TODAY, WE LAUNCH MY NEW BOOK TITLED Leyte-SamarShadows: Essays on the History of Eastern Visayas. Itis a collection of essays I have presented in regional ornational conferences and/or published in academicjournals over a period of 15 years. This book givesgreater focus on developments in the “shadows” orthe periphery of nationally-known historical eventsthat involved the Leyte-Samar Region, and highlightsthe pivotal roles and viewpoints of the unknown andunsung heroes and actors in these events. It also providesa comprehensive inventory of journal articles andbooks on the history of the region that were publishedover 40 years since the late 1960s.

Although this is the first-ever book launching tobe held in Biliran Province, this is the fifth launching ofa book I have written or edited… Since you will beable to read the more technical and detailed aspects ofmy new book during your own sweet time in thedays, weeks, months or even years ahead, let me focusinstead on the personal circumstances that surroundedthe research, writing and presentation of its chapters;on the human interest angle, as it is called in journalism.

When Noel Pla and I discussed the idea of thisbook launching in Naval together with Rep. Glenn A.Chong, the first thought that crossed our minds wasthat we would be dealing with the local intellectualcommunity - which means a small, sedate andindependent-minded crowd that is often at odds withthe powers that be. We were almost apologetic thatthis activity could not produce a large audience,complete with unruly and screaming young people ina noisy show-biz atmosphere that an ordinary politicianprefers in a public forum.

Yet, small and low-key as it is, Biliran’s intellectualcommunity has actually displayed its influence andimpact during critical stages of our local history. Forinstance, it was only a small group of local intellectualsand a few appointed political officeholders thatlaunched the Movement for the Provincehood ofBiliran in 1986, and sustained it with two signaturecampaigns until success came in 1992. It must benoted that most of the elected local politicians at thetime, including the congressman who filed the Biliranprovincehood bill, opposed our goal until the plebisciteof 1992. The conventional wisdom of these detractorsthen had it that Biliran was not prepared to become aprovince, and therefore it was better dissolved and itscomponent towns returned to Leyte. But the votersin many parts of mainland Leyte thought otherwise;they contributed overwhelmingly to the total of 76%“Yes” votes cast. In contrast, in the Third District thatincluded our former sub-province, the “No” voteswon. And in Biliran itself, only 55% voted “Yes,”

IF NUMBERS COULD ONLY LITERALLY SPEAK THEN SURELY EVEN THE SIGHTLESS ANDthose who choose to turn their backs on facts as clear as daylightwill know that Biliranons have risen far from the days when onecould only mumble dissent for fear of retribution to when theywould freely express their ideas and show their convictions

because a wide corridor of hope andunderstanding has opened up for them.

Indeed, awareness has slowly but surelydawned on our long-suffering people that they are now confidentthey can momentarily leave the comforts and safety of their ownhomes to shout out and tell the world that they need to havegenuine change to allow them growth and improvement.

Comprehension, however, is just the start of a long process tobuild self assurance that stimulates action for the desired results.

Eight thousand of our homekeepers--and some more--recentlystarted on this long journey toward self-reliance with a show ofperceptible strength that reverberated loud and clear throughoutour small island.

While some of them have just started to get an inkling about thescope of their newfound power in numbers, all know and are confidentthey can help bring about change and are ready for action next.

The action is due on May 10. How our beloved home-makersmay decide we could only surmise. But the writings on the wallmay be unmistakable clues somebody ought never to overlook.

THE PRO-ESPINA MAJORITY IN THESangguniang Bayan of Naval refused toapprove the P71.6-M budget proposed byMayor Susan Velasquez-Parilla for 2010.As a result, the municipal governmentreverted to its 2009 budget and the mayorcould not implement her proposed petprojects using municipal funds in theremaining six months of her maiden term.

