• Provide wireless coverage where it matters

panOULU WLAN: Challenges
• Network has become too popular for its own good• During busy hours capacity per user is rather limited
• Renewal of aging hardware in current economic situation
• Deteriorating knowledge base due to minimizing expenses• Lack of maintenance personnel
• Help desk of a multi-provider network
• Managing user expectations and media
• Rigorous assessment of the socioeconomic impact
• Legal status and public policy• Related legislation in Finland since March 2011: it is no longer criminal to use a
WLAN AP without the consent of the owner of the AP
