50 Years of EO: Remote Sensing as Space Applications

¡  Satellite remote sensing started: Meteorological and environmental use (in the 60’s)

¡  Start of the Earth resources-oriented operational satellite remote sensing in 1972 by Landsat

¡  Driven by the flight of the Hungarian Astronaut Bertalan Farkas, the Remote Sensing center at FÖMI established and joined to the ESA Earthnet program orchestrated by ESRIN in 1982

¡  In Hungary, based on 100+ man-years of R+D at FÖMI and its participating institutions, operational use of EO in environment and agriculture was introduced in the 90s, Private sector entered in EO.

¡  Inter-governmental Group of Earth Observation established in 2004 to implement GEOSS. Hungary joined in 2006. Workplans for 2005-2015 implemented and for 2016-2025 approved. ESA PECS started.

Benefit areas in the Australian EO approach include: spatial data infrastructure, environment, climate, agriculture, mining, natural resources, utility infrastructure, protection of community, health and urban planning. In 2014, high level EO programs in USA and China were launched. UN and OECD declared: EO provides crucial benefits for the Society and Markets and facilitates to achieve the approved UN SD goals by 2025

FÖMI controls the implementation of the EU CAP’s area-based agricultural subsidies with LPIS and CwRS since over a decade. New methodology (using photogrammetric block adjustment for stereo satellite images) was introduced for CwRS. Firstly in the EU, FÖMI was ready to use stereo satellite imageries (GeoEye, WorldView-2 submitted by JRC in 2013 and also in 2014) to make enhanced, 3D analysis for the control within the prescribed 0.5-1 m positional accuracy.

Advantages of the stereo EO satellite images vs.traditional VHR data are: - Reduce need for field inspection - Allows to create and use real 3D model - Enables more accurate positioning of the boundaries in areas covered by e.g. trees

More accurate delineation of eligible and non eligible areas

FÖMI supports complex agricultural risk analysis, manages disaster response (in case of floods, draught, waterlog). FÖMI contributes with RS to the detecting, measuring monitoring and reporting of the ragweed infected areas. The allergic ragweed is a public health issue and in Hungary, the ragweed prevention is regulated by Act. Compliant to EU and Hungarian policies, FÖMI runs a GIS based Vineyard Registry VINGIS with full country coverage FÖMI’s Environmental Application Department keeps the National Corine Land Cover Database, manages national and pan-European land monitoring and takes part in the work of the European Topic Centre of the EEA (since 2001). Involved in Geoland (accomplished) and ETC’s Urban-Land-Soil program.

Remote Sensing Techniques in Urban Eco-environmental Monitoring A vegetation map, noise map, height difference map (showing the building and vegetation structure) in a test area of Székesfehérvár was achieved based on multiplatform approach using World-View-2 , Landsat, MODIS, Chinese HJ minisatellites images, topomap, 256 channel aerial hyperspectral images, DTM, LIDAR datasets and aerial digital orthophotos. ¡  HUNAGI and its members participated the high-level International Budapest Drones Conference on legal aspects (organised by the National Authority for Data Protection and Freedom of Information. Drones will be integrated part of the national EO programs worldwide.)

¡ Delegated by GSDI Association, HUNAGI is involved in the work of the CEOS WG Information Systems and Services since 2006 (hosted two times meetings in Budapest providing opportunity for the Hungarian EO stakeholders to introduce their achievements and apps.)

¡  The collaboration of the academic (edu) and private sector should be encouraged and motivated. Vital role of open data, open source

¡  In Hungary, an EO strategy, coordination, the cooperation of stakeholders and supervision is needed. International links are crucial.

¡  Initiated by the Hungarian Space Office, the MoU-based cooperation between the Hungarian Space Industry Cluster HUNSPACE and HUNAGI remains useful with Hungary’s ESA membership

Establishment of the National GI Association HUNAGI in a emerging Hungarian EO environment

¡  The European Umbrella Organisation for Geographic Information established in 1994 (by support of the DG XIII)

HUNAGI in WG on EO Information Systems and Services: CEOS WGISS is the satellite arm of GEO http://wgiss.ceos.org WGISS stimulates, coordinates, monitors, and promotes collaboration on the development of the systems and services that manage and supply satellite EO data and information. Working weeks have the aim to address improving the efficiency of operation of the data providers and maximizing the usefulness and benefit of satellite EO data. Spatial data infrastructures, geospatial data sharing, services and apps are vital. As agreed by GSDI and CEOS WGISS Co-Chairs in 2006, HUNAGI serves as liaison between GSDI and WGISS. Since 2006 GSDI-WGISS Liaison’s reports are related to data policy, products, services and promising technologies and apps incl. relevant regional (EUROGI) and National achievements (HUNAGI)
