Karnataka State Universities Rating Framework

The Karnataka State Higher Education Council (KSHEC),

Department of Higher Education, Government of Karnataka has

released the inaugural edition of the Karnataka State Universities

Rating Framework (KSURF), a comprehensive assessment of all the

Universities in Karnataka.It was released by the Hon'ble Minister

for Higher Education Shri Basavaraj Rayareddi on 31st March 2017.

The report has been compiled by ICARE Ratings, the research &

analysis division of the Indian Centre for Academic Rankings &

Excellence on behalf of the Government.

SOCIAL EQUITY IN HIGHER EDUCATION

The true potential of India’s youth can be

harnessed only through access to higher

education. However, our national effort in increasing

such access could be futile without nurturing social

equity. The immense potential of our youth belonging to

the vulnerable sections of the Indian society is as yet

untapped. The University Grants Commission (UGC) has

all along given emphasis in enhancing participation of

Scheduled Castes (SCs), Scheduled Tribes (STs),

Minorities, Other Backward Classes (OBCs), Persons

with Disabilities (as defined in the PWD Act, 1995) and

Women in higher education. Some of the notable

schemes of the UGC for nurturing social equity for

various beneficiary categories in vogue are Indira Gandhi

Post Graduate Scholarships for Single Girl Child,

Residential Coaching Academies for Minorities, Rajiv

Gandhi National Fellowships for SCs & STs, and

Maulana Azad National Fellowships for Minorities, Post-

Doctoral Fellowships for SCs, STs, and Women etc.

This brochure outlines a number of initiatives launched

by the UGC towards enhancing access with equity

through provision of various fellowships, post-graduate

scholarships, coaching schemes, residential coaching

academies for minorities, support to institutions with

relatively higher proportion of SCs, STs, Minorities,

capacity expansion for OBCs, support to persons with

disabilities, empowerment of women, etc. On the

conceptual plank, center for studies of social exclusion

and inclusion have been established in a number of

Central, State and Deemed to be universities. The UGC

is committed not only to strengthen the ongoing

programs but also to continue to innovate meaningful

programs with great vigour to achieve increased

participation of SCs, STs, Minorities, OBCs, PWDs and

Women in higher education. We in the UGC believe that

nothing can prevent India from occupying its rightful

place among the leading knowledge societies of the

world when every young eligible Indian from the weaker

section, also, partakes in the exciting enterprise of Indian

higher education. It is hoped that the policy makers and

the academia will find this brochure useful.

VALUE BASED EDUCATION

Education not only makes a man a perfect

gentleman, it also arms him to meet all

the situations in life. An educated man can always face

difficulties in a better way than an uneducated person.

He knows how to face the difficulties in a calm and quiet

way. Instead of getting worried on the onslaught of

difficulties, he will welcome them. This is the only

chance in the life of a man to bring to the fore the latent

powers which lie hidden in a man, till they are put to use.

So long as the man is in a comfortable position, he need

not exploit this hidden treasure. However, once he is in

straitened circumstance, he is compelled to use every bit

of energy to fight out the adverse circumstances. This

can be done only by an educated man, who is not

frightened at the sight of the difficulties, because he does

not allow them to get on to his nerves. It is said that it is

not ease but effort, not facility but difficulty that makes a

man. Thus, the education helps a man to develop a

balanced personality. The main in use dies, the moment

we stop learning. Learning can be by observing the

things, which are happening around us in case of a man

who is an illiterate person. However, the main source of

learning is education. A literate person can learn so many

things within no time by going through a book. An

educated man can also communicate with others and

disseminate knowledge orally and in writing. Hence, the

importance of education can hardly, be overemphasized.

To impart education, the best is to establish a school. A

school-teacher can teach fifty or more children in a class.

A child owes his physical existence to his parents.

However, for his spiritual and intellectual existence, he is

indebted to his teacher. There is no denying the fact that

a man, in the absence of education is nothing but a beast.

It is also after receiving the education that a man learns

to distinguish between wrong and right, between good

and bad. He also comes to know, what are his rights and

what are his duties. He is also taught how to vindicate his

rights and how to perform his duties. Thus, the

importance of education can hardly be over-emphasized.

It is said that the greatest charity is to impart education.

In view of the above stated position, the truth of the

above dictum can hardly be disputed. An educational

institution can thus be said to be a permanent There is no

denying the fact that a man, in the absence of education

is nothing but a beast. This lecture was delivered by

Justice Mohd. Shamim at Dr. Bhim Rao Ambedkar

University, Agra on 18 September 2003 as part of the

UGC’s Golden Jubilee Lecture Series. 3 source of

imparting education to all and sundry. It would thus be a



source of charity, which is durable. It is likely to last for

all times to come and so long it lasts, it will enkindle

every hearth and home.

