PROGRAM DESCRIPTION The Development Assistance Fund (DAF) enables USAID/Peru to quickly and efficiently respond to requests to fund small-scale community development activities that address an identified need in underserved communities, to produce quick impact, and to advance U.S. Government (USG) humanitarian and development assistance objectives. DAF creates a direct link between USAID/Peru and lower-income or marginalized groups and supports the USG outreach strategy, promoting goodwill and strengthening the relationship between the USG and the people of Peru. DAF aims to provide limited funding opportunities for development projects that cut across all USAID/Peru technical program areas to improve basic social and economic conditions related to health, education, income generation, citizen participation, local governance and adaptation to climate change. The program will target beneficiaries most directly affected by conditions of poverty and by cultural, economic, and social barriers that prevent their full inclusion in national development efforts. DAF strives to provide equitable opportunities through small grant project implementation to target beneficiary groups such as women, children and youth, people with disabilities, Afro-Peruvian and Indigenous groups, the elderly, displaced persons and others affected by inequities. The program will support the Government of Peru’s Ministry of Women and Marginalized Populations and the Ministry of Development and Social Inclusion and their mission to empower marginalized populations, especially those suffering exclusion or discrimination, to build their capacity to respond to their own development needs.

RECENT ACCOMPLISHMENTS

• USAID, through a public/private partnership with the Antamina mining company, improved the livelihood of 375 families in extreme poverty by implementing an improved cook stoves project in eight communities in Ancash Region.

• More than 15,000 children and adolescents from 21 public schools in Villa El Salvador, Lima participated in an identity and awareness campaign regarding the founding and development of their unique community through a series of theatrical presentations.

• USAID combined efforts with the Peruvian Ministry of Education to train 664 public school teachers who then shared their knowledge of citizenship, ethics, and civic participation with the students throughout the areas of Lima, Chiclayo, and Arequipa.

GRANT MECHANICSThe DAF program will consider proposals of between $5,000 to $50,000 with implementation times not to exceed 12 months (less than six months preferred). Furthermore, applicants are expected to contribute a minimum of 25% of the total activity cost. This community contribution may include cash or support such as land, labor, locally available materials, etc. and the value of this contribution will be documented in the grant.
