Here we are then, another year almost over, and what a year! We’ve certainly experienced some highs and lows over the past twelve months. Those heady days surrounding Spain’s victory at the European Football Championships seem like a long time ago, and all we seem to be left with is the hangover of the economic ‘Crisis’ and the Astapa corruption case which has all but paralysed Estepona Town Hall.But there is possibly a small crumb of comfort to be taken this Christmas from the effects of the fi nancial downturn, and that is that people are beginning to examine their ‘live now, pay later’ lifestyle with a critical eye. Already you can hear people talking about spending less this year and having a more family oriented Christmas. OK, I don’t mean that you should all gather around the piano and ‘make thy own entertainment’, but if this recession can help to break the obscene consumerism which has blighted the festive season in recent years, then maybe we’ll look back at it as not a complete disaster once we’ve come through it. Yes, don’t forget all recessions do eventually end, and if a result of it is that people have learned to live within their means, then maybe it hasn’t been a total disaster.In times such as these one person’s doom and gloom is another’s opportunity, and from this month we have featured a selection of properties from the listings of a number of estate agents and developers, which represent some of the best deals in the area. All of these properties have been dramatically reduced in price and absolutely must be sold. You can fi nd them on page 24 of The Resident and you can also fi nd a larger selection at www.manilvalife.com/properties.OK, so let’s try and put the doom and gloom aside, at least for a couple of weeks and enjoy the festive season. As usual there is an extensive programme of events over the coming weeks, most of which won’t cost any money to enjoy, and you can fi nd information on many of these in the What’s On section of The Resident.That just leaves me to take this opportunity to wish you a Merry Christmas and a Happy New Year from all of us at The Resident, oh and good luck on ‘El Gordo’.

Aquí estamos otra vez, terminando el año ¡Y qué Año! Hemos tenido altos y bajos en estos doce meses. Parece que hace una eternidad desde la victoria de España en la Eurocopa 2008, luego nos dejaron la tan hablada y temida “crisis” y la corrupción Astapa en el Ayuntamiento de Estepona.Pero todavía nos queda una pequeña posibilidad de bienestar para estas Navidades y salvarnos de los efectos de la tan temida crisis, ahora la gente mira con lupa la cultura de comprar ahora y pagar mañana. Ya se pueden oír a personas decir que están gastando menos este año que en años anteriores y están enfocando la Navidad más en “familia”. ¡Vale!, no quiero decir que deberíamos todos estar alrededor del piano y entretenernos, pero si esta recesión ayuda a parar un poco el consumismo, el cual ha sido habitual en estos últimos años, deberíamos de pensar que no es todo tan malo. No olvidéis, que toda recesión más tarde o temprano termina, y si como resultado hemos aprendido de ésta, no ha sido del todo tan desastre.Para muchos, ésto es un mal asunto y para otros, es benefi cioso. The start of January sees traditional winter reductions on consumer goods which will carry on in some shops until the fi rst days of March. During these months the consumer will undoubtedly benefi t from discounts on some products but can also fall victim to the practice of some retailers who, by ignorance or deliberate calculation, attempt to trade against the rules in the matter of reductions as set out in The Commercial Law of Andalucia.

Consumers should remember that articles that are offered as sale items must have been have displayed at their normal price for minimum of a month before in the selling establishment. The consumer also needs to check that the sale item is the same quality as the non-sale version, has no defects and displays a lower price together with the original price. If the product had any defect it will no longer be considered a reduction but a ‘second’.

In the ‘Sales’ the consumer should demand the same guarantee on goods as those sold during the rest of the year.

The ‘Sales’ (Rebajas) and Your Rights as a Consumer in Andalucia

• Prices. All products must be clearly priced. The label must show the previous price and the present one, never one marked over the top of the other. It is not enough for the establishment to only show a percentage discount i.e. 25% of the original value without actually marking what the sale price of the product is.

• Means of Payment: The consumer can pay for purchases with whatever payment means are accepted during the rest of the year by the establishment. As far as payment with a credit card is concerned, it is illegal for the establishment to charge an extra percentage for payment by this method. The price fi xed for

goods cannot vary depending on the mode of payment.• Separation of reduced items: If price reductions do not affect all the stock which the establishment sells, it must differentiate between the items that are sold in sales and those that are not by clear physical separation.

• Receipt: The consumer should always demand a receipt which is essential to make an effective claim or exchange goods.

• Returns: The consumer always has the right to return defective products that have been purchased in ‘Sales’. If the reason for the return is merely aesthetic,

it is advisable to enquire before or when purchasing the product if the establishment will allow this type of return, and if it does, what are the conditions: Exchange for another item, money back or a credit note.

When returning an item, the consumer is entitled to reimbursement of the same sum he paid for the goods. However, the Andalucian Federation of Consumers and Householders has verifi ed that on occasions, consumers returning goods for an aesthetic reason bought immediately before a ‘Sale’ have then been given credit notes based on the sale price of the item instead of the original higher price they paid.

• Guarantee: All goods in the ‘Sale’ should be correctly labelled and those that have a guarantee at the time of the ‘Sale’ should be sold with the same guarantee conditions as goods sold at any other time of the year.

• Claims: If the consumer is not satisfi ed with the purchase he should not hesitate to make a complaint. All commercial establishments have to make a Complaints and Reclamations book available to customers who ask for it (‘Hoja de Reclamaciones’)

The fi nal decision to make a purchase is always the consumer’s and should not be

unduly infl uenced by advertising claims and window displays but more on refl ection of what is truly needed by the consumer and will give satisfaction. Only in this form will a reduction on a purchase be profi table to the consumer.

Although this period is dedicated traditionally to reduction ‘Sales’, other types of ‘Sales’ are running, even in the same establishments, such as those for ‘Seconds’ (‘BALANCES’) and ‘End-of-Line Stock Clearance’ (‘LIQUIDATION’) sales. The consumer should be aware that that the characteristics of these type of sales are different from the ‘REDUCTION’ sales and criteria for returns and exchanges is likely to be different.

Items that are sold as ‘Seconds’ are products supplied at an inferior price because they have some fl aw or have deteriorated and for that reason they cannot be sold as ‘Reduced’. The establishment must inform the consumer by visible means of the reason for the product being classed as a ‘Second’, something that does not happen in many stores which also fail to separate this type of product from regular stock.

