1.- La Justicia le da la razón al Fisco de Chile ante litigio con Telefónica

Se trata de la demanda presentada por la filial de la española en contra del Fisco por supuestos errores en el cálculo tarifario entre el año 1994 y2004. A través de un fallo unánime, todos los integrantes de la quinta sala de la Corte de Apelaciones de Santiago rechazaron  los recursos de casación y apelación en contra del fallo del Tercer Juzgado Civil de Santiago que el 26 de junio de 2009 desestimó la acción.El tribunal estimó que el vicio que se denuncia no ha existido y decidió desechar los denominados “errores matemáticos” denunciados por Telefónica.También se ratificó el criterio del tribunal de primera instancia de no considerar costos anexos por otros conceptos, como la impresión y distribución de guías, como parte del decreto tarifario. “La autoridad podía excluir estos costos pues se está en el caso en que unos mismos activos de proyectos de expansión sirven para prestar servicios regulados (guías blancas) y no regulados (páginas amarillas)”, indica el fallo.De: Telesemana.com

2.- Virgin comenzaría sus operaciones en Chile en junio de 2012La Contraloría formalizó la licencia  para que Virgin Mobile pueda iniciar sus operaciones como MVNO en el territorio chileno. Ya había trascendido que la expansión comenzaría en Chile, donde no se descarta que estén las oficinas centrales. Allí está prevista una inversión que va entre los 20 y los 25 millones de dólares y se estima que el lanzamiento podría llegar en junio de 2012.La compañía, junto a su socio Tribe Mobile, había presentado tres meses atrás el pedido de licencia ante la Subsecretaría de Telecomunicaciones (Subtel) para consolidarse como operador móvil virtual. Según señala el decreto que cita Diario Financiero, la empresa podrá suministrar el servicio de telefonía “mediante facilidades de conmutación, transmisión y red de acceso arrendadas a concesionarios de servicio público de telefonía móvil”, lo que significa que hará un acuerdo con alguno de los

3.- Understanding the many, varied storage efficiency technologiesIn a tip on SearchDisasterRecovery.com, “Unshackling disaster recovery with WAN optimization products,” Jeff Boles gives a great explanation of WAN optimization and what it can do to make operations such as DR more successful. Indeed, it can be the technology that enables disk-based disaster recovery—and all the benefits it has over other methods—to really work in a lot of environments. Boles also does a great job of listing the players in the WAN optimization space and how to go about choosing a solution.For a VAR, this is good information if you have clients in the market for a standalone WAN optimization solution. There are certainly a lot of projects that an integrator can get involved with that include this technology, and some of them can get pretty big. But I’m seeing WAN optimization in a broader perspective as one of many storage efficiency and data reduction techniques that have crept into storage-related products. From a VAR’s perspective, I think it’s important to understand how these technologies work because they can play into a lot more deals than just the projects that include a dedicated WAN optimization appliance.The primary approach to making storage-related systems more efficient is to reduce the amount of data they have to store, handle, transmit, etc. Data reduction and storage efficiency are built into most of the products that VARs sell, in the form of compression, deduplication, thin provisioning and WAN optimization. In fact, WAN optimization actually uses these other technologies.The pioneer in this area was probably Data Domain with its implementation of deduplication. It used dedupe to make disk backup a reality and also to make off-site DR feasible for a lot of companies. Now, most storage and backup solutions for the midmarket and enterprise include some form of replication technology that supports off-site transfer, using dedupe as part of their WAN optimization functionality.Deduplication is also moving into primary storage, as companies realize that data reduction at the storage system level can pay dividends by shrinking the amount of data that every other process down the line must handle, from application servers to networking to backup, etc. Permabit’s Albireo is an example of a primary storage dedupe technology that’s being embedded into storage systems from other companies, such as BlueArc (acquired by Hitachi Data Systems) and XIO (formerly Xiotech).We’re also seeing this move toward data efficiency in what are being called “application aware” products, which essentially have tuned themselves to optimize the handling of specific data objects and processes that common applications such as Exchange and SharePoint use. By leveraging this awareness, these products can reduce the amount of data that applications create and re-create, which in turn reduces the amount of data the rest of the infrastructure has to handle, store, transmit, etc. A good example of this approach is StorSimple, a hybrid cloud solution that is tuned to Exchange and SharePoint and can support these applications in the cloud with minimal impact on performance, storage consumption and bandwidth.I think the point for VARs is to understand the extent to which data reduction techniques and these other storage efficiency technologies are included in the

