An Act to amend the Shipping Regulation Cap. 20.
BE IT ENACTED by the President and Parliament as follows :-
AMENDMENT 1. The Shipping Regulation Cap. 20 (hereinafter "the Regulation") is
amended as follows :-
(a) By repealing section 46 and replacing it with the following:
COMMENCEMENT
"POWER TO MAKE ORDERS may by Order make regulations not
with this Regulation for the better or giving effect to the provisions of this

(a) the forms to be used for the purposes of the Regulation and particulars to be included therein;

(d) A penalty of not more than 50,000 vatu or to a term of imprisonment not exceeding six months or to both such fine and imprisonment for contravention of any such regulations.
(3) The Hinister may from time to time by Order add to or vary or modify any of the ;;chedules to the Regulation including any matter set out therein."
2. This Act shall come into force on such day as the Hinister shall by Order appoint.

To amend the Coastal Trading (Control) Regulation No. 17 of 1980.
EE IT ENACTED by the President and Parliament as follows:-
INTERPRETATION in this (Control) (Control)

(Amendment)
Principal Regulation" means the No. 17 of 1900 as amended by the Act No. 24 of 1981.

AMENDMENT OF THE PRINCIPAL REGULATION 1.. The Principal Regulation is amended as follows:-
(a) In section 1 by deleting the definition of "licensing officer";
(b) Jly substituting "Minister" for "Licensing Officer" wherever those words appear;
(e) In section 4 by substituting the following subsection for subsection (2) -
"(2) lHthout derogating from the generality of subsection (1), a licence granted in accordance with subsection (1) shall -
(a) specify the period for ,.hich the licence is granted;
(b) specify the route or routes which the ship for which the licence is granted may operate;
(c) specify respect to be
the freight rates and fares which may be charged in of goods and passengers being carried or intended carried on the ship for which the licence is
granted";
(d) By repealing subsection (3) of section 4;
(e) In section 5 by adding the following new paragraphs after paragraph (d) -
"(e) the route or routes operated or to be operated;
(0 the freight rates charged or to be charged in respect of goods;
(g) the fares charged or to be charged in respect of passengers";

(0 By repealing section 7 and substituting therefor the following new section -
" " .. CANCELLATION OR SllSPENSION OF A LICENCE 7. (1) The Hinister may cancel or suspend a licence if in his
opinion the licence holder has failed to comply with any condition or limitation to which the licence is subject.
,(,2) "A cancellation under "subsection (1) shall be effective 15 days from notification thereof to the licence holder.
(3) A suspension under subsection (1) shall be effective three days. froUl notif.ication thereof to the l'icence holder.
(4) Where the Minister suspends a licence he shall specify the conditions or limitations with which the licence holder has failed to comply and give such directions as he shall consider necessary.
(5) If in his op1n10n the Hinister is satisfied that the licence holder has complied with his directions he shall either -
(a) restore the suspended licence subject to additions to or variations of its original conditions or limitations; or
(b) restore the suspended licence without making any changes in its conditions and limitations;
Otherwise he shall cancel the licence and such cancellation shall be effective 15 days from notification thereof to the licence holder. tl ;
(g) By repealing section U and substituting therefor the following new section -
"DELEGATION OF POWERS AND FUNCTIONS 8. (1) The M.inister may from time to time either generally or
particularly delegate any of his powers and functions under this Kegulation to any officer holding or acting in any office of the Public Service.
(2) Subject to any general or specific directions given by the Hinister, the officer to whom any powers or functioi1S are delegated may exercise those powers or functions in the same manner and with the same effect as if they had been conferred on him directly by this Regulation and not by delegation.
(3) Every officer purporting to act in accordance with a delegation under this section shall, in the absence of proof to the contrary, be presumed to be acting in accordance with the terms of the delegation.

(4) Every ddegatian shall be revocable in writing at will and no deleg,ation ,'shaH, prevent 'the' exercise of ,any,'power or function' by the biinister".
.J. The -Coastal Tt'ading' (Control)' (Amendment). Act No. 240f ,1981 is repealed.

An Act to amend the New Hebrides Water Supply Joint Regulation No.1 of 1955.
HE IT ENACTED by the President and Parliament as follows :-
!/jENDMENT OF JOINT REGULATION NO. 1 OF 1955 J.. The New Hebrides Water Supply· Joint Regulation No. 1 of 1955
(hereinafter "the Regulation") is amended as follows :-
(a) By substituting -
(1) "Vanuatu" for "the New Hebrides";
(ii) "Director of Public Works" for "Superintendent of Works";
(iii) "Hinister" for "Resident Commissioners";
(iv) "Government" for "Joint Administration";
wherever these expressions appear throughout the Regulation;
(b) By repealing sections 2 and 2A and substituting the following -
"CHARGES FOR WATER SUPPLIED 2. The charges in respect of water supplied by pipe to a
consumer's pre!nises shall be prescribed by Order made by the Hinister;"
(c) By repealing the Schedule to tbe Regulation;
(d) By substituting "20,000 VT" for "twenty pounds" in section 7;
(e) By repealing sections lOA following:

IN EXERCISE of t.he power contained in sect ion 3 of the Civil Aviation Act No. 38 of 1982, I hereby make the following Order:-
AMENDMENT OF O~ER NO. 22 of 1984 1. The CIvil Aviation (Regulations) Order No. 22 of 1981> is amended as
follows: -
(a) In section 17(2) insert the word "not" between the words !lsball" and "be" in line 2 thereof;
(b) In section 37 sUbstitute "section 234(1)" for "section 233(1)";
(c) In section 115(n) substitute "g" for "f";
(d) In section 123 -
(i) substitute the title "RE~UIREHENTS FOR FLlGHT ABOVE 10,000 fEET" tor "RE«UIREMENTS FOR FI.IGHTS AT 10.000 FEET OR t10RE" •
(il) subsection (1) substitute "above" for "atH between "flown" and Hl:mfl and delete the wor9s Itor above H

(e) Repeal section 144 and substitute therefor the following"
"THIRD PARTY INSURANCE COVER 144. No operation shall use or permit to be used an aircraft in
any class of operations without " valid insurance policy to cover all third party risks to a minimum value of Vt 20,000.000.";
(0 In section 174(c) suostitute "air transport" for "charter" and repeal subsection (d);
