    FOREWORD

    Autonomous Province of Vojvodina, the constituent part of Serbia, is known as multi-ethnic, multicultural and multi-re-ligious province with the population of 1,931,809 inhabi-tants and the area of 21,506 km² bordering with three EU Member states – Croatia in the west, Hungary in the north and Romania in the east. More than 25 ethnic communi-ties out of whom the Serbs make 66,76%, Hungarians 13%, Slovaks 2,6%, Croats 2,43%, Romanians 1,32%, Ruthenians 0,72% and with six languages in official use make AP Vo-jvodina one of the most ethnically and culturally diverse regions in Europe. The geography featuring fertile low-land area intersected with three important European riv-ers – the Danube, Tisza and Sava, canal network, the Fruska gora mountain, network of roads and railroads connecting Central and Western Europe with the Balkans and Middle East has to a large extent determined the agriculture and food production as the priority sectors in the province. Institutional architecture providing space for exerting the competencies in public policy making aimed to socio-eco-nomic regional development comprises a wide range of organisations and public institutions whose main function is to define the legislative and strategic framework in close co-operation and partnership with relevant stakeholders at national, provincial and local tier of government.However, the role of forty five (45) municipalities in design-ing and implementation of Vojvodina regional develop-ment strategy on one hand, and in applying for the financial assistance from different EU funding instruments available for the Republic of Serbia on the other, has been indispens-able. Learning the skills of project development, informa-tion and knowledge share, strengthening the partnership building capacities and certainly the project implementa-tion skills according to PRAG rules and procedures were essential for most of the Local Economic Development Of-

    fices (LED Office) established and operational over the past decade. IPA Programming Period 2007-2013 was a specific “learning laboratory” and a challenge per se for most of the local authorities – both in larger urban centres such as Novi Sad, Subotica, Sombor, Zrenjanin, Pančevo, Kikinda, Sremska Mitrovica, Vršac, or in the smaller municipalities such as Apatin, Kanjiza, Ruma, Alibunar, Bac, Titel or Zitiste. It is important to note that every single local government in Autonomous Province of Vojvodina had successfully im-plemented or was a partner in at least one project funded during IPA Programming period 2007-2013. This publication aims to promote internationally the suc-cess stories and good local practice in different priori-ty measures within the Programmes for which the local authorities acted either as applicants or partners: IPA Cross-border Co-operation Programmes Hungary-Serbia, Croatia-Serbia, Romania-Serbia, IPA National Programme for Serbia – EXCHANGE, Socio Economic Development of the Danube Serbia Region, Municipal Infrastructure Sup-port Programme, Civil Society Development, Transnational Co-operation Programmes and within the Europe for Citi-zens Programme. This catalogue includes data and general project description of all together 122 projects with the EU financial support in the amount of over 72.000.000 €, thus to serve both as a tool for promoting the “Vojvodina Stan-dard” of responsive performances of local governments and even more as a learning tool for IPA 2 Programming Period.

    INTRODUCTION The financial framework of the European Union for the period 2007-2013 is largely behind us. Evaluation and assessment of the effects of support that the European Union provides to the countries in the EU accession process has been completed, except for the projects whose implementation is still pending. The very purpose of the evaluation process, as one of the key stages in the project cycle management is to enable entering into the new financial framework for the period 2014-2020 as better prepared and wiser.

    Instrument for Pre-Accession Assistance IPA is the fund from the European Union (EU), was established underpinning a policy of solidarity in relation to the countries that are in the process of accession. These funds are intended for the process of implementing fundamental reforms for each of the country willing to join the European family of nations. One of the most fundamental principles of the EU assistance is the principle of additionality or co-financing of economic and social reforms that countries in the accession process implement, which means that the European funding is combined with national participation, ie. national budget funds and other funding sources.

