All graduate teachers should be adequate in communications skills (practical competence in ENGLISH to better access knowledge online and to interact competently /confidently across the region/global marketplace) 4All graduate teachers should be effective, self-directed LIFELONG LEARNERS in order to effectively teach their students to be LIFELONG LEARNERS themselves.5Integrates ICT for education as a key pedagogical tool, subject and context area.3NOTE: 2015, Laos joins AEC, for its economy to grow it will need knowledge workers to help drive its industries. So the process to design the new curriculum wasLAO TRANSLATION:

TEDIOUS BUT DELIBERATE AND CAREFULLY DESIGNED

MINISTER'S DECREE NO. 4290 promulgated on 20 November 2012 has already integrated the pre-service Teacher Training Curriculum for LSE and USE under one 4-year bachelor program: Secondary Teacher Education Program. MINISTER'S DECREE NO. 3799 promulgated on 9 September November 2013 has approved the new 15 courses under the Secondary Teacher Education Pre-service program (STEP).

From a standard (maximum) 150 credit units for all bachelors degree programs: to a more detailed and teacher-training specific to a standard of 160 Credit units --following the ASEAN/ASEM credit transfer system. (Philippines: minimum 178; Thailand: average 203)

2. All Subjects/Major Courses nowcompetency based, with evidence/indicators based on the international PCK Framework

3. Competency domains from 122 redundant indicators to an integrated into7 strategic domains of PCK as threshold competency setfor all pre-service Bachelor degree graduates.

Oursummary ofinnovations/achievements for STEP Curriculum includes:

4.ICT integratedinto general and specialization (major course) curriculum to provide basicICT literacy to all teachers and prepare teachers to teach ICT as an LSE/USE subject.

5.English/Communications skillswhich is a21st century survival skillhas been enhanced

6. all 15 courses adapting a prescribed minor to enable all teacher graduates to effectively teach more than 1 subject in all secondary (LSE/USE) levelsSESDPs 7th innovation push was not adapted yet as local stakeholders were not yet able to appreciate the advantages.

MAPEH(music arts, PE, Health)as one major course offered in TTIs/TTCs not needing any minor as all4subjects are treated equally with critical subject matter content mastery to be able to teach these subjects effectively in any secondary education level. This is where theASEAN curriculum can receive full integration:environmental health, reproductive health, HIV AIDS, Drug Abuse Prevention, First Aid, disaster risk reduction--these are not PE nor Music nor Art topics--also not CIVICs or NatSCi topics, though GEOGRAPHY can touch a little (climate change), not enough full exposure as LIFE SKILLS. Also, it is a proven strategy to teacher shortage (1 teacher :4 subjects)
