• Ministry changes its approach towards socio-economic problems of IDPs. Durable Housing remains a top priority, but gradually more emphasis will be upon their employment, vocational training and realization of business projects. For this purpose, the Ministry had set up IDP livelihood agency (LEPL).

• Main direction of the LEPL is to improve socio-economic conditions of IDPs.

• One of the main goals of the LEPL is to create projects and programs according to the IDP needs and to cooperate with other governmental and non-governmental organizations for their effective implementation.
