    Wind energy in Poland

    Investors and developers are correctly predicting that the end of the support system for new RES

    (Renewable Energy Sources) installations, which are based on eco-friendly certificates, is nearly.

    Prolonged absence of the RES Act plus highly probability of entering into force its project in the form

    which for a long time was more or less known have created an interesting market situation.

    Tendering model will impose on projects, which are going to seeks at auction, much higher standards

    in the fields of productivity and quality. Therefore is going to be a deep selection of projects that are

    available on the market today. Narrower group of projects will come through auction test than the

    test that ensue from origin of the requirement system certificates.

    Future projects will much extensively compete with each other not only locationally and in field of

    quality of preparation but also the in the field of technology, which was used, and the cost of capital.

    Hence, the report authors observe today a race against time with those entrepreneurs who are

    planning to build a wind farm and start the production of electricity before the auction model came

    into force. RES bill will assume that this moment will be on 1 January 2016. Investments, which

    manage to produce energy before that, yet unknown date will have license receive eco-friendly

    certificates. Slightly lower, but similar trend is likely to continue in the current year and in 2015. After

    this period, however, can lead to the creation of several months (or longer) investment gap.

    The new RES law will probably block in the coming years, the development of expensive renewable

    technologies such as photovoltaics or offshore wind energy. In the auction model competition will be

    fought out separately in the high performance sources basket i.e. above 4,000 Mwah / MW / year

    and with those with lower productivity. At the moment we do not know the specifics of what amount

    of green energy will be contracted in tenders for the two baskets. Other important parameters of

    future actions are also unknown yet whereby predictability as to the possibilities of obtaining help in

    the support system is now incomparably lower than in certification system.