The development of the character is one of the greatest

aim and object of education. It is said that if wealth is

lost nothing is lost, if health is lost something is lost, if

character is lost everything is lost. So we have to educate

our children to have self-control over their passions,

prejudices and evil tendencies. The same should be made

subservient to an upright and reasoning will. If the said

object is achieved, this world would be free of the crimes

and the evil which has permeated every nook and corner

of our society. In our educational institutions an

educational qualification is judged by putting a man to

test in the form of examinations and on his successfully

passing the said examinations, he is considered an

educated man. I feel acquisition of educational

qualification is not the main aim of the education; the

aim of the education is to excel morally and to develop a

good character. The boys are to be taught to be good

citizens; a man may be a scholar par excellence yet he

may not be a good citizen. That is why I lay emphasis on

the moral development, if he has developed a good moral

character, in that eventuality the life’s journey is very

easy for him. He can perform the undulating actions of

life in an efficient and nice manner.

We should always be ready and willing to help our

fellow beings. This is what we have been created for and

this should be our aim and object in life. We should

always be ready to share our wealth and resources and

our ideas with others because by giving them we would

be adding something to our kitty and we would not be

losing anything. It is said that “man should help man”

that is the quintessence of religion in nothing do men

approach so nearly to the gods as in doing good to men.”

The next thing, which is to be inculcated amongst the

boys is that they should be taught to develop a strong

will. A man is weaker or stronger in proportion to the

will power at his command. A man with a strong will

would be successful in each and every sphere of life

because it is the tenacity of the purpose with which we

attain our goal and it is this which we never lose sight of.

Firm determination, constant struggle and all embracing

love are the three weapons with which we can fight

every battle of life. Even if we fail, we should not be

daunted by failures. Failure is not something bad. Failure

to learn from failure is, we should learn from our past

mistakes and continue our future journey.

Experience of the last few decades has

unequivocally established a near

coalescence of the generative, application and trading

phases of knowledge. Intersection of seemingly

unconnected and diverse fields in science and technology

have given birth to unforeseen interfaces creating

convergence technologies spanning developments in

Biotechnology, IT, telecommunications, smart materials,

etc. The need to “ad(d) venture” with knowledge is being

felt more than ever before. We therefore need realistic

legal frameworks that would nurture innovation, provide

for ownership of knowledge, facilitate fearless

knowledge sharing / transfer / rejuvenation, encourage

fair benefit distribution between the innovators and

advancement. Appreciation of the issues of knowledge

ownership and IPR linked issues are now beginning to

take a center stage in all knowledge linked activities. As

the knowledge space gets segregated into aggregates of

proprietary domains and non-proprietary domains,

contemporary knowledge of “prior art” becomes an

imperative to ensure that one is either not trespassing

into “someone’s owned knowledge space”. It may be

realized that when confronted with infringement claims

results could be expensive and disastrous. There is no

excuse for ignorance of the consequences of IPR! The

academic world has now to come to terms with such

realities of knowledge dynamics. Global outsourcing of

expertise, cost effective manufacturing, distribution of

products and services are new emerging avenues for

institutions to establish and foster collaborative linkages

in research, contract research, sponsored collaborations,

working in cross-functional teams culminating into

industry-university joint projects. Working with high-

tech companies also involves developing complex

licensing agreements. Time is knocking at our

institutional doors to evolve effective means of transfer

of house-grown technologies to the industry. Knowledge

knowledge ownership and its strategic management are

assuming crucial dimensions demanding reengineered

thinking, newer organisational turf in academics and

enterprises for speedy value creation, wealth generation

and wealth realization. To meaningfully participate in

such activities, academic institutions of today and

tomorrow will have to develop among other professional

expertise, 21st century techniques in knowledge

engineering, information metering, institutional

management of their intellectual property with targeted



strategic IPR portfolio, transferring intellectual property

rights appropriately at optimum value to commercial

enterprises.

Multilateral, Regional and bilateral trade agreements

between nations are beginning to influence global

generation of knowledge and its movement across

borders. Trade Related Intellectual Property Rights

(TRIPS) as a part of the bag of 60 agreements within the

framework of the World Trade Organization (WTO)

makes it obligatory for the IPR laws in member countries

to comply with minimum standards agreed as part of the

TRIPS agreement.

The implication of GI as an IPR instrument is that it

gives rights to the people who produce these products in

a specified region to stop others from using the

geographical name in marketing the produce which does

not originate from that defined area. Examples of such

products are wines, champagne, cognac, port, sherry, etc.

