Introduction Letter

Ladies and Gentlemen,

Informationandcommunicationtechnology(ICT)industryinVietnamhas been in robust development, actually become an important part of thenational economic infrastructure, a pivotal technical-economic sector of thenation,contributingmoreandmoretothesocio-economicdevelopmentofthecountry.TheVietnameseGovernmentisparticularlyinterestedinandspendsmany incentives to attract investment, promoting this important economicsector.

Alongwith the development of the sector, the need of learning officialinformation, data on current status of the areas of Vietnam ICT industry isgrowingmoreandmore.Thestatisticalaccuracyofthedataisverydifficulttoobtainbecause ICT isaneweconomic sector,witha fastgrowthrate,highlysocialized, and related to many other fields and sectors. Up to now, reportson Vietnam ICT are incomplete and not systematic. Facing the situation,the National Steering Committee on ICT and the Ministry of Informationand Communications, in collaboration with the provincial departments ofInformationandCommunicationsandassociationsinthefieldofICTacrossthecountry,haveconductedageneralsurveytocollectinformationandstatisticsoncurrent statusof ICT inVietnam.Onthatbasis, theMinistryof InformationandCommunicationshascomposedsynthesistocompiletheWhiteBookonVietnam ICT 2009. This is the first time the Ministry has organized such acomprehensivesurveyandpublishesthestatisticsinthissector.

TheWhiteBookonVietnamICT2009providesatrueoverallpictureofthedevelopmentofICTsectorinVietnaminthefieldsof:ICTinfrastructure,ICTindustry,ICTutilization,humanresourcesandlegaldocumentsinthefieldofICT,Vietnam’sinternationalcooperationinthefieldofICT,topICTevents,leadingICTenterprises inVietnam,etc...Wehopethisdocumentwillbethebasis for the governmental agencies to make policies to promote the sectorandbecomeanimportantreferencefororganizations,enterprisestoplantheirbusiness strategies, look for investment and cooperation opportunities in thefieldofICTinVietnam.

OnbehalfoftheMinistryofInformationandCommunications,Iwouldliketothanktheinvolvedagencies,units,associations,enterprisesinthefieldofICTinthecountry,especiallytheGeneralStatisticOffice,fortheirsupports,dataprovisionandcontributiontothecompilationandpublicationofthisimportantdocument.Inthecompilationandpublication,itsshortcomingsareinevitable.Welookforwardtoreceiveyourfeedbacksothatwecanmakethereportricherin content, comprehensive and better meet the development requirements ofVietnam’sICTsectorinthenextedition.
