AS IT HAPPENS in every conspi-
racy, the classic architects are very
few, but as Ernesto Buch, one of its
maximum exponent says, those
who have decided for the rescue of
what has been lost, are more than
people imagine.
This movement arises against the
dogmas of the Modernism and, alt-
hough many of his followers dege-
nerated into the so-called Postmo-
dernism, others continued to be in-
terested in the traditionalism, in the
vernacular architecture, which allo-
wed them to see the history again.
“The modernism cut with the his-
torical tradition, and the idea is to
return to the traditions of the anti-
quity, since what identified Greece,
Rome, and the Middle Ages, ended
with the modernist revolution”,

quitectos clasicistas son pocos, pero
como dice Ernesto Buch, uno de sus
máximos exponentes, aquellos que
han optado por el rescate de lo perdi-
do, son más de los que la gente se ima-
gina.
Este movimiento surge en contra de
los dogmas del Modernismo y, aunque
muchos de sus seguidores degenera-
ron en el llamado Postmodernismo,
otros siguieron interesados en el tradi-
cionalismo, en la arquitectura verná-
cula, lo que les permitió ver la historia
de nuevo.
“El modernismo cortó con la tradi-
ción histórica, y la idea es volver a
las tradiciones de la antigüedad, ya
que aquello que identificó a Grecia,
a Roma, al Medioevo, terminó con la
revolución modernista”, explica
Buch, quien se involucró en el movi-
miento del Nuevo Urbanismo.
Ernesto Buch, nace en Santiago de
Cuba, y a la edad de 10 años fue a vi-
vir a los Estados Unidos con su madre
y hermano. “Me crié en Miami y viví
muchos años en Connecticut. Llego a
República Dominicana en el año 1996
para iniciar la construcción de la casa
de Oscar de la Renta. Ya con él había
hecho unos trabajos en su casa cam-

Ernesto Buch, is born in Santiago de
Cuba, and at the age of 10 went to live
to the United States with his mother
and brother. “I grew up in Miami and li-
ved through many years in Connecticut.
I came to Dominican Republic in the
year 1996 to initiate the construction of
the house of Oscar de la Renta. Already
with him I had done a few works in his
rural house of Connecticut, and when
he decided to sell in Casa de Campo, I
started working a design based on the
model Plantation House, a very proper
style of places as Louisiana and Missis-
sippi, with big corridors ideally for
warm climate”, adds Buch.
With the elaborated scheme, Ernesto
Buch comes to the zone of Punta Cana,
to the East of Dominican Republic,
along with the teacher of fashion and
singer Julio Iglesias. “I had the design
made, although it was remodeled a little
as we went along. I can say that it was a
very interesting experience, which allo-

Con el esquema elaborado, Ernesto
Buch llega a la zona de Punta Cana,
al Este de República Dominicana,
junto al maestro de la moda y al can-
tante Julio Iglesias. “Tenía el diseño
hecho, aunque se remodeló un poco
sobre la marcha. Puedo decir que fue
una experiencia muy interesante,
que me permitió involucrarme con
mucha gente, conocer personas y ha-
cer un equipo de trabajo muy bueno.
República Dominicana me gustó y
me quedé”.
Es ahí cuando utiliza por primera
vez la coralina, material al que define
como bellísimo y muy tropical. “Es
ideal para usarse en climas cálidos”,
expresa Buch quien destaca el uso de
este material en la hermosa villa de

