Okinawa Internship Promotion Conference Establishment Guideline

[Enactment: August 1, 2014]

(Name) Article 1 This organization shall be referred to as “Okinawa Internship Promotion Conference” (hereafter referred to as “Conference”).

(Purposes) Article 2 The purposes of the Conference are to establish a system (platform) for providing internship programs, and promote internship programs and exchange relevant information by strengthening collaboration with internship-supporting organizations (regional economic associations, administrative bodies, private organization, NPO corporations and others), in order to promote mutual exchange among participating universities (organizer university: University of the Ryukyus, member universities: Meio University, Okinawa University, Okinawa Christian University, Okinawa International University) and regional business communities in Okinawa and develop system for promoting internship programs, taking into consideration working circumstances in Okinawa, under “Urizun Project-Promotion of Okinawa-style Internship” accepted for 2014 Project for reform and enhancement of university education to meet industry’s needs-Promotion of internships [Theme B].

(Agendas) Article 3 The Conference shall discuss the matters prescribed in the following clauses: (1) regarding developing implementation plans for internship programs(2) regarding surveys of internship programs(3) regarding implementation status and report of internship programs(4) regarding gathering and providing information about internships(5) other matters necessary to accomplish objectives of the project

(Organization) Article 4 The Conference shall consist of the chairperson and committee members. 2 The project leader of the organizer university (Director, Placement Center), shall serve

as chairperson. 3. The committee members shall be those selected by the member universities and

internship supporting organizations and few academic experts, as specified in theattached list.

4. Notwithstanding preceding paragraph, the chairperson shall be able to newly assigna person as a committee member if the chairperson finds it necessary.

(Chairperson) Article 5 The chairperson shall manage the Conference. 2. In the event that the chairperson is incapacitated due to an accident or absence, acommittee member who is designated by the chairperson in advance shall perform itsduty on its behalf.

(Meetings) Article 6 The chairperson shall call a conference meeting when necessary and chair a meeting. 2. The Conference may not hold any meetings unless a majority of committee membersare in attendance.3. Concerning matters which require resolutions, the decision shall be made by themajority of attending committee members, and in the case of a tied vote, the decisionshall be made by the chairperson.4. When a committee member cannot attend a meeting for certain reasons, the membermay have his/her proxy attend a meeting and attendance by the proxy shall be regardedas attendance of the said committee member.

Working Groups Article 7 The following working groups shall be set up under the Conference. (1) Network for internship supporting organizations (referred to as “WG 1”)(2) Program exploratory conference (referred to as “WG 2”)(3) Reviewing and evaluation (referred to as “WG 3”)

(Objectives of the working groups) Article 8 The working groups prescribed in the preceding article shall conduct the following activities. (1) WG 1 shall create a system for registration of internship supporting organizationsand cooperation, as well as for student support.(2) WG 2 shall examine and develop systematic programs for career support forstudents in the first year through forth year and curriculum for development ofpersonnel with specialties, conduct those programs and curriculum, and examineoutcomes.(3) WG 3 shall evaluate the progress of the project and conduct evaluations regardingoutcomes, and examine measures for the project for the following year reflecting suchevaluations.

(Structures of the working groups) Article 9 A working group consists of a chair and working group members. 2. The chair of a working group shall be appointed by the chairperson, provided that aperson cannot serve as a chair of two or more working groups.

3. The chairs and members of WG 1 and WG 2 cannot serve as a chair or member ofWG 3.4. Working group members shall be appointed in consultation with the chairperson andthe chair of the group.

(Term of appointment) Article 10 The term of appointment for committee members and working group members is two years. 2. In the event where there is a vacancy on committee members or working groupmembers, the term of appointment for a replacement is the remaining term of thepredecessor.

(Secretariat) Article 11 The secretariat of the Conference shall be established in the Placement Center of the University of the Ryukyus. 2. The University of the Ryukyus regular staff member(s) with special assignment andpart-time staff can be assigned to the secretariat.3. Administrative works for the Conference and the working groups shall be processedby the secretariat.4. Necessary matters regarding the secretariat shall be specified individually by thechairperson.

(Miscellaneous matters) Article 12 In addition to the matters prescribed in this guideline, matters necessary in regard to the management of the Conference and the working groups shall be decided by the chairperson.

(Revision or abolition) Article 13 This guideline shall be revised or abolished by the chairperson, after discussion by the Conference.

Additional clauses: 1. This guideline will take effect from August 1, 2014.2. Notwithstanding Article 10 Clause 1, the term of appointment for committee members

and working group members appointed at the time of enactment of the guidelineexpires on March 31, 2016.

3. For the term of appointment for a committee member prescribed in Article 4 Clause 4,the preceding clause shall apply mutatis mutandis.