But this is the lesser disaster from thislocal impasse. The saddest cut is that whilethe mayor has no municipal funds for herprojects, an amount of at least P2.43-Mwill surely go to the banks this year ascontinuing amortizations for debts incurredduring the Espina administration. P1.56-M will go to the annual debt payment forthe market expansion project that nowblocks 1/3 of Zamora Street and 1/5 ofSantissimo Rosario Street. Any localcontractor could tell you that the amountfor yearly payment alone was sufficientto complete the project officially reportedto have cost P5-M. An amount of P0.87-M will go the annual loan payment for theEspinas’ drainage project.

actually started her term in July 2007 bypaying the last amortization for a nearlyP10-M municipal loan from the PhilippineNational Bank (PNB), which was used topurchase a fire truck worth P6.2-M and adump truck worth P4.2-M. The Clarionhad commented in February 2007 that themunicipal government lost some P7.7-Mto corruption in a single day’s transactionon July 9, 2003, since a similar fire truckcost only P1.7-M elsewhere and a similardump truck cost only about P1-M. At anyrate, the multi-million fire truck publiclyproved its uselessness a few years ago,when a fire struck the Baybay area. Itshose had no nozzle when brought to thefire scene and therefore could not spewwater at the conflagration. Some other,cheaper fire trucks had to take its place.

Our sources tell us that the Navalmunicipal government under Mayor Parillais still paying annual amortizations for someP22.5-M in loans from both PNB and

Landbank, for three separate loans incurredduring the term of former Mayor GerryEspina, Sr.

In a larger context, another Espinaofficial has also pawned the future and thepatrimony of the Biliranons to the banks.

In 2004, the Biliran ProvincialGovernment under Gov. Roger Espinacontracted a loan from the PNB worthP35-M. The visible items purchased withthis loan money were just four pieces ofalleged second-hand heavy equipment(one bulldozer, one backhoe, and two six-wheel dump trucks). A Technical AuditSpecialist from the Commission on Auditreported that “the equipment were brand-new (sic) on the basis of the documentspresented,” but no actual physicalinspection was ever mentioned.

In 2005, the provincial governmentagain contracted another loan from thePNB worth P30-M. An amount of P12-M went to the computerization project ofthe Capitol, while the other P18-M remainsunaccounted for. The computerizationproject is the subject of an adverse COAopinion in 2006 due to a number of

Domingo of theDepartment of Public Works and Highways(DPWH) held a special press conferencetoday (May 1) at the Leyte Park Hotel hereto clarify “ride on” statements he had utteredin an interview pertaining to national roadprojects in Biliran Province, which werecaught on video and uploaded in the youtubewebsite a few days ago.

The nine-minute footage, shown at thestart of the press conference, was allegedlyproduced by An Aton Channel (AAC), a localcable TV station qualified to broadcast in threeeastern Leyte towns.

In an interview with biliranisland.com,Secretary Domingo said he could not recallwhen he granted the interview in the footage.But his statement referring to the death ofthe late Press Sec. Cerge Remonde suggeststhis was conducted in late January.

The heavily-spliced footage seemed tobe part of a lengthy interview about publicworks projects in Eastern Visayas in general,but interspersed with leading trap questionspertaining to projects in Biliran Province, whichwere slanted to derive answers that wouldchannel credit to the Espina family and at thesame time deprive Cong. Glenn Chong ofsimilar credit for the implementation of manyroad projects during his initial term in office.

Domingo admitted that congressmen allover country usually “ride on” projects of thepresident, and this should not have beensingularly misconstrued in the case of Biliran.He attested that Congressman Chong hadalso caused the implementation of key projectsother than those he “rode on.”

In the youtube video, Domingo tried tosteer clear of leading questions that wouldforce him to comment on local politics and itsintramurals. But this time, when pressedabout who he would favor, he said would likelyfavor Chong because “he is a kapartido [Lakasparty mate].” (biliranisland.com)

thanks to the influence-peddling and vote-buying ofthe local opponents of our provincehood. It was aclose call in our home ground.