Sometimes the impact of dedupe or thin provisioning can make a big difference in the performance or cost of a system. Sometimes they make almost no difference. Or, they can be the enabling technology that makes a system work for a specific use case, like WAN optimization can do for disk-based DR.Features abound in the products that VARs are showing their IT clients. It’s easy for customers to fall into a “checkbox mentality” and assume that every product that includes deduplication or thin provisioning will experience the same results. This is absolutely false. 4.- JDSU Leads Development of TCP Throughput Test MethodologyJDSU has developed a new test methodology, known as RFC 6349, in collaboration with two global network operators. It was recently published by the Internet Engineering Task Force (IETF), an organization dedicated to developing and promoting Internet standards, as a repeatable service activation test method for managed IP networks.RFC 6349 benefits include:

Customer satisfaction improved by providing deeper visibility into the application and TCP layer, enabling service providers to more precisely measure the network’s ability to reliably support video and other unpredictable, high-bandwidth traffic driven by social media sites such as Facebook and YouTube.

Every major Ethernet service addressed, including Ethernet backhaul, Ethernet business services and cloud computing, simplifying the installation process.

Operating expenses reduced as field technicians install and test new services more efficiently, using the methodology to evaluate the TCP and application layer in less than five minutes.

The TCP throughput test methodology is a communications test industry milestone because traditional installation methods, including RFC 2544, do not entirely verify the ability of the network to carry high-bandwidth application traffic since only the Ethernet and IP layers are tested. 5.- Experto internacional en TI instó a empresas chilenas a sumarse al cloud computing

Ante más de 200 personas expuso Marco Coulter, reconocido experto internacional en TI, quien fue el encargado de abrir el primer Entel Tech Day, “Potenciando la Eficiencia de su Empresa con Soluciones TI On-demand”. El especialista llamó a los asistentes a preocuparse por la rapidez con que se mueven los clientes de las nuevas generaciones y a diseñar las estrategias necesarias para cumplir con sus exigencias. “Aquí no se trata de maravillarse con la tecnología en sí misma, las ventajas de la nube son concretas y su utilización se traduce en movilidad, rapidez en la entrega y mejora en el servicio”, aseguró.Para Coulter hay un antes y un después de la aparición de la computación en nube e instó a las empresas a revisar su infraestructura TI y a mirar hacia el futuro. “La computación en la nube va a cambiar para siempre las TI. 7.- Fuertes reacciones por la renuncia de Alfredo Barriga a la Secretaría de Desarrollo Digital Sorpresa provocó el anuncio realizado por el Secretario Ejecutivo de la Secretaría de Desarrollo Digital, Alfredo Barriga, quién durante un congreso de la empresa chilena de seguridad informática NovaRed realizado ayer, al que asistían altos ejecutivos de la industria, informó que había renunciado al cargo que ocupó por 18 meses.Barriga dio cuenta de su renuncia afirmando que “la Agenda Digital no es tema en Chile”. De inmediato, la Asociación de Empresas de Tecnologías de la Información (ACTI) reaccionó frente a estas declaraciones haciendo ver que los dichos constatan una realidad que la industria ha intentado revertir.“Esto demuestra el estancamiento y la falta de conducción política del desarrollo digital en el gobierno” expresó Hernán Orellana, Secretario General de ACTI, organismo que trabaja junto al Gobierno en la implementación de la Agenda Digital que la industria elaboró para impulsar el desarrollo y crecimiento del país a partir de las TIC.El trabajo realizado por ACTI logró la conformación de nueve grupos de trabajo en dónde se trataban temas como el aumentar el porcentaje del PIB destinado a investigación y desarrollo, de un 0.4% a un 0.8% y el incremento de la penetración de banda ancha en hogares.La Agenda Digital, además, propone la generación de 100.000 nuevos empleos, a través del desarrollo de la industria de servicios globales y el surgimiento de 100.000 nuevos emprendimientos, estímulo que ya viene desarrollando ACTI con sus programas de apoyo al emprendimiento como son MBA Contest y EmprendeTic.En materias de educación, se propuso mejorar la calidad de ésta mediante el incremento en la penetración de computadores en el aula, el incentivo al uso de contenidos multimedia y una mejor gestión de los recursos usando más sistemas de información.

