Plan Hierarchy – National Level
• National – a national framework to guide policies, programmes and investment• Provided for alignment of spatial
planning at regional level with capital spending on infrastructure
• Spatial – it is concerned with the location of people, their work and other activities and with how different places relate to each other
• Strategic – it offers a broad, long-term, comprehensive twenty-year view for achieving more balanced patterns of development

Plan Hierarchy – Regional Level
• Link between National and Local planning frameworks
• Provide greater detail and a spatial framework to strengthen local authority development plans and other planning strategies at county, city and local level.
• Set targets for housing and population for each county
• Regional Assemblies are obliged to take account of the National Plan when making regional plans for their areas.

Plan Hierarchy – County Level• 6 Year County Development Plans• Must be consistent with national plans,
policies or strategies as the Minister determines relate to proper planning and sustainable development
• Create the vision for the county• Specify the type, amount and quality of
development• Seek to protect and enhance the
environment and amenities • Create the policy framework and necessary
degree of certainty within which individual development decisions can be made over the life of the plan.

Plan Hierarchy - Local Area Plans
• Statutory Plans – 6 Years but can be extended
• Allow for detailed planning policies at local level which accord with the County Development Plan
• Consultation obligatory – timeframes set in legislation
• Subject to approval by elected members (county councillors)
• Environmental screening required• LAP mandatory for certain sized
towns• Policy context for decision making on
planning applications and appeals

Local Area Plans - Process
Key Phases
1. Non-statutory, background data gathering process (pre-draft)
• No statutory timeframe
• Generally allow 1 year from proposed display of draft plan
• Initial consultation with stakeholders, public, statutory bodies
2. Statutory process
• Minimum of 18 weeks from draft plan display
• Can be up to 35 weeks with amendments
• Decision to make, amend or revoke the plan made by Councillors

Draft Plan – Vision and ObjectivesSustainable Development - the creation of an urban area with buildings and surrounding areas constructed to high standards of sustainable design, accessible good quality public transport, green spaces and corridors and strong inclusive communities. High Quality Places for All - the development of interesting, exciting and stimulating buildings and public spaces, which make the most of natural features and are well connected to surrounding areas. A New Heart for Baldoyle-Stapolin- the development of a new mixed use village centre and public realm in which people want to live, work and invest. Homes for the Future – the creation of well designed sustainable homes and neighbourhoods which cater for a wide range of households.
