Directory of NGO’s in Literacy Brief A majority of a Literate population ensures that the quality of life of communities improves. There is an urgency globally, to eradicate illiteracy by

2013 or at lest halve it. The UN General Assembly identified UNLD United Nation Literacy Decade (2003‐13) to motivate Nations to wake up and

take serious note of their literacy levels

Likewise in Pakistan few interventions took place but generally not whale hearted. Having an illiterate population of 50 million, UNESCO identified

Pakistan as one of the 3 LIFE first track countries to improve the Literacy levels and mobilize stakeholders to make a more concentrated effort to fight

the growing illiteracy in their countries.

Bunyad requested UNESCO for support to collect information about NGO’s in Literacy, i.e Basic education, adult literacy, Non Formal education &

identify those supported by the government, donors or privately. BUNYAD attempted to collect the information through newspaper advertisements

the PNCC email groups, study of the few documents around, which was quite. The best information came from 13 EDO’s (Literacy) of the

Government of Punjab, also from Major Jawwad EEF Peshawar, from Baluchistan and Prof Jasrani of Sindh. Subsequently we wrote to every NGO

whom we were given information about, some responded in great detail, most did not. Therefore we have placed their contacts & what ever

information we could find. As polices change so rapidly are still erratic, literacy centers distribution is still ‘on hold’ therefore information of NGO’s

in literacy since 2003 are include & not neccasary their centers.

Have contacted repeatedly NEF & NCHD since last few months for details of NGO’s working with them as partners but except for NEF in Punjab,

most information has not been shared, though all have Government funding & should be more transparent.

BUNYAD is sharing the information which it has been gathered, though not complete but at lest about 500+ NGO’s have been identified, hoping that

next year more improvement of this list is made for literacy, essential for transparency and accountability and to stop overlapping. This is the surest

way of getting Government & Donors support.

Forewords The Literacy Initiative for Empowerment (LIFE) is a programme of action in support of the achievement of Education for All and a key operational

mechanism to increase literacy learning opportunities within the framework of the United Nations Literacy Decade (UNLD).

The LIFE is implemented in Pakistan. In the absence of a strong political commitment to literacy and given the lack of organizational structure and

budget allocation, Pakistan is one of the least literate countries in Asia. According to a national survey,1 its literacy rate is 52 %, which means that

more than 50 million Pakistanis are not literate. Non‐literate population of Pakistan constitutes 6.2 % of that of the world. Pakistan is the fourth

largest contributor to world non‐literate population. It is estimated that by 2015 the country’s non‐literate population will have become more than 55

million.

The literacy rate for males is 65%, compared with only 38% for females. This gender gap is one of the widest even among South Asian countries. The

figure for urban males is 70% while the figure for females in rural areas is only 31%. Disparities are observed among provinces: Punjab has the

highest female literacy rate (43%) while Balochistan has the lowest (17%).

The challenge is large. However, it is encouraging to know that there are a number of literacy & NFE organizations and practioners with good wills

in Pakistan. Under the LIFE, these organizations are coordinated and networked to exchange ideas and practices, which will add impetus to tackle

with challenges in improving literacy in Pakistan. We sincerely hope that the Directory of NGOs in Literacy is useful for all partners in this endeavor.

BACKGROUND Constitution of Pakistan The constitution of Pakistan formulated in 1973 recognizes the importance of literacy and need to eradicate illiteracy within minimum possible time. One of the important policy principle/provision in the constitution to eradicate illiteracy is to make education free and compulsory upto secondary level. The said article of the constitution is reproduced at verbatim, as follows: State shall be:‐

