Assistant to the Resident Twinning Advisor in the Twinning project between Israel, and Germany entitled: “Support to the Israeli Ministry of Environmental Protection in the Establishment and Implementation of a System of Integrated Pollution Prevention and Control (IPPC) and a Pollutant Release and Transfer Register (PRTR)” The Project is financed by the European Union in the framework of the European Neighbourhood Policy (ENP). The Framework for the Job The project aims mainly at supporting the Ministry of Environmental Protection (beneficiary) of the State of Israel in the improvement of the system of environmental permitting and inspection of industrial installations and in the implementation of a Pollutant Release and Transfer Register for such installations. To this end staff from administrations and other organisations from Israel work in partnership with staff from German environmental protection administrations to reach the goals foreseen in the project. The German team consists of the German project leader and a number of experts undertaking short term missions to Israel, and the Resident Twinning Advisor (RTA) who will stay during the projects course in Israel to coordinate the German contribution and give expert input. The Assistant will mainly support the RTA and the joint experts team by administrative and translation/interpretation tasks and can significantly contribute to the successful implementation of the joint project. Place of work: Israeli Ministry of Environmental Protection, premises of the Ministry in Jerusalem and Tel Aviv. Contractual nature of the job: Independent consultant, on the basis of the standard European Neighbourhood and Partnership Instrument (ENPI) - contract for services. The assistant will be self employed and will undertake full responsibility for the payment of all taxes and obligations deriving from the Israeli legislation in force, including for those related to medical and social insurance. Status of the position and duration of job: The assignment is full time and the duration 18 months according to the scheduled duration of the project, starting with beginning of work of the RTA in the project, probably in May or June 2013. Remuneration: € 2.300/month. The contract provides for the payment at the end of the month, in Euro. Tasks

- Provide administrative assistance for the RTA, Mr. Juergen Friebertshaeuser, for

- preparation and implementation of expert missions, meetings, training sessions and conferences, - preparation and distribution of information, - reporting tasks and monitoring the project,

- time schedules and budgets; - Interpretation during workshops, trainings and other meetings that will be held within the project from

English or German to Hebrew and vice versa, as required; Interpretation during the 3 study visits of the project to Germany;

- Translation of documents (e.g. training materials, manuals, legal documents) from German and English to Hebrew and vice versa

- Office management, general office work and data management (e.g. photocopying, filing of documents and email, record keeping, sending faxes); arrangement of appointments and meetings; answering phone calls;

- Support of good communications and co-ordination between the Twinning Partners, organising and maintenance of contacts to the staff of the beneficiary institution and other institutions involved in the project (e.g. Israeli administration at National and local level, Non-Governmental Organizations, Delegation of the EU to the State of Israel)

- Assisting in identifying, contracting and monitoring of local services as required (e.g. for project visibility matters, translation, printing)

- Supporting the foreign experts in matters related to language problems or other problems due to working in a foreign country Requirements Education: Preferably university level education Essential skills: - Good organizational and secretarial skills - Good written work skills - Accuracy regarding budgetary/accounting tasks - Hebrew (as mother-tongue) and excellent communication skills in English and German are

essential. - Experience in interpretation and translation in those languages - Excellent interpersonal and communication skills and ability to successfully work in a team,

together with an innate diplomacy - Good computer skills (MS Office, Word, Access, Excel, Power Point) - Highly motivated and results oriented with the ability to plan ahead - Flexibility regarding working time and regarding business trips As additional advantage will be considered: - Experience in interpretation/translation in the environmental protection sector and with legal

documents - Experience in working in international projects - Knowledge of the Israeli Public Administration - Knowledge of EU policies and institutions, particularly those pertaining to the European

environmental policy - Driving licence and local knowledge.

Short-listed candidates will be invited for an interview in Ministry of Environmental Protection premises and may be required to sit a written examination. Upon invitation short-listed canditates will have to provide copies of supporting documents (University degree, reference letters and certificates in the original language and, if available, in English) NOTE: The Twinning Manual foresees that the chosen assistant is not a civil servant or agent of the beneficiary (past 6 months) nor is on leave from the beneficiary to take up the position of the assistant.
