A. INTRODUCTION

1. On 2 April 1947, the United Kingdom req\lested the Act1ng Secretary-

General to liIWIDDOn a speoial session of the General Assembly for the purpose

of oonsti tutiDB and instrllcting a Speoial Committee to prepare for the

consideration of the question of Palestine at the second regular session of the

General Assembly (document A/286). In acoordance with Rul~ 4 of' the Provia1.onal

Rules of Procedure for the General Assembly (A/71/Bev.1), the Acting Secretary-

General sent a telegram con'Teying information of this request to the other

Members of the United Nations and asking for their decision '(A/295). On

13 April 1947, a majority of Members havine concurred in ,the request bf the

United Kingdom, the Secretary-Genera.l, in acoordance with Rule 8, summoned

the first epecial session of the Gene1'8.l Assembly to open on 28 April 1947

(A/295, A/295/Corr.l), and communicated to the Mem.bel·S the Provisional a.genda

(A/293). The inclusion of an additior.a.l agenda item, the termination 01' the

Mandate over Palestine and the declaration 01" its independenoe, was req,ueated by

t..hIif~~ta of Egypt (A/287), Iraq (A/200), Lebanon (A/290), Saudi Arabia

(N291), and Swria (A/289), and was circulated in the SU'Pplementary List (A/294)