    Planning the budget of the Instrument for Pre-Accession Assistance (IPA) follows the EU budget cycle, which means that the IPA is planning covers a period of seven years. In the previous budget cycle of the EU, in the period from 2007 to 2013, 1.4 billion Euros was allocated for Serbia of the total 10.5 billion Euros from the IPA funds. In the course of the previous programming period, the focus of EU financial assistance was to support the beneficiary countries through the Instrument for Pre-Accession Assistance (IPA) so as to strengthen their administrative capacity and to support the process of complying with and implementation of the Acquis Communautaire. Serbia in this context received support through IPA component I (Transition Assistance and Institution Building) in a fairly balanced manner in these sectors.

    By 2011, the European Commission grouped the support program through the first component of the IPA into three areas: political requirements, socio-economic development and EU standards. However, when defining the priorities for funding in the period from 2011 to 2013, all priorities of support, and therefore projects were defined within seven, above mentioned sectors. This change has enabled a comprehensive monitoring of implementation of assistance, its better structuring and identification of coherent priorities at the sector level. More concrete shift in this respect, with a more focused assistance and more detailed monitoring through clearly defined indicators, has been made only in the new budgetary framework.

    implemented EU assistance, mainly through reports and recommendations of relevant actors in the programming process of EU assistance, such as the European Integration Office, the European Commission, through its instruments of regular evaluation of assistance and assessment of the European Court of Auditors.

    More accurate monitoring of the assistance intended for the local self-government cannot be determined due to the difference in coverage, but for the purpose of this publication we will rely on a definition in the document “National priorities for international assistance to the Republic of Serbia”, which already has its fourth generation of documents1 and the existing one is covering the period 2014-2020. NAD (Needs Assessment Document) is a strategic program document which will allow a greater harmonization of international aid with the national priorities, so that donor interventions become complementary to national priorities and the allocations from the state budget for implementation of strategic reforms.

    However, since we need to analyse the period from 2007-2013, it is necessary to identify the framework within the sector definition of NAD third generation, referring here to the 2011-2013 period in which the assistance to the local self-governments was classified under the sector reform of the state administration.

    The sector of Public administration reform in the context of the 2011-2013 NAD includes “a wide range of public sector institutions, including the executive authority at the central level (24 ministries, public agencies and special organizations), local governments (23 cities and 150 municipalities) and public utility companies. The Sector encompasses the on-going process of reform of state administration in the Republic of Serbia, ie. a number of areas providing effective management and efficient functioning of the state at all levels of government as well as financial management and control and other areas that provide smooth executive functioning, such as public procurement, information management, human resources, e-government and similar. “2

    Since 2014, a new method of aid classification is applied according to which local and regional development is classified as a multidisciplinary or horizontal question. This allows for the issues of regional development and local government to be discussed at the level of each priority and measure, as well as to measure and assess the performance in each sector/thematic area.

    The total volume of IPA funds for the period 2007-2013 allocated for the public administration is significant: The EU has funded 44 contracts worth a total of 89.834,003 million Euros. The most important beneficiaries were the Department of Statistics of the Republic of Serbia (26,300,000 Euros), Customs Administration (15,807,000 Euros), and the Ministry of Finance (8,777,000 Euros), the Tax Administration (8.6 million Euros), the Ministry of Public Administration (7.11 million Euros), etc.

    Local governments are supported largely through grant schemes, ie. through three programmes “Municipal Support Programme - MSP” and through the grant scheme “Exchange”. The implementation of these grant schemes was managed with the technical support of the Standing Conference of Towns and Municipalities (SKGO). An approximate value of the funds (2007-2013) designated under the EU assistance for local governments is slightly above 100 million Euros (including direct grants of SKGO).4

    Within this sector, significant resources (about 83 million Euros) were directed to “Other/horizontal” activities, such as a series of projects for the preparation of project documentation and planning and programming of EU aid (PPF), projects to support the harmonization with the Acquis EU (PLAC), projects such as the EU Progress and other projects funded by the so-called Unallocated envelopes.

    Given that the focus of assistance in the previous period was the adoption of laws harmonized with the EU Acquis Communautaire and implementation of the reform process, it is clear why the most direct beneficiaries of this aid were the central government bodies, while the local self-governments were mainly beneficiaries through grant aid schemes. On the basis of the evaluation of the European Court of Auditors, it may be concluded that Serbia was certainly better prepared to use grant schemes than infrastructure projects. The implementation of infrastructure projects obviously required much more systematic approach and strengthening the administrative capacity at all levels, from the central government, provincial and local government.

