Penalty

(1) Where the second appellate authority is of the opinion that the designated officer

has failed to provide service or has caused delay in providing such services without sufficient

and reasonable cause there is provision to impose a lump sum penalty under this act which

shall not be less than one thousand rupees but not more than five thousand rupees.

Provide that the designated officer shall be given a reasonable opportunity of

being heard before any order of penalty is passed against him.

(2) The Second appellate authority may order to give any amount as compensation

to the appellate from out of penalty imposed under this section, but the amount of such

compensation shall not accede the amount of penalty imposed:

Provided that any penalty imposed under this section on the designated officer for

delay is providing the service is refusal to provide service shall be borne by such officer in

personal capacity but not as a functionary of the state Government unless the second

appellate authority directs otherwise.

Provided further that the second appellate authority may, after hearing the

designated officer, apportion the amount of penalty amongst designated officer and any other

officer ( s) as may be found to have contributed to such denial or delay in providing the

service.

(3) If the second appellate authority is satisfied that the designated officer has failed to

discharge the duties under this act, without sufficient and reasonable cause, then it may also

recommended to the appointing or disciplinary authority of the designated officer and

disciplinary action under the applicable service rules be also initiated against such officer.

(a) Director of Animal Husbandry

1. Director Animal Husbandry being the Administrative and Professional head of theAnimal Husbandry Department in the State, exercise all the Administrative and

Financial Powers as enjoined upon the Heads of the Departments in the Himachal

Pradesh Government.2. He shall act as a Chief Technical Advisor to the State Government on all matters

relating to the Animal Husbandry Department.

3. He shall control all the Animal Husbandry affairs in the State and shall issue specialinstructions considered necessary for administrative and professional reasons.

4. Any major policy matter relating to the professional activity shall be undertaken by

him in consultation with two other Senior Officers of the Department who areSpecialists in their disciplines.

5. He shall be responsible for preparation of the budget and appropriation proposals forthe whole department for consideration and approval of the Govt.

6. Submissions of all the reports and returns to the Government(Monthly/Quarterly/Annual Progress reports).

7. He shall exercise all the powers delegated to him by the Government and shall be

directly answerable to the Govt.

(b) Joint Director of Animal Husbandry

1. The Joint Director will assist the Director Animal Husbandry in the performance ofhis duties and responsibilities as stated above.

2. He shall be required to inspect the institutions under his control and shall exercise allthe administrative and financial powers of the controlling officer within hisjurisdictions.

(c ) Deputy Director of Animal Husbandry

1. He shall be responsible for all the Animal Husbandry Activities and for theimplementation of various schemes within his jurisdiction.

2. He shall be responsible for executing and monitoring the progress of various schemesas to their financial and physical achievements.

3. He shall furnish all the reports and information to the Director, Animal Husbandryand any other controlling officer as required by them from time to time.

4. He shall supervise and issue necessary instructions to its subordinate for the properimplementation of the schemes of the department from time to time.

(d) Assistant Director of Animal Husbandry

1. He shall be responsible for all the Animal Husbandry Activities and implementationof various schemes within his jurisdiction.

(e) Senior Veterinary Officer of Animal Husbandry

1. He shall be responsible for the execution of various schemes / programmes of thedepartment within his sub-division.

2. He shall supervise the working of Veterinary Hospitals and Veterinary Dispensaries

in his Sub-Division.3. He shall act as a representative of the department in dealing with other departments at

the Sub-Division Level.

(f) Veterinary Officer of Animal Husbandry

1. He shall be responsible for the execution of various schemes/ programmes of thedepartment within his jurisdiction.

2. He shall be responsible for providing Animal Health/ Breeding Services in hisinstitution.

3. He shall be responsible for the supervision and monitoring of Animal HusbandryActivities in the institutions under his control/ jurisdiction.

(g) Animal Husbandry Assistant/ Veterinary Pharmacist

1. He shall be responsible for providing Animal Health/ Breeding Services in his

institution .

2. He shall be responsible for all stock and store in veterinary dispensaries

3. He shall compile all retuns and other information desired by the department andsubmit in time to the higher ups.

4. He shall maintain all relevant records of dispensary.

and accountability in the Department of Animal Husbandry as has already been depictedin the organizational chart at Annexure-A

iv) Norms set by the Department for the discharge of its functions.As per the present norms set up by the Govt. of Himachal Pradesh for discharging the

functions and activities of the Department of Animal Husbandry, there is atleast one Vety.

Institution in every two panchyats of the State.Presently a total of 2133 institutions are functioning in the State, whose detail is given

district-wise and institutions-wise in tabulated form as Annexure-B. And A.I. Facility on

Animal Husbandry Department has prepared a Citizens Charter for the information of

the General Public, which facilitates in the implementation of programmes/ policies/ scheme of

the Department.

At the grass-root level the departmental representatives i.e. Veterinary Pharmacist/Animal Husbandry Assistant/Veterinary Officer/Sr.Vety.Officer are regularly attending the

xii) Manner of execution of subsidy programmes, including the amountsallocated and the details of beneficiaries of such programmes.

At present the department is executing the following subsidy programmes:-

Livestock Insurance Scheme/Poultry Schemes/Feed and Fodder Scheme/Livestock

Vaccination .

1. Livestock Insurance Scheme for elite Milch Animals (only in District of Mandi & Kangra) isbeing implemented by the department since March, 2006. In this scheme, upto a maximum of

two milch animals per beneficiary are covered under insurance for which Govt. of India

Provides 50% subsidy on insurance premium for a period of three years comprehensive

insurance.

2. 200 broiler chicks scheme:- Under this scheme Schedule Caste /Schedule Tribes families ofShimla District are covered upto a total annual income of Rs. 24000/-. In these scheme 200

broiler chicks along with feed, medicines, equipments etc. in two phases are provided with a

maximum subsidy of Rs. 10000/- per beneficiary.

3. 100% transportation subsidy scheme is available on the cost of transportation of cattle feed inTribal Areas of the State only.

4. Fodder Seed Mini Kits are being distributed under Demonstration Programme of Govt. ofIndia (100% Subsidy).

7. Doodh Ganga Yojna:- It is started by the NABARD. Under this Project improved breeds ofmilch animal will be supplied dairy farmers /Self help Groups to increase milk production in

the State.Under this scheme 50% loan will be interst free and if beneficiary pay his

installment of loan regulary there is further 50% rebate on the remaing interst.10% of total

cost as margin money born by Self Help Group/individual farmers and 90% will be given as

loan by the banks.This project has now been extended to entire state.

amount of Rs. 7099/- ( Seven thousand ninty nine only ) has been collected by the Deptt.

2. 9 appeal was filed with appellate authority. Which have been disposed off.

3 2 appeal / complaint was made with the State Chief Commissioner pertaining to the

Department of Animal Husbandry Himachal Pradesh during the year 2011-12.