On the other hand, the purpose of a ‘Liquidation’ sale is to sell, for instance, excess warehouse and end-of-line items and close of or change of business stock, products that the consumer purchases in these types of ‘Sales’ cannot be fl awed and must not have deteriorated in any way. All items must be clearly priced. The label must show the previous price and the present one, never one marked over the top of the other. The establishment must also display the commencement and concluding dates of the ‘Sale’ and the reason for it.

Los veteranos del San Roque, Balona y Algeciras rinden tributo a Helenio Lucas

El domingo 28 de diciembre a las 11:30 horas en el campo de fútbol Virgen del Carmen de la Línea de la Concepción hay partido de homenaje a Helenio Lucas Fernández, un triangular entre los veteranos de San Roque, Balona y Algeciras, que también servirá para recaudar fondos para Cáritas. El precursor del encuentro homenaje, el colegiado sanroqueño de tercera división, Juan Carlos

Crespo, ha destacado la gran labor de Helenio en el fútbol de la Comarca del Campo de Gibraltar.La entrada tiene un precio de dos euros y se aceptarán productos no perecederos como arroz y legumbres para las familias más necesitadas de la Comarca.El fútbol perdió a Helenio Lucas el 14 de junio de 2007, que falleció a la edad de 82 años. Football veterans to pay tribute to Helenio Lucas

La Linea’s Virgen del Carmen football stadium will be the venue on Sunday 28th December, at 11.30 am for a triangular tournament between veteran footballers from San Roque, La Linea, and Algeciras in homage to Helenio Lucas Fernández, with all funds raised being donated to the welfare charity Cáritas.

Entry for spectators is two euros, and donations of non-perishable goods, such as rice and pulses will be gladly received and will distributed amongst the needy of the municipality.Football lost a local hero in June last year when Helenio Lucas died at the age of 82. He fought tirelessly to promote football in

Derribo del edifi cio del antiguo Juzgado Número 2, en la AlamedaAsí lo han aclarado el alcalde accidental, José Antonio Ledesma, y el teniente de alcalde delegado de Obras y Servicios, Salvador Romero Monrocle. Ledesma señaló que “una vez que el inmueble volvió al Ayuntamiento, con la puesta en marcha de las instalaciones judiciales provisionales en El Toril, llegó el momento de buscarle una fi nalidad”.“Los técnicos municipales -continuó- alertaron de las malas condiciones del edifi cio, por lo que decidimos que lo pertinente era derribarlo y utilizar el suelo para ampliar la Alameda. Así, estas Navidades nuestros vecinos, y en especial los más pequeños, podrán disponer de más espacio para disfrutar de este histórico lugar de esparcimiento”.Ledesma no quiso concretar qué tipo de equipamiento se ubicará en este espacio en el futuro. “Barajamos varias ideas -señaló- pero en este momento tenemos otras prioridades que

se concretarán en los proyectos ambiciosos y para todo el municipio que se fi nanciarán con fondos del Estado y de la Junta de Andalucía. Eso sí -afi rmó- este espacio seguirá siendo público y para el disfrute ciudadano”.Por su parte, Salvador Romero indicó que “los técnicos dieron en el clavo cuando afi rmaron que la estructura del edifi cio estaba muy afectada, porque sólo con tocar las paredes, la máquina empezó a derribarlas. Queremos terminar el derribo a lo largo de la mañana y que esta misma tarde quede todo limpio de escombros”.Originalmente, el edifi cio hoy derribado albergó la primera Biblioteca Pública del municipio. Más tarde, el Ayuntamiento lo cedió para albergar el Juzgado de Primera Instancia e Instrucción número 2 de San Roque, y volvió a manos municipales el pasado mes de noviembre, una vez desalojado.

Old Court House demolished

The old Number Two Courtroom in San Roque has been demolished to make way for expansion works to the Alameda. The decision was taken to demolish the building as its poor condition made it uneconomical to renovate, and it presented a danger to the public.There are several ideas for future use of the location but at the

moment the local authorities have more pressing priorities namely a number of ambitious projects which will be funded by the State and Regional governments.The building initially housed the public library and it was later ceded to the Justice Department, before returning to council ownership las November.

El Mercado acogerá los sábados un mercadillo artesanal

Ante el éxito cosechado en el mercadillo artesanal celebrado en la Alameda el pasado fi n de semana se ha decidido que cada sábado se montará, bien en los aledaños o bien en el interior, dependiendo de la climatología, del Mercado Diego Ponce, este mercadillo de artesanía.Miguel Núñez entiende que “de esta manera potenciamos el

Mercado municipal y a la vez los artesanos se pueden benefi ciar del trasiego de personas en el Mercado”.Ello se enmarca dentro de las actuaciones de fomento de la actividad del mercado municipal “y creemos que va a ser un revulsivo importante para que el Diego Ponce se convierta en el punto central de las compras

de los sanroqueños”.Por otro lado, se ha llegado a un acuerdo también con la asociación de artesanos ambulantes para instalar un mercadillo de artesanía en Guadiaro.En concreto, el recinto ferial de la zona norte acogerá el próximo día 20 un mercadillo artesanal, de regalos, etc.

Saturday craft market

Following the success of the craft market held at the Alameda earlier this month, it has been decided to make this a weekly event to be held on Saturday’s either inside or outside the Mercado Diego Ponce

market, depending on the weather.The aim is to both promote the municipal market, whilst at the same time providing an opportunity for local artisans to sell their products.

Agreement has also been reached with the itinerant craftsmen’s association for the installation of a craft market in Guadiaro, which will be held on the 20th December at the fairground.

Friday 26th DecemberFrom 12 noon Children’s workshop in the municipal pavillion situated in Plaza Marcelino. Camacho.From 4.30 pm ‘Treasure Hunt’. Children’s game involving a search for treasure through the streets of Casares following clues which lead to others and fi nally the treasure.

Monday 29th DecemberFrom 12 noon Children’s party in the municipal pavillion situated in Plaza Marcelino.The children will receive a visit from the Royal Attendants who will collect the cards on behalf of the Three Kings.There will be activities and a theatrical performance of the play “Las Aventuras de Peneque el Valiente”.