“Responsible for eradication of illiteracy and provision of free and compulsory education upto secondary level, within minimum possible time” (Article 37‐B, Constitution of Pakistan) Literacy Act 1987 (Salient Features) Literacy Act was enacted in 1987 but implementation is still pending because the enforcement date could not be announced yet by the Federal Government. The salient features of literacy Act are as follows:‐ a passport other than a Hajj passport, a driving license or an arms license shall be issued

only to literate person; and Only literate person shall be eligible for employment under a local body or an

establishment or institution under the control of the Federal Government COMPULSORY PRIMARY EDUCATION ORDINANCES/ACTS. The major break through in adult literacy is possible through Universalization of Primary Education i.e. universal access/ enrolment, universal retention,; and universal achievement only. Realizing the importance of primary education number of measures and steps have been undertaken to achieve the target of UPE. Pakistan’s illiterates (who excluded are) The illiterates of Pakistan, their characteristics and reasons/factors responsible for their illiteracy, interalia, include as follows: Rural People: According to 1998 Census, two third (67%) population of Pakistan lives in rural areas. Some of the rural areas of the country especially remote rural areas lack basic facilities of life such as roads, education and health facilities etc. Besides, having a feudal set‐up, usually rural population is not encouraged to receive education. Awareness campaigns are lacking, hence illiteracy. Resultantly, literacy rate in these areas especially of rural females is very low. Literacy rate among rural females of Balochistan and FATA is less than 10%.

Poor and Disadvantaged People: Illiteracy rate amongst poor people is very high. At present 35% population in Pakistan lives below the poverty line. In rural areas it even ranges between 45‐50%. Besides, because of low income, they are more interested in supplementing their family income than sending children to school. Besides, the requisite higher focus on deprived population is lacking. Poverty and high opportunity cost inhibit access to literacy and education. Hence, most of them are illiterate. Slum dwellers and inhabitants of Katchi Abadies in urban areas; people working on agricultural farms i.e. tillers of land; and household workers etc are the people who are poor and illiterate. Handicaps and People with Special Needs: Most of the handicaps and people with special needs in Pakistan are illiterate, due to non‐availability of literacy centers and educational institutions specially required for them. Besides, there are only a few organized efforts on the part of the public sector to provide special schools for such children both because of higher cost and skeptical return. Girls and Women: Literacy rate is low among girls and women in Pakistan. Female literacy rate is 42% against 68% male. Similarly, girls participation rate at all levels i.e. primary, secondary and tertiary level is very low. Hardly 1/3rd of present educational facilities and services i.e. institutions and teachers are for girls. Besides, some social norms, institutions and traditions deny access to girls and females. Hence, higher rate of illiteracy among girls and women. The definition of literacy has been undergoing a change, resultantly the literacy rate changed irregularly during the last five censuses. An update is given below:‐ Census Year Definition of Literacy Literacy Rate a) 1951 Census One who can read a clear print in any language. 16.4% b) 1961 Census One who is able to read with understanding a simple 16.3% letter in any language c) 1972 Census One who is able to read and write in some language 21.7% with understanding. d) 1981 Census One who can read newspaper and write a simple letter 26.2% e) 1998 Census One who can read a newspaper and write a simple letter, in any language 43.9% f) Proposed Literacy One who can read and write a

Definition 2006 paragraph in any language with understanding and can make simple calculations Propose literacy definition 2006 could not be approved/ finalized yet. Hence no data about literacy rate on the said definition is available yet. However, the 10+ age group literacy rate on the basis of literacy definition at “e” above was 55% (male 67, female 42) in the year 2006‐07. Poverty and social exclusion cannot be dissociated from the structured inequalities reflected in and reinforced by the uneven distribution of work related learning education activities, either of vocational education and training or of provision for livelihood skill development. Economically marginalised people must be a priority for the deliberations of CONFINTEA VI, which should recognise the interdependence of learning for work, learning for individual and collective empowerment, and learning for social justice. In this

A most important element of EFA is Adult Education therefore keeping the tempo high, In May 2009, UNESCO will convene the Sixth International Conference on Adult Education (CONFINTEA 6) in Belem, Brazil ‐ twelve (12) years after the international community endorsed the 1997 Hamburg Declaration and Platform of Action codifying a set of commitments to promote adult education and learning. These commitments were again reiterated in the 2000 World Education Conference in Dakar, where governments in the North and South committed to halving the number of adult illiterates by 2015 (EFA Goal 4) and to expanding the provision of like skills and adult learning opportunities especially for young adults (EFA Goal 3). The global community boldly agreed to finally rid the world of wide‐scale poverty in this lifetime – and recognized the critical role of education in winning this battle. CONFINTEA 6 is important for adult education advocates, practitioners and learners to take stock of the state of adult education and learning in the World – and to keep Governments and the International communities aware of their promises to provide adult education support to all their citizens. As a member of ASPBAE a regional civil society organization committed to advancing the right of ALL to education and learning throughout life, The CONFINTEA 6 processes is to lobby for

• Budget /Finance targets agreed upon: Governments to allocate at least 6% of the Education Budget for adult education, of which 3% to be reserved for adult literacy programmes.