Times have changed since then. Many opponentsof our provincehood have since forgotten their adverserhetoric, sang a different tune, and clambered up theirway to key positions in the Capitol. Kita angnagtanom, apan lain ang nakakaon. A number ofthem [non-Navalians] even agreed to officially condemnme as a persona non grata right in my hometown (!),after I reported in the Philippine Daily Inquirer therobbery of a Vietnamese businessman by bodyguardsof a political family here in 2005...

A key component of our provincehood campaignwas the publication of The Biliran Clarion. That servedas our mouth-piece during those critical and uncertainyears.

Then, during another critical stage in our history- the events associated with the September 7, 2006assassination of former Gov. Danny Parilla - thereevolved a strong clamor to revive The Biliran Clarion.I was pleasantly surprised during a brainstormingsession when Atty. Glenn Chong said he had read theold Clarion issues as a child. And so the newspaperwas resurrected, with Engr. Boy Ty as the initial editorand Atty. Chong, Fr. Marvyn A. Maceda and me amongthe identified contributors that included many otherswho preferred anonymity. The Clarion’s 10 revivalissues from late 2006 to 2007 helped put a sense oforder and sanity, even humor, and infused courage intoour threatened lives and existence in our province inthe wake of the Parilla assassination.

Both the Biliran provincehood movement andThe Biliran Clarion helped chart my future course andaccomplishments as a local historian and communityjournalist. But way back in 1986, quite a number of

influential local residents viewed our activities as themusings, even hallucinations, of a group of knowndrunkards and drinkers. Some even exerted pressureto insure our failure. For instance, one member wasactive in his support of the Clarion at the start. But hesoon asked to be unlisted and chose to support usbehind the scene for a reason that the other membersfully understood.

Complementing our provincehood thrust wasthe idea of writing the history of our future province.And so I started collecting materials from the Leyte-Samar Museum and Library of the now defunct DivineWord University of Tacloban. We discussed issues indrinking sessions during my occasional trips here, whichslowly and surely built up the knowledge base for ourlocal history. By 1989, I already had a running draftand extensive notes for a revised and updated historyof Naval. We completed the task in 1990 and Isubmitted the manuscript to Kinaadman, the journalof Xavier Univ. in Cagayan de Oro City, which had itpublished in 1992 under the title “Beginnings of Naval,Biliran Island: A Revisionist Account.” It carried thebyline of Berting Bago, Ben Granali, Jose Gahum, andTony Abilar, with me as the lead author.

After I received the off-print copies of the paper,I mailed one to my Grade II teacher, Mrs. Benedicta L.Macariola. I told her in a letter that I was submitting along overdue assignment on the history of Naval thatI failed to give her 25 years earlier.

The same paper has been updated as of 2007and is included as Chapter 3 in Leyte-Samar Shadows.I should emphasize that this book is also dedicated tothe memory of the late Berting Bago, Umbay Santolorinand Tony Abilar, departed fellow crusaders in theBiliran provincehood movement.

The effort to write the revised history of Navalalso built up the literature base for the writing of anotherpaper titled “Atrocities and Intemperances:Revolutionary Ferments in Biliran Province from 1899

to 1909,” which was updated as Chapter 5 of the newbook…

The paper on the revolutionary history of Biliranfrom 1899 to 1909 already identified a previous revoltin Biliran around the 1770s. I eventually expoundedthis into a paper titled “The Biliran Religious Revolt(1765-1774),” which narrated the story of PadreGaspar Ignacio de Guevara, who led what I consideras probably the most successful native revolt againstthe Spanish regime in the Philippines in terms of impactand future influence, although it is not yet included inour history textbooks. The commune established byPadre Gaspar in Biliran also seems to have been theAsian equivalent of the famous Jesuit-inspiredexperiment in commune society living among theGuarani Indians of Paraguay, in South America, aroundthe same period.