Wednesday 31st December00.30 New Year’s Eve Party with music by the group “Sin Fronteras” in the Plaza Marcelino Camacho.

Friday 2nd JanuaryCasares and Secadero cycle ‘ride out’ at the Aula de la Naturaleza del Río Genal where participants will enjoy a barbecue.

Saturday 5th JanuaryFrom 7.00 pm is the annual Three Kings Procession. The cavalcade of the Three Kings will be accompanied by the “Rondalla de Casares” musicians. The parade starts at Peñón Roao and ends up at the Plaza de España where there will be Christmas songs.

Thursday 18th DecemberCollection of the cards for the Three Kings from all the children in Secadero with the arrival of the Royal Postman. From 6.00 pm in the Plaza de la Paz.

La Policía Local interviene 227 kilogramos de hachis preparados para ser transportados a Reino Unido

Agentes de la Policía Local de Manilva han intervenido un total de 227 kilogramos de hachís en el interior de una vivienda de la urbanización La Vizcarronda que estaba siendo preparado para ser trasladado a Reino Unido. En la operación ha resultado detenido por un presundo delito contra la salud pública un ciudadano de nacionalidad británica y vecino de Mijas que responde a las iniciales K.R.R., de 39 años de edad, quien junto con la droga incautada y las diligencias practicadas, ha sido puesto a disposición judicial.Según fuentes policiales, en la tarde de ayer se recibió una

llamada telefónica de un vecino de la localidad, quien alertaba a la Policía Local de Manilva de que unas personas estaban embalando y montando en camiones de mudanza unos muebles de su propiedad, valorados en 25.000 €, y que se encontraban en un piso que tenía alquilado.La empresa de mudanza es una compañía radicada en San Roque con todos los papeles en regla y que fue contratada por el ciudadano de origen británico que fi nalmente resultó detenido, quien decía ser amigo del inquilino de la vivienda.Tras diversas diligencias e investigaciones en que ha

sido parte fundamental la colaboración ciudadana, los agentes comprobaron que había bolsas con droga en el garaje de la vivienda y herramientas de diverso uso, que según se pudo comprobar, se estaba usando para la ocultación de la droga en el interior de un televisor, un frigorífi co, las sillas, un sofá, un canapé y otros mobiliarios y electrodomésticos.La intención de los implicados era trasladar todo el mobiliario de la vivienda alquilada, con la droga en el interior, hasta Reino Unido por carretera a bordo de los camiones de mudanza.

Police foil plot to smuggle a quarter of a tonne of hashish to the UK

Police offi cers have seized 227 kilos of hashish from a property on the La Vizcarronda urbanisation in Manilva which had been hidden inside furniture and domestic appliances due to be shipped to the UK. The operation resulted in the arrest of a 39 year old British national, initials K.R.R. who is a resident of Mijas.

According to police sources, offi cers were alerted on Wednesday, 3rd December, by a local person that a removal company were taking furniture from a property that he had rented.The removal company, which is based in San Roque, appear to be unwitting accomplices in the

activity and had been contracted by the arrested man who claimed to be a friend of the tenant of the property.On closer inspection it was discovered that most of the items due for transportation to the UK had been stuffed with around 100 packets of the drugs, totalling 227 kilos.

Acuerdo Fraccionamiento IBIEl concejal delegado de Economía y Hacienda del Ayuntamiento de Manilva, Diego Díaz, ha informado que el Patronato de Recaudación Provincial de Málaga ha dado luz verde a la posibilidad de que los vecinos del término municipal puedan abonar de forma fraccionada el recibo del IBI correspondiente al ejercicio 2009.Así, según el acuerdo alcanzado, los titulares propietarios de inmuebles podrán abordar el pago del IBI, más conocido

como Contribución Urbana, en su periodo normal, entre Julio y Septiembre, o bien siguiendo otros dos sistemas alternativos:a) En dos pagos, uno en abril y el segundo en octubre.b) En nueve pagos mensuales desde marzo a noviembre.

Los requisitos básicos son que debe solicitarse expresamente por el contribuyente antes del 20 de Febrero de 2009 y los pagos deben estar domiciliados en una entidad bancaria. Díaz ha informado que el acuerdo

alcanzado con el Patronato pasa por que no se devengarán intereses ni a favor ni en contra.Asimismo desde la concejalía de Hacienda apuntan que una vez analizados los resultados de esta experiencia, se valorará la extensión de la fórmula a otros tributos municipales para el ejercicio 2010, como propuesta municipal ante el periodo de crisis internacional que se está atravesando.

IBI in instalmentsManilva’s Finance Department has confi rmed that the Patronato de Recaudación Provincial de Málaga, the revenue collection agency, has given the green light to payment of the IBI council tax in instalments as from 2009.The agreement means that property owners may pay in three ways:

a) In one lump sum between the months of July and September.b) In two instalments, one in April and a second in October.c) In nine monthly payments from March to November.

Property owners must apply to pay by instalments by the 20th February, 2009, and payments

must be made by standing order through the bank. No interest will be levied on these payments.Manilva’s Finance Department has indicated that, depending on its success, the scheme may be applied to other local taxes from 2010.

Despite dreadful weather and the ‘X Factor’ fi nal, there was a good turnout to last weekend’s Bond Event held at the Duquesa Suites Hotel. The scene was set with a number of Aston Martins parked at the entrance to the Hotel, and several of the guests made the effort to come in fancy dress, following the James Bond theme of the occasion.The evening kicked off with a session of social and business networking with representatives from a number of businesses from Gibraltar to Marbella taking the opportunity to get acquainted.

This was followed by the evening’s entertainment which included a local DJ and live music performed by Clive and Mark aka ‘Nightwatch’.The evening was rounded off with a prize draw with prizes donated by many of the participants.The event organisers, Kat and Paqui Tome, wish to thank all those that helped to make the evening a success and are looking forward to their next event in the New Year, details of which will be published in The Resident as soon as they are fi nalised.

Saturday, 27th DecemberThis evening it is the turn of Sabinillas to host a Christmas concert which will be held in the Iglesia de San Luis church in the village. The concert will be presented by Sabinillas Municipal Choir starting at 8.30 pm. Once again all are welcome. There will also be a holy mass.

