowas a musician. But Roys-ton confesses to never hav-ing received any formaltraining.

“Formal training was re-ally out of the questionwhen I was young,” hesays.

“But my music schoolwas all around me, in ourhouse, on the streets, at clubs, so the passionjust kept on growing.

“My basic training was “stealing” withthe ear and eye, teaching myself to play andjust evolving from there.”

He started playing in a gospel band calledSoul Seekers in 1976 and thenChoice in 1985.

For a while he was one half of Flipside withkeyboardist Eddie Petersen before going so-lo.

“When Eddie emigrated in the 1990’s Istarted playing solo at pubs and restaurants

and various other venuesand events,” he said.

“While I loved doing thisI always remained in touchwithmy first love, which isthe music and musiciansfrom Cape Town.

“In this regard I was in-volved in the administra-tive side of things for peo-ple like the late Robbie Jan-sen and Allou April, beingtheir road manager for anumber of years.

“These experiences I willalways treasure becauseworkingwith these legendswas very exciting.”

With the launchofhisCDRoyston feels he wants togive the world a taste of thevariety of styles he loves.

“I may be known for myjazzy style but I grew up in-fluenced by such a lot ofmusic, from latin and salsato pop and lots of soul.

“There have so manytimes when people haveasked me for a CD and I did

not have one, hence Made Up My Mind hadto be done.

It was the perfect way to get the inauguralFNB Cape Town 12 ONERUN off theground. A dip on the finish line and miss-

ing the world’s best by one second.Kenya’s Emmanuel Bett and Daniel Salel

fought to the finish line with the decision,after much deliberation, going the way ofBett in a time of 33 minutes and 32 seconds(33:32). Salel recorded the same time.In near perfect conditions, the race got un-

derway in Milnerton at 9:00. The country’stop 10 men and women were competingagainst the likes of Daniel Salel, EmmanuelBett, Moses Kipsiro and Vivian Cheruiyot.Within the first 2km it was evident this

was to be a hard and fast race. EmmanuelBett, who has run a 27:51:16 over 10 000m,was in no mood for a bunch finish and seta blistering pace from the start. Within 2kmthe lead group of twenty plus had been whit-tled down to eight, with Bett setting the paceand Salel running next to him with Kipsiro,Timothy Toroitich , Elroy Gelant, GladwinMzazi and Lucky Mohale sitting on theirtails.By 3kmMohalehadbeenblownaway.Bett

continued to race at 2:47/km (2 minutes 47seconds) pace which saw first GladwinMza-zi drop off (around 4km just before the raceentered the harbour). Gelant was to fadefrom the leading pack shortly thereafter,and when Kipsiro dropped just before thehalfway mark, it was down to three.Bett was not going to slow down despite

the onset of nausea at around the 6kmmark.As they entered Government Avenue at thetop of Adderley Street (9km), there was stillno splitting Toroitich, Salel and Bett. The10km mark was passed in 27:48 and the racefor a world record was on.Not even the short but sharp climb up

Buitengracht Street separated the trio, butthe climb lost the leaders some valuable sec-onds as they chased the record and huntedfor the win.With just over 1km to go, Bett and Salel

upped the pace and Toroitich fell off. Therace for first place went to the line as bothSalel andBettwere awarded the time of 33:32– just one second off the world record, theofficials giving Bett the nod.Timothy Toroitich finished third and Mo-

ses Kipsiro fourth, with the first South Afri-can home being Elroy Gelant in fifth.“I’m very happy with my run today,” said

Bett. “I have had some injury problems inthe last few years, so this show’s me I’m ingood shape and getting back to where I was.I will be competing in the Prefontaine Clas-sic on 30 May in the 10 000m and then theKenyan trials. Iwant to qualify for theWorldChampionships”.Gelant was ecstatic after his fifth place.

“My hamstring is now all good. This was ahard race. The Kenyans were really flying,but I am very happy”.The women’s race saw four-time world

champion and Olympic silver and bronzemedallist Vivian Cheruiyot break away justbefore half way.She crossed the line in 38:32. Yenenesh Ti-