fam’s teleco news (Año2-Nº6/Septiembre 2011.) 5/8La renuncia de Barriga se suma al cambio de Ministro de Economía realizado por el Ejecutivo el pasado mes de julio, donde asumió Pablo Longueira en reemplazo de Juan Andrés Fontaine, quien ya había avanzado en estas materias y había comprometido el apoyo del Gobierno al desarrollo e implementación de la Agenda Digital.Personas cercanas a la Secretaría de Desarrollo Digital comentan que la renuncia de Barriga se debe en gran medida al escaso apoyo concreto que él observó en el último tiempo de parte del Gobierno. Situación que se incrementó con la llegada de Pablo Longueira a la cartera.En este sentido, el contraste se observa con el contundente espaldarazo al trabajo desarrollado por la ACTI que dio el ex Ministro de Economía, Juan Andrés Fontaine, al comprometer al Gobierno a trabajar junto al organismo en la implementación de la Agenda Digital, durante su discurso en la Cena Anual de la Asociación.En su oportunidad, Raúl Ciudad, presidente de ACTI, dijo que “la confirmación y compromiso del Gobierno a trabajar con nosotros significa que entiende que la Agenda Digital es relevante para el desarrollo del país, y que con ello compromete recursos humanos y financieros”.De: Mundo en Línea

8.- Cisco y NEC intentarán retar a los líderes de LTEEl mercado de infraestructura hace años que está sellado con la única variable de saber hasta donde pueden llegar los fabricantes chinos. Con la llegada de LTE, los proveedores vuelven a tener una oportunidad de, por lo menos, varias la jerarquía de mercado. Cisco y NEC, dos jugadores con propuestas LTE, han decidido unirse para ofrecer una solución que combine el packet core de la primera, con la infraestructura de la segunda, que incluye el RAN y el backhaul. La combinación de los activos de ambas posiciona a su oferta a la altura de las grandes proveedoras de infraestructura con una solución LTE completa, en un mercado que, por lo general, busca combinar elementos de varios proveedores.NEC ha sido el proveedor tradicional de los operadores japoneses, construyendo la red LTE de NTT DoCoMo. A su vez ha incursionado en el mercado coreano implementado las estaciones base en la red LTE de KDDI y dice ser uno de los líderes en el backhaul microondas. NEC, además, ha participado en pruebas de campo LTE con Telefónica. A pesar de este hecho, su presencia en el mercado de infraestructura es muy limitada.Por su parte, Cisco entró en 2009 en el negocio del packet core mediante la adquisición de Starent Networks, empresa que empezaba a tener un serio reconocimiento en el sector cuando Verizon Wireless, durante el Mobile World Congress 2009, anunció que esta empresa sería su proveedor de packet core para su red LTE, la cual ya está disponible de forma comercial en Estados Unidos. Esta solución packet core se une a las soluciones de redes existentes de Cisco.Ambas empresas aseguran que llevan meses trabajando para asegurar la interoperabilidad de sus productos y, por lo tanto, ya están en condiciones de ofrecer su solución end-to-end a los operadores.Como comentábamos en la introducción de este análisis, el mercado de infraestructura hace años que tiene las fichas sobre el tablero. En principio, el mercado está tendiendo a la consolidación, tanto de operadores como de proveedores de soluciones. El mercado de infraestructura es complejo para los nuevos entrantes e incluso su dureza se ha cobrado a empresa tan ilustres como Nortel Networks. Por ello, tiene cierto sentido que Cisco y NEC no intenten en solitario ser proveedores completos de LTE; tampoco queda claro que en conjunto puedan romper el orden establecido.La unión de Cisco y NEC crea una propuesta alternativa para batallar contra Ericsson, Huawei, Nokia Siemens Networks (NSN) y Alcatel-Lucent. Analistas de mercado consideran que esta asociación beneficia más a NEC que al propio Cisco, debido al mayor alcance de este última empresa. Si Cisco consideró que una asociación con un proveedor de infraestructura complementaria LTE era necesario, tampoco contaba con muchas opciones en el mercado ya que la mayoría de proveedores de infraestructura LTE cuentan con su propia oferta de packet core que venden en conjunto con su infraestructura.En cualquier caso, la unión, casi siempre, hace la fuerza y los operadores ahora podrán tener una nueva alternativa a las existentes si estas dos empresas son capaces de convencerles de que su propuesta aporta algo en conjunto que no aportaban ya por separado.De: Telesemana.com