Three Kings procession

This year’s Cabalgata de Los Reyes, or the Three Kings Cavalcade, organised by Manilva’s Fiestas Department is on the 5th January. The cavalcade starts in Castillo at around 6 pm, before transferring to Sabinillas, at about 6.30 pm (timings are always approximate!) and fi nally wends its way up to Manilva at about 7.30 pm.The cavalcade normally consists of three fl oats, each of which carries one of the ‘Kings’ and his entourage, there are also various

performers, musicians, etc. As the procession wends its way through the streets the Kings and co. hurl sweets into the attendant crowd of children and adults, as you can imagine it’s everyone for themselves and you will see most of the children coming away with bags full of ‘caramelos’.One thing to remember is to watch out for the parking restrictions posted on the lamp posts on the procession route. You will be towed away if you ignore them.

Procesión de San Antonio

Just when you thought all the parades and processions were over for a while along comes another one Saturday 17th January is the Fiesta of St Anton, the patron saint of domestic animals, and in many parts of Spain a special service is held to bless the animals.To mark the occasion, ADANA, the animal rescue charity, is organising a procession through the streets of Estepona which will be led by the New

Orleans Jump Band and it is hoped the Municipal Band as well.Starting point is the tourist offi ce on Avenida San Lorenzo at 12.45 pm and the parade fi nishes in Plaza Antonia Guerrero (or Eggcup Square”) in Calle Terrraza where all the animals will be blessed by Padre Pedro of the Parroquia San Jose. The Estepona Platform for the Promotion of Volunteers (PVEST), will celebrate the recent International Volunteer Day with a “Voluntary Market” in the Plaza de las Flores, on Saturday December 20th. Concesiones libre de impuestos

New duty free allowances

As of this month, Europeans travelling home from non-EU countries have the right to bring into the bloc more duty free products, the European Commission have announced. Passengers travelling home by air or sea will be allowed to import into the EU tax free products worth up to €430, while those travelling by road, eg from Gibraltar, up to €300. The limit until now had been €175.The new rules also abolish quantitative limits for perfume, eau de toilette, coffee and tea, but introduce a limit of 16 litres for beer imports – beer had been the only alcoholic drink without such a limit so far.Additionally, travellers will now be allowed to import four litres of wine, rather

than two, as had been the case until now.However, the limit of one litre of drinks stronger than 22 percent alcohol by volume remains unchanged.“Many of the previous rules, which have been in place since 1969, were no longer relevant to today’s world. From today, citizens will benefi t from a nearly doubled monetary threshold and more generously calculated limits for certain beverages when importing goods in their personal luggage into the European Union,” EU taxation and customs union commissioner Laszlo Kovacs said.“At the same time, due to the increased monetary thresholds member states will avoid administrative costs currently involved in

collecting small amounts of import duties and taxes,” he added.The limit for cigarettes remains unchanged at 200, but EU states are now offered the possibility of reducing this fi gure to 40 if they decide the measure is needed to support health policies.So far, almost half the EU states – Austria, Belgium, Denmark, Estonia, Finland, Germany, Ireland, the Netherlands, Portugal, Slovakia, Britain, Spain and the Czech Republic – have chosen to keep the limit of 200 cigarettes.The other EU countries will lower the limit to 40, while Greece and Hungary will only allow imports of 200 cigarettes for air travelers.

Inspirándose en el secuestro de 900 personas en el Teatro Dubrovka de Moscú (Rusia), en 2002, a manos de un grupo armado checheno que exigía la salida de las tropas rusas de su país y que se saldó, tras dos días y

medio de negociaciones, con 171 fallecidos, La Fura dels Baus plantea una profunda refl exión sobre el terrorismo. El terror es la respuesta que, en algunos casos, ofrecemos al terror y esta paradoja es la esencia misma del título que La fura sustituye por el musical original, el Boris Godunov de Pushkin, en el que un impostor asalta el poder dispuesto a derrocar a un gobernante corrupto y todos saben que no va a ser mejor que aquél al que pretende reemplazar.

Based on the kidnap of 900 people in Dubrovka theatre in Moscow (Russia) in 2002 by an armed group of Chechens demanding the withdrawal of Russian troops from their country and which ended after two-and-a-half days of negotiations with 171 dead, La Fura dels Baus poses deep questions in relation to terrorism. Sometimes, terror is our response to terror; it is this paradox that is the very essence of the title that La fura has replaced with the original musical, Pushkin’s Boris Godunov, in which an impostor seizes power intent on overthrowing a corrupt leader and everyone knows that he will be no better than the leader he wishes to replace.

El efervescente panorama musical de las islas británicas en los ochenta, una vez digerida la avalancha punk y recogidas sus enseñanzas, también salpicó a la portuaria y obrera Liverpool, con The Beatles en la cumbre de su profuso y notable patrimonio musical. Allí, aprovechando el legado oscuro del after-punk y trufándolo de psicodelia brumosa, apareció una brillante generación de músicos liderada por dos antiguos colegas de la sombría y fugaz The Crucial Three: Julian Cope, responsable de The Teardrop Explodes, e Ian McCulloch, que fundó unos Echo & The Bunnymen con los que además de facturar temas hipnóticos y tenebrosidad y brillantez a partes iguales, acuñó una manera de estar en el escenario, entre hierática, abandonada y chulesca, que marcó escuela.Echo & The Bunnymen, formados en

Once the avalanche of punk had been assimilated and many lessons learnt from it, the sparkling music scene in the British Isles during the 80s began to pepper the working class port city of Liverpool, whose abundant and noteworthy musical heritage centres on The Beatles. A brilliant generation of musicians appeared in this city, taking advantage of after-punk’s dark legend and the lies of misty psychedelia. This generation was led by two old friends from the shadowy and fl eeting The Crucial Three: Julian Cope, responsible for The Teardrop Explodes, and Ian McCulloch who founded Echo & The Bunnymen. As well as writing tunes which contain equal parts of hypnosis, darkness and brilliance, they have also cultivated a way of being on stage that is at once inscrutable, abandoned and in-your-face, which is a feature of the genre.Alongside McCulloch, the guitarist Will

Sergeant, the bass player Les Pattinson and the drummer Pete de Freitas all played in Echo & The Bunnymen during its golden age. They released very infl uential albums such as Crocodiles (80), Heaven up here (81), Porcupine (83) and Ocean rain (84), from which epic languid songs like “The killing moon” and “Ocean rain” stand out, along with post-punk anthems like “The cutter”, “The back of love” and “Silver”. After plenty of changes and a gap of many years, McCulloch and Sergeant revitalised the Bunnymen in 1997 and showed with Evergreen (97), What are you going to do with your life? (99) and Siberia (05) that they were not lacking melodic inspiration. They return with this spirit of rebirth to the Teatro Cervantes, where they managed to establish a special bond with the audience a few seasons ago.