This paper became the main research referencefor the consideration, approval, fabrication, andinstallation of the “Bantayan ng Biliran” historicalmarker by the National Historical Institute (NHI) atthe Nasunugan Ruins on a hill just outside Bilirantown. This first-ever NHI marker in our province wasinstalled at a rehabilitated old watchtower and unveiledlast September 10 [2008], the 496th Pueblo Day ofBiliran.

Arranged by chronology of events, the fourchapters on Biliran in Leyte-Samar Shadows cover388 years of Biliran history from 1521 to 1909.

Dr. Bernardita Reyes Churchill, President of boththe Philippine National Historical Society (PNHS)and the Philippine Studies Association (PSA), notedin the Foreword that “Biliran Island assumes a historicalpersonality” in this book. She also noted that, “Eventhe small island of Biliran could be situated in thecontext of national history when one attempts to situatethe developments in the island in the light of similarsituations in the rest of the Visayas and the rest of thearchipelago.”

irregularities. It is the subject of a criminalcomplaint filed against Governor Espinawith the Ombudsman-Visayas by theBiliran Advocates for Good Governanceand Transparency (BAGGAT), a localwatchdog organization, on 18 August 2009.

Also in 2005, the Capitol availed ofsome P10-M loan from PROLEND, aprogram lending facility for LocalGovernment Units (LGUs). The proceedswere used to construct some seawalls inselected areas around the province.

In 2008, the Capitol again availed of aP50-M loan from PROLEND, the amountreleased out of the controversial P80-Mapplied for. The money was used toconstruct various projects, including someP5-M for concrete “improvements” thatblighted the natural scenery around TinagoFalls in Caibiran. But serious allegationspersist that some projects now markedwith PROLEND tarpaulin banners wereactually funded with the previous loan andnot from the present loan.

Still in 2008, the Capitol availed ofbetween P18-M to P20-M loan from theKfW facility (whatever that means) of

PROLEND. This estimated amount is acombination of grant, loan and equity, fromwhich proceeds was bought a still unusedx-ray machine worth P4.76-M at theBiliran Provincial Hospital. This x-raymachine, allegedly second-hand, is thesubject of another criminal complaint,based on an adverse COA audit report in2006, also filed against Governor Espinawith the Ombudsman-Visayas.

Meanwhile, the governor’s twinbrother, Mayor Rudy Espina, on behalf ofthe LGU of Kawayan, also incurred twoseparate loans worth P22-M from PNBand/or LBP for some shady and allegedlyoverpriced projects in that municipality. No,the loans were not spent for the Espina-claimed P16-M worth RORO port projectin Kawayan, which was reported to haveincurred P11-M worth of damage from atyphoon that spared the similar ROROports in Naval and Maripipi, which are moreexposed to the elements.

Finally, a new P100-M loan to theCapitol approved by the PNB. The bankapproved the loan on the last year ofGovernor Espina’s term despite writtenwarnings that the money would be misusedfrom Biliran Rep. Glenn Chong, and thefact that this was never subjected to anypublic hearing anywhere in the province.

The official warnings proved self-fulfilling.A P10.3-M road concreting project inBarangay Larrazabal, known to be fundedwith money from this loan, showed some35 vertical and longitudinal cracks along a750 meter stretch of single-lane pavementwithin one week after the completion ofthe cementing job. Of course, this ineptproject is not expected to bother the PNB,which always looked the other way inregard to previous loans.

Like it or not, the multi-million officialloans incurred by various LGUs in Biliranon the strength of various Espina signaturesare real bad debts from the viewpoint ofpublic interest. They hardly benefited thepublic at all. At best, they can be calledblood money, much like the 30 pieces ofsilver that the Pharisees gave to Judas inexchange for turning Christ in to theRoman authorities. At least in the Biblicalcase, only one person-god was persecutedand nailed to the cross, and this was some2,000 years ago.

In our present case, the bad-debts-cum-blood-money continue to burden andnail and crucify some 150,000 Biliranonsto the wiles of key elective officials andthe cold-blooded Shylocks in the banks,everyday for several years now and forseveral more years to come.