The new generation of mobile broadband modules from Ericsson supports this protocol, which is being demonstrated this week at the Microsoft BUILD conference in the United States.Mats Norin, head of Ericsson Mobile Broadband Modules, says: "This open communication protocol helps to save both time and cost for notebook and tablet makers. This is true also for the end user, enabling constant connectivity and simpler updates rather than separate downloads from manufacturer web sites."Ericsson also worked with silicon partners like AMD, Intel,, NVIDIA and Texas Instruments. The result is that Ericsson's mobile broadband modules supporting the protocol help make the adoption of mobile broadband for the Windows 8-based PC ecosystem smooth.Norin continues: "As consumers are buying notebooks, netbooks, tablets and other consumer electronics, their expectations on connectivity go up. The industry’s first Long Term HSPA Evolution showcase demonstrates the feasibility of improving HSPA+ speed and capacity by using multi-carrier and multiband technology.“HSPA evolution is increasingly gaining importance as the technology is capable of achieving high data rates of over 300 Mbps,” said Keith Sutton, head of the WCDMA business line for Nokia Siemens Networks. “Existing HSPA+ customers and new 3G entrants can deploy multi-carrier and multiband HSPA technology as it will allow them to offer the best user experience for bit-rate hungry applications such as the transfer of large files and mobile TV.”“We have been working closely with Nokia Siemens Networks to help accelerate the deployment of next generation technologies around the world,” added Peter Carson, senior director of product management at Qualcomm. “The implementation of new concepts in networks and devices supports the evolution of any technology, and this demonstration is another step forward.”The demonstration* will be conducted using Nokia Siemens Networks’ commercial Flexi Multiradio Base Station and Multicontroller platform alongside MDM8220™ test terminals from Qualcomm Incorporated. The showcase combines eight HSPA carriers (multi-carrier), each carrying 42 Mbps with MIMO and 64 QAM modulation. This configuration can be allocated from one or multiple frequency bands (multiband), simultaneously for one data connection of over 300 Mbps. Multi-carrier and multiband HSPA is standardized in 3GPP Release 8 through 11, and the standardization for eight carriers is expected to be completed by 2012. The eight-carrier product will be available from Nokia Siemens Networks by end of 2012.Operators’ investments can be fully protected with HSPA+ as Nokia Siemens Networks’ Flexi Multiradio Base Station and Multicontroller platform can support multi-carrier and multiband technology with a simple software upgrade. 18.-REPORTE OFICIAL SUBTEL ESTADO DE LAS REDES DE TELECOMUNICACIONES DURANTE APAGÓN ELÉCTRICOLa Subsecretaría de Telecomunicaciones, SUBTEL, informa que en el marco del apagón eléctrico que afectó a diversas regiones del país, las redes y sitios principales de la infraestructura de telecomunicaciones se mantuvieron operativos mediante sistemas de respaldo energético, conforme a los protocolos legales para situaciones de emergencia.No obstante, los reportes preliminares de fiscalización SUBTEL y de usuarios, capturados en la hora siguiente al apagón, dieron cuenta de servicios de telefonía fija y móvil con cuadros de alta congestión por un aumento explosivo en la demanda de tráfico de llamadas, impidiendo en muchos casos que se concretaran esas comunicaciones de voz.La red de mensajería SMS operó dentro de parámetros normales para situaciones de emergencia y de alta demanda, particularmente en el caso de las empresas Claro y Movistar. En la red SMS de Entel, en cambio, se registraron fallas que impidieron su correcta operación.La red de Internet móvil se mantuvo disponible y operó con mayor normalidad, salvo episodios menores de intermitencia en la red de Movistar y Claro. Más allá de este Reporte, la SUBTEL ya ha iniciado la fiscalización formal y exhaustiva en las redes de todas las empresas de telecomunicaciones, para revisar todos los procedimientos técnicos y validar con datos duros un reporte detallado del comportamiento de las redes y del cumplimiento de las exigencias normativas para comunicaciones en casos de emergencia.Aquellas empresas que no hayan operado en conformidad a la Ley vigente con los protocolos y normas asociadas, serán notificadas de cargos por parte de la Subsecretaría de Telecomunicaciones.