El PSOE de Manilva, ha considerado conveniente, que dentro de las propuestas que va a realizar su grupo al ayuntamiento, estén captadas las propuestas de nuestra asociación que como es lógico han de ser orientadas a fomentar o mejorar nuestro comercio.

- Puente que una Marina de Casares con Sabinillas, por la importancia comercial y turística que tiene y por el bajo presupuesto que puede suponer- Puente Los Hidalgos con El Castillo. Ídem- Mejora del alumbrado público o incremento en épocas más comerciales.- Parking: Señalización de las

zonas actuales.Negociación apertura parking ciudad deportiva de SabinillasNuevo Parking Sabinillas Centro.- Proyecto Centro comercial abierto en Sabinillas- Embellecimiento y recuperación de identidad urbana de Manilva pueblo como zona de interés turística al igual que otras poblaciones colindantes- Arreglos vías publicas zonas

A meeting was held recently, which was attended by committee members of Manilva’s local business associations ACEMCE and ACOEMA along with offi cers from the PSOE opposition party to discuss the central governments plan to stimulate local economies.In Manilva’s case this aid translates into 2.2 million euros, and to qualify for this assistance the local authority must submit an outline project by the 20th January. This project must fi t certain criteria, these being that it must be a new project; it must also involve civil construction works.

The aim of the meeting was to invite local commerce to have some input in formulating and submitting possible projects to be

considered for funding.For its part ACEMCE proposed that certain conditions should be placed on any projects considered for submission, namely:

1. Any projects should not generate additional expenses, running costs or debt, and that ideally the projects should create new employment.2. Any projects should be executed by local business, with services, employment, and materials sourced from local providers subject to open and competitive tendering.

During the course of the meeting a number of ideas were brought up which, failing further input, will be put forward to the local authorities for consideration.

These include:1. A bridge over the Rio Manilva connecting Casares Costa with Sabinillas which would provide easy access for this large population to the village’s commercial centre.2. The pedestrian bridge connecting the Los Hidalgos urbanisation and commercial centre with Castillo.3. Signage clearly indicating car parking zones.

4. ‘Open Commercial Centre’ project for Sabinillas.5. Beautifi cation works and establishment of Manilva’s identity as an area of tourist interest similar to other local towns.6. Pedestrianisation of main retail areas.

The association would be interested in any other proposals, which may improve trade and commerce across the general

municipality or target specifi c areas.These proposals will be presented to the Mayoress to be considered for submission.The subsidy is calculated according to the number of inhabitants on the civil register (Padron), and underlines the importance of residents making sure that they are registered in Manilva.

There is an abundance of stray cats always gathering around the dustbins in the villages and urbanizations, many of them kittens looking poorly, this causes many of us to suffer just seeing them, we want to feed them so they do better. This may bring about more problems for them than it solves and make the potential Samaritan into a lawbreaker!Once upon a time, not so long ago, there were no animal welfare laws on the books but that has now changed. One person or a group of neighbours in an urbanization would see to having these semi feral cats spayed or neutered, vaccinated, and wormed periodically while being left to fend for themselves with food being left out for them. This is now, in the strictest sense illegal as it is considered abandoning an animal, as the latest legislation requires all dogs and cats be micro-chipped, the registration of which requires the name of an owner or responsible person (which could be a representative of a community), and vaccinated

against rabies.Visitors and or vacationers come out for a month or less and see these cats coming around to the place they are renting and they start to feed them. These animals then start to come around regularly and they continue to feed them until that date arrives that they have to return from whence they came and the cats are, in the best (sic) of cases, abandoned again or the worst case scenario, which has happened, that they take this more or less healthy animal to a veterinarian to be killed, not euthanized which is the painless taking of a life of a terminally ill or dying animal, as they are no longer going to be around to feed it!Why did they not think about this before they started to feed the animal(s) in question? There are now healthier unwanted cats about that are more prone to breed. This reproduction cycle when left un-checked, may in only fi ve to ten years, from just one pair of cats having only 2 litters a year of just 3-4 kittens per litter, produce hundreds

of thousands to millions of cats, if not more! When they are just left/abandoned the next renter may not feel the same about feeding said cat(s), may be allergic, or there may not be anyone occupying said property for some time in which case the cat(s) may go to a neighbour that is unsympathetic. There are unsympathetic responses to this over abundant feline population. The community may call an agency out to round up the strays for their culling. This often leads to cases of mistaken identities where animals with families are collected and confused as strays are caught and may be killed! Another even more desperate solution has been reported. In many cases the presence of unwanted cats leads to the illegal placement of poisonous substances in an attempt to reduce the feral feline population. This indiscriminate placing of poison may affect cared for pets or even children!Every year in Spain 100,000 dogs and 200,000 cats are abandoned. Ten thousand

Hay una gran cantidad de gatos callejeros alrededor de las basuras de los pueblos y de las urbanizaciones, algunos de estos gatitos están enfermos, éstos nos hacen sufrir tan solo con verlos y por tanto le damos de comer. ¡Esto les ocasionará más problemas que benefi cios y convertirá al “Samaritano” en un delincuente!.No hace mucho tiempo, no había leyes de control sobre los animales pero eso actualmente ha cambiado. Una persona o un grupo de vecinos de una urbanización podrían castrar a estos gatos, vacunarlos y desparasitarlos periódicamente en lugar de dejarles comida. En la actualidad dejarles comida es ilegal ya que se considera abandono de un animal, ya que la legislación vigente requiere que todos los perros y gatos tengan su microchip, con este se registra el nombre del propietario o persona responsable (que también puede ser el propietario de una comunidad), y vacunarlos contra la rabia.Visitantes y veraneantes vienen por un mes o menos y ven a estos gatos merodeando por los lugares donde se encuentran hospedados y empiezan a darles de comer. Estos animales entonces empiezan a volver regularmente al lugar donde

To have them properly cared for, including worming, fl ea and tick treatments, vaccinations, micro-chipping and spaying or neutering. They will help to contain the unwanted rodent population, rats and mice, as well as, by their presence, the arrival of new unwanted strays, being territorial animals as they are. Please think twice and don’t feel by feeding you are helping them in the short term when really in the long term it is prejudicial

to their well being - remember how many kittens destined to become cats develop in a few years from just one breeding pair!