• Adult literacy and adult education plans and targets to form part of the education sector and over‐all poverty eradication plans of governments and are fully costed and resourced.

• Governments commit to strong inter‐agency coordination mechanisms at the national level for planning, implementation and monitoring of adult education and learning programmes. NGO’s should be well‐represented in these spaces as full partners.

• Governments commit to putting in place, national AE legislation and policy, where absent.

• To understand further CONFINTEA VI is essitied which is given as under. These taken from ICAE (International Council fro Adult Education) papers. CONFINTEA VI (Key Issues at Stake)

Following a large consultation among its members and networks, ICAE in a spirit of dialogue with Governments and international agencies. Proposes themes as key areas of debate and decision on Adult Learning and Education (ALE) during the coming CONFITEA VI Conference. 1. Poverty and growing economic social and cultural inequality an

important background for work oriented adult learning and education (ALE).

2. The right of education and learning of migrant women and men. As migration groups.

3. The priority of adult education, including literacy, as both part of the Education For All ‐ EFA goals and a critical tool for reaching them. Equally, adult education is a central but invisible component of the MDG goals.

4. The need for new policy and legislation to ensure the right to learn without discrimination based on age, gender, race, ethniDistrict, class, sexual orientation, religion and disabilities and national status. For their real implementation where a critical test of truth will be the concrete financial allocation. Policies and legislation are pre requisites for achieving this. This will be the ultimate test of governmental commitment.

To these ends, legitimate International monitoring mechanisms are absolutely necessary.

context, the issue of unequal participation in organized adult and non formal education should become a priority in the coming CONFINTEA VI deliberation. Women and men, who work in the formal economy, require decent, sustainable work and opportunities to continue to learn, improve their skills as well as possibility to improve their qualification and protect or enhance their chances to earn a living and gain satisfaction from their work. Women are active in the informal economy in great numbers and, at present, are becoming heads of households. Women are a priority population for the development of policies around decent work, social security, education and development. Women to engage with learning activities designed to reduce economic inequalities and restricted employment opportunities. A successful strategy to solve the current food crisis has to include strong agricultural extension and literacy provision in rural areas on all continents. Adult learning responses to poverty, including economic inequalities, must be supported by, and linked to, interdisciplinary, cross‐governmental action in other areas, such as childcare, health, justice, civil society, housing, and the environment. Presently, global food crisis is the absolute priority to be faced since it threats the most basic need which concerns the biological survival of millions of people, particularly in poor countries. Adult education must provide appropriate information and education to face this vital problem which affects very specially women and children. Migration is hazardous and education strategies need’s to contend with such global issues as the concurrent rise of trafficking in women.

The absolute priority of adult literacy

The well documented deficiency in the implementation of the EFA objective on adult literacy is a global disgrace. And this in spite of well

substantiated evidence on contribution of adult literacy to quality of life of people, to school achievement of children through parental education, to increase of agricultural productivity and food production, to conflict solving capaDistrict of communities, to basic skill improvement at work place as required by industrial development, to efficient delivery of universal health care, etc. A substantial policy shift is required and should become key expectations at CONFINTEA VI Conference. Policy must move beyond providing for the acquisition of skills, to supporting their sustainability. The problem of relapse into illiteracy is acute. Key to addressing this is linking adult literacy to the lived experiences of learners’ lives, such as micro credit based programmes for women. The expertise exists. The social demand is well expressed. What is needed is ACTION from national government (allocating the equivalent of 3% of national education budget), cooperation or multilateral agencies (recognizing adult literacy as a complementary priority to UPE) and other partners. The Literacy Initiative For Empowerment (LIFE) is clearly underfinanced. The Fast Track Initiative (FTI) has to rediscover the essential contribution of adult literacy to become successful. International quantitative and qualitative benchmarks are required to monitor governments’ committed leadership and resources, to look at the situation literacy participants and of literacy facilitators, their conditions of work and their training, to the provision of learning materials and the enrichment of literate environments, to sustained and appropriate public, national and international investment. Agreed upon indicators are needed in each of these dimensions of adult literacy policies.

