    EARLY IDENTIFICATION, DIAGNOSIS AND TREATMENTOF DEAFNESS ININFANTS

    IntroducciónThe majority of children have hearing ability from birth and they learn to speak by imitating familiar voices and the voicesof people around them. But this is not always the case. In fact, 2 to 3 children out of every 1000 are born with partial or totalhearing loss and there are others who lose their hearing during the first years of life. For these children with hearingimpairment, it is essential to perform a diagnosis and to begin treatment by the age of 6 months, so that they will be able todevelop theirlanguage and speaking skills in the same way and in the same time-frame as children with normal hearing abilities. Thereare hereditary and acquired risk factors for deafness that make it possible to detect and treat it in the first months of life,preventing as much as possible its effects and repercussions. Unfortunately half of the children born with hearing loss donot present any of the associated risk factors that enable its early identification and treatment, which is why the effect of itsbelateddiagnosis on speaking and language skills can create permanent repercussions which affect the cognitive development andgrowth process of the child.The importance that infant deafness poses as a health problem has been assessed by national and international organismsand scientific societies. In 1999, the Congressional Plenary approved, through a motion, the elaboration of a National Planfor the Prevention of Infant Deafness. The Ministry of Health then approved the Program for Early Detection of Hearing Lossfor newborns in all of the Autonomous Communities, which is currently in different stages of implementation. Theseprograms establish protocols to identify and diagnose all newborns suffering deafness in order to begin the most appropriateearly treatment. This necessitates the training of professionals in detection, diagnosis and treatment of infant deafness.

    IntroductionThe Ramon Areces Foundation, sensitive to this health problem in infants, contributes with its cooperation and sponsorshipto gather a group of international experts to carry out an update on such an enormously important issueregarding the development and future of children. This Symposium will be an excellent opportunity for paediatricians, ear,nose and throat specialists, nurses, hearing aid specialists and manufacturers, speech therapists, etc., to approach, in amultidisciplinary way, the important challenge of a truly early detection, diagnosis and treatment of infant deafness.

The group gave advice on the annual meeting, including improving online access to disclosureforms online, adding email addresses to the phone and fax contact information on the website,giving an option to contact in Spanish and respond promptly. There was discussion about fees forresidents and medical students, and the differential between early and late registration fees. MoreSpanish-speakers are needed to staff the Academy booth. Dr. Encarnacion observed that theAcademy should be careful of room sizes—if the topic is popular, people should pre-register.

    3. The group also addressed abstract submissions for the Academy meeting program. Consensus wasthat advice is needed for submitting oral presentations such selecting presenters, describing

  • research methodology, and scientific validity. The group recommended a training seminar onabstract writing, along the lines of Dr. Rosenfeld’s miniseminar on writing for the journal.

    4. SPAG Miniseminar Proposal: abstracts on otology and cosmetic results of ethnic nose weredeclined. Dr. Koltai encouraged proposals on hot topics. Dr. Bross suggested reserving oneminiseminar per year in Spanish, such as “ESS in Latin America.” Dr. Casiano invited colleaguesto send their abstracts to him for suggestions. He advised topics that will draw Americans, such asunusual rhinologic diseases and infectious otologic diseases. Dr. Bernal questioned why someminiseminars are repeated from previous years, and asked how do they are evaluated.

    5. Dr. Cobo has been named as the Pan-American Association representative to the Board ofGovernors, and Dr. Ruiz has been nominated as Vice-Chair of SPAG.

    6. Reporting on the 2008 Pan-American Congress, Dr. Casiano noted that Academy Joint meetingscould use the Academy logo in promotional material. The Pan-American Congress booth in theOTO EXPO has applications for instruction courses. Multinational pharmaceutical support andother corporate support is being sought to help speakers with their travel costs and hotels. DrStolovitzky noted that there is a significant shortfall in corporate financial support of jointmeetings.

Ruiz, MDVice-chair, Spanish- and Portuguese speakingAdvisory Group (SPAG)It was a great pleasure for me, as president of the Meeting , to host the second joint meeting betweenFederacion Argentina de Otorrinolaringologia (FASO)and the American Academy of Otolaryngology—Head and Neck Surgery in city, Rosario, Argentina,August 2-4, 2007.More than 2,000 Argentinean professionalsand 230 from other Latin American countries attended. Among the 31 international speakers whocontributed to the meeting’s high scientific level, the Academy waswell represented by past president Antonio de la Cruz, MD, Richard M. Rosenfeld, MD, MPH (Journal-editor-in-chief), Roy R. Casiano, MD, (SPAG Chair), Moises A. Arriaga, MD, Michael Friedman, MD, and Marcella R. Bothwell, MD. The Pan-AmericanAssociation gave its support to this meeting, which includedspeakers from Bolivia, Brazil, Chile,Colombia, Ecuador, Honduras, Mexico, Peru, Uruguay, andVenezuela. During the meeting, there were different clinical symposiain conjunction with specialty societies of Rosario, including those of cardiology, neurology, andpediatrics, on topics such as pediatric otology, nasal disease, snoring, andsleep apnea. In addition to presenting 75 panels, 38 lectures, 94 free papers, and 20 posters, we alsointroduced six books from national and international authors. Webegan organizing these joint meetings ,with the idea of keeping in contact with our professionalcolleagues in the Academy.   • In the two decades since the first meeting in 1987, in Duren, Germany, directed by Paul Banfai, avariety of professionals have made many advances in the treatment of hearing loss. These advanceshave helped not only those patients with severe to profound sensorineural hearing loss using cochlearimplants, but also patients with moderate to severe sensorineural hearing loss and patients withconductive hearing losses to obtain a level of function better than they did using conventional hearingaids. The title of this conference reflects the inclusion of the technologies that have benefited patientswith hearing loss.