This is a life and in the case of a kitten or a puppy could keep on giving for 15-20 years, which carries with it an implied responsibility that lasts a lifetime! An alternative could be adopting an adult from one of the many over supplied shelters. You might even think of donating some dog and/or cat food to one of the many shelters around!

se les da de comer, cuando llega la hora de que estos veraneantes y visitantes se marchen, estos gatos vuelven a estar abandonados y en el peor de los casos, casos que han ocurrido, llevan estos animales más o menos sanos a un veterinario para que se les mate, ya que estas personas no van a estar allí más para alimentarlos, sin utilizar la eutanasia que es la forma de poner fi n a una vida debido a una enfermedad terminal o que sea un animal moribundo.¿Por qué no pensaron ésto antes de empezar a darles de comer a estos animales? Ahora habrá más gatos sanos abandonados por los alrededores, los cuales procrearan. Este ciclo reproductivo si no es controlado, puede que de cinco a diez años, de solo una pareja de gatos teniendo dos camadas al año de tres a cuatro gatitos, produciría cientos de miles a millones de gatos, ¡si no más! Cuando estos inquilinos se vayan, vendrán otros que no los alimenten porque sean alérgicos o porque no quieran, o en otros casos la casa se quede deshabitada durante bastante tiempo. Estos gatos irán a otra propiedad donde el propietario no sienta mucha simpatía por ellos, no todo el mundo siente

esta simpatía por estos animales. La comunidad puede llamar a profesionales donde se encargan de atrapar a estos animales, algunas veces esto lleva a errores, pues son capturados animales que tienen familias y pueden que los maten! Otra solución desesperada que ha sido denunciada ha sido la presencia de veneno para parar la superpoblación de estos animales. Esta indiscriminada medida puede afectar a otros animales de compañía e incluso a niños.Cada año en España 100.000 perros y 200.000 gatos son abandonados. 10.000 son víctimas de automóviles, los cuales ocasionan 3.000 accidentes de carreteras y deja sobre 1.000 personas heridas como resultado. Esta estadística tiene casi quince años y se duda que el número haya variado, debido a los artículos en la legislación y derechos de los animales.

Si sientes pena por esta población felina, antes de ponerles de comer sobras o pienso, adopta uno o dos, o convence a tu comunidad para que adopte algunos, así de este modo estarán bien cuidados , incluido desparasitados, tratamientos contra pulgas y garrapatas,

vacunas, microchip y castrándolos. Ayudarán a contener la población de roedores (ratas y ratones) y también por su presencia parará la llegada de otros gatos callejeros, ya que estos animales son territoriales. Por favor piénsenlo dos veces y no crean que dándoles de comer los estáis ayudando, porque a la larga es perjudicial, recuerde cuántos gatitos se convertirán en gatos adultos en unos pocos de años, de solo una pareja.Gracias, os deseo a vosotros y a los vuestros una Feliz Navidad y un próspero Año Nuevo.Ronald Rosenfeld D.V.M.Si por alguna causa estas fi estas están pensando en regalar una

Pueden también donar comida para perros o gatos en uno de estos refugios de animales que hay alrededor.

Channel 5 goes Free to Air

On Tues 18th November Channel 5 went Free to Air, this means that anyone with a Sky Digi-box without a viewing card and those with a Free to Air Satellite Receiver can now view this channel by loading it on manually.

If you have a Sky Digi-box you can load Channel 5 by following the instructions below.

Press the services button on your remote control.Select option 4 System Set Up.Select option 4 Add ChannelsMake sure the Frequency bar is highlighted in yellow and input the following numbers using your remote control 10773Cursor down to Polarization and change the V to H by pressing your right or left cursor.Cursor down to Symbol Rate and change this to 22.0 by using your right or left cursor.Cursor down to FEC and change this to 5/6 by using your right or left cursor.Cursor down to Find Channels and press the Select Button.You will see a number of channels listed on the screen Five is the last one, highlight it and press the yellow button on your remote which will put a tick by the side of it.Press the Select Button and you will see a message ‘Channel Line Up Complete’. Channel 5 is now saved in your Other Channels option.To view press the Services button on your remote control.On the menu that appears select Other Channels, you will see Five saved there. Highlight it and press the Select button to view.

You cannot view this channel in your TV guide you must select it in Other Channels each time you wish to view it.Those of you with Free to View Satellite receivers should consult your user manual to load this channel, some may need to re-scan the receiver.

Sky´s new energy saving software

I have received numerous calls regarding Sky boxes switching themselves onto standby each evening. This is due to new software which has been

downloaded by Sky as an energy saving device. The Sky Plus boxes have had this for a long time and now the software is available to ordinary Sky Digi-boxes. This means that the box will automatically switch itself onto standby in the night. If you are watching the TV you will see a message giving you the option to carry on viewing. Many of you saw this message during the day when the software was fi rst downloaded which caused some concern. It appears now that the download is complete and you should only see the message if you are watching late at night.You can deactivate this if you wish by going into the Services menu. Select option 5 and switch the Auto Standby option to OFF. Cursor down to Save New Settings and press the Select Button.

