Industrial Development in Udmurtia

Up until mid-18th century farming and folk crafts were the principal trades of people living in Udmurtia. In 1756 the first factory—the Bemyzh copper smeltery—was founded. Some years later ironworks were built in Pudem and Votkinsk (1759), Izhevsk (1760) and Kambarka (1761). Empress Elizabeth (Elizaveta Petrovna) and Count Pyotr Andreyevich Shuvalov played the leading role in the formation of industry in Udmurtia.

In 1807 firearms production was organized by Major General Andrey Fedorovich Deryabin at the Izhevsk Ironworks.

In the second half of the 19th century a booming growth of industry and a rapid cultural development began in Udmurtia, with private factories, workshops, banks, business partnerships, schools and colleges, theaters and libraries opening by the dozen. The region’s enterprises presented their products at major Russian and foreign exhibitions. The Perm-Kotlas (north, 1899) and Kazan-Yekaterinburg (south, early 20th century) railroads were build that ran through the territory of Udmurtia and played a significant role in the economic development of the region.

In the 20th century Udmurtia, thanks to its advantageous geopolitical location, turned into a major Russian and, later, Soviet center of arms production. In the years of World War II about 40 enterprises were evacuated to the Udmurt Republic. The Bauman Moscow State Technical University and the Tula Mechanical Institute that were also moved to the region laid the scientific basis of higher technical education in the Udmurt Republic.

After the war the prevalence of defense production determined an active development of related industries, such as metallurgy, machining, instrument making, electronics, production of aviation and space components, machine-tool and tool production, machine building.

Today there are about 3.2 thousand manufacturing enterprises in the Udmurt Republic—9.5% of the total number of enterprises in the region. They employ 120 thousand people (16% of the economically active population), and the annual amount of shipments exceeds 165 billion rubles (48% of the gross regional product).

Volga (Privolzhsky) Federal District

The Udmurt Republic is one of the 14 subjects of the Russian Federation constituting the Volga Federal District (VFD).

The VFD possesses significant fuel resources, such as oil (13% of Russian total), natural gas (2% of Russian total), oil shale, peat. It has unique deposits of potash salts (about 96% of total prospected Russian resources) and large deposits of phosphorites—60%, zink—19%, copper—16%, raw materials for cement production—15%, silver—14%, gold—7%, mineral water—7%. It also has smaller of nickel, chromium, lead, iron ores, titanium, diamonds (alluvial), coal, and immense deposits of minerals for construction material production.

One of the main features of the district is its significant manufacturing capacity. One fourth of industrial production in Russia is concentrated here: 85% of the entire Russian automotive industry, 65% of the aircraft industry, 40% of petro chemistry, 30% of shipbuilding, and 30% of the arms industry.

The VFD has one third of the active-innovative enterprises in Russia, and about a half of the Russian technology export capacity.

The district has traditionally specialized in machine building. Enterprises in its regions make the biggest contribution among the federal districts to the added value produced in this industry—over 33% of the all-Russian index).

The district’s principal industries are metallurgy, precision instruments production, electrotechnical industry, electronics, machine-tool and tool production, production of processing equipment for the oil and gas industry, tractor production.

The district is also the leader in mineral fertilizer, synthetic resin and plastics, tires and caustic soda production.

The VFD has a huge investment potential. Its economy develops intensively with Russian and foreign investment increasing from year to year. Investors find instrument production and machine building, chemical and textile manufacturing, pharmaceutical production and oil processing the most attractive industries.

Political stability, a favorable legislative and tax climate, and social harmony are the factors that promote the growth of investment in the economy of the Volga Federal District.

The largest regions of Russia on oil recovery in 2011

Petroleum Industry

Petroleum industry occupies one of the leading positions in the industrial complex of the Udmurt Republic.

By crude oil production, Udmurtia is 13th region in the Russian Federation, its accounts for over 2% of total Russian oil output.

Oil producing companies are very important for the republic, because almost a quarter of Udmurtia’s budget is formed with money coming from them.

Udmurtia has a solid raw materials base. The total oil deposits on the territory of the Udmurt Republic are estimated as approximately 900 million tons, 30% of them being prospective and projected resources.

As of today, 118 oil fields have been discovered in the Udmurt Republic, and new fields will be found. Economic-geological evaluation shows that Udmurtia is one of the most promising regions for discovering new oil deposits in the northern part of the Volga-Ural region.

In the Udmurt Republic oil is produced mainly by two big companies: Udmurtneft (Rosneft) and Belkamneft (RussNeft), and 10 smaller companies.

Udmurtneft remains the leading oil producing company — 59.7% of total Udmurt oil output. The second largest company, Belkamneft, produces 39.6%.

Over last seven years an annual 5‒10% growth in oil production has been observed in the Udmurt Republic.

In 2001 350,000,000th tons of oil was extracted in Udmurtia.

Heat and Electric Power Generation

Today in the Udmurt Republic heat and electric power are generated by large energy providers: the Votkinsk Hydroelectric Station, a part of the RusGidro company and one of the nodal systematically important points of the electrical supply network of the Ural Economic Region; the Udmurt Branch of the Territorial Generating Company #5 with its three cogeneration plants: TETs-1 and TETs-2 in Izhevsk and the Sarapul TETs; the Udmurtenergo, the Udmurtskaya Energosbytovaya Kompaniya (Udmurt energy supply company), and other suppliers.

The republic’s cogeneration plants satisfy a bit over 1/3 of Udmurtia’s electrical power needs, and up to 60% of its heat needs. The rest is obtained from other regions.

40% of heat in the Udmurt Republic is generated by public utilities system boilers in regional centers and rural communities, and by departmental boilers.

In order to improve reliability of electric power supply and expand possibilities for adding new users, the region is implementing a number of measures on the development of small-scale power generation and alternative energy forms. Large industrial enterprises are increasing their own power generation capacities.

All necessary prerequisites have been created for, and active work is being carried out on the realization of the policy of energy saving, introduction of alternative power generation and consumption technologies.

The Udmurt Republic has a number of renewable and alternative power generation sources: wood waste, livestock production waste, sewage effluents at water and wastewater treatment plants, solid domestic waste, etc.

Potential annual renewable amount of these types of fuel is over 400 thousand tons of equivalent fuel, i.e. 6% of Udmurtia’s yearly demand.

As of today, renewable and alternative energy sources account for less than 0.5% of total power consumption of fuel and power resources.
