2. Poor Behaviour Poor behaviour cannot be tolerated as it is a denial of theright of pupils to learn and teachers to teach . To enable learning to take placepreventative action is most effective , but where this fails, schools must have clear, firm andintelligent strategiesin place to help pupils manage their behaviour.
