Need for the Project

Tamil Nadu government unable to use the collected information for policy making and monitoring.

Current system: HMS and HMIS where data is collected and bland reports generated (OLTP).

TN government wants to develop a State health data resource centre.

Entire data available at a single place and to make optimum use of the data in policy making.

Hardware Architecture

Server which contains database. Processing engine comprising of the ETL,

reporting and dashboard tools are installed. Network infrastructure to connect server to

individual computers. Connectivity with HMS and HMIS.

Maintenance Methodology

Maintenance once in 15 days due to UNIX maintenance scripts.

Clock speed of the runs of the maintenance would be around 2.3GHz due to Debian OS.

Regular updates to the current software by the Chennai team.

Setting up of a maintenance hotline to help our clients.

Project Schedule

Project Organization

Main point of contact would be the project manager with the client.

DBA under the PM and the programmers below the DBA.

Data stage and BO report directly to the PM.

Training Plan

Training to be carried out at three levels: Directorate level. District level. SHDO level.

Employees to be divided into two baskets: Basic Users. Power User.

Training programme would run for 6.25 months. Hotline to help employees segregated into various

categories of issues. Application and maintenance employees to be

provided offsite training for two weeks.

Change in Management Methodology

Proposed new layer to act as a bridge between directorate and SHODC structures.

Floating structures which are closely connected to research report building, ETL and console displays.