Important news for holders of UK photocard driving licences

Thousands of motorists risk being fi ned up to £1,000 because they are unwittingly driving without a valid licence.They have failed to spot that their photocard licence automatically expires after ten years and has to be renewed.Motoring organisations said most drivers believed, wrongly, that their new-style licence was for life and blamed the Government for the fi asco. They said offi cials had failed to publicise the fact that photocard licences - unlike the old paper ones - expire after a set period and must be renewed.Drivers have to pay £17.50 to renew their card, which will earn the Treasury an estimated £437 million over 25 years.The fi rst batch of ten-year photo licences was issued in July 1998, and the confusion has come to light as they start to expire.DVLA fi gures reveal that while 16,136 expired this summer, so far only 11,566 drivers have renewed, leaving 4,570 outstanding.With another 300,000 photocard licences due to expire over the coming year, the number of invalid licences could soar. A total of 25 million have been issued.At the heart of the confusion is the small print on the credit card-size photo licence. Just below the driver’s name is a numbered series of dates and details. Number ‘4b’ features a date in tiny writing but the signifi cance is explained only if the driver turns over

the card and reads the key on the back which states that ‘4b’ means ‘licence valid to’.Even more confusingly, a table on the rear of the card sets out how long the driver is registered to hold a licence - that is until their 70th birthday.Motorists who fail to renew their licences in time are allowed to continue driving but the DVLA says they could be charged with ‘failing to surrender their licence’, an offence carrying a £1,000 fi ne.The DVLA said recently that the date of expiry was carried on the new-style licences, but was unable to say whether motorists were told the licences would

expire when they were fi rst issued.A spokesman said: ‘It is important that photocards are updated every ten years to ensure the police and other enforcement agencies can identify whether a driving licence is being used fraudulently.’The agency is sending reminders to drivers whose photocard is due to expire, and no one has so far been charged with failing to surrender their licence.The Association of British Insurers and the Department for Transport said that insurance cover was not affected if drivers failed to update their photocard.

Estepona Floral Art ClubEstepona Floral Art Club was delighted to present to the President of Los Claveles a cheque for €1,600 (at the time this went to press) at their ´Grand Raffl e´ event which was held on the 9th December 2008. The day was a great success and enjoyed by everyone who attended. The club was given great support from 26 local businesses, which included, Hotels, Restaurants, Shops, and Golf Clubs along the Coast, which without their generosity they could not have raised this amount of money for the Charity, so a big Thank -you!2009 will be an exciting year for the Club as they have quite a full programme in place. The club starts the New Year with

a ´Workshop´ on Monday 19th January at La Casoña Restaurant, Estepona, N340 (next to Clive Christian) commencing at 11am - 1.00pm. Christmas fair in aid of CUDECA

The season of goodwill is almost upon us, and for this reason Jayne Melville and Monica Bohman wholeheartedly helped to organize a Christmas Fair on Sunday 7th December at the Hotel Barcelo, Guadalmina Alta, San Pedro, in aid of Cudeca.It was an afternoon of fun and entertainment. Everyone was so generous, the tombola prizes were fantastic and the public were extremely interested in hearing about what Cudeca does and the cost-free “special kind of caring” it provides to patients suffering from non-curable advanced cancer within the province of Málaga. Children carol singers were in full fl ow, along with children’s fashion shows from local boutiques, surprise guest singers, wonderful food and gift stalls. Thanks to the organizers,

the Hotel Barceló and Cudeca supporters, we managed to raise an impressive 3,119.97 euros on the day! This year’s funds will be focused on helping to save the In-patient Unit from closure. This event was held in memory of a friend who has just passed away, after being treated in the kindest and gentlest way possible at the Cudeca Hospice for the past few weeks. It makes us very aware of how fragile we all are, and how very necessary it is to try to support and keep raising those much needed funds to keep this facility running. The idea of using glass as a new medium for artistic expression was developed in America in the very late 1950s. The movement became almost as far-reaching as the invention of glass-blowing, representing a world wide revolution in glassmaking. By 1965 the philosophy had reached Britain and in 2005 there were about 1,000 glass artists working in hot glass and cold decoration throughout the country. Amanda Brisbane, Bob Crooks, Rachael Woodman and Keith Cummings are now internationally acclaimed, pioneering new techniques in the creation of their sculptural

CAP’s handbell ringers fi nish on a high noteClub Charity and Pleasure gave their fi nal performance of the season on Saturday 13th December at El Paraiso Golf Club, playing carols to welcome guests to their Christmas Party. The night before they had entertained visitors at Cudeca’s Festival of Lights, where many had neither seen nor heard of handbell tune ringing. All were surprised and delighted to

La Escuela de fútbol del Arsenal

La Escuela de fútbol del Arsenal en San Roque ha comenzado su Segundo año con gran ímpetu.Recordando su primer año nos viene a la memoria varios de sus eventos más destacados. En el primer año vimos a la escuela acoger el primer Trofeo Ibérico Internacional Por la Paz en el campo de fútbol de La Unión de Guadiaro. Los equipos que participaron vinieron desde Israel, Portugal y Francia, pero las sesiones semanales de entrenamiento impartidas por los entrenadores Iain McKay y José Mateo dieron sus frutos viendo con el técnico equipo español acabó con talento internacional ganado el torneo.En Mayo, cuatro afortunados miembros de la escuela viajaron a Londres (Inglaterra), para jugar el Tornero de 2 contra 2 (2 Vs 2) en el césped del magnífi co campo de fútbol del Arsenal, el Emirates Stadium. Una de las parejas llegó a semifi nales y la otra cayó por la mínima en la Final.En Julio, la escuela volvió a viajar. Esta vez un equipo completo de 16 jugadores visitó Londres para participar en el prestigioso Torneo Internacional de Fútbol del Arsenal, en el cual participaron 143 equipos de 12 países. La Escuela de fútbol del Arsenal de San Roque, representando a España, volvió a demostrar habilidad, disciplina y confi anza para llegar a la cabeza del grupo, ganando las semifi nales y con orgullo jugó la fi nal, perdiendo deportivamente contra una fuerte escuadra italiana.Al inicio de su segundo año, La

