Social Landlord in Wales, had to

bring all 3,775 of our homes up to

Welsh Housing Quality Standard

(WHQS) by December 2012, as

set by the Welsh Government.

Cartrefi Conwy, starkly aware of our corporatesocial responsibilities, adopted an innovativeapproach from the outset to maximise thebenefits of a £30M improvement spend thatcommitted to providing employment and trainingopportunities and creating sustainablecommunities through the improvementsprogramme.

Successful relationships were developed to deliverthis through the ethos of partnering and with itdeliver the promise we made to our tenants ontransfer of bringing our homes up to WHQSstandard.

What did this deliver?Achieved WHQS aim of bringing all 3775 homesup to WHQS before the WGOV deadline ofDecember 2012, with over £30M ofrefurbishments works to:

Cyflawnwyd SATC a llawer iawnmwy…Aeth Rheolaeth Asedau Cartrefi Conwy ati mewnmodd arloesol i wneud y defnydd gorau o'r £3mo arian o'r Rhaglen Arbed Ynni Gymunedol(RhAYG) a'r cynllun Arbed a galluogodd hyn ni igyflawni nid yn unig y gwaith Insiwleiddio WaliauAllanol (IWA) a gynlluniwyd i 50 byngalo ynLlandrillo-yn-Rhos ond hefyd cyflwyno prosiectIWA arall ar 230 o gartrefi ym Mheulwys, HenGolwyn.. Yn ogystal, galluogodd ein cytundebfframwaith presennol gydag G PurchaseAdeiladwaith Cyf i Gartrefi Conwy nid yn unigelwa drwy gyflawni gwaith ar eu heiddo eu hunain

The Internal & External Programmes employed320 people of which:

• 61% based within the county of Conwy - thecounty where we hold our stock

• 95% based within North Wales

• Crest Cooperative recycling initiative and on-going partnership has created 300 plus trainingopportunities and 7 fulltime jobs (and growing)

• 6 full time apprenticeships

• 50 'Pathways 2 Apprenticeships' placementscollaborating with local Llandrillo College.

Achieved WHQS and a whole lotmore…Cartrefi Conwy's Asset Management innovativelymaximised £3m of Community Energy SavingProgramme (CESP) & Arbed funding and thisenabled us to carry out not only planned ExternalWall Insulation (EWI) works to 50 bungalows onRhos on Sea but bring forward another EWIproject to 230 homes in Peulwys, Old Colwyn.. Inaddition our existing framework agreement withG Purchase Construction enabled Cartrefi Conwyto not only benefit by carrying out works to theirown properties in the Peulwys Estate but alsocreate a 100% funding model to an additional 35

Ar y prosiect IWA ar y byngalos yn Llandrillo-yn-Rhos, gweithiodd G Purchase Adeiladwaith Cyf ynlleol gyda Choleg Llandrillo gan hyfforddi dau ofyfyrwyr i weithredu'r system insiwleiddio waliauallanol. Dyma'r ddau fyfyriwr Coleg cyntaf yngNghymru i gwblhau'r hyfforddiant arloesol hwn aca dderbyniodd brofiad gwaith ar y contract yn sgilhynny, am un diwrnod yr wythnos, ac yn y pendraw maent yn gobeithio gweithio yn y sectornewydd hon o'r diwydiant.

Cwblhaodd dau o diwtoriaid y coleg hyfforddiantgyda Rockwool hefyd ac mae hyn wedi'u caniatáui gyflwyno ac ychwanegu'r dull modern hwn odechnoleg adeiladu at y cwricwlwm presennol.

Ar Gynllun Ynni Adnewyddadwy arall, manteisioddCartrefi Conwy ar y cytundeb fframwaith gyda'rcontractwr PH Jones Cyf, i ddechrau ar brosiectuchelgeisiol i osod dros 70 metr o gasglwyr solarthermal ar ddau o flociau llety gwarchod ar FforddPandy a Llys Parc ym Mae Colwyn. Roedd gan yreiddo hyn systemau gwresogi cymunedol hen ac

owner occupiers on the estate that equates to£12.5k in monetary value per property.

On the first EWI project on the bungalows atRhos-on-Sea, G Purchase Construction Ltdengaged with local Llandrillo College and trainedtwo students in the application of the externalwall insulation system. These were the first twoCollege learners in Wales to complete thisinnovative training and who subsequently gainedwork experience on the contract, one-day perweek, and hope to eventually work in thisemerging sector of the industry.

