1. ANTECEDENTES / BACKGROUND
“When students start learning a foreign language in their first years of formal education and have some communicative competence in their mother tongue, it’s important that a foreign language curriculum promotes the competence to communicate in other languages, within their own limitations, such as, they know to do in their own language. The main purpose is to acquire and develop competence in the code so that the use of foreign language integrates their knowledge, to understand and interpret the surrounding reality and to share ideas, feelings and opinions in situations of communication in governing patterns of linguistic and social behavior belonging to the culture where English is spoken…” (Taken from: Curriculum Guidelines of Foreign Languages). Therefore, this Project seeks to introduce students to English language topics and activities that facilitate better its acquisition and to help them to be more aware of our national and global reality. It aids them to develop their creativity, and to put into practice what they have learnt in other disciplines such as arts, technology, social and science studies, and literature. “In the past few decades learning, including language learning, has increasingly been seen not just as the accumulation of sets of fixed items of knowledge, but also as the ability to change, adapt, and update these items according to both the needs of the individual learner, and the requirements of the contexts in which knowledge needs to be used” by Luciano Mariani In the article called “Bilingualism and the construction of identities in Bilingual Schools in Colombia”; there are two studies about this issue. The first one stays that “ways in which culture is reproduced in classroom affect academic and affective development of the students and schools need establish a clear cultural policy to help guide the processes at institutional level” (P.26). The second study says that “the process of identify intercultural learning involves making explicit comparisons between what is culturally familiar and accepted, and what is culturally new” (P. 33).
¨Colombia, like some other countries in Latin America and in the world, has adopted language policies aimed at spreading English as a foreign language, the program being "Colombia Bilingual in 10 years" (National Bilingual Programme 2004 ensure students finish high school reaching CEFR level B1 in english by 2019). Among the many actions taken by the Ministry of Education (MEN) and the British Council to promote and run the project is the publication of the "Estándares básicos de competencias en lenguas extranjeras: inglés. Formar en lenguas extranjeras: ¡el reto!" (Basic standards for competences in foreign languages) ¨ (Carmen Herrera Guerrero) Colombian Ministry of Education through National Bilingual Educational Programme (2018 – 2022) stablishes again the importance of foreing language learning as a communicative and interactive vehicle creating for children and Young students opportunities and developement in their communities. For this reason, learning foreign language must be joined in a whole education. All methods and learning strategies are focused on communicative competence and habilities. To conclude, the work in this plan will help students to increase their potential of learning thanks to the communication, their intellectual capacities and interpersonal skills; in general, it bears in mind the whole student because it wants to promote the communicative skills and the collaborative learning that

teaches students to be more responsible and independent. Working with the proposed activities, students can feel more comfortable and motivated, and they give to them the opportunity to use better the target language. All the tasks in this project are oriented for obtaining a final product: to bring students spaces where they can know English culture better and to put into practice what they have learnt in the classroom.
¨The National Bilingualism Program is oriented toward "having citizens able to communicate in English in such a way that they move the country into universal communication processes, into the global economy, and into a cultural openness with internationally comparable standards. ¨
2. JUSTIFICACIÓN /JUSTIFICATION
Bilingualism is a very popular term today in Colombia. The importance of knowing English and other
foreign language is evident. The person who is fluent in more than one language has more possibilities
to get a scholarship in foreign countries, to get a better job (in Colombia or abroad) and something
important, to get a better life. Colombia is much more open to the rest of the world in business,
education and tourism. These are reasons why Colombia created a Bilingualism Programme focused
to all scholar population.
Our School, “Nuestra Señora de Fátima Bucaramanga”, has designed and created a Bilingual Project
which Pre-schooler, elementary, middle school and high school students can learn and improve
English Language. Ministry of Education has launched a National Programme of Bilingualism (BCP)
2018 – 2022 which proposes to have globalized citizens that will have all kinds of opportunities in
terms of academic backgrounds, cultural knowledge and others relate to their future degrees and jobs.
Finally, it’s necessary to take into account that foreign languages are a representation of the World, a
basic instrument to the construction of knowledge; then, the use of the information and
communications technology is a good instrument to integrate the social and cultural experiences into
this project.
3. OBJETIVOS / OBJECTIVES
3.1 General Objective:
- To improve English Language level in our Educational Community in this way to have citizens
capable to communicate in a Foreign Language taking part of a global economy and cultural
openness.

3.2 Specific Objectives:
- To develop strategies and activities for improving English Language in our students.
- To get a beginner level of English for elementary, basic level for middle high school and
intermediate level for high school through activities such as: presentations, role- plays, songs,
poems, so on, and all the activities that will give a meaningful learning experience.
4. METODOLOGÍA / METHODOLOGY.
The English area makes monitoring and controlling the Bilingualism project through schedule planning, assessment of satisfaction of the activities for educational community recording evidence. On the other hand, project leaders developed a plan for improvement based on the findings. Also, this project not only will be presented in activities for all the community but also it must transcend the English classes. For that, it’s important to integrate the technology also in this work, so we can give the relevant consideration and motivation to the activities we are developing.
The methodology is based on meaningful activities, TPR, and real life with the goal to develop students´ communicative skills and competences in different levels. Also, Project-based learning refers to the theory and practice of utilizing real-world work assignments on time-limited projects to achieve mandated performance objectives and to facilitate individual and collective learning (Smith and Dodds, 1997). Considering the process carried out throughout each term to achieve a result, we base our project on the project-based learning methodology. As it is mentioned by the author this methodology allows students to make part of a whole process that provides them with new knowledge by discovering and knowing their context; in addition, this methodology encourages students to work individual and collectively which simultaneously equip them with interpersonal skills.
It will carry out the following strategies for the development of activities
- Meaningful activities.
- Workshops.
- Role plays.
- Poems.
- Short videos.
- Expositions/ presentations.
- Songs.
- Games.
- Short messages.
