Miten sää- ja ilmastoriskeihin voidaan varautua?
- Ilmastoriskien arviointi:
- Ilmastotilastot ja vaikutustiedot (nykyinen ilmasto)
- vaikutusmallit, mikä on sää/ilmastoriippuvuus?
- kriittiset kynnysarvot?
- Ilmastonmuutosskenaariot (riskiarvio tulevaisuuteen)
- Usein suuntaa-antava riskiarvio riittää, mutta
mahdollisuuksien mukaan kvantitatiivisia riskiarvioita!

aikavälin suunnittelussa

Socio-economic study on the Benefits of Improved
Hydro-Meteorological Services in Bhutan
• The purpose of the study was to assess the socio-economicbenefits of improved hydro-meteorological services in Bhutan
• Two stakeholder workshops and interviews
• Covers direct benefits to two important income-generating sectors(hydropower and tourism); indirect societal positive impactsmuch higher
• Cost-benefit ratio without modernisation cost (covered byinternational donor funding) 5.5
• Agriculture: If information successfully disseminated and used,potential societal and economic benefits to farmers,communities and society very high;
• Disaster Management: Efficient EWS would create majorbenefits in terms of avoided damage.
• Importance of hydro-met services was recognised by many sectorsof society and economy.
• Benefit realisation requires successful modernisation of the nationalhydro-met service (NHMS), sustained funding and improvedcooperation between the NHMS and stakeholders.

ResultsStep 5 – Response
Farmer level
• Capacity of the farmers to respond to information is often poor
• Poverty; Capacity; Role of traditional knowledge in farming practices and use of indigenous forecasts has been high.
• However, ongoing training of farmers the response to the seasonal forecast should not be seen as impossible, even though the current situation is not necessarily promising.
Administrative level
• Countries suffer from the lack of disaster policies and strategies in case of high risk of food insecurity
• Usually the response takes place when the food security situation has already worsened

ConclusionsSteps 6-7 – Effectiveness of response and benefits
• First and foremost, improvements in the seasonal prediction skill – Research, regional effort. Current value remains unclear, could be close to
nothing.
• As the current accuracy of the forecast is debatable, possibility for high benefits may occur in the future. – If the forecast skill improves, latter steps require efforts from the countries
• Preparedness and response from the governments
• Essential to improve farmers’ response to the current and future climate to increase resilience
– already endorsed by NGOs working in the area.
– Increases the possibilities for farmers to cultivate with the best available technology
– if the farming practices are successfully adapted to the historical climate, a clear signal of abnormal season effectively communicated and disseminated has the potential to improve the food security situation substantially.

• Enemmän kielteisiä kuin myönteisiä vaikutuksia• Haavoittuvimpia kehittyvät maat• Sadot pienenevät liiallisen kuumuuden ja/tai kuivuuden seurauksena, samaan aikaan maapallon väestö kasvaa• Rankkasateet ja tulvat voivat aiheuttaa sadon menetyksiä• Merien lämpeneminen ja happamoituminen vähentävät kalansaaliita erityisesti trooppisilla alueilla• Toisaalta CO2 pitoisuuden nousu parantaa kasvua• Ruoan hinta todennäköisesti nousee ja hinnanvaihtelu kasvaa
Sopeutumistoimien avulla kielteisiä vaikutuksia voidaan vähentää!
Sää- ja ilmastopalvelut voivat auttaa päätöksenteon eri tasoilla hallinnosta yksittäiseen viljelijään tai kalastajaan