This has been effectively exploited in Europe but is yet

to be put into practice in developing nations where

traditional goods (agricultural and non-agricultural) have

been in existence for centuries. The provisions are yet to

be effectively explored by governments in most

developing countries. It may also be noted that once the

geographical indication has been registered in a country

one must proceed to have it internationally accepted so

that it is globally recognized as a geographical

indication.

Visvesvaraya Technological University had organized a

State Level Science Exhibition cum Competition on

“Science and Technological Solutions for Specially

Abled Persons” on the eve of “Science Day” celebration.

The inauguration function of the event was held on 10th

March 2017 at “Jnana Sangama”, Belagavi. Dr. Anil B.

Patil, Renowned Orthopedic Surgeon of Belagavi was

the Chief Guest on the occasion.

Specially Abled Children, Smt. Gayatri Gawade, CEO,

were guests of honor on the occasion.

After the inauguration, Dr. Anil Patil said that, “elite

class people have come forward to work diligently to

ensure that people with special needs are treated with

care and respect. Each of us must help them in their day

to day life. The best way we can help is to provide them

unconditional love, support and patience”.

"There are thousands of differently abled people around

us. We have to take the time to understand and inspire

them. All they need is a little push and a smile of

appreciation” he added.

74 projects and ideas were presented from 45 institutes

from Diploma, Degree and PG (Medical, Engineering,

Management, Science, etc) colleges all over Karnataka.

International Women’s Day

International Women’s Day was celebrated at

Visvesvaraya Technological University, “Jnana

Sangama” Belagavi on 8th March 2017. Scientists from

Indian Space Research Organization (ISRO) Mrs.

Dakshayini B.P. and Mrs. Roopa M. V. were the Chief

Guests on the occasion.

In her address Mrs. Dakshayini said that “India has

created history by becoming the first Asian nation to

reach the Mars orbit in a space mission. The objective of

the mission was to explore the opportunities whether the

habitation on the Mars is possible because seasons and

atmosphere on the Mars are similar to earth”.

“Working women have to develop required job skills and

balance between work and family affairs and also should

be aware of their health” she added.

Another chief guest Mrs. Roopa said that “woman power

was at the core of India’s mission to Mars. ISRO has

over 24 percent women on its roll. Some are heads of

laboratories, some are deputy directors of major centers.

All of them are working day and night”.

Life skills programs for lecturers of the Department

Technical Education is being conducted in coordination

with Department of Technical Education Government of



Karnataka, NIMHANS Ministry of Health Government

of India and Department of Youth and Sports

Government of Karnataka so far 100 lectures have been

trained for life skills training and further a target has

been set to train 500 students by each participants. This

particular program is being conducted to develop and

implement an integrated behavioral, mental and

Psychological support for lectures teaching diploma

students. This program under Yuva spandhana scheme of

Department of Youth and sports will impart 6 days

training for understanding better life skills. This program

is being sought to address the Accreditation activities in

the Institutes. Further all the principals and Lectures of

various departments will be trained for life skills

improvement under this program. This is expected to

cover all the teaching fraternity under this program.

Free Eye screening camp for the staff at Directorate of

Technical Education and the students of Sri

Jayachamarajendra Polytechnic, Bengaluru was being

held by Department of Technical Education in

Coordination Nethradhama Superspecaility Eye Hospital.

This program is held especially to benefit diploma

students and cover the criteria on health aspects in the

process of Accreditation. The department felt its

indebtedness to the Nethradhama Superspecaility Eye

Hospital for conduction such an eye camp and extruding

the support to the Govt. institutes of the department.

“GURUVANDANA” Programme in government

polytechnic, Chintamani on 11-03-2017 from 1999

Golden Jubilee Batch mechanical engineering alumni.

In our Govt. Polytechnic, Karwar on 20-03-2017 Technical

Quiz 2017 was held in association with Institution of

Engineers (India), Indian Society for Technical Education

Student Chapters and Alumni of Govt. Polytechnic, Karwar.

Students from all 6 branches of Polytechnic in a Team of 3

members participated in the event. E & E branch students

secured First place, ME Branch students secured second place

& CSE Branch students obtained Third place. The winners

were honored with Trophies. All the students & Staff

Health camp : Redcross and NSS unit of our Polytechnic in

association with Bhagawan Mahaveer Ayurvedic Medical

college Gajendragad had organized Health Camp for the 1st

year students of our polytechnic.