    Based on the findings in the report of the European Court of Auditors it is stated that “the implementation of all projects that were audited was sometimes with significant delays, which may point to an overestimated capacity of some of the project partners from Serbia. There are numerous bottlenecks in the absorption of large infrastructure projects such as, for example, the project “Žeželjev bridge”. Better absorption of IPA projects was reflected in calls for grants in particular the grant schemes in the framework of the ‘Municipal Support Programme-MSP” within which more than 200 projects were submitted, out of which 67 projects were financed and largely completed within the scheduled time.”5

    An important challenge, as stated by the Office for European Integration and the Delegation of the EU to the republic of Serbia, is that little attention is given to the strategic importance of projects or their potential contribution to achieving the strategic objectives, and that often when assessing the level of preparedness of the project, the quality and completeness of the planning and project documentation has not been taken into account. Inadequate and incomplete documentation is an important factor in the delays of full and timely preparation of infrastructure projects in Serbia, resulting with the delays in tender procedures, subsequent slow implementation and poor absorption of the funds available. Given that the costs of preparing large infrastructure projects can represent as much as 10% of the total value of the project, selection of projects with incomplete documentation also leads to inefficient and ineffective use of the budget for technical assistance. The problem of poor quality of documentation is related with insufficient administrative capacity of relevant ministries and public utility companies for monitoring the preparation and implementation of infrastructure projects.

    With this regard, the document “National priorities for international assistance 2014-2017, with projections until 2020” determining the methodology for selection and prioritization of infrastructure projects, as its integral part was also adopted. The purpose of this methodology is to establish a standardized and objective mechanism of identification, strategic evaluation, selection and prioritization of infrastructure projects to be financed from the funds of international development assistance.

    The criteria for prioritization has been developed separately for the following sectors and sub-sectors: energy, transport, environment (waste management, water/waste water), and business infrastructure (industrial zones, business parks, incubators).

    Capacity is the key word that comes to mind in assessing the effects of assistance provided in the previous period. Whenever the stakeholders engaged in the project cycles were trained, familiar with the procedures, aware of the limitations in the planning and implementation, the projects were implemented without major difficulties. The preparedness of Serbia to join the European Union on equal footing and to use properly the significant funds to be made available upon becoming a member state that will be some ten times higher than the amount Serbia currently receives as a beneficiary country for pre-accession assistance, will largely depend on the institutional capacity at all levels.

    “When it comes to the IPA funds, the main challenges in the forthcoming period (which will determine whether Serbia will be successful in the use of EU funds after accession or go astray as some Member States) are related with a complex institutional framework, insufficient preparedness of urban, planning and technical documentation, lack of retention policy for civil servants engaged in the project management at central and local level, lack of monitoring and evaluation of programs and projects financed from the state budget and an underdeveloped system of internal financial control in the public sector. “6

    This publication attempts to comply with the principles of the culture of evaluation, establishing and maintaining a system of continuous review of the effects of the achievement in terms of implementation of economic and social reforms in Serbia funded by the national budget and supported by the European Union. On the basis of relevant analysis of the effects of implemented programs and projects funded by both the domestic and foreign taxpayers, it is necessary to constantly improve the process of programming and project management. Only in such an open process of review and evaluation of the effects in relation to the strategic development goals all levels, we will be ready, as a society, the state, local communities or individuals, to build the capacities necessary to join the European Union and use much larger and more challenging funds than the IPA, namely the structural funds.

Main project results:In each of the cross border regions the project establishes an umbrella organisation (EcoRuralNet) on a NUTS 3 level. The organisations will each set up an info desk in an attractive location in their region. An interactive web site will support their action. Considering the above mentioned the activities put emphasis on improvement of tourism services and building new service capacity. Networking and marketing activities such as web info, info desks, organisation and participation on specialised fairs will have a long term impact on the tourist activities and number of visitors.