New policy and legislation, real implementation, real financial allocation

Adult learning policies are cutting across all sectors of activities, The issue is twofold: accessibility of adults to learning opportunity and the quality and relevance of such learning provision. A central issue for CONFINTEA VI and the preparatory meetings is the absence of adult learning and adult literacy within the MDGs, despite the fact that none the Goals could be achieved without them. Although it is formally nowhere, adult learning is required everywhere to ensure the active participation of local civil society in


the implementation of all and each of these targets. Adult education programmes must be responsive to gender discrimination and other causes of poverty and social exclusion; and building educators and facilitators, is needed in order to improve their understanding of pedagogy and the dimensions of marginalization.

However, without governmental intervention, without policy orientation, without public institutional support, without state regulation, without national monitoring, without public investment, the prevalent trend of reproduction of inequality will prevail. Without such policies, the contribution expected of adult learning and adult literacy in particular could not be achieved. Our goals regarding the financing of education are clear: we need to increase the share of the education in national budget. Advocacy and dialogue with donors should be undertaken for the recognition of adult literacy as a complementary priority to universal primary education (UPE). The necessity of legitimate international monitoring mechanisms. New quantitative and qualitative benchmarks are needed to evidence gender mainstreaming and all its intersections around race, disability, and so on.

Conclusion: Time for action Concrete action is urgently needed to recognize the dignity of each woman and man. The right to learn of a person, above all, her right to literacy, is her right to improve her life conditions, to dream about her future and to be able, with others, to construct and reconstruct their life and their environment. The exercise of this fundamental enabling right is more urgent than ever in rural village and peri ‐ urban districts, in livelihood economy and at the workplace, among national citizens. There will be no solution to food crisis without an increase of women and men to work on the land making better quality of life and qualify of the environment revising patterns towards sustainable production and sustainable consumption. We will never achieve the goal of Health For All, without significant increase and universal dissemination of health literacy. The planet’s future is dependent on the citizens to share environmental concerns and responsibility. Concrete action is required NOW to ensure the fundamental right of women and men to learn and to develop themselves throughout their life. The following chart shows the state of literacy in few countires.

Time is pressing. The risk of not acting is too high. The message, received from all regions of the world, is clear: CONFINTEA VI is about achieving real, visible and enduring change.

Directory: NGO’s in Literacy UNLD Decade has been declared from 2003 to 2013 by the General Assembly of the United Nation’s to make a concentrated effort to eradicate illiteracy from the World. This to re‐enforce the EFA‐Education for All commitment made in Senegal in 2000 by UNESCO. Non Formal Education has not been given due attention Globally by most Governments yet the success stories in Bangla Desh, India, Cuba & other countries has shown that Literacy & NFE, gives a second chance to all those who never attended school, dropped out at primary level or for some reason like poverty, missing school facilities were unable to enter the learning cycle. In Pakistan similarly the focus on Non Formal Education & Literacy has been erratic, mis‐understood & unsupported by the public & private sectors. This Directory is attempting to collect information of NGO’s working both in Literacy with Government support & those of agencies attempting to collect information like ILO, NEF, NCHD, Pakistan Bait ul Mal & others. Most information has been given by the relevant Provincial Directorates, EDO’s of Literacy of the Punjab Government & others. Since the last few years Literacy has been given some serious thought of more than before by the Government after the ESR Policy of 2001/ But Re structuring the system took its toll & Centers that to be supervised by NGO’s their Distribution was held at bay for more than a few years. Therefore the names in this Directory are of those NGO’s who have been ‘involved’ in Literacy or are keeping their Centers active. Few Zilla Governments supported Literacy one was being Lahore. But more zilla’s should contribute as the first step for sustained development is to wipe out illiteracy and move ahead. This list is not an exhaustive list but a serious attempt to create a reaction from NGO’s in NFE & Literacy ,to improve & share information about their activity , so we can bond together to make the 50 million + illiterates …….come to learning to improve their standard of life.