The Blood group and hemoglobin were tested and recorded in

their Health Cards. A Group of Doctors from Ayurvedic

Medical college advised the students to consume nutritious

food. They appealed to thestudent community to stay away

The most important event of SNMP Innovation club –

‘Kaushalyam 2017’, technical project exhibition competition

was organized on 30th and 31st January 2017 in our college

campus. Thousands of students from nearby schools and

colleges and general public visited the exhibition and

appreciated the efforts put on by our students.

Totally 90 projects were exhibited which included the projects

on waste management, plastic disposal, machines which can

assist in irrigation and agricultural activities like coconut

plucking, segregation of areca nuts, smart cooking devices,

smart school van, security systems, automation systems,

timetable generating software, water conservation techniques,

cooking equipment like vermicelli making machine etc. Seven

department clubs constituting of around 380 students

exhibited their technical skills and talents. ‘Best Project

Award’ was given to most innovative project in each

discipline and ‘Yantra’, the Mechanical Engineering club was

selected as the ‘Best Innovative Club of the year 2016 -17’ for

exhibiting maximum number of innovative projects. Sri

March’ 2017, in which

students of Seshadripuram College have exhibited their

excellence by achieving Bronze medal in Table Tennis

Training Centre", Kanakapura Road, Bengaluru for 3-

days training workshop. Sufficient exposure on Ground

Reality situations being encountered on site was given.

It is an essential, beneficial training being given by the

Hotline Training Centre. As a Part of the" Unnat

Bharath Abhiyan", the students of final year Diploma in

Civil Engineering visited Gollahalli Village. The final

year students of Computer Science and Information

Science visited Attibele, Anekal Taluk. Prior Permission

from the local authorities were taken for the event.Both

the teams accompanied by their faculty members

engaged themselves in creating awareness about the

importance and need for maintaining and clean and

healthy environment and cashless transactions, usage of

internet and the like. Sufficient exposure was given on

the maintaining and conservation of natural resources

mainly water. The teams visited the Government

Schools of the respective areas. Relevant videos were

shown and skits were presented to the audience.

Cleaning of the area and planting of saplings were done.

This overall experience will definitely help in bridging

the gap between urban and rural areas to a great extent.

Engineering. He gave detailed presentation on modern

research in Mathematics & gave brief description about

how mathematics is used in military field for land mine

detection purpose, used in crime for detecting a number

plate of vehicle and used in medicine field for cure of

cancer. The function was organized through Training and

Photography as a profession: In order to encourage

students towards self-employment, a special programme

‘photography as a profession’ was arranged wherein

professional and passionate photographers shared their

views about taking up photography as a profession. The

Students are informed about the necessary of email

and awareness programme about creation of email was

undertaken. In the month of November ‘SSAS

placement’ a WhatsApp group has been created to

inform students about the vacancies and Competitive

Exams. The useful information received from Placement

Officers Group like General knowledge and other study

materials are being shared

Resume writing: Placement Cell Coordinator Dr. T.V.

interview preparation. Various ways of resume writing

were explained with examples. Information about

frequently asked interview questions, self-introduction

Mock Interview

On 17.01.2016 Mock Interview was conducted by

Placement Cell in association with Commerce

Department. Students were tested in the areas of G.K,

their interested subject, Communication and Attitude,

their ambition and interest and Corporate Etiquittee. Dr.

T.V.Varuni Placement Cell Co-ordinator, Dr. K.

Pannangadhara, HOD Department of Commerce, Smt.

Roopa.P.C. and Mr. Muralidhara of Journalism jointly

conducted Personal Interview for the students.

Group Discussion

Group Discussion was conducted by Dr. T.V.Varuni

Placement Cell Co coordinator for students making 5

teams with various current aspects. Students were

informed about the way of Presentation, Opinion

Framing and Group Behaviour.

Kirloskar a Koppal based steel industry has been

contacted to conduct campus drive and the response is

awaited.

Government First Grade College, HSR

Layout, Bangalore. During the semester holidays in the month of December

2016 from 05.12.2016 to 30.12.2016 students were

trained by Tata Consultancy Services. Trainer Captain

Thomal Paul on Interview Skills which includes

Aptitude, Verbal Reasoning, Group Discussion and

Personality Development.

As the New Year started for even semester, the

Placement Cell had a week long (5 days) activity from

09.01.2017 to 13.01.2017. On ICICI Foundation –

Academy for Skills addressed students about free

Vocational Course at their campus in Bommanahalli on

Office Administration and Web designing.

Mr. N Madhu Sourcing Associate elaborated about the

course.

On 10.01.2017, Career Counseling Programme was

arranged for all final year students of

BA/B.Com./BBA/B.Sc at the college auditorium by JET



KING, Jayanagar. Mr. Santanu - Centre Manager

addressed the students. Mr Ambarish – Cluster Head, Jet

King gave presentation on Career Opportunities.

