Distribution Automation Activities in CESC

Communications: WirelineFibre Optic Transmission System

Communications: WirelessGPRS/ CDMA

Excellent communications- SDH STM4- Gigabit Ethernet- CESC owns 500 Kms of OF lines

POOR throughputOK for AMR applicationsNOT yet suitable for Feeder Automation

Working well … SCADA Systems on Fibre Optic Communications

“Transmission” SCADA MCC “Distribution” SCADA/DMS MCC RTU & MDF at a Distribution Station

PDH / SDH (STM4) Panels PDH / SDH NMS Data Centre with Gigabit Ethernet

Mostly from Siemens, Sinaut-Spectrum, AK1703 & TM 1703 RTUs IEC 870-5-101 & IEC-870-5-104 protocols Tight response times on Fibre Optic Transmission Systems

CESC’s own OF cables ~ 500 Kms including OPGW SDH/PDH from ABB – At 35 Nodes - Fox 515, Fox 515T Gigabit Ethernet – At 100 Nodes - CISCO products

Working reasonably well… AMR systems on GSM/ GPRS

Mostly from Secure Meters & Genus Majority on GPRS, some on GSM

More than 8000 meters read at present GPRS throughputs better than GSM, but re-runs required at times

Communicable Meters being tested Tariff Meter at HT Consumer premises Meter Reading Setup for GSM Modems

Problem Area… RMU (Feeder) Automation on GPRS/ CDMA

ABB Areva Schneider

Over 3500 Nos 11 kV & 6 kV RMUs commissioned in CESC network over the last 3 years.

Installation of RMUs has reduced restoration time on HT faults to < 1 hour:3-way and 4-way Ring Main UnitsIsolators – not CBs – in legs: load-break, fault-makeFault Passage Indicators (FPIs) fitted on all legsRestoration time of 11 kV & 6 kV Feeders already reduced from 4 hours to less than 1 hour by installing & manually operating the RMUs

Automation will further reduce restoration time to 15 minutes:Status of FPIs to be transmitted to SCADA/ DMSRetro-fitting of Motors to remotely operate Isolators through SCADA/ DMS. 24V DC Motors used.IEC-870-5-104 protocol

Issues:In CESC, all RMUs installed outdoorson roadsidesPoor, unreliable cellular data communications

Problem Area… RMU (Feeder) Automation on GPRS/ CDMA

Sample throughputs shown

Continuous efforts by all our partners to fine-tune system/ communication network

Dis-satisfied end users: we have put large-scale deployment on hold till more reliable solutions are available

Path forward ?

Problem Area… RMU (Feeder) Automation on GPRS/ CDMA

We are automating RMU clusters –where possible –on Fibre Optic cables.

This will be possible only in limited locations.