It is there when he uses for the first
time the coralstone, the material he
defines as the most beautiful and very
tropical. “It is ideal to be used in
warm climates”, expresses Buch who
emphasizes the use of this material in
the beautiful villa of Oscar de la Ren-
ta. “The typology used, with high cei-
lings and galleries surrounding the
house is ideal for warm climate and
creates a very vivid exterior area. The
galleries protect the interior of the
houses from strong rain, you can keep
the windows open and be safe. The
house has no dining area, for such
purpose they use the open spaces.”
The use of the classic architecture
that this big urbanism follower de-
fends, can be seen in the big construc-
tions of the Romans and Greeks, and it
adapts perfectly to the housings. We
find big examples in the domestic Ro-
man architecture, with its courts and
columns, in places as the ruins of Pom-
peii, as it expresses Ernesto Buch, a fo-
llower of the big architect of the Renais-
sance Andrea Palladio, famous by the
construction of beautiful towns, noble-
men's housing and farms of big poten-
tates of the epoch.
This famous architect states that the
people like the classic thing and de-
mand in his designs details of this sty-
le. “What happens is that the new gene-
ration of rich people has a lot of interest
in areas like baths, kitchens, lounges of
games or entertainments, installation of
jacuzzis, and bar areas”.
Ernesto has designed from modest
houses of wood constructed in the
north of the Florida, rural houses,
towns, libraries, up to luxurious apart-

El uso de la arquitectura clásica que
defiende este gran urbanista, pode-
mos verlo en las grandes construccio-
nes de los romanos y griegos, y se
adapta perfectamente a las viviendas.
Encontramos grandes ejemplos en la
arquitectura doméstica romana, con
sus patios y columnas, en lugares co-
mo las ruinas de Pompeya, como ex-
presa Ernesto Buch, un seguidor del
gran arquitecto del Renacimiento An-
drea Palladio, famoso por la construc-
ción de hermosas villas, vivienda de
nobles y fincas de grandes potentados
de su época.
Este famoso arquitecto sostiene
que a la gente le gusta lo clásico y de-
manda en sus diseños detalles de ese
estilo. “Lo que sucede es que la nue-
va generación de ricos tiene mucho
interés en áreas como baños, coci-
nas, salones de juegos o entreteni-
mientos, instalación de jacuzzis, y
áreas de bar”.
Ernesto ha diseñado desde modestas
casas de madera construidas en el
norte de la Florida, casas campestres,
villas, bibliotecas, hasta lujosos apar-
tamentos en New York. En la actuali-
dad, está involucrado en un proyecto
en Casa de Campo, varias villas en
Punta Cana, en Sosúa, Miami y Las Ba-
hamas.

ments in New York. At present, it is in-
volved in a project in Country-house,
several villas in Punta Cana, in Sosúa,
Miami and The Bahamas.
“The interesting thing of being emplo-
yed at different places is to learn to ans-
wer to the local culture with the use of
indigenous materials. From the first ti-
me that I came to this country, I was im-
pressed by the vernacular architecture
of the houses of La Otra Banda, in Hi-
guey, where there is a very complete
and flexible typology. It is a modest and
humble but very special architecture,
which uses the table of palm, roofs of
cana and then it incorporates industria-
teriales autóctonos. Desde la primera
vez que vine a este país, me impresio-
nó la arquitectura vernácula de las ca-
sas de La Otra Banda, en Higuey, don-
de hay una tipología muy íntegra y fle-
xible. Es una arquitectura modesta y
humilde pero muy especial, que usa la
tabla de palma, techos de cana y lue-
go incorpora materiales industrializa-
dos. Creo que los arquitectos domini-
canos deben interesarse por esa tradi-
ción dominicana, mantenerla, resca-
tarla y reinventarla”.
Buch, que en los EEUU tuvo la opor-
tunidad de trabajar varios años junto
a Allan Greenberg, a quien le conside-
ra su gran maestro, cree que el moder-
nismo no es necesariamente sinónimo
de modernidad. “Ahora los mucha-
chos salen de las escuelas de arquitec-
tura sin ideas de lo que van a hacer. El
Clasicismo ofrece un lenguaje cohe-
rente y está basado en un sistema de
proporción”.
Ernesto habla con mucha propie-
dad del gran arquitecto italiano Pa-
lladio, quien cultivó una interpreta-
ción propia de los motivos romanos,
derivada del estudio directo de la ar-
quitectura antigua. Combinó libre-

