11

• The National Geographic Information System (NGIS) is a

nationwide GIS of geographic information above and under the

ground, with the data stored in graphic forms (e.g. cadastral,

topographic, zoning maps) and writing forms (describing attributes,

or metadata).

• The subject information for specific purposes (such as locations of

addresses, traffic routes, geological attributes, conduits/pipelines,

land prices and water resources, tourism data) can be read,

processed, analyzed and integrated into a single map through

overlaying.

Conclusions

Outlines

81

• Sustainable development is the common

vision for modern society.

• However, how to achieve the sustainable

development vision is still a major

challenge for many government agencies.

Introduction

82

• Sustainable development cannot rely on

government only, public participation and

action is the key to reach the vision of

sustainable development.

• Public participation and action relies on

the information sharing for all levels of

decision makers.

Introduction (cont’d)

83

• This project proposes a Collaboration

Platform for Sustainable Development

(COPSD) using public participation

geographic information system

methodology which is based on the

sharing of government controlled

geospatial information to create a spatially

enabled society.

COPSD

84

• COPSD provides an easy access to

geospatial information for all level of decision

makers to identify the problems and locations

related to environmental, economic

development, and social justice issues.

• The environmental, economic development,

and social justice issues are classified into 25,

22, and 26 different tasks respectively.

COPSD

85

• Environment Domain (25 tasks)

• Economic Development Domain (22

tasks)

• Social Domain (26 tasks)

Three Domain of COPSD

86

• COPSD is based on a user friendly

geospatial visualization system which use

Google map to integrate and overlay all

kind of geospatial information provided by

government agencies using OGC

international geospatial web service

standards.

COPSD

88

• All level of stakeholders can choose one of

the 73 tasks and propose a particular

action plan related to that chosen task on

COPSD by identifying the location and put

a marker on Google map.

COPSD

89

• A red color marker indicates this is a new

proposed action plan.

• A yellow color marker represents the

proposed action plan is under execution.

• While a green color marker indicates the

proposed action plan has achieved its

proposed goals.

COPSD

• Volunteers are invited to join the new proposed

action plan by registering on the COPSD.

• The achieved results of a particular action plan

can be documented on the COPSD.

• It is hoped that COPSD will eventually become a

knowledge and experience sharing platform for

all the sustainable development action plans

executed by local governments and local

communities around the world.

Integrated watershed management is

the process of managing human

activities and natural resources on a

watershed basis, taking into account,

social, economic and environmental

issues, as well as community interests

in order to manage water resources

sustainably.

What is Integrated

Watershed Management

125

Through integrated watershed

management, all community interests

work together to identify what issues

and actions are impacting the

watershed’s resources, and then map

out different strategies and plans to

address those issues.

Integrated Watershed Management

Provides Multiple Benefits

126

These plans and strategies are

implemented, monitored, reported on,

and updated – on a regular basis – in

order to adapt to changing land uses,

new or increasing stressor, new

information, or different management

approaches.

Integrated Watershed Management

Provides Multiple Benefits

127

Integrated watershed management

helps us to focus on priorities and link

strategies and actions leading to

smarter, science-based decisions that

ensure a long and healthy future.

Integrated Watershed Management

Provides Multiple Benefits

128

Improved water quality and quantity

Flood and erosion management

Resilient biodiversity and habitats

Sustainable economic and recreation

opportunities

Improved quality of life and neighborhood

desirability

Greater ability for watersheds to adapt to the

impacts of climate change, urbanization and

other stressors.

An IWM Approach Would

Support:

129

Key organizations responsible for water

management. These include in particular those who

take decisions or implement changes in policy and

practice (e.g. policy makers and regulatory

authorities)

Utilities and service providers (whether public,

private, voluntary, formal or informal etc.)

Individual water users (e.g. enterprises that need

large amounts of water for production or energy

generation, owners of tourism, sport or other

recreational facilities)

Stakeholders for Integrated

Watershed Management

130

User groups (e.g. representing domestic

consumers, farmers in peri-urban areas etc.)

Health care, social and educational

institutions (e.g. hospitals, schools,

kindergardens)

Civil society organisations committed to

help solve local water issues or issues

closely related with water management such

as poverty, gender, environmental pollution

etc. (e.g. NGOs, trade unions, professional

associations etc)

Stakeholders for Integrated

Watershed Management

131

Organizations that can strengthen the process

through the provision of their expertise (e.g. training

and research organizations)

Locally respected activists or champions who draw

attention to the process and can help increase

public awareness and trust

The media, which is important to create a bridge

between the activities and the wider public and also

functions as a critical observer

Financial organizations or the donor community

which might be crucial to support the process as

such, the realization of demonstration activities or

the implementation of the strategic plan