On 11.01.2017 Magic Bus Foundation, presented a

session on Livelihood Training Programe pertaining on

Job skills Training and Placement. Ms. Arathi Singh –

Regional Head, South, Ms. Karpagam Prakash – Centre

Manager, Mr. Sai – Operations Manager South, Mr.

Vishwa – Placement Trainer and Mr. Deepak

Management Training were present at the programme.

Students were imparted on Free Training course, Job

skills training, Computer Based course, BPO training,

Employability Test, Career counseling in the last five

days program

On 12.01.2017 Job Fair – Employment Test was

conducted by ICA – Institute of Computer Accountant

for B.Com. and BBA Students. 77 students have

appeared for the written test conducted at our own

campus. Mrs. Chitra – HR Manager addressed the

students about their company. Mr Neelesh – Trainer and

Mrs Suman Raj – Trainer conducted the written test

round. Later Ground Discussion was conducted by

Ms. . Poorvasha Consultant and Ms. Shalu consultant.

On 13.01.2017 ANTS Consultancy, training

partner NSDC and Titan, addressed the students on CAD

training and Tally course which includes data entry,

retailing and health care. Ms. Sumana Acharya –

Consultant and Mr. Venugopal – Tally trainer gave a

detailed note about the program.

Government College for Women, Kolar A four week Personality Development Programme

conducted by INNODIGITIX LAB was formally

inaugurated on 23/07/2016 by Sri Anjanappa, the

principal of the Government College for Women, Kolar.

The programme was conducted by the INNODIGITIX

LAB group to provide necessary basic job skills to the

graduating students of the Institution. The Placement

Officer Mr. S.Rajendirakumar, Asst. Prof. of Computer

Science, the Programme Co-Ordinator had taken

necessary steps to execute this successful programme.

The session was divided into four classes and started on

Saturday 23/07/2016. The sessions involved a carefully

planned step by step mechanism, whose detailed

synopsis is dealt within this report.

The Swot Analysis

The SWOT analysis is a structured planning method

used to evaluate strengths, weaknesses, opportunities and

threats involved in a project or a business venture or in

once personality. The training Classes were handled by

INNODIGITIX lab team members Sri.Ganesh and Sri.

Adarsh. They had taken the class very interstingly.

COMMUNICATION SKILLS

Communication is the purposeful activity of information

exchange between two or more people in order to convey

or receive the intended meanings through a shared

system of languages and signs. The classes were handled

by Mr. Sharma and Mr. Vinay of INNODIGITIX lab

team members. They discussed about the topics of

Barriers of Communication, Process Of Communication

And The Types Of Communicaton. Also they discussed

about the differences between listening and hearing.

Some activities were done in the Playground. Every one

participated in the game with interesting mind.

Time Management

Time management is the act or process of planning and

exercising conscious control over the amount of time



spent on specific activities especially to increase

effectiveness, efficiency or productivity.

Aptitude And Logical Reasoning

Aptitude and logical reasoning refers to the IQ testing

questions asked in the competitive exams and interviews.

Solving of such types of questions consume a lot of time

and are also likely to exhaust a person mentally.

Therefore it is necessary to learn the tricks and short cuts

by which these problems can be addressed very easily.

Even through short cuts it is possible to solve them only

if a person is regularly practicing the method. The

trainers taught about Effective time management,

Aptitude and Logical reasoning and gave Tips for Time

Management, Resume Writing and Interview Behaviour.

Around 300 students were registered and participated in

the programme. The next Follow-up Classes will be

conducted by the Team members in the Month of

January 2017 before the Placement drive.

Government First Grade College Mangalore

Two III B.Com students of GFGC Mangalore Carstreet

participated in the intercollegiate Quiz Competetion

organized by Infosys Technologies on 15.10.2016 at

Infosys Technologies Campus Bangalore. A preliminary

quiz was conducted by the Placement Cell of college on

12.10.2016 with a intention of selecting the best team.

Six teams took part in this quiz and Vineeth and Krishna

Narayan were top scorers who were selected for the quiz

competition.

Principal Prof. Rajashekar Hebbar C accompanied the

contestants of quiz competition. Our team was one of the

10 teams selected teams for final round out of 60 teams.

Our students actively participated in the quiz and

managed to answer good number of questions in the

preliminary round. It was a great opportunity for the

students of our college to participate in the quiz

competition conducted by International level IT

organisation and to have a wonderful exposure to high

level, international standard quiz competition.

Our college would like to thank the Nodal Officer Prof.

Narayana Prasad for providing a platform to participate

in the quiz competition organised by Infosys, a reputed

multinational software company.