Buch, who in the USA had the oppor-

Ernesto speaks with great knowled-
ge of the big Italian architect Palladio,
who cultivated a proper interpretation
of the Roman motives, derivative of
the direct study of the ancient archi-
tecture. He freely combined many of
the elements of the classic language,
in accordance with the requirements
of the emplacement or of the functio-
nal needs of every building.
Palladio was the first architect to de-
velop and organized system for the
disposition of the private rooms. Also
he was the first one that located in re-
sidential buildings porches with pedi-
ments proper of the classic temples,
and his buildings often incorporated
ingenious solutions, sometimes to fa-
cilitate the entry of light, or to make
the transits more comfortable bet-
ween different rooms.
The designs of Ernesto Buch that we
observe in Punta Cana, share the Re-
naissance search of the harmonic pro-
portions, and his frontages are charac-
terized by an exceptional elegance ba-
sed on the serenity. From a specific an-
gle, they offer you a focal point, from
where you can enjoy a beautiful marine
sight rubbing the horizon.

tely in the process of each project he

observamos en Punta Cana, compar-
ten la búsqueda renacentista de las
proporciones armónicas, y sus fa-
chadas se caracterizan por una ex-
cepcional elegancia basada en la se-

tion are strongly linked.
“Here, we have learned from everyo-
ne. Many of the boys who intervene in
the processes have excelled themsel-
ves greatly”, indicates Buch, who
knows from his own experience, that
the design is not a stranger to the
technical problems and the multiple

mas técnicos y las múltiples cir-
cunstancias que suceden duran-
te la aplicación práctica, inclu-
yendo la capacidad del operario.

más le gusta es aquel en el que

Personally he would like to have
more time to travel, also he loves to
cook pasta, though his favorite food
is Cuban, specifically, black beans,
beef and hot tail.
TTHHEE CCOOMMPPAANNYYThe architectural firm of ERNESTO
BUCH ARCHITECT, Inc was founded
in 1987 and is based in New Haven,
Connecticut. The firm has completed
numerous projects not only in Con-

ment of the different tourist projects,
as well as to orient the projects that are

Its condition of maximum regulating
organism of the entire tourist sector is

In the Secretaría de Estado de Tu-
rismo is the Oficina de Planeamien-
to y Programación, which is the de-
partment in charge of the evaluation
of the different tourist project to be
developed in the country as well as
to carry out all the necessary econo-
mical studies and to keep control of
statistics of these projects.
The Department of Project Financing
and Development, DEFINPRO, is doing
the function that was done before by
the Tourist Infrastructure and
Development Department of the
Dominican Republic (INFRATUR).

From a restructuring made by the
Central Bank in 1993, the Departments
of INFRATUR and FIDE became part of
this new department. The department
of INFRATUR was created in 1971, with
the purpose to contribute to the at that
time new tourist development in the
Dominican Republic.
In this process, functions are assigned
related to the regulation of the tourist
poles, such is the case of Decree 3134
dated 1973 and Decree 2901 dated
1972, that assigns INFRATUR with the
function of executing, supervising and
administrating such works, as well as

Debido a que el turismo se interrela-
ciona directamente con todas las acti-
vidades económicas y sociales, son va-
rias las instituciones públicas que inci-
den en la regulación del mismo.
Entre dichas instituciones se encuen-
tra la Secretaría de Estado de Turismo,
que dentro de sus atribuciones está la
de orientar el diseño y construcción de
todas las obras de infraestructura que
requieren el desarrollo de los distintos
proyectos turísticos, así como orientar
los proyectos que se van a llevar a ca-
bo en los distintos polos turísticos.
Su condición de organismo máximo
regulador de todo el sector turístico se
evidencia en los decretos relacionados
con zonas turísticas prioritarias, en los
que se le asigna funciones de control y
supervisión (Decreto 226 de 1987).
En la Secretaría de Estado de Turis-
mo funciona la Oficina de Planeamien-

mento que se encarga de la evaluación

entonces incipiente desarrollo turístico
en la República Dominicana.

realizan en el polo turístico de
la zona Norte, en Playa Dora-
da, Puerto Plata, así como en la
zona Este, en La Romana, y
más tarde en la Zona de Higüey
- Bávaro-Punta Cana.
