2010 OUTREACH MAPPING OF CORDAID PARTNERS IN THE PHILIPPINES
2 Rose Rivera – November 9 , 2011
The mapping hopes to:
• To shed light on the current issue on client over indebtedness by: ‐ calculaKng the raKos of outreach over a given parameter to yield informaKon on levels of saturaKon :un‐served, underserved, saturated, over‐saturated.
• To contrast the partners’ Depth & Breadth of Outreach with that of the 2009 NSCB Poverty index.
3 Rose Rivera – November 9 , 2011
The mapping helps (1): • To locate own clients and that of other compeKtors, and to shed light on queries:
‐ “are we opera(ng in highly saturated areas?.” ‐ “ is there correla(on with PAR and client exit rates with the level of satura(on?”
‐ “how to use the indices in managing risks and por>olio?
‐ To measures one’s depth of outreach ( do clients belong to poor clusters?
Rose Rivera – November 9 , 2011 4
The mapping helps (2)
• To use in strategic planning: ‐who else to serve (targeKng the excluded)? ‐where else to expand to increase value of outreach (pushing fronKer)?
To use in in making policy : ‐ that balances between open market and social responsibility
‐ that prevents over‐exposure of clients to debt
Rose Rivera – November 9 , 2011 5
Points to Mind ( 1) • MFI respondents were limited to partners of Cordaid (24
MFIs) & Cordaid Fund users • Incomplete outreach due to ‐less than 100% parKcipaKon by partner MFIs ‐missing Barangays (wrong spelling) & municipaliKes ‐ internet connecKvity ‐ wrong parameter ( outreach/branch instead of per barangay)
• Cut‐off date of outreach varies but within 2010 • Unclear definiKon of MFI Clients: savers only, borrowers only,
insured only, combinaKon

The red cluster has the lowest outreach
15 Rose Rivera – November 9 , 2011
Preliminary Pointers (1)
• There are saturated municipaliKes (red spots) Are these municipaliSes facing potenSal mulSple borrowings?
• There are un‐served ( colorless) areas– risk aversion? IncenSves?
• Emergence of “Common market” • The clusters with higher poverty incidence have lower or no outreach
What has become of micro‐credit as an instrument of poverty alleviaSon?
Rose Rivera – November 9 , 2011 16
Way forward
• NaKonal‐wide mapping on barangay level. • The Client Barangay Index (CBI) is a beBer pointer to measure level of saturaKon.
• E‐survey is ready and affordable • What to be counted in?
Thank You!
