Kegiatan angkutan laut dalam negeri dilakukan oleh perusahaan angkutan nasional dengan menggunakan kapal berbendera Indonesia serta diawaki oleh awak kapal berkewarganegaraan Indonesia
Kegiatan angkutan laut luar negeri dilakukan secara kerjasama dengan pelayaran asing dengan mengunakan azas atau prinsip “Fair Share” sesuai dengan United Nation convention on code of conduct for the liner conference, 1975 – sehingga Indonesia sempat menguasai 70% angkutan laut luar negerinya.

• The “Cabotage” enforcement are the foundation for ensuring National control over critical domestic transportation infrastructure

• Country Obligation in implementing Liberalization and Multilateral trading ( many Indonesian Ports open for Foreign flag vessels)
But National development in Maritime industry sector should be prudently taken into account

• Untuk dapat memiliki armada berbendera Indonesia yang kuat,demi menunjang Negara maritim yang kuat sehingga Perkapalan Indonesia dapat menjadi tuan rumah di Negeri Sendiri.
