2. BIM IN THE UNITED KINGDOM
• “Building Information Modeling (BIM) is the process
of generating and managing information about a
built asset over its whole life”(Cabinet office, 2012)
Process >> not merely a Technology
Built asset >> not only buildings
Whole life >> should involve client and end-users from early
design phase to post-occupancy phase
>> considers CAPEX (Capital Expenditure) & OPEX (Operational Expenditure)
Mohamad Kassem

2. BIM IN THE UNITED KINGDOM
Government Soft Landings – General Principles
• ‘Soft Landings’ refers to a smooth transition
from the design and construction phase to the
operational phase
• Aim to drive performance in cost, value and
carbon and performance
• Apply to both new projects and major
refurbishments

2. BIM IN THE UNITED KINGDOM
Government Soft Landings – Mandates
• Clear targets to be set for required business outcomes.
• End users / operators should be involved to represent
the client during design, construction and handover
• Transition from construction phase to operation phase
must be planned throughout the project (reach
optimum performance quickly, include transfer of
operational data, etc.)
• Performance reviews to be undertaken post completion
(up to three years) and lessons to be recorded and
shared

2. BIM IN THE UNITED KINGDOM
Level 2
• To achieve Level 2 BIM and Soft Landings, we need the supporting:
Standards for capital delivery of assets
Standards for operational delivery of assets
Protocols to guide implementation on projects
Classification system that lends itself to a lifecycle approach
IT infrastructure to enable the processes

2. BIM IN THE UNITED KINGDOM – Standard for Capital Delivery
• It focuses on delivering a Project
Information model (PIM)
• PIM must comply with Employer
Information Requirements (EIR) that
include graphical, non-graphical
data and documents
• Requires a pre-contract BIM
Execution Plan (BEP)
• Acknowledges that not all info in a
project are produced/exchanged
in a BIM format

2. BIM IN THE UNITED KINGDOM – Standard for Operational Delivery
• Focuses on delivering an ‘Asset
Information model (AIM)’
• Specifies information management
processes by which data and
information is passed onto existing
enterprise systems
• Does not say what data to be
covered. This is left for individual
client as part of ‘Organisational
Information Requirement (OIR)’ &
AIR.
• COBie is the method of information
exchange to be used

produced by Project Team
members and respective
obligations, liabilities & limitations
• Intellectual Property is treated
through granting license for a
specific ‘permitted purpose’ from
one party to another
• Introduces the role of ‘Information
Manager’
• It makes minimum changes to pre-
existing contractual arrangements

5. FINAL REMARKS
Mohamad Kassem
August 1, 2014FIESP - DECONCIC Seminar
• BIM strategies are part of wider construction strategies of individual
countries
• Construction strategies of all reviewed countries recognise that
growth can be achieved through BIM
• UK strategy has a holistic focus in terms of coverage of both whole
lifecycle and assets (Buildings and Infrastructure, new and existing)
• Approaches to classification systems, which form the basis for
enabling lifecycle approaches and developing BIM strategy
components (e.g. digital library), are different between countries.
5. FINAL REMARKS
Mohamad Kassem
August 1, 2014FIESP - DECONCIC Seminar
• BIM standards, specification and classification systems, are relatively
more mature in the UK, enabling the proposition of a methodology
for a Common Data Environment (CDE) and the emergence of BIM
digital libraries
• Alignment of sustainability strategies at both building level and
product level is still limited
• Intellectual Property Rights (IPRs) are addressed in UK BIM strategy
(for level 2) through licensing of models for intended purposes
• Changes to compensation patterns/fee structure are not clearly
addressed
5. FINAL REMARKS
Mohamad Kassem
August 1, 2014FIESP - DECONCIC Seminar
• Digital tools / technology infrastructure for public procurement in
BIM are not ready yet in reviewed countries
• Officially-recognised competency assessment and accreditation
of individuals/ organisations are under-developed
• BIM encapsulation in Higher Education is still in its infancy. A
framework is being developed in the UK by the BIM AF.
6. MESSAGE TO BRAZILIAN AECO INDUSTRY
Mohamad Kassem
August 1, 2014FIESP - DECONCIC Seminar
• BIM creates value and growth for all adopters in construction supply
chain by enabling better quality construction that is delivered more
efficiently.
• BIM can contribute to economic growth in domestic and export
markets (e.g. professional services)
• Policy makers and construction industry, working together and using
results from research like this, can:
o Develop a comprehensive BIM policy that diminishes risks and
ensures BIM diffusion
o Speed up the development of BIM policy components (e.g.
Protocols, Guides, Digital Libraries, etc.)
o Adopt best practices in each policy component from different
countries