自己紹介 伊藤淳司(いとう じゅんじ) NPO法人ETIC.(エティック)チャレンジ・コミュニティ・プロジェクト事務局 マネージャー 愛知県生まれ、2歳~17歳までは広島市内在住。早稲田大学教育学部卒。1997年からETIC.に参画し、コーディネーターとして実践型インターンシップを活用した人材育成、少数精鋭組織のコンサルティングに関わる。2004年から「若者×経営者×地域=挑戦が生まれる日本」を目指すチャレコミプロジェクトに参画。その他、社会起業家予備軍の成長過程におけるプロセス評価分析、行政・地方自治体とのリーダー育成協働プロジェクト、大学との実践型カリキュラム開発も担当。早稲田大学MBA取得。専門は『起業家型人材が有する思考・行動特性(コンピテンシー)に関する研究』。 高知大学客員准教授 「長期社会協働インターンシップ(CBI -Collaboration Based Internship-)」2004年~継続中。 新2年次3月~9月までの半年間、首都圏でフルタイムの長期インターンシップに参加して14単位(事前研修・実習・事後研修)を付与するプログラム等を協働開発・運用中。http://www.kochi-u.ac.jp/career_keisei/cbi/ 非常勤講師: ・立教大学経営学部「長期国内インターンシップ」(10単位・事前事後授業+インターン実習半年間フルタイム・3,4年対象) ・横浜国立大学経営学部 「マーケティングプラクティス」(PBL型)/「マイプロジェクトランチャー~自分のプロジェクトを経営する」 ・早稲田大学MBAコース「NPOと社会起業家から学ぶリーダーシップ」 文部科学省「産業界のニーズに対応した教育改善・充実体制整備事業」では、中国四国地域(高知大学グループ・島根グループ)の第三者評価機関・外部委員を担いながら、中四国地域の大学におけるインターンシップの質と量の拡充のサポートをしています。また、平成25年度産業経済研究委託事業(経済産業省)「教育的効果の高いインターンシップの普及に関する調査」(2014)上席研究員。瀬沼 希望(せぬま のぞみ) NPO法人ETIC. (エティック) チャレンジ・コミュニティ・プロジェクト事務局 コーディネーター 新潟県小千谷市生まれ。大学在学中から、新潟にて地域コーディネート団体に参画。地域の中小企業と大学生のインターンシップのコーディネート業務に従事。ETIC.参画後はチャレンジ・コミュニティ・プロジェクトにて「若者×地域×挑戦」をテーマに主に自治体・大学との連携プロジェクト、コーディネート業務を担当。現在は、「地域コーディネーター養成講座」の企画運営など行う。全国のおいしい日本酒を飲みながら地域の面白い話を聞くのは楽しみの一つ。

文部科学省「産業界のニーズに対応した教育改善・充実体制整備事業」では、中国四国地域(高知大学グループ)の第三者評価機関を担いながら、同地域の大学におけるインターンシップの質と量の拡充のサポートをしています。また、平成25年度産業経済研究委託事業(経済産業省)「教育的効果の高いインターンシップの普及に関する調査」(2014)事務局として報告書・ガイドラインの執筆を担当。

地域イノベーター養成アカデミー

地域課題の解決に挑戦する地域インターンシップ! 開催期間:2015年2月スタート         (11月から募集開始) 受入地域:青森・岩手・山形・福島・埼玉・能登、尾鷲、愛媛宇和島、宮崎、徳島上勝町など 対象:「地域の中小企業の現場で課題解決に実際に挑戦してみたい!」 実績:年間実施数60名、過去2年間実施。

地域と自分の将来を地域の現場から考える短期集中プログラム

開催期間:2015年5月-9月(3月募集開始) 過去受入地域:長野県塩尻市、石川県七尾市、千葉県銚子市、沖縄県名護市、京都府京丹後、長崎県小値賀、北海道積丹など 地域から与えられるテーマをもとに週末を活用したフィールドワークと講義を実施。地域と自分の未来を重ね合わせながら考える短期集中プログラム

地域仕事づくりコーディネーター戦略会議

地域コーディネーター全国研修会

全国40地域の地域コーディネーターが200名集結。開催日:2014年11月9日(土) 内容:全国の若者が地域と協働して仕掛ける、新たなチャレンジをコーディネートする多様な専門家たちが一堂に会し、地域における人材育成の仕組みを考えた。200名が参加し、その後も協働関係が生まれている。 実績:2013年10月20日。200名参加。

MMemorandum of Understanding (MOU) between a Company and Okinawa Internship Promotion Conference Concerning Internship Program

This MOU is made and entered into by and between _________ (hereinafter referred to as ‘Party A’) and Okinawa Internship Promotion Conference (hereinafter referred to as ‘Party B’) as follows concerning spring 2016 internship program (hereafter referred to as the ‘Program’).

1. Outline of the ProgramAs per attached sheet “Internship Accepting Conditions Confirmation Note.”

2. Accident and Disaster Preparedness MeasureParty B shall encourage students who join the program to take out Personal AccidentInsurance for students Pursuing Education and Research (PAS) at each schools and dealwith each case if they are physically hurt in any type of accident during the programand/or their travel to and from the Program.Also, Party B shall encourage the students to take out Liability Insurance coupled withPAS (or any other insurance corresponding to that) at each schools, and deal with theprocedure to compensate for any damage to Party A if they hurt others or damage anyproperty during the program and/or their travel to and from the Program.Meanwhile, the Program mediated by Party B shall be defined as a “school event” at each university.

3. Submission of a Written PledgeStudents who participate in the program shall submit a written pledge to Party Abeforehand.

4. Discontinuation of the ProgramIn the case of violation of the written pledge, Party A may discontinue the Program uponconsultation between both parties.

5. Other MeasuresAny matter not stipulated herein shall be settled each time upon consultation betweenboth parties.

6. Effect of MOUThis MOU becomes effective upon the signing by all parties below, and will expire thelast day of the Program from the effective date.

In witness whereof, the parties hereto have caused this MOU to be executed by their representatives in duplicate, each party retaining one (1) copy thereof respectively.