Escuela de Fútbol del Arsenal Costa del Sol se enorgullece en anunciar que actualmente está ofreciendo su programa de entrenamiento de fútbol al prestigioso colegio privado de Algeciras, Montecalpe. Entre las semanales sesiones de entrenamiento cada lunes por la tarde y los entrenamientos en el colegio, están a cargo de 130 jóvenes futbolistas con edades comprendidas entre 6 y 15 años. Iain McKay, director y jefe de entrenadores ha dicho “estamos encantados de haber llegado a este acuerdo con Montecalpe y esperamos con ansia que sea un año muy satisfactorio. La Escuela está perfeccionando su programa y los alumnos se benefi ciarán de la estructura y método con los módulos de entrenamiento que ofrecemos, los cuales directamente nos provee el Arsenal Fútbol Club”.El Arsenal está aplicando y promoviendo su programa llamado “Play the Arsenal way” (Juega al estilo del Arsenal) y la Escuela de San Roque recibe dos veces al año vistas de los entrenadores del Arsenal para reforzar a los entrenadores y monitores locales que el programa se desarrolla adecuadamente. Estas visitas permiten al los entrenadores ingleses ver sesiones de entrenamientos o los partidos que se celebren durante su estancia.La Escuela espera poder dar la oportunidad a más jóvenes jugadores que ya ofreciera el año pasado y está iniciando las conversaciones para poder

celebrar el segunto Torneo Internacional Por la Paz en Semana Santa de 2009. El Presidente, Ken Jones ha dicho “Hemos tenido mucho interés de equipos de varios países por todo el mundo que querrían visitar España y formar parte en nuestro torneo. En esta economía incierta que vivimos, creemos que San Roque tiene mucho que ofrecer y podría, indiscutiblemente, benefi ciarse por el incremento de turistas que el fútbol puede atraer”.La Escuela de fútbol del Arsenal, además está planteando la posibilidad de ir de nuevo a Londres para participar este año en el torneo 3 contra 3 (3 Vs 3) en el campo del Arsenal, Emirates Stadium, con un ligero cambio con respecto al año pasado que era 2 contra 2. Aunque el número exacto de equipos por edades está aún por confi rmar, esperan preparar competiciones locales para llevar a Londres a los equipos ganadores.A la Escuela de fútbol del Arsenal Costa del Sol le gustaría recordar a los jóvenes jugadores que aún pueden inscribirse a las sesiones semanales de entrenamiento y no necesitan ser fans del Arsenal para ello. Arsenal Soccer School - one year on

The Arsenal Soccer School in San Roque has commenced its second year with great momentum. Looking back on their fi rst year and we are reminded of many highlights. Year one saw the school host the very fi rst International Iberian Trophy for Peace at the football pitch at La Union, Guadiaro. Teams came from Israel, Portugal and France to take part, but the weekly training sessions coached by Iain McKay and Jose Matteo paid off to see a technically superior Spanish side beating off the other international talent to win the Tournament.In May, 4 lucky members of the school travelled to London, England to play in a 2 vs 2 tournament on the actual Emirates pitch in Arsenal Football Club´s magnifi cent Stadium. One pair reached the semi-fi nals, and the other pair lost narrowly in the fi nals.In July, the school was travelling again. This time a full squad of 16 players visited London to participate in the prestigious Arsenal International Soccer Festival which hosted 143 teams from 12 countries. The Arsenal Soccer School of San Roque, representing Spain, again showed incredible ability, discipline and belief and came top of their group, won the semi-fi nal and proudly took part in the fi nal losing sportingly to a very strong Italian side. At the start of their second year, Arsenal Soccer Schools Costa del Sol is proud to announce that they are now providing the football training programme at the Elite Monte Calpe Private School of Algeciras. Between their weekly training sessions that are held every Monday evening, and the training at the academic school, they are now coaching over 130 ambitious young footballers between the ages of 6 and 15. Iain McKay, Director and Head Coach said “We are delighted to have partnered up with Monte Calpe and are looking forward to a very successful and exciting year. The school is improving their football facilities and the children will benefi t greatly from the structured coaching modules we offer, which

are delivered to us directly from Arsenal Football Club”. Arsenal are keen to promote their community programme called “Play the Arsenal Way” and the Soccer School in San Roque receives visits twice annually from Arsenal coaches to ensure the local coaches here are up to speed with any developments or changes in the course material. These visits also allow the London coaches to view any training sessions or matches that may be played during their stay.The school is hoping to provide more young players with similar opportunities to last year and indeed have already started talks about the second Iberian Trophy for Peace for Easter 2009. The President, Ken Jones said, “We have had a lot of interest from teams from various countries around the world who would like to visit Spain and take part in our tournament. In this uncertain economy, we feel that San Roque has a lot to offer and could indeed benefi t greatly from the increase in tourism that football can provide”.The Arsenal Soccer School is also planning to go to London again for participation in this year´s 3 vs 3 tournament at Arsenal´s Emirates Stadium (a slight change from last year´s 2 vs 2). Although exact numbers of teams and age groups are yet to be confi rmed, they are hoping to arrange local competitions with the winning teams traveling to the UK.Arsenal Soccer Schools Costa del Sol would like to remind young players that they can still sign up for the weekly training sessions and do not have to be Arsenal supporters to join. Baloncesto: Vuelve el baloncesto a San RoqueDespués de unos años de crisis, el baloncesto local regresa a escena. Así lo ha hecho saber en un comunicado Jonathan Iglesias, director de la Asociación de Baloncesto Ciudad de San Roque.El objetivo principal del club es la recuperación del baloncesto base en el municipio. Además del fomento de esta actividad entre todos los escolares y jóvenes.Desde la entidad se pretende recuperar el liderazgo que se merece el baloncesto de base en San Roque, será un trabajo difícil debido a la gran oferta deportiva con la que cuenta San Roque.Una de las primeras actuaciones

el equipo de dirección del club de baloncesto, será la de presentar un proyecto al concejal de deportes dando a conocer las pautas de trabajo que marcará la entidad sanroqueña en las próximas temporadas y la de entablar una relación entre Patronato de Deportes y el club de baloncesto.Por otro lado, representantes de la Asociación viajarán en los próximos días hasta San Fernando para reunirse con directivos de la Federación Andaluza y Gaditana de Baloncesto, y hasta Málaga para contactar con los responsables de la Escuela de Baloncesto Unicaja.

Basketball returns to San RoqueFollowing a few years of ‘crisis’ basketball returns to the local sporting scene in San Roque, according to a press release by Jonathan Iglesias, director

of the San Roque Basketball Association.The primary aim of the club is to establish a base for the sport in the town as well as to promote the sport amongst local youth.One of the fi rst actions the Club’s management team will be to submit a plan to the local sports council setting out the programme for the coming seasons and to build up a relationship between Sports Department and the basketball club.In the coming days representatives of the Association will travel to San Fernando to meet with executives of the Andalucian and Gaditana Basketball Federation, and up to Malaga to contact those responsible for the Unicaja Basketball School.