Two of the college tutors also completed thetraining with Rockwool and this has allowed themto introduce and add this modern method ofconstruction technology to the existingcurriculum.

On another Renewable Energy Scheme CartrefiConwy utilised the framework agreement withcontractor PH Jones Ltd, to embark on anambitious project to install more than 70 metresof solar thermal collectors to two shelteredaccommodation blocks at Ffordd Pandy and LlysParc in Colwyn Bay. These properties had old,inefficient communal heating systems and often

Wider benefits on this project reached16 localplumbing and heating students from LlandrilloCollege who were inspired when they attended a‘Green Initiatives’ master class, on site, with PHJones and were able to see real life examples ofhow green initiatives will control heating for thefuture.

The above three Renewable Energy Projects areestimated to save 85,000 tonnes of CO2emissions over the life span of improvements andreduce tenants' utility bills by up to 40% (approx.£350 p.a. per household)

Internals Programmes - CrestCooperative Recycling InitiativeCartrefi Conwy and the main frameworkcontractor G Purchase Construction Ltd togetherformed a unique partnership with local SocialEnterprise Crest Cooperative Ltd that is anexemplar of best practice in combining localemployment and training initiatives with wastemanagement, reclamation and recycling of wastematerials from the internal refurbishments.

Cafodd yr holl wastraff a grëwyd drwy'r rhaglenwelliannau mewnol, eu gwahanu ar y safle, eugosod mewn biniau ar olwynion a'u cludo iffwrdd a'u hailgylchu bob dydd gan CrestCooperative. Hyd yma, mae'r broses o gludo asortio'r gwastraff wedi darparu profiad gwaith ahyfforddiant i dros 276 o bobl ac wedi adfer acailgylchu 98% o'r gwastraff a gasglwyd.

Mae'r rhaglenni hyn o waith gwella yn cael euhailadrodd ledled Cymru, felly roedd cyfle iailadrodd yr Arfer Gorau a ddangoswyd drwy'rcynllun hwn a'u trosglwyddo i gynlluniau gwaitheraill i gyflawni Safon Ansawdd Tai Cymru.

Yn ogystal, helpodd y berthynas lwyddiannusrhwng Cartrefi Conwy a'r contractwr fframwaith,Nationwide Cyf y cwmni i ennill contract i wneudgwaith gwella yng Ngwynedd gyda ChartrefiCymunedol Gwynedd - oherwydd cwmpas ycontract hwn maent wedi sefydlu saflegweithgynhyrchu yng Ngwynedd gyda chyfraddcynnal cyflogaeth o 87%. Mae Cydweithfa CrestCyf wedi datblygu partneriaeth gyda Nationwidear y rhaglen hon o welliannau er mwyn ailgylchudrysau.

All the waste created through the internalsimprovements programme, was separated on site,placed in wheelie bins and removed and recycledby Crest Cooperative on a daily basis. Theprocess of transporting and sorting through thewaste has to date provided work experience andtraining for over 276 people and reclamation andrecycling of 98% of the waste collected.

These programmes of improvement works arebeing repeated across Wales, therefore theopportunity to repeat the Best Practicedemonstrated through this initiative weretransferable to other Welsh Housing QualityStandard works.

In addition, the successful relationship withCartrefi Conwy and framework contractor,Nationwide Ltd aided them winning a contractfor neighbouring Gwynedd Housing Association(Cartrefi Cymunedol Gwynedd) improvementswork - due to the scope of this contract theyhave established a manufacturing site in GwyneddCounty with 87% employment retention rate.Crest Cooperative Ltd has developed apartnership with Nationwide on thisimprovements programme in the recycling ofdoors.

Cartrefi Conwy and the main framework contractorG Purchase Construction Ltd formed a uniquerecycling partnership with local social enterprise

Crest Cooperative Ltd.

All the waste created through the internalsimprovements programme were removed and

recycled by Crest Cooperative on a daily basis. Theprocess of transporting and sorting through the

waste provided work experience and training forover 276 people and reclaimed, recycled and

reused 98% of the waste collected.

This pioneering & innovative recyclinginitiative was the first of its kind in Walesand is exemplar of best practice in waste

management.

The Community Payback department of the WalesProbation Trust is responsible for the supervision of

offenders' sentenced to carry out Unpaid WorkHours imposed in the community. When the trust

were no longer in a position to fund employment ofa Supervisor role, a role pivotal to keeping the

scheme operational and maintaining the currentlevel of delivery and service, Cartrefi Conwy

stepped in to provide sponsorship.
