China is one of the biggest economies

China International Contractors Association (CHINCA)

ACF and CHINCA

◦ Formalized cooperation between associations

◦ Memorandum of Understanding and Cooperation have

been signed by CHINCA with most ACF member

countries

◦ On-going formulation of rules of engagement in doing

projects with ACF member countries

Overall Objective:

To promote harmonization of construction

skills standards across ASEAN countries to

increase productivity and value creation of

their respective workforce

Page 29: Globalization through ACF, Ronaldo Elepano Jr

Why do we need the ACF Construction Standards Trade Skills Training (ACSTST) Program

Page 30: Globalization through ACF, Ronaldo Elepano Jr

◦ ASEAN countries are moving towards a single common

market (AFTA, GATS)

◦ There will be greater mobility of manpower across

ASEAN countries

◦ However, ASEAN countries’ manpower are at different

level of skill and needs to be improved

◦ Some of these manpower undergo training, some learn

the skill based on the on-the-job training and others in

unstructured learning process

◦ Minimum standard of trade skills must be promoted

Page 31: Globalization through ACF, Ronaldo Elepano Jr

What will be

harmonized in the ACF

Construction Standards

Trade Skills Training (ACSTST) Program

Page 32: Globalization through ACF, Ronaldo Elepano Jr

1. Competency standards – refers to the list of

skills/competencies available to the individual for his education

and training

2. Training standards – set to provide the instructors with the

information and other important requirements to consider when

designing training programs for a specific competency standard

3. Assessment/certification arrangements – created to verify

and validate the competencies of the trainees through a hands-

on and written assessment; demonstrating the competencies

they have learned in the Training Standards

Page 33: Globalization through ACF, Ronaldo Elepano Jr

◦ The harmonized construction standards will be called the

ACF Trade Skills Standards (TSS)

◦ Based on the 2010 survey results from the ACF

members, ten (10) trade skills were prioritized

Page 34: Globalization through ACF, Ronaldo Elepano Jr

1. Steel Reinforcement Work

2. Systems Formwork (combined Metal and Timber Formwork)

3. Plastering

4. Tile Setting

5. Brick Laying

6. Concrete Block Laying

7. Structural Steel Work

8. Welding

9. Lifting Equipment

10. Heavy Equipment / Earthwork Equipment

ACF Membership – Strenght in Numbers

The need to go out and be global – The World is Flat

Globalization also means others coming in …

Globalization requires Skills, Competencies and

Leadeship
